The effect of education level and unemployment rate on poverty in Deli Serdang regency

Poverty is a complex problem that is multidimensional and affects many people around the world, including Indonesia. In Indonesia, poverty is still high, especially in underdeveloped rural and urban areas. Low education levels and high unemployment exacerbate poverty conditions as they affect access to decent work and adequate income. In Deli Serdang Regency, North Sumatra, despite having abundant natural resources, the poverty rate is still high. Expected solutions include improved access and quality of education, increased job opportunities, entrepreneurship promotion, access to better health and social services, and effective redistribution policies. This study aims to determine the influence of education, unemployment, HDI, and income on poverty in Deli Serdang Regency and to determine the influence of wages, consumption, and poverty on income simultaneously on income in Deli Serdang Regency. The approach used in this study is a quantitative approach sourced from secondary data in a time series, namely from 2013 to 2023. The data analysis model in this study uses a simultaneous equation model. The results of the simultaneity test showed that education had a positive and significant effect on poverty, while unemployment, HDI and income had a negative and insignificant effect on poverty. And poverty has a positive and significant effect on income, while consumption and wages have a negative and insignificant effect on income.

Bridging the gap between entrepreneurial intentions and behavior: examining the role of mindfulness

PurposeThis study investigates the role of mindfulness in the relationship between entrepreneurial intention and behavior.Design/methodology/approachTo investigate the effect of mindfulness on entrepreneurial intention and behavior, we adopt a conceptual framework based on the theory of planned behavior and develop our hypothesis, anticipating that mindfulness has a moderating effect on the entrepreneurial intention–behavior relationship. We conduct an empirical study by administering a survey questionnaire with 329 respondents who attended a training program organized by one of the leading management institutes in India.FindingsWe find a positive effect of entrepreneurial intention and mindfulness on entrepreneurial behavior. Further, mindfulness has a moderating effect on the entrepreneurial intention–behavior relationship.Research limitations/implicationsThe study has a few limitations. It was conducted among unemployed youth who participated in a government-sponsored training program for the promotion of entrepreneurship. Although not all the participants in the program were automatically eligible for government funding for starting a business, their entrepreneurial intention–behavior relationship may vary based on their conditions after the training concluded. This study emphasizes only the relationship between mindfulness and entrepreneurial intention behavior, considering EI and well-being implicit in mindfulness. Other contingent factors might also influence the entrepreneurship intention–behavior relationship, but our argument is that, ultimately, all emotional and rational factors can be subordinated to mindfulness. Hence, future research could be carried out to study the effect of mindfulness practice, entrepreneurial intention and the effectiveness of implementation behavior. Further longitudinal studies could be designed to understand how mindfulness training bridges the gap in the entrepreneurial intention–behavior relationship.Practical implicationsThrough this study, we offer empirical evidence on the role of mindfulness in moderating the intention–behavior relationship in entrepreneurship. Mindfulness makes people more aware of their internal and external environment when they pay attention with a purpose that helps them to regulate their emotions, cognition, novelty seeking and social contexts to sustain the ups and downs in starting a business.Originality/valueThe findings of the study offer new insights into the nuanced association between entrepreneurial intention and behavior through the lens of mindfulness.

Probing Entrepreneurial Behavior and Performance of Women Entrepreneurs in Relation to the Kudumbashree Mission: An Analytical Study

The Kerala model exemplifies the transformative power of women's empowerment in fostering progressive development. Central to this model is Kudumbashree, the State Poverty Eradication Mission, acclaimed for its initiatives in poverty alleviation and women's empowerment. Despite Kudumbashree's promotion of women's entrepreneurship, challenges among micro - enterprises persist, necessitating an exploration of factors influencing their performance. This study examines the entrepreneurial dynamics within Kudumbashree, focusing on how entrepreneurial behaviour and competency impact micro - enterprise performance. Findings indicate that innovativeness, opportunity recognition, and business skills significantly drive revenue growth, while the roles of initiative, risk - taking, and management skills need further study. Recommendations include fostering innovation, encouraging initiative, offering risk management training, and enhancing management and business skills. The study highlights the need for targeted interventions to empower women entrepreneurs, promoting economic empowerment, gender equality, sustainable development, and community empowerment in Kerala.

