Reverberation Chambers at the Edge of Chaos: Discussion Forum at EMC Europe 2020

Reverberation chambers (RCs) have served yet another purpose, though, this time, a not-so-technical one. At EMC Europe 2020 in Roma, Italy, an open debate has been carried out on some disputing arguments regarding RCs. This debate focused on a (apparent?) confrontation between the “traditional” RCs and the “chaotic” RCs. The fruitful debate inspired, in a novel way, intriguing and captivating comments on the nature, the uses and applications of RCs. The reader will find that there are several topics on which the debaters still disagree. Most probably, the reader him/herself would have a divergent opinion on some of the topics detailed in this paper. These divergences should not represent any major issue but, on the contrary, they should make research even more interesting by acknowledging and reflecting on the exciting complexity of the learning process. This is a rather unusual paper which briefly reports on the main topics and arguments covered during the debate. Furthermore, and perhaps more interestingly, it also reflects on the importance of scientific debates, conversations and exchange of ideas which were experienced during such discussion forum.

Technical Theme Topics

The use of Reverberation Chambers for testing in EMC and in other areas is likely to increase in the years to come. In this column, we have in the past paid particular attention to the technical aspects of testing in such an environment. Examples are the following Themes: Reverberation Chambers-Part I (Vol 6, Issue 1,2017, pp 63–78), Reverberation Chambers-Part II (Vol 6, Issue 2,2017, pp 76–88), and Wireless Tests in Reverberation Chambers (Vol 9, Issue 2, 2020, pp 45–55). In the current issue we report on a discussion forum which took place at EMC Europe 2020. Discussion forums, by their nature, are meant to encourage the expression of a wide range of views and stimulate debate, so in the years to come a broader, deeper, and more secure understanding of this important topic may emerge (see the discussion below).

It's summertime and that means it's time for our annual IEEE International Symposium on EMC+SIPI. This year's virtual symposium (held jointly with EMC Europe) will take place 26 July - 20 August 2021 - that's over four weeks of exciting content for all of us to enjoy!

EMC Standards Activity

It's a busy time of the year as we ramp up our Standards Activity in preparation for the 2021 Joint IEEE International Symposium on EMC+SIPI and EMC Europe. This year the symposium will be held virtually which means our many Standards Committee meetings are OPEN to anyone with an interest in the topics under discussion. Most meetings will take place from August 2 - 20; please check the symposium website (www.emc2021.org) often to get the updated schedule of meetings. If you are interested in attending a meeting virtually, please register via the symposium website for a no cost “guest pass.” Your registration will enable access to these meetings for FREE. We hope to “see” you at one of the standards-related meetings!

I would like to thank the EMC Society and the Chapters for allowing me the opportunity to be their Chapter Coordinator for the past six years. I was able to meet many of you and we shared our successes, our failures, and learned how to serve our community better. There were more than 30 participants at this year's Virtual Chapter Training held in July; it gave me great pleasure to “see” those that may not have been able to attend if it were held during an in-person symposium. Thank you Mingchang Wang, Kitchener-Waterloo Chapter Chair, for helping me facilitate the meeting.

2021 Joint IEEE International Symposium On Electromagnetic Compatibility, Signal & Power Integrity, and EMC Europe: Review of the Experiments and Demonstrations Program

Experiments and demonstrations (E&Ds) have always been a very special part of the EMC and Signal Integrity/Power Integrity (EMC+SIPI) symposia - and for a good reason. Within the broad range of technical presentations, workshops and tutorials, practical demonstrations deliver the unique opportunity to experience the variety of hands-on hardware and software applications, performed by EMC experts right there, right then. Witnessing the actual execution of an experiment from the first row provides a different type of learning quality expanding its fundamental understanding, teaching new tricks or solutions, or even for the sake of inspiration - after all, who doesn't enjoy seeing their favorite EMC concept being implemented in action?

IEEE Women in Engineering Meets at Annual IEEE EMC Society Symposium: The Future of Leadership

Exchanging ideas, reflecting thoughts, and learning from experience for personal growth with the focus on “the future of leadership” was the ambition of the 2021 IEEE Women in Engineering Event held during the 2021 Joint IEEE International Symposium on EMC+SIPI and EMC Europe.

EMC Standards Activity — News on Standards Week at the Annual Symposium

Standards Week has become a regular part of our annual IEEE EMC Society hosted symposium. This year the formal name is the 2021 Joint IEEE International Symposium on EMC, Signal and Power Integrity, and EMC Europe. Standards Week is not a separate event or even a separate stream; rather, it is a compilation of all the events that take place that are related to any aspect of standards development or implementation. This is done to both promote the work being done and make it easier for participants to find out what changes may be happening in their field of interest. There is also the sincere hope that more people will be inspired to assist in this very important work and so will help to ensure our standards are relevant and correct. As all standards are approved by consensus, it is vital that well balanced industry, government agency, and academic resources are available for both the initial development and throughout the lifetime of a standard. During the virtual symposium, the timing is considerably stretched, and so look for further details as the schedule is finalized. It is likely that at any time there will be some standards related activity occurring, and not just during a one week period.

