The Effect of Low Impact Development Implementing on Flood Discharge of Outflow Drainage in the Lakarsantri District Surabaya City

The drainage system in Lakarsantri District, Surabaya, applies a conventional drainage system which only focuses on water quantity. This is shown by flood events that occur in the area and downstream of the channel. A new paradigm in the management of drainage systems is a low impact development concept that focuses on conservation efforts and the use of natural features to carry out small-scale engineering to control surface runoff of rainwater in watersheds. This research aims to find a good model that can be applied with significant influence. This research was carried out by modeling using the SWMM application with 3 scenarios, scenario 1 Porous Pavement LID, scenario 2 Vegetative Swale LID, scenario 3 50% Porous Pavement + 50% Vegetative Swale LID. The results of the modeling show that scenario 1 has the effect of reducing surface runoff discharge by 0,385 ha-m, which in existing conditions has a surface runoff of 6,574 ha-m and then reducing to 6,189 ha-m with an installation percentage of 2,81% of the total area by ​​the research location.

Multi-method combined analysis of urban flood risks and its influencing factors under low impact development

In previous studies, the mitigation of urban floods via low impact development (LID) has typically been expressed only in terms of runoff volume reduction. The impact of duration time and flow velocity on the flood risk has not been quantitatively analyzed. This paper takes the Beiyangyuan Campus of Tianjin University (national pilot sponge campus) as the study area. Based on the constructed SWMM and MIKE21 coupled model, the effects of LID on different flood characteristics are analyzed by setting LID removal scenarios. The results show that LID mainly mitigates urban floods by reducing the runoff volume, inundation area and risk area, and the reduction effect is approximately 15%–38%. The water depth, flow velocity and duration time are not sensitive to LID practices, and the reduction effect is basically below 10%. The flood risk and its influencing factors in the study area were analyzed using combined multi-methods based on water depth (WD), water depth & duration time (WD&DT), and hazard rating (HR). The results show that the central island with numerous LID practices has an almost undetected flood risk, and the high risk is mainly distributed in the northeast of the study area. Duration time is an important influencing factor on flood risk, and after adding consideration of duration time, the proportion of risk levels upgraded to moderate or high is more than 90%. Further analysis shows that insufficient drainage capacity of the pipe network leads to prolonged ponding, which is the primary cause of flood risk in the study area. Adding the consideration of flow velocity, the 27–36% low-risk area changes to moderate risk; multiple linear regression analysis shows that the contribution of flow velocity to the flood risk is minimal. The possibility of flow impact hazard in the study area is very low, and the cumulative frequency of water depth and flow velocity product (d·v) less than 0.04 m2/s is more than 98% in each scenario.

Waterlogging Prevention and Control Planning Based on the Concept of Sponge City - A Case Study of Kirin Science and Technology City

With the accelerated development of urbanisation, the problem of waterlogging is increasingly becoming a serious challenge for cities. In order to effectively deal with the risk of waterlogging, this study proposes a set of waterlogging prevention and control planning based on the concept of sponge city construction. It focuses on giving full play to the water reduction effect of Low Impact Development (LID) facilities through the integrated application of ecological emission reduction systems and drainage and risk removal technologies to reduce rainwater runoff and improve the city’s flooding resilience. The method is applied to Kirin Science and Technology City as an example, and the results show that the total annual runoff control rate, the water surface rate, and the water surface storage capacity of this area are all significantly improved, which can provide a reference for deepening the scientific understanding of the mechanism of urban rainfall and flood formation and adopting effective management means.

Assessing the Performance and Challenges of Low-Impact Development under Climate Change: A Bibliometric Review