Review and Development of Innopreneurship Model to Enhance the University Ecosystem

This paper aims to study the initiatives taken by the private Universities through business Incubation centers for the development and promotion of Innovation and entrepreneurship. It also studies the linkages among University Incubation centers, young innovators, Industry and investors for ecosystem development. Traditional universities role has gradually evolved and changed now to redirect the new knowledge system for nation’s economic development through University Incubation centers. Utilization of Digital Marketing Content Creator for Promotion of Entrepreneurship

Technological developments, the use of smartphones and internet access provide innovation in marketing activities. Entrepreneurs have new strategies in marketing the goods they produce which were originally marketed offline and can then be marketed online. Online marketing is one of the digital marketing strategies. Digital marketing activities are an important point in entrepreneurship promotion activities, considering that all forms of activity, especially in the business sector, have gone through the digitalization stage, so understanding in the digital marketing process must be improved so that they are not left behind and goals can continue to be achieved. The use of digital marketing is needed to improve the entrepreneurial marketing skills of students at SMA 7 Padang, SMK 4 Padang, and SMA 3 Tebo, so that students can implement digital marketing and be able to increase their business potential. Digital marketing involves starting from content creation, placing online advertisements, website optimization, email marketing, relations with online media, to becoming a social media admin. One application of digital marketing in business is content creation. This activity provides guidance regarding digital marketing strategies using content creation methods via social media platforms.

Digital economy empowered entrepreneurship

PurposeAs an important engine of economic growth, the digital economy is bringing new opportunities for the promotion of entrepreneurship. However, key questions regarding the extent of the effect of the digital economy on entrepreneurship remain unanswered. This study examines how the digital economy influences entrepreneurship in China using provincial data from 2011–2020, applying convergence tests and spatial econometric models.Design/methodology/approachBased on theoretical analysis and using macro provincial data covering the period of 2011–2020, we adopt a diversified empirical analytical method and apply a combination of the convergence trend test, spatial auto correlation test, and spatial Durbin model to test the research hypotheses.FindingsFirst, there is spatial correlation between the digital economy and entrepreneurship. Second, the overall trend of China’s digital economy shows s convergence, with the whole country and the eastern region showing absolute β convergence and the whole country as well as the central and western regions showing β conditional convergence. Third, the digital economy can significantly promote entrepreneurship and has spatial spillover effects. Moreover, higher education has a negative moderating effect on the process of digital economy empowering entrepreneurship.Research limitations/implicationsStudying the spatially correlated impacts of the digital economy on entrepreneurship enhances our understanding of its contribution to economic growth. Policy-makers can use these findings to develop targeted digital infrastructure investments in lagging provinces, guide entrepreneurs to better grasp the opportunities of the digital economy, and provide support for innovation and entrepreneurship. The findings also could offer Chinese experience that can be used to guide developing countries in utilizing the digital economy to enable entrepreneurship.Originality/valueThis paper expands and enriches the analytical focus on digital economy-empowered entrepreneurship and complements the current theoretical research on the moderating effect of the digital economy in empowering entrepreneurship.

