Research on the Current Application of Big Data in Public Governance

Computer technology has profoundly impacted contemporary society, and the social governance of the digital era is inseparable from big data technology. The importance of data statistics in the field of public governance is increasingly prominent, as it can aid government decision-making, improve the quality and efficiency of services. By deeply analyzing data, precisely meeting public demand, increasing service speed and execution, and through real-time monitoring of social data, the government can grasp social dynamics, pre-warn risks, formulate targeted policies, and ensure social stability and harmony. At the same time, attention is paid to the problems that may arise from the application of big data technology, fully leveraging the unique advantages of electronic information technology, establishing and improving relevant laws and regulations to ensure its healthy and orderly development.

Preface

With great and successful prestigious history of MAEIE, the 2023 3rd International Conference on Mechanical Automation and Electronic Information Engineering (MAEIE 2023) was held in Nanjing, China during 15th to 17th, December 2023 via virtual format, gathering together about 100 delegates from all over the world.MAEIE 2023 is a great academic platform and is of great significance for disseminating cutting-edge information in disciplines and industry, promoting the transformation of scientific and technological achievements, and condensing academic achievements in the industry at this event.The Conference consisted of 3 plenary keynote speeches addressed by well-known scholars internationally (by Prof. Xiaofang Yuan from Hunan University, China, Assoc. Prof. He Chen from Hebei University of Technology, China, Prof. Aniruddha Bhattacharjya from SGT University, India, respectively), 8 oral and 18 poster presentations, in which a wide range of topics were covered and the most recent significant results were presented. They discussed such topics as Research on Three-dimensional Path Planning Methods for Autonomous Vehicles, Control Research for Underactuated Cranes with State Constraints, Use of Blockchain Technology in IoT Maintaining Cia Triad in Data Communication, among others. Besides, the attending scholars, experts, and researchers exchanged deeply on the latest research achievements and advanced experience in the industry development and shared their unique insights into development trends and research directions of the industry.MAEIE 2023 received submissions from home and abroad, but unfortunately some manuscripts did not pass the final review, which therefore doesn’t appear in this Conference Proceedings. The selected works included in the Proceedings are published in Journal of Physics: Conference Series, covering topics on Automated Instrumentation and Equipment, Molding Manufacturing and Automation, Intelligent Manufacturing Technology, Power Electronics Technology, Electronics and Communication Engineering, among others. They show readers the latest research results and application cases of mechanical automation and electronic information engineering. We firmly believe that by reading these papers, readers will deepen their understanding of these fields and appreciate their enormous significance and potential impact on contemporary society.We wish to acknowledge all the participants, and the support of our sponsors. With the rapid development of China’s social economy and the continuous advancement of science and technology, current electronic information technology has also made major breakthroughs and has been increasingly used in enterprise safety management. However, it cannot be denied that the current application of electronic information technology in the safety management practice of Chinese enterprises is not ideal, and there are still many problems that need to be solved urgently. Based on this, this study first analyzes the application characteristics of electronic information technology, then analyzes the application principles of electronic information technology in enterprise safety management, secondly analyzes the problems existing in electronic information technology in enterprise safety management, and finally elaborates on the application of electronic information technology in enterprise safety management. Application strategies in enterprise security management to provide a useful reference in enterprise security management.

Constructing core-shell biomass carbon@Fe3O4 composites for enhanced mid-to-low frequency electromagnetic wave absorption

