The Effect of Vocational Training on Visually Impaired People's Quality of Life.

Quality of life (QOL) is frequently utilized in clinical medicine and research to assess a patient's health status and treatment effectiveness. This study investigates the impact of vocational training on the QOL of visually impaired individuals. We employed the brief Taiwan version of the World Health Organization QOL Questionnaire (WHOQOL-BREFTW) to assess four domains: physical, psychological, social, and environmental, using a nonequivalent pretest-posttest control group design. The experimental group participated in 6 months of vocational training, including life and career reconstruction. After completing the vocational training, the average QOL score for the experimental group was 3.34 ± 0.18, while the control group had a score of 3.10 ± 0.85. The generalized estimating equation (GEE) results revealed a notable improvement of 10.81 (1.10) in the posttest overall QOL scores compared to the pretest scores in the control group. Vocational training significantly improves the overall QOL for visually impaired individuals. It is noteworthy that the psychological, social relationship, and physical health domains of WHOQOL-BREF TW exhibited the most significant improvements. This emphasizes the following: 1. professional knowledge and technical learning can enhance the abilities of the visually impaired. 2. The improvement in QOL occurs primarily at physical, psychological, and social levels. These levels involve maintaining physical health, reducing dependence on medical care, and enhancing self-care abilities for life reconstruction. 3. Integrating electronics with directional action can help to mitigate the risks associated with outdoor activities.

"Capable of much more": The effects of vocational training on caregiver expectations for neurodivergent dependents in Thailand.

Neurodivergence encompasses a spectrum of natural variations in neurological development, including autism, ADHD, and other expressions of cognitive diversity. Caregiver experiences while supporting their neurodivergent dependents critically influence the quality of life outcomes for neurodivergent dependents across life stages, including during the search for work. However, research on caregiver experiences during this stage remains scarce, especially within lesser studied developing contexts like Thailand. This study explored perspectives of Thai caregivers preparing neurodivergent dependents for employment through a focus group (n = 10) of pre-vocational training caregivers and interviews (n = 13) with post-training caregivers. Analysis revealed significant sociocultural factors introducing stigma that affected acceptance, diagnosis, interventions, and policy support. Both groups reported systemic barriers, doubts about future independence, and hopes to increase advocacy and inclusive attitudes. However, caregivers whose dependents had received the training showed marked shifts in their expectations for their dependents' success. Tailored vocational preparation helping dependents exhibit strengths may transform societal views on neurodiversity from deficiency to natural diversity and enable more meaningful, sustainable futures. These insights elucidate caregiver challenges and aspirations, which can better inform supportive research and interventions in Thailand and other non-Western locales.

Effectiveness of Vocational Training on Light Vehicle Mechanics in Underprivileged Children’s Educational Programs, Nepal

Training effectiveness is important for the employment of technical and vocational education and training (TVET) school graduates, such as light vehicle mechanics in the automobile industry. This study explored the training effectiveness of light vehicle mechanics in Nepal, with focus on students’ satisfaction with TVET school’s physical facilities and physical environment. The training effectiveness is explored among the sampled TVET graduates of CTEVT affiliated TVET schools, using quantitative method of research. The overall impression of the training was effective because the graduates responded positively about training. The schools did not fully achieve the objectives due to inadequate provision of modern technology. Thus, they pointed out the need for regular up-to-date tools and equipment as per need of the industry. Utilization of library facility and technology in the teaching- learning methods was equally needed. The skill mismatch could be solved by linking industry to the TVET training. This study may draw an interest of the TVET school leaders for taking effective measures to maintain quality of graduates, keeping in mind the industry needs. Similarly, future researchers may take reference when they want to explore the underlying causes of students’ satisfaction with physical facility and school environment, as well as training and skill mismatch in the labor market among the TVET school graduates.