Mediating Role of Self-efficacy to Sustain Women Entrepreneurship in Nepal

Self-efficacy in terms of entrepreneurship is the perceived ability of entrepreneurs to overcome the special situations faced during the business operation. This study has been carried out to examine the mediating role of self-efficacy between policy support and sustainable women entrepreneurship in Nepal. Women having at least three years of business experience were selected from four provinces that are convenient to the researcher. A total of 353 survey questionnaires were collected from the sample. Casual relational research design was used to find the effect of policy support and self-efficacy on the survivability of women’s businesses. Structural equation modeling with AMOS was used to analyze the five-point Likert scale structured questionnaire. The result found that policy support has a significant indirect effect on entrepreneurial survivability through the mediating effect of self-efficacy. In the presence of the mediating variable, policy support has a non-significant direct relationship to survivability. This means the influence of policy support on survivability is fully mediated through the mediation of self-efficacy. This study suggests the policy makers to emphasize self-efficacy while making intervention plan regarding the promotion of women entrepreneurship and their business sustainability in Nepal.

Knowledge entrepreneurship in higher education institutions: a perspective of knowledge sharing and entrepreneurial leadership in Pakistani HEIs

PurposeThe purpose of this study is to contribute to the research of knowledge management in higher education institutions (HEIs) by studying the enablers of knowledge entrepreneurship. Anchored in the dynamic capability theory, knowledge entrepreneurship is heterogeneously distributed in HEIs and is critical for the sustenance of organizations in the knowledge economy. This aim is realized by understanding the determinants of knowledge entrepreneurship and empirically investigating the relationship of knowledge-sharing behaviour and entrepreneurial leadership with knowledge entrepreneurship.Design/methodology/approachData was collected through structured questionnaires from 550 faculty members of HEIs in Pakistan by adequately representing the sample size through regional stratification and proportionate sampling. Data was analyzed through the Analysis of Moment Structures software where the data validation and reliability were achieved using correlations, confirmatory factor analysis and structured equation modelling to generate generalizable results.FindingsThe findings revealed that knowledge sharing is an important component in developing knowledge entrepreneurship. Entrepreneurial leadership is pivotal in providing the support, vision and autonomy to individuals with personal and professional capabilities to ensure the creation of new knowledge, collaboration and innovation.Research limitations/implicationsThe study contributes to an understanding of relationship of knowledge sharing and entrepreneurial leadership that leads to promotion of knowledge entrepreneurship in HEIs of Pakistan. In addition, the findings of the study extend the existing literature on knowledge entrepreneurship by offering the positive mediating role of entrepreneurial leadership in the universities of Pakistan, hence, addressing the specific challenges and opportunities faced by the HEIs of a developing country like Pakistan. The theoretical framework of the study elucidates the importance of knowledge sharing and entrepreneurial leadership by using the dynamic capabilities theory and extends the scope of the aforementioned theory in entrepreneurial leadership realm.Practical implicationsBy generating an understanding of the dynamics of knowledge entrepreneurship this study tries to help policymakers and educational leaders to develop strategies to cultivate a culture of knowledge sharing and entrepreneurial leadership in Pakistani HEIs. Building the entrepreneurial ecosystem entails prioritizing knowledge creation, knowledge sharing and retention that can lead to innovative solutions for local and global challenges.Originality/valueThe study used dynamic capabilities theory to link the knowledge and resources together for the education sector for sustainable outcomes in the knowledge economy. To the best of the authors’ knowledge, this is the first study to empirically study the behaviour of HEIs to create and support knowledge entrepreneurship in the presence of entrepreneurial leadership in the context of a developing country, Pakistan. Becoming a knowledge-based society will help Pakistan upgrade itself to the list of developed countries.

E-commerce and rural women entrepreneurship ——Based on the quasi-natural experiment of “comprehensive demonstration policy” for E-commerce in rural areas