Presently, the escalating issue of electromagnetic pollution, propelled by the rapid advancement in electronic information technology, is attracting heightened attention. This problem is particularly pronounced within the 2–10 GHz frequency range, where electronic devices make a substantial contribution to electromagnetic pollution. Research suggests that carbon-based magnetic composites are a viable solution for mitigating this pollution. In our study, we synthesized magnetic composites composed of Fe3O4 particles and biomass carbon (C) derived from corn silk, using a hydrothermal method. The low conductivity of Fe3O4 particles plays a key role in hindering microcurrent transmission, thus reducing the excessive dielectric properties of the carbon material. Additionally, the formation of multiple heterogeneous interfaces between Fe3O4 particles and biomass carbon significantly enhances interfacial polarization. Importantly, adjusting the Fe3O4 particle content in these composites enables modulation of their dielectric and magnetic properties, thus improving impedance matching and signal attenuation. Notably, at a C to Fe3O4 mass ratio of 1:1, the C@Fe3O4 composites exhibit outstanding wave-absorbing efficiency, characterized by an effective bandwidth of 3.3 GHz at a thickness of 2.13 mm. Most significantly, they achieve a reflection loss of -57.86 dB at 7.36 GHz, representing a considerable breakthrough in high-efficiency microwave absorption.

Technological Innovation and The Scale of User Base of High-Tech Enterprises: The Moderating Effect of The of Ownership

Based on the data of listed companies in Shanghai and Shenzhen A-share electronic information technology industry from 2015 to 2020, this paper investigates the effect mechanism and difference of two types of technological innovation modes (progressive technological innovation and abrupt technological innovation) on user scale of high-tech enterprises with different ownership nature. The results show that there is a positive linear relationship between incremental and abrupt technological innovation and user scale, and the abrupt technological innovation plays a greater role in promoting user scale growth than the gradual technological innovation. The relationship between technological innovation and user scale is significantly adjusted by the nature of enterprise ownership, and the gradual technological innovation is suitable for state-owned enterprises to increase user scale, while the abrupt technological innovation is suitable for non-state-owned enterprises to increase user scale.

Design of Rural E-commerce Logistics Information Management System Based on Spring Boot

With the improvement of science and technology, the Internet has more and more affected people's daily life. People can stay at home and learn the latest information, movies, animations, music, etc. through the Internet. They can also buy goods, learn knowledge, and even find jobs through the Internet. It can be seen that the development of the Internet has brought great convenience to people's lives, and many industries have been born. As an emerging Internet industry, e-commerce has provided a large number of job opportunities for the market. Merchants can promote through e-commerce platforms, and customers can purchase goods through the platform. To ensure the normal and orderly flow of this business activity, efficient logistics systems are indispensable. With the rise of the concept of smart logistics, it not only requires employees to have professional theoretical knowledge and management service knowledge, but also professional technical knowledge such as electronic information technology. Designing an efficient logistics information management system requires cultivating smart logistics talents. E-commerce logistics, through information management systems, can not only achieve intelligent management and control of the logistics process, improve logistics efficiency and reduce logistics costs, but also enhance the automation and intelligence level of logistics, promoting the development of the logistics industry towards a more intelligent, efficient, and sustainable direction.

Progress of Micro-Stimulation Techniques to Alter Pigeons' Motor Behavior: A Review from the Perspectives of the Neural Basis and Neuro-Devices.

Pigeons have natural advantages in robotics research, including a wide range of activities, low energy consumption, good concealment performance, strong long-distance weight bearing and continuous flight ability, excellent navigation, and spatial cognitive ability, etc. They are typical model animals in the field of animal robot research and have important application value. A hot interdisciplinary research topic and the core content of pigeon robot research, altering pigeon motor behavior using brain stimulation involves multiple disciplines including animal ethology, neuroscience, electronic information technology and artificial intelligence technology, etc. In this paper, we review the progress of altering pigeon motor behavior using brain stimulation from the perspectives of the neural basis and neuro-devices. The recent literature on altering pigeon motor behavior using brain stimulation was investigated first. The neural basis, structure and function of a system to alter pigeon motor behavior using brain stimulation are briefly introduced below. Furthermore, a classified review was carried out based on the representative research achievements in this field in recent years. Our summary and discussion of the related research progress cover five aspects including the control targets, control parameters, control environment, control objectives, and control system. Future directions that need to be further studied are discussed, and the development trend in altering pigeon motor behavior using brain stimulation is projected.