IEEE Standard P2716 Update: Characterization of the Effectiveness of Printed Circuit Board Level Shielding

At the IEEE EMC and EMC Europe Symposia in 2013, the idea was raised to continue the work that had been started by IEEE 299 and IEEE 299.1 around the characterization of the shielding effectiveness (SE) of enclosures. IEEE 299–2006 (“IEEE Standard Method for Measuring the Effectiveness of Electromagnetic Shielding Enclosures”) covers enclosures having all dimensions greater than or equal to 2.0m. IEEE 299.1 (“IEEE Standard Method for Measuring the Effectiveness of Electromagnetic Shielding Enclosures”) covers enclosures and boxes having all dimensions between 0.1 m and 2 m. The question raised in 2013 was if there was interest in and need for an IEEE standard on the characterization of the effectiveness of shielding enclosures with even smaller sizes. As a side effect, the question on whether an IEEE standard around the characterization of the SE of planar materials was needed as no such guidance document was available at the time.

A Dangerous Chimera: Anti-Suit Injunctions Based on a 'Right to Be Sued' at the Place of Domicile Under the Brussels Ia Regulation?

This note examines the English Court of Appeal's decision in Gray v Hurley [2019] EWCA Civ 2222. It offers a pervasive critique of the untenable argument that the general rule of jurisdiction under the Brussels Ia Regulation gives rise to a substantive right to be sued only in England and that this right is capable of enforcement by an anti-suit injunction. It will be argued that the previous decisions of the Court of Appeal in Samengo-Turner v JH [2008] I.R.L.R. 237 and Petter v EMC Europe Ltd [2015] EWCA Civ 828; [2015] C.P. Rep. 47 were themselves wrongly decided.

President's Message

Hello Everyone, It is difficult to avoid starting any message with something like “no one expected the year we have had.” But it is true. What a year! However, as I sit down to write this column, we have just had the first vaccinations delivered in the UK and various other approvals are being awarded around the world, so there's every hope for the situation to improve in 2021. The uncertainties over travel, budgets, and the health situation in general means that we have had to take the challenging decision to have a virtual symposium for a second year. This was not a lightly taken decision and we are going to look to make this the best event we can, so thanks to everyone who returned their survey for the 2020 Virtual Symposium and for all your comments: many in support of what we did and a number with some suggestions for improvements. The 2021 Virtual Symposium will combine the ‘Raleigh’ and ‘Glasgow’ symposiums and will continue the partnership with EMC Europe. We will continue with a Scottish theme for the Symposium though. Please look out for messages and Symposium website entries that highlight our Scottish theme: the IEEE Glasgow Tartan, castles, food, the Loch Ness Monster…

EMC Europe 2019 in Barcelona

EMC Europe Symposium was organized last September in Barcelona for the second time. More than 700 attendees from 44 countries participated in a 120-hour state-of-the-art Electromagnetic Compatibility week.

Nowadays, the EMC Europe International Symposium is the chief scientific event in Europe since it represents an international forum in which the EMC Community every year meets together in the exclusive frame of the most beautiful cities in Europe. Attendees disseminate and exchange the latest updates about research results and the most innovative technical achievements in the field of electromagnetic compatibility.

EMC Europe 2020 virtual conference: 23–25 September

The EMC Europe 2020 Local Organizing Committee and the International Steering Committee, after a long evaluation of the current worldwide situation caused by the COVID-19 pandemic, has decided that EMC Europe 2020 will be held virtually as a fully online conference from September 23 to 25, 2020. The high-quality technical results achieved — at the end of the peer review process, 292 papers have been accepted from 39 countries — has encouraged us to go forward with the organization adopting a virtual solution, which has been an excellent strategy during this difficult time, given the current travel restrictions and meeting size limitations. Now, we are very excited about this new format for EMC Europe 2020.

EMC Europe 2018 in Amsterdam, the Netherlands

EMC Europe is the result of a long tradition of EMC symposia dating back to the time when EMC Wroclaw, EMC Zurich (and before Zurich: Montreux and Rotterdam), as well as EMC Rome were gathering the entire European EMC community every other year. These symposia merged into the successful event that runs every year in various cities of Europe. It is supported and driven by the International Steering Committee, technically co-sponsored by the IEEE EMC Society, and managed by a local organizing committee. EMC Europe 2018 was held from 27 to 30 August in Amsterdam, the capital city of the Netherlands. This was the third European EMC symposium in the Netherlands, as in 1979 the precursor of the EMC Zurich symposia was in Rotterdam, and the second EMC Europe was in 2004 in Eindhoven. The conference was held in the Beurs van Berlage located in the center of Amsterdam. It was designed as a commodity exchange by architect Berlage and constructed between 1896 and 1903.