The importance of information and communication technology in rural areas has gradually become prominent, and rural e-commerce has emerged as a crucial driver for promoting agricultural and rural development. This paper takes the comprehensive demonstration policy for e-commerce in rural areas as a quasi-natural experiment. It is based on five-period panel data from the China Family Panel Studies (CFPS) and employs the staggered difference-in-differences method to examine the impact of e-commerce on rural women entrepreneurship and its mechanisms. The research results indicate that the implementation of the comprehensive demonstration policy for e-commerce in rural areas significantly increases the probability of rural women engaging in entrepreneurship by 1.6 %. The entrepreneurial promotion effect of this demonstration policy is more pronounced for rural women in the central and western regions and those with lower educational levels, demonstrating the inclusiveness of e-commerce in rural development. Additionally, this promotion effect is also significantly influenced by marital heterogeneity. Mechanism analysis results suggest that the comprehensive demonstration policy for e-commerce in rural areas can stimulate the use of information and communication technology by rural women, leverage the crucial role of non-traditional education in skill development, alleviate financial and social capital constraints for rural women, and inspire a wave of rural women entrepreneurship. The paper argues that the construction of rural e-commerce has the potential to empower rural women entrepreneurship.

Regional innovation systems and entrepreneurial ecosystems: their value added to rethinking regional development policies

ABSTRACT Advances on the understanding the innovation process and phenomenon, principally coming from the regional innovation systems approach and from the theorization around the concept of entrepreneurial ecosystems, have given an impulse to entrepreneurship promotion. The aim of this paper is two-fold. On the one hand, the first objective is to contextualize and clarify the concepts of regional innovation systems and entrepreneurial ecosystems that have been gaining a growing importance in terms of regional policy. It will also address their differences and complementarities, proposing an analytical filter to enhance their understanding, both theoretically and operationally. The second objective is to formulate a set of recommendations about the role both concepts bring to local and regional development strategies, opening the way for a set of public policy interventions.

Promoting Rural Entrepreneurship in Tanzania Through Empowering Voluntary Financial Saving Groups

Purpose: This study investigated the promotion of rural entrepreneurship in Tanzania through empowering Voluntary Financial Saving Groups (VFSGs). Specifically, the study examined practices adopted by VFSGs and challenges confronting such VFSGs. Design/Methodology/Approach: A cross-sectional study using qualitative and quantitative approaches was carried out using a sample of 262 members of VFSGs that was selected using proportionate stratified sampling from different strata. The study was conducted in the Iringa region, whereas the Iringa and Kilolo districts were purposefully selected. Questionnaires, in-depth interviews, and focus group discussions were employed as data collection methods. Qualitative data analysis was carried out using content analysis. Descriptive statistics were adopted for quantitative data analysis, whereas mean scores were performed, followed by ranking. Research Limitation: This study was limited to one geographical region, Iringa, with only two districts, Iringa and Kilolo. The limitation was attributed to limited time and financial resources to cover a wider scope. Findings: Major findings of the study regarding practices adopted by VFSGs included inadequate training on enterprise development and management for members of VFSGs and inadequate seriousness to punish loan defaulters. Further, major findings about challenges facing VFSGs were the small amount of loans provided to members, inadequate business training to members, late loan repayment, the high dropout rate of members, unfavourable entrepreneurial cultures among members, conflict emerging among members and poor attendance in a meeting among members of VFSGs. Practical implications: The study concludes that skills gaps and loan defaulters in VFSGs are practices that are less adopted. This calls for intervention through entrepreneurship and business training and further longitudinal studies to establish behavioural change over time after intervention. Social Implication: Policies should mandate the provision of business training to VFSGs before they receive loans from money lenders. They should also focus on reducing mobile money transactional charges to fuel technology usage among VFSGs. Originality: The empirical data gathered from various regions in rural Tanzania adds valuable, real-world evidence to the discourse on VFSGs and rural entrepreneurship. This data-driven approach strengthens the credibility and relevance of the study's conclusions and recommendations.