Research on Electro-hydraulic Servo Valve Structure and Control Algorithm of System with Servo Valve

Background: With the continuous progress of electronic information technology, people have begun to study the combination of electronic information technology and hydraulic technology to achieve more accurate and flexible control. Electro-hydraulic servo technology was thus developed. Much attanetion has been paid to electro-hydraulic servo valve,a key component of electrohydraulic servo technology. Objective: The number of stages of the electro-hydraulic servo valve, the structure form of the electro- hydraulic servo valve hydraulic front stage, the feedback form of the electro-hydraulic servo valve, the output form of electro-hydraulic servo valve, and the control algorithm based on the application of electro-hydraulic servo valve are analyzed and commented respectively. Combined with associated patents, the research direction and hot topics of electro-hydraulic servo valves are analyzed. Method: The electro-hydraulic servo valves were briefly classified; and then the problems of different types of valves were discussed in depth. Results: By analyzing the problems of electro-hydraulic servo valves, the problems of how to improve the control accuracy, response speed, anti-interference ability, service life and cost reduction of electro-hydraulic servo valves are analyzed comprehensively, and the future development prospect of electro-hydraulic servo valves is predicted and outlooked. Conclusion: Analyzing and discussing the existing hot issues of electro-hydraulic servo valves helps to update and change the electro-hydraulic servo valves, and makes corresponding references for the subsequent research of electro-hydraulic servo valves.

Effect of rapid/slow annealing routes on the magnetic and photoelectric properties of BiFeO3/CoFe2O4 multilayer thin films

With the development of electronic information technology, the miniaturization of lightweight devices and their integration have increased the requirements for materials, and two-dimensional composite multiferroic materials have become a major research hotspot in recent years. However, it is difficult for traditional solid multiferroic material to directly switch the magnetic/polarization direction under the action of an applied electric/magnetic field, limiting the improvement of the magnetoelectric coupling coefficient. In this study, a series of BiFeO3 (BFO)/CoFe2O4 (CFO) composite film multiferroic materials were prepared by changing the annealing routes and annealing atmosphere, the microstructure, ferroelectric properties, dielectric properties, photovoltaic properties, magnetic properties, and magnetoelectric coupling properties of composite films were routeatically studied. The results showed that under the slow annealing route, the composite film has obvious ellipsoidal grains with distinct grain boundaries and better crystallinity. Moreover, the performance of the film after annealing in different atmospheres of the slow annealing route was improved compared with that of the rapid annealing route after annealing in different atmospheres. Simultaneously, by changing the annealing atmosphere of the composite film, the film exhibited better magnetic optical properties and coupling properties after annealing in oxygen. In addition, this study showed that the dielectric constant and residual polarization value of the film increase under the action of magnetic field and illumination, and the maximum photomagnetic dielectric response (3.19%) and photomagnetic response (1.58%) are observed in the annealed film under the oxygen atmosphere of the slow annealing regime, indicating that the magnetoelectric coupling effect of the film is improved under the action of applied light.

DSCU-Net: MEMS Defect Detection Using Dense Skip-Connection U-Net

With the rapid development of intelligent manufacturing and electronic information technology, integrated circuits play a vital role in high-end chips. The semiconductor chip manufacturing process requires precise operation and strict control to ensure chip quality. The traditional manual visual inspection method has a high workforce cost and intense subjectivity and is accompanied by a high level of misdetection and leakage. Computer vision-based wafer defect detection technology is gaining popularity in the industry. However, previous methods still find it challenging to meet the production requirements regarding accuracy. To solve the problem, we propose a defect detection network based on a coding and decoding structure, Dense Skip-Connection U-Net (DSCU-Net), which optimizes the skip connection between the encoder and decoder and enhances the profound fusion of high-level semantics and low-level semantics to improve accuracy. To verify the effectiveness of DSCU-Net, we validate it in actual microelectromechanical systems (MEMS) data, and the results show that DSCU-Net reaches an optimal level. Therefore, the DSCU-Net proposed in this paper effectively solves the defect detection problem in semiconductor chip manufacturing. This method reduces workforce cost and subjectivity interference and improves inspection efficiency and accuracy. It will help to promote further development in the field of intelligent manufacturing and electronic information technology.