Effect of Vocational Training on Women Self-Employment: Empirical Evidence from NSO-PLFS Data

It was attempted to analyze the impact of vocational training on women's employability in India. The results showed that selfemployed women were disadvantaged in comparison to male peers. Government intervention was strongly suggested to improve female participation in vocational training. Special attention should be given to providing complementary opportunities for retraining and lifelong learning to all workers, especially women, to encourage and support the desired degree of mobility in the labour market. The state and central governments should implement affirmative action policies like incentivizing admission and completion of vocational training programs. It will increase the participation of the self-employed female workforce. Special funding must be earmarked for government schemes and projects related to women's technical and educational development, mainly from rural or backward areas.

The Effectiveness of Vocational Training and Access to Finance in Alleviating Poverty among Women in Rural South Africa

Globally, there is a growing belief that through women’s empowerment, the socio-economic well-being of many societies will be transformed. This article sought to investigate the effectiveness of these women’s empowerment programmes in fostering poverty alleviation in rural South Africa, using Diphagane village in Limpopo Province as a point of reference. The study employed the qualitative research approach. To facilitate an in-depth understanding of the specific area of focus, the study was premised on the exploratory research design. The findings indicate that women believe they are central to the family unit and empowering them through vocational education and training indeed alleviates poverty. The consensus is that women empowerment through vocational education and training is a key parameter to ensure women’s competitiveness, and as such improves their chances of building a better life and improving their livelihoods. This in turn leads to an improvement in the quality of life for families and the rural community. The responses obtained suggest that poverty reduction is possible through the financial empowerment of women. It is therefore recommended that the South African government intensifies provision of vocational training and access to finance as part of the broader strategy to alleviate poverty in rural areas.

Does Work Disability Contribute to Trajectories of Work Participation before and after Vocational Labour Market Training for Job Seekers?

The contribution of ill-health to labour market participation in relation to vocational training is unclear. Using nationally representative Finnish register data on 42,691 vocational labour market trainees in 2008–2010, we constructed latent trajectory groups of work participation in the open labour market three years before and after training, identifying groups called “High–High”, “High–Low”, “Low–High”, and “Low–Low”. We plotted further patterns of labour market participation within these trajectory groups and, using multinomial logistic regression, examined assignment to these groups focusing on previous work disability status. Those with compared to those without previous work disability had previous employment more often and spent less time in economic inactivity within the two trajectory groups with low pre-training levels of work participation. Having a previous work disability was associated with assignment to the “High–Low” trajectory group of work participation instead of the “High–High” comparison group. The associations of other background factors with the assignment to the different trajectory groups were relatively similar amongst those with and without previous work disability. However, some of these associations were weaker amongst the former. Along with other key background factors, previous work disability should be accounted for when assessing the effects of vocational training.

Preliminary Education，Vocational Training and Migrant Workers’ Income：Based on the Perspective of Life Cycle

Since the reform and opening up, migrant workers have made significant contributions to China’s economic growth, not only promoting the process of industrialization and urbanization, but also broadening the source of rural household income, which has become an important way to alleviate poverty. However, due to limited human capital and household registration discrimination, migrant workers are in a long-term disadvantaged position in the urban labor market, resulting in low income level. Therefore, it has theoretical significance and policy value to study how preliminary education and vocational training affect migrant workers’ income and income inequality.The existing literature on the comparative study of preliminary education and vocational training is insufficient, and only focuses on one aspect of short-term or long-term, which cannot reveal their heterogeneous effects in different periods. In addition, the research on the impact of preliminary education and vocational training on income inequality is also insufficient. With the transformation of China’s main contradictions, income inequality is often more worthy of study than income itself. Based on the data of Rural Fixed Observation Points from 2011 to 2014, this paper studies the heterogeneous effects of basic education and vocational training on migrant workers’ income from the perspective of life cycle. Then, this paper analyzes the heterogeneity effects from the dimensions of employment mode, industry and location, and discusses how they affect the income inequality. The conclusions are that: （1）Compared with preliminary education, vocational training has a greater positive impact on the income of migrant workers, which is not only reflected in the short-term “immediate effect”, but also in the “long-term effect” based on the life cycle. Specifically speaking, migrant workers who have participated in vocational training can not only obtain 18.3% income increase in the early stage of entering the labor market, but also obtain 0.3% annual relative income increase compared with those without vocational training, while the corresponding values of basic education are 13.1% and 0.1%.（2）These effects are heterogeneous in different types of employment, industries and places of employment.（3）Basic education and vocational training can not only improve the income of migrant workers, but also reduce the income inequality in rural areas, and the effectiveness of vocational training is greater.Based on the conclusion, this paper holds the points that we should take the issue of migrant workers’ income as a starting point to deepen economic reform, regard basic education and vocational training as two complementary methods, and take the types of employment, industry and place of employment as the three directions of policy refinement, so as to improve the level of migrant workers’ human capital and income, and promote high-quality economic and social development.