‘Let’s play together for entrepreneurship!’ Engaging actors in academic capitalism within the policy discourse on entrepreneurship

Since the early 2000s, the promotion of entrepreneurship in higher education (HE) has become a central aim of educational policy in Europe. We apply a critical discourse approach to examine entrepreneurship HE policy discourse in the framework of academic capitalism. Using Finland as a case example, we investigate how academic capitalism materializes in and through the entrepreneurship discourse in a Nordic HE system and how social actors in higher education institutions (HEIs) are persuaded and engaged in entrepreneurship discourse, and within it, in academic capitalism. We analyze recent guidelines for HEIs produced by the Federation of Finnish Enterprises and university stakeholders. We show how the entrepreneurship policy discourse in HE intertwines with academic capitalism in multiple ways. The whole HEI community across disciplines is harnessed for the creation of an entrepreneurial ecosystem to enhance the innovation, creation, and renewal of businesses in order to create economic value for HEIs and businesses to secure national competitiveness. As business actors participate in generating the policy discourse, they also powerfully contribute to redefining the purpose of HE according to business logics and values. This will strengthen the marketization of a Nordic system that has so far followed social equality as its core principle.

A vocational education and training subject teacher for fostering students' entrepreneurial skills—The development of a conceptual model

AbstractIn the future, a significant portion of the workforce is expected to engage in self‐employment or pursue part‐time entrepreneurial endeavours, especially in vocational education and training (VET) fields where entrepreneurship serves as a predominant avenue of employment. The primary goal of this article is to investigate the interconnectedness of a teacher's autonomy, agency, and guiding behaviour and to understand their relevance to the teacher's pedagogical decisions and ability to effectively guide students toward entrepreneurship. To achieve this objective, semistructured interviews were conducted with eight VET subject teachers, employing predetermined concept definitions derived from prior research. Analysis of the interviews revealed a connection between these concepts, highlighting their influence on the pedagogical decisions made by VET teachers. However, minor variations were observed across diverse fields of VET. The study underscores the significance of autonomy, decision‐making capabilities and teacher agency in fostering students' entrepreneurial skills. It emphasises that autonomy alone is insufficient, and various factors either facilitate or hinder the promotion of entrepreneurship. This article contributes to entrepreneurship education research in two ways. First, it provides new information about the VET subject teacher as a promoter of students' entrepreneurial skills. Second, by presenting a theoretical model that helps to understand the factors influencing teachers' actions. The model, being novel, can be utilised to understand how VET teachers utilise autonomy and express agency in their work. Additionally, the research results are considered from an international perspective. The discourse revolves around the conceptual model, by exploring the reasons behind it, and considering subject teachers' professional identity as entrepreneurship teachers.

Creating a more prosperous life through beauty: how entrepreneurship education empowers women MSME in Indonesia

This research aims to determine whether a top cosmetic company’s Beauty for Better Life Women's Empowerment Program (BFBL – WEP) has encouraged women to become entrepreneurs in the micro, small, and medium enterprises (MSME) sector, and identify the various obstacles and challenges they face in navigating their entrepreneurship journey. Launched by the L'Oréal Foundation in 2009 in 27 countries including Indonesia, the BFBL Program believes that a program like this will play a central role in helping vulnerable, underprivileged, or marginalized women regain their self-esteem, develop self-confidence and enhance their well-being. Using a qualitative research design with primary data collected through semi-structured interviews of thirteen (13) female beneficiaries of the Program, the research covered six (6) regions in Indonesia. Additional data was obtained from two (2) more key informants representing the Head of the BFBL Program in L’Oreal Indonesia and a beauty coach. Interviews were done through hybrid methods of offline and online engagements with respondents, enabling reach as well as convenience as the respondents came from different regions across the country. Findings show that the BFBL produces successful women MSME entrepreneurs through a) training in the planning and design of beauty services; b) resource support provides mentoring and coaching, and c) marketing support skills through social media promotion, creating a business portfolio, and learning ethical practices in dealing with clients. Geographical challenges in program implementation as well as logistical capabilities of participants were detected. Implications to organizational practices related to women’s entrepreneurship promotion are presented.