Electromagnetic wave absorption performance and rheological behavior of rubber composites with low mass filling rate carbon nanofiber aerogel

With the development of electronic information science and technology, electromagnetic information security and electromagnetic pollution become more and more serious. Electromagnetic wave absorption (EMWA) rubber based on the absorbent of carbon with low density and good corrosion resistance is a kind of good EMWA materials for solving electromagnetic information security and electromagnetic pollution. In this article, three-dimensional network structure carbon nanofiber aerogels (3DNSCAs) are prepared by vacuum annealing of three-dimensional network structure agarose/zinc acetate obtained by freeze-drying of agarose/zinc acetate gel. The EMWA rubber composites with 2.2% (in mass) 3DNSCAs have almost the same density as silicone rubber (PDMS), and the dispersity of 3DNSCAs in PDMS is studied by rheological analysis. The effective absorption bandwidth (EAB, frequency for reflection loss <–10 dB) of the 2 mm thick PDMS/C-800 is 4 GHz, and the minimum value of reflection loss (RLmin) is −52 dB with the thickness of 3.5 mm. The PDMS/C-1000 with the thickness of 3.5 mm has an EAB up to 4.8 GHz. Radar cross section (RCS) reduction of PDMS/C-800 can achieve 20 dB⋅m2 at the frequency of 6 GHz.

Starting from theoretical reflections on the relationship between humans and non-humans in AI, the essay identifies some projects by fashion and jewellery designers that subvert the ubiquitous surveillance system, acting concretely in specific processual and technological dynamics. Finally, by adopting a disruptive approach, the essay seeks to chart new spaces of design thinking that disobey or begin to question the prevailing logic involved in AI.

PROPOSAL FOR THE ESTABLISHMENT OF REGULATIONS ON ONLINE COMMERCIAL ARBITRATION FOR DISPUTE RESOLUTION IN VIETNAM

Dispute resolution in the digital realm, empowered by the boundless development of electronic techniques, intangible technologies, and information technology, has been increasingly adopted for methods like negotiation, mediation, or arbitration. However, the legal foundation for online commercial arbitration as a dispute resolution method remains a contentious issue. This paper analyzes the legal framework of Vietnam, highlighting the gaps in the establishment of regulations concerning online commercial arbitration within the Vietnamese legal system. Application of Electronic Information Engineering Technology in Intelligent Communication

Research on the training of applied talents in Electronic Information Engineering under the background of the Integration of Production and Education

The integration of production and education to cultivate applied talents refers to the establishment of close cooperative relationship between enterprises and colleges and universities, and the joint training of applied talents to meet the needs of society. The background and significance of this mode of cooperation lies in meeting the social demand for high-quality talents and promoting industrial development and economic prosperity. This paper takes the integration of production and education to train applied talents as the background, and takes the electronic information engineering major as an example, systematically discusses how to develop the integration of production and education to train applied talents in the electronic information engineering major. Through this research, it is expected to use theory to guide practice in the follow-up talent training to realize the leap-forward development of the major and the leap-forward improvement of the quality of student training.

Giant dielectric response and relaxation behavior of Bi3+/W6+ co-doped TiO2 ceramics.

With the rapid development of electronic information technology, dielectric ceramics are widely used in the field of passive devices such as multi-layer ceramic capacitors. In this paper, (Bi2/3W1/3)xTi1-xO2 (BWTOx) ceramics with superior dielectric properties have been prepared by using a traditional solid-state method. Remarkably, at a (Bi2/3W1/3)4+ doping level of 0.01, a (Bi2/3W1/3)0.01Ti0.99O2 ceramic achieved a giant dielectric permittivity of ∼1.5 × 104 and a low loss tangent of ∼0.07 at 1 kHz, as well as a good temperature independence, which could satisfy the operating temperature standards for X9R capacitors. The abnormal dielectric relaxation in the low temperature region can be explained by the interface polarization. Data based on the complex impedance spectroscopy and X-ray photoemission spectroscopy results indicate that the colossal permittivity of BWTOx ceramics is mainly ascribed to the internal barrier layer capacitance effect. The findings of this work could provide valuable insights for achieving large dielectric constants and good temperature stability simultaneously in BWTOx and other related electronic ceramic materials.