Asymmetric information among stakeholders and consequences in vocational training for ethnic minority youth in Hoa Binh province

The government supports vocational training in order to improve social security for specific population groups, such as the ethnic minority youth. However, there exists information asymmetry among the stakeholders in vocational training, including the ethnic minority youth, local authorities, training institutions, enterprises and state management agencies, leading to adverse selection, moral hazard and principal-agent problem. RESILIENCE AS AN INTEGRAL CHARACTERISTIC OF PERSONALITY AMONG CADETS OF EMERCOM OF RUSSIA

Relevance. Resilience as an integrative resource of an individual, determining its psychological stability was studied among cadets of the Emercom of Russia to develop a psycho correctional program and increase the effectiveness of vocational training and health maintenance.Intention. To develop a model of resilience based on the identification of associated personality manifestations among the cadets of EMERCOM of Russia.Methodology. The study was conducted on the basis of the Far Eastern Fire and Rescue Academy a branch of the St. Petersburg University State Emergency Service Ministry of Emergency Situations among 150 cadets of the faculty of fire safety aged 19–21 years. Psychodiagnostic methods were used as well as psychophysiological rehabilitation complex “REACOR” for biofeedback training and UPFT 1/30 “Psychophysiologist”.Results and their analysis. Parameters of life meaningfulness increase proportionally to resilience. The analysis of terminal values showed that cadets with low resilience sought freedom, financially secure life, pleasures, while cadets with high resilience opted for development, continuous physical and spiritual self improvement. Indicators of internal motivation according to K. Zamfir test were lower in cadets with low and medium resilience vs high resilience. External negative motivation in the group with lower resilience, on the contrary, was higher due to avoidance prevailing over external positive motivation. Adaptation to new or changing conditions is quite complicated for cadets with low resilience and can be disturbed depending on external circumstances. Low resilience was associated with pedantic, anxious, cyclothymic, excitable and dysthymic personality accentuations, medium resilience was associated with cyclothymic and demonstrative accentuations, and high – with hyperthymic and demonstrative accentuations. Cadets with low and medium resilience commonly used confrontational coping strategy. Cadets with low resilience showed increase in flight – avoidance strategies in contrast to those with medium and high resilience (p < 0.05). Low resilience indicates a decrease in tension, the predominance of parasympathetic activity, pronounced inertness and passivity when performing tactical and technical actions. Cadets with high resilience demonstrated improved attention . Average and maximum response time was shorter in cadets with high resilience compared to those with low and medium resilience (p < 0.01), which indicates an increased concentration, activity, and speed. Greater response time in cadets with low resilience probably indicates their passivity and inertness when completing tasks (p < 0.01). After the heat chamber, average and maximum visual motor response time was longer in the group with low and medium resilience (p < 0.05). The structure of resilience includes biological (psychophysiological), social and psychological components. The predictors of resilience are the meaningfulness of life, such coping behaviors as self control, acceptance of responsibility, flight avoidance; personal adaptive potential and its components behavioral regulation and communicative potential; rigid and emotive accentuations; external negative motivation; psychophysiological indicators – vagosympathetic balance (LF / HF), average reaction time.Conclusion. An experimental study of the psychological factors of reactions to professional stressors among cadets made it possible to draw up a scheme of resilience as an integral characteristic of a personality, and to reveal its components.