DETERMINANTS OF EXPORT ENTREPRENEURSHIP DEVELOPMENT: A COMPREHENSIVE ANALYSIS OF THEIR HETEROGENEOUS IMPACT

The article aims to analyse current trends in the export entrepreneurship sphere. The main objective of the study is to identify a possible relationship between the attained level of export performance achieved in different countries and various institutional and other determinants. The article provides a concise theoretical overview and bibliometric analysis of publications, highlighting promising directions for the promotion of export entrepreneurship and identifying key factors influencing its effectiveness. To achieve the study՚s objective, data are used on the time to export a single cargo, the number of procedures to register a new business, the creditworthiness of countries, GDP per capita, the share of natural resource rents in GDP, the efficiency of government institutions, the share of urban population in the total population, and the average years of education. The specified parameters have been collected for the period from 2006 to 2020. To analyse the nature of the influence of the selected determinants, a sample of 135 countries with different levels of population income was compiled. Statistical data processing was carried out using the software tools EViews 13 and Stata/MP 14.2. Initially, a series of econometric tests were used to check the panel data for multicollinearity, variable stationarity, and their cointegration. Fully Modified Ordinary Least Squares (FMOLS) and Dynamic Ordinary Least Squares (DOLS) methods were then used to estimate the statistically significant long-term relationship between the variables. As a result, a pool of significant factors of institutional and other factors has been identified that determine the effectiveness of export entrepreneurship in the country. The results obtained allow for a more comprehensive justification of measures to support the development of export business activities.

Entrepreneurial universities and integrated sustainability for the knowledge-based economy: self-perception and some structural challenges in the Gulf region

Innovation and the promotion of entrepreneurship are requirements of the transition towards knowledge-based economies. Universities are assigned a key role in advancing entrepreneurship through the restructuring of teaching, research, and governance with an emphasis on innovation and sustainability. In the Gulf region, universities are increasingly adopting reforms aimed at redefining their missions towards entrepreneurial education. This study examines the impact of university-based innovation and entrepreneurial models on progressing towards knowledge-based economies, with Qatar University serving as a case study. It qualitatively assesses recent university reforms and contextualizes these reforms within limitations in the national context and the political economy of the rentier states in the Gulf. The findings suggest that for Gulf region universities to effectively become entrepreneurial and support sustainable development, they must cultivate an entrepreneurial culture and mindset. This requires structural and cultural shifts that resonate with national context, institutional values, and the global sustainability goals. The study indicates that a top-down approach to developing entrepreneurial universities is less effective. It advocates for policies and incentives that motivate universities to become entrepreneurial. Ultimately, the study’s insights aim to guide policymaking to develop knowledge economy frameworks in Qatar towards a sustainable future.

Automated Competence Assessment Procedures in Entrepreneurship

This study endeavors to automate the assessment of competencies within the domain of entrepreneurship, specifically targeting the augmentation of entrepreneurial cognition and conduct within universities in German rural regions, like Lower Franconia. Employing methods, including literature analyses and expert interviews, we formulated and validated an entrepreneurship competence profile and accompanying self-assessment tool. The ensuing evaluative framework is poised for seamless integration into learning management systems, thereby facilitating intelligent competence monitoring within educational environments. Purpose: The aim of this thesis is to develop an automated competence assessment procedure in the field of entrepreneurship. This can be used in the university environment in the long term to promote and teach entrepreneurial thinking and behavior in order to sustainably improve the quality of learning outcomes and achieve targeted promotion of entrepreneurship. Methodology: Based on a relevant literature analysis, four guideline-based expert interviews were created and conducted. The results of the interviews were compiled and validated in a structured competence profile (entrepreneurship competence profile). Based on this competence catalog for entrepreneurs, an empirically valid self-test was created using standard psychometric questionnaire construction methods. Results: The entrepreneurship competence profile and a consequential empirically validated self-test for competence assessment were created. This test provides the basis for the long-term competence development of students and can further be embedded automatically into a learning management system (LMS) as part of intelligent competence monitoring, which allows for the recording of competencies for each student and the individual incorporation of gap closure into the curriculum. Originality/value: In previous research, there were no competence profiles or competence assessment procedures in the field of entrepreneurship that derived relevant competencies directly from actors within this environment. This work illustrates the development of a competence assessment procedure for entrepreneurs and shows which methods can be used to close prevailing research gaps in the field of intelligent competence monitoring.