Integration of Artificial Intelligence based on Electronic Information Engineering

Our analysis of the rapid development of core technologies in the new era of "Internet plus AI" is based on research into the applications of AI technology in the manufacturing sector in recent years. Next, we suggest novel approaches, methods, and configurations for intelligent manufacturing, as well as an architecture and technology system for intelligent manufacturing. In light of this, the purpose of this article is to examine artificial intelligence as it relates to Internet of Things technology in electronic information engineering. The goal is to increase people's material well-being and happiness by better optimizing artificial intelligence and IoT technology, mastering technical concepts, and applying them logically. To better simulate life and optimize information conditions, this paper analyses the experimental results through model construction. It also suggests ways to apply artificial intelligence and IoT technology to electronic information engineering. In conclusion, this research employs sixteen typical mechanics datasets to verify the correctness and generalizability of the method and concludes that it helps improve the usage of AI and IoT technologies.

Assessment of Information Technology in Electronic Medical Records Using the Concept Health Technology Assessment at X Jepara Hospital

&lt;div&gt;&lt;table cellspacing="0" cellpadding="0" align="left"&gt;&lt;tbody&gt;&lt;tr&gt;&lt;td align="left" valign="top"&gt;&lt;p&gt;&lt;em&gt;Hospitals as health service providers need to study the equipment used in health services, which is called a Health Technology Assessment. This research aims to determine the assessment of electronic medical record information technology using the Health Technology Assessment concept at regional General Hospital X Jepara. This research uses a qualitative method with a descriptive design. The research was conducted at the regional general hospital X Jepara which was carried out from March to June 2023. There were 13 informants in this research with 9 main informants and 3 triangulation informants. Data collection techniques use in-depth interviews, observation, and document study. Data analysis for this research is data reduction, data presentation, and conclusion. The results of this research on the concept of effectiveness can increase productivity, be more efficient, make it very easy to publish patient medical records in summary and detail, and doctors and nurses can easily access patient data by logging in using their password. Patient privacy is also maintained with limited access to open it. Service is fast and can increase satisfaction and improve hospital services from an economic perspective using health technology assessment methods. The characteristic aspect of using electronic medical records is that it makes hospital services easier. The security aspect of patient data is guaranteed because system access can only be accessed by users with an account, and the rights of each user are guaranteed. New medical schools in Sub-Saharan Africa –a cross-sectional survey of educational structures, operations, and policies

IntroductionAfrica does not have enough doctors despite having the highest continental burden of disease. Encouragingly, many new medical schools are opening and have begun to graduate doctors. However, the educational structures, operations, and policies of these schools remain poorly understood. This study aimed to better understand these dimensions of new medical schools on the continent.MethodologyWe developed and implemented an online survey covering topics that included admissions policies, curricular design, assessment, accreditation, faculty development, research capacity, postgraduate training, and COVID-19-specific challenges. The survey was sent to 130 schools of which 52 represented individually identifiable email addresses (the remainder being schools’ websites or generic addresses).ResultsResponses represented 10 countries (response rate ~ 56%). Curricula were mostly lecture-based (n = 18, 75%). Electronic platforms and information technologies were used by over 75% (n = 18) of schools. More than half have not implemented postgraduate training programs (n = 13, 57%). Most schools had a formal accreditation process (n = 16, 70%), but the source of accreditation varied. The biggest challenge facing schools was financial (n = 20, 87%) followed by faculty/staff recruitment, training, and retention (each n = 15, 65%).ConclusionNew medical schools in Sub-Saharan Africa are a gateway to the next generation of medical doctors in a region where medical professionals are desperately needed. This survey of new schools is an important step in better understanding their status and needs, especially with the onset of the pandemic.