The Khmer ethnic minority group resides mainly in the Southwestern provinces. In the past years, the socio-economic life of the people has been constantly developing, The appearance of rural and remote areas has not ceased to flourish. However, besides the positive factors, due to the subjective and objective impacts, the inhabited area is still a low-lying education area, low education level; living conditions of the people are very difficult, many Khmer households do not have or lack of productive land, residential land... This article mentions with one of the contents of socio-economic development, hunger eradication and poverty reduction in the Khmer ethnic minority area in the present period. That is to develop effective vocational training models for Khmer ethnic minority women. Through this, offering specific solutions which contribute to improving the effectiveness of vocational training, solving employment for Khmer ethnic minority women.

The professional development of public administration employees is an increasingly important factor in the success of any current nation-state. This statement stems from the increasing effect of the current scientific and technological progress and the breakthrough of globalization, which implicitly requires the establishment and modification of legal regulation of public administration and the permanent improvement of its employees. However, in world practice, there are marked differences in the effectiveness of vocational training, especially in public administration employees of certain countries, which have a decisive influence on the development efficiency of all those countries. Therefore, the subject of this scientific work was chosen to study the success of professional development of employees in public administration of selected European countries and Serbia, whose results seek to advance science in this field and contribute to the development of this practice not only in Serbia but in general. It has produced valuable scientific results that show that the professional development of employees in the public administration of developed countries is, for many reasons, more successful than in Serbia.

In the May issue of International Economic Review (IERE), DOI: 10.1111/iere.2015.56.issue-2, the Introduction article was inadvertently not published in the issue. It should have been included as the first article of the issue. Here is the actual Introduction article. In 1984, Ken Wolpin published a paper in the Journal of Political Economy titled “An Estimable Dynamic Stochastic Model of Child Fertility and Mortality.” The abstract states “the paper develops a finite-horizon dynamic stochastic model of discrete choice with respect to life-cycle fertility within an environment where infant survival is uncertain. The model yields implications for the number, timing, and spacing of children. A tractable estimation method is developed for the linear constraint-quadratic utility case that is intimately tied to the dynamic optimization problem, and the method is applied to Malaysian household data. Estimation is based on integrating the numerical solution of the dynamic programming model of behavior with a maximum likelihood procedure.” The simple idea that economic modeling, estimation, and empirical analysis should be internally consistent was not widely accepted in the 1980s. Earlier research, by Daniel McFadden, James Heckman and others, had demonstrated the power of estimating behavioral models. However, few researchers thought that it was feasible to estimate complicated dynamic stochastic models. Even fewer researchers believed that these types of models would be rich enough to avoid rejection by conventional specification tests. Almost no one expected that these models could be used to answer real-world policy questions. One of Ken's greatest research accomplishments was proving all of the skeptics wrong. Since the publication of that paper, much has changed in economics. What was once considered to be the domain of a few mavericks has become the most compelling methodological approach in empirical microeconomics. This special edition in honor of Ken Wolpin focuses on recent advances in structural estimation of behavioral models in microeconomics. Some of the articles in this volume are revised versions of papers presented at a conference that was organized by Petra Todd and Christopher Ferrall, held at the University of Pennsylvania, on September 21–22, 2012. Other articles were submitted by Ken's former and current colleagues, coauthors, and students. There are 12 papers included in this special volume of the International Economic Review. We ranked the papers by the length of time Ken has known the authors. The papers reflect the broad impact that Ken had on empirical microeconomics and econometrics. Some papers focus on methodological issues in the estimation of dynamic models. Others explore new models or new computational algorithms for existing models. Most importantly, most papers included in this special edition focus on serious empirical applications and study important policy issues covering a diverse set of topics such as the design of social security systems, the impact of permanent and transitory tax changes on labor supply, the impact of divorce on the cognitive achievement of children, and the effects of vocational training on the cognitively impaired. Those of us whose research has been significantly shaped by Ken's own research agree that the best way to honor Ken is continue on his path and try to meet the high standards of research that he sets for himself. The purpose of this volume is to report some progress along the way. We apologize for this error.