Entrepreneurship promotion policies and urban carbon emission efficiency: does environmental concerns matter?

To foster economic and social development, many countries have adopted entrepreneurship promotion policies. However, existing research on entrepreneurship promotion policy primarily focuses on its employment incentive effect, while neglecting to examine the underlying impact mechanism and its effect on environmental sustainability. Based on the quasi-natural experiment of China’s National Entrepreneurial Pilot Cities, this paper employs the difference-in-differences model to examine the impact of the National Entrepreneurial Cities pilot policy on urban carbon emission efficiency. The study finds that China’s National Entrepreneurial Cities pilot policy has generally impaired urban carbon emission efficiency, and a series of robustness tests show that the results are robust. National Entrepreneurial Cities pilot policy decreases urban carbon emission efficiency by increasing the proportion of necessity entrepreneurship, inhibiting the upgrading of industrial structure, and increasing overcapacity. The government’s environmental concerns and the public’s environmental concerns play a prominent role in improving the adverse impact of the National Entrepreneurial Cities on carbon emission efficiency and mainly play a significant role in central and western cities, cities with low per capita GDP, cities with high economic growth pressure, and resource-dependent cities. The research of this paper provides a reference for the government to promote entrepreneurship while taking environmental effects into account.

Por lo tanto, en esta investigación, se recogieron y establecieron las percepciones de los estudiantes de octavo nivel de la carrera de Diseño Gráfico de la Universidad Técnica del Norte respecto a cuáles asignaturas han fortalecido su espíritu emprendedor y cómo se sienten en relación con esta capacidad a puertas de ingresar al mundo laboral. En la metodología, se empleó un enfoque mixto con herramientas cualitativas y cuantitativas, aplicado a una población específica de estudiantes que completaron la malla curricular de la promoción 2019-2023. Los resultados destacan que la asignatura Branding es la que más conocimientos y habilidades ha otorgado a los estudiantes para desarrollar y fomentar el espíritu emprendedor; seguido de asignaturas como Creatividad, Diseño Publicitario, Producción Audiovisual y Fotografía, que también han contribuido significativamente a una mentalidad emprendedora. Esto demuestra que la creatividad, el manejo de herramientas tecnológicas, la creación de marcas y la producción son elementos clave para establecer nuevos negocios o emprendimientos al finalizar sus estudios universitarios.

Social entrepreneurship as a special type of business is aimed at reducing social tension in society, ensuring employment, accessibility and variety of social services. Most social entrepreneurs in Russia belong to the category of small businesses. Improving state regulation of the development of small social entrepreneurship helps to reduce the severity of social problems and strengthen interaction between the state and business on this issue. The purpose of the article is to assess trends in the development of small social entrepreneurship in the country, current measures of state regulation and develop proposals for their improvement. The study revealed trends in the development of small businesses in the social sphere in Russia, reflecting high growth rates in the number of small social entrepreneurship entities, its spread to various areas of activity with a predominance in the areas of education, social services and sports and leisure. The growth in the number of social entrepreneurs is mostly observed in large conglomerations. However, the continuing low share of social enterprises in the total number of small businesses in the country, the analysis of the implemented measures of state support for them, does not allow us to draw a conclusion about the sufficiency of the conditions created in the country for the support and promotion of social entrepreneurship. State regulation of the development of small social entrepreneurship is proposed to be carried out in the direction of improving the institutional environment, expanding the range of entities that ensure the development and promotion of small businesses in the social sphere.