Low-Impact Development (LID) represents a cogent strategy designed to conserve or reestablish antecedent hydrological states through an array of innovative mechanisms and methodologies. Since the dawn of the millennium, LID-centric research has demonstrated a persistent upward trajectory, mainly focusing on its capacity to mitigate climate change repercussions, particularly runoff and peak flows. However, a standardized rubric and toolkit for LID evaluation remain elusive. While numerous studies have documented the hydrological and water quality benefits of LID, the impacts of climate change on its effectiveness remain uncertain due to varying spatial and temporal climate patterns. This comprehensive review examined 1355 peer-reviewed articles in English, comprising both research articles and reviews, indexed in the Web of Science up until 2022. Findings from the bibliometric analysis revealed significant contributions and emergent trends in the field. Notably, there is an increasing emphasis on performance evaluation and efficiency of LID systems, and on understanding their impact on hydrology and water quality. However, this review identified the lack of a standardized LID evaluation framework and the uncertainty in LID effectiveness due to varying climate patterns. Furthermore, this study highlighted the urgent need for optimization of current hydrological models, advancement of LID optimization, modeling, monitoring, and performance, and stakeholder awareness about LID functionality. This review also underscored the potential future research trajectories, including the need to quantify LID’s effectiveness in urban flooding and water quality management and refining LID simulation models. Cumulatively, this review consolidates contemporaneous and prospective research breakthroughs in urban LID, serving as an indispensable compendium for academics and practitioners in the discipline.

A study on dynamic simulation and improvement strategies of flood resilience for urban road system

As one of the most important and directly affected infrastructure by flood disasters in urban areas, the road system plays a crucial role in maintaining the order of human production and life, as well as providing a foundation for the implementation of emergency response work in disaster scenarios. The existing flood resilience quantification methods based on maximum inundation depths of each individual road unit neglects the influences on flood resilience caused by the connectivity of road system. Therefore, this paper focuses on the road system, simulates the flood resilience of the road system in multiple disaster scenarios based on the functionality curve of road system under rainfall-inundation processes, then quantifies the improvement effect of Low Impact Development (LID) measures on flood resilience. A case study is conducted in Yunmen community, Jingdezhen city in China. The results indicate that: (1) The flood resilience of the road system decreases with the increase of rainfall intensity under different scenarios, and the magnitude of the decrease reduces. (2) The road system exhibits strong adaptability during the early stages of rainfall; The duration of functionality loss increases with increasing of rainfall intensity in different scenarios. (3) Implementation of LID measures can significantly improve system robustness by enhancing the reliability of the roads around critical nodes, thereby effectively enhancing flood resilience. The conclusions can provide a theoretical basis for decision-makers to develop urban flood mitigation engineering plans and resilience strategies tailored to local conditions.

Assessing runoff control of low impact development in Hong Kong's dense community with reliable SWMM setup and calibration

Low impact development (LID) is a sustainable practice to managing urban runoff. However, its effectiveness in densely populated areas with intense rainfall, such as Hong Kong, remains unclear due to limited studies with similar climate conditions and urban patterns. The highly mixed land use and complicated drainage network present challenges for preparing a Storm Water Management Model (SWMM). This study proposed a reliable framework for setting up and calibrating SWMM by integrating multiple automated tools to address these issues. With a validated SWMM, we examined LID's effects on runoff control in a densely built catchment of Hong Kong. A designed full-scale LID implementation can reduce total and peak runoffs by around 35–45% for 2, 10 and 50-year return rainfalls. However, LID alone may not be adequate to handle the runoff in densely built areas of Hong Kong. As the rainfall return period increases, total runoff reduction increases, but peak runoff reduction remains close. Percentages of reduction in total and peak runoffs decline. The marginal control diminishes for total runoff while remaining constant for peak runoff when increasing the extent of LID implementation. In addition, the study identifies the crucial design parameters of LID facilities using global sensitivity analysis. Overall, our study contributes to accelerating the reliable application of SWMM and deepening the understanding of the effectiveness of LID in ensuring water security in densely built urban communities located near the humid-tropical climate zone, such as Hong Kong.

Evaluating the Effectiveness of Low Impact Development Practices against Climate Induced Extreme Floods

Short but extreme flooding events have been frequent and severe globally due to climate change and urbanization in recent years. Similarly, researchers, scientists, and water managers are suggesting the application of sustainable flood management strategies such as Low Impact Development (LID) to mitigate the impacts of such extreme flooding events. However, most of these strategies have primarily been evaluated using historical precipitation events, which may not accurately represent the impact of climate-induced flooding events, which are projected to become more extreme. In this context, this study assesses the effectiveness of LIDs in combating climate change-induced flooding events. The North American Regional Climate Change Assessment Program (NARCCAP) climate model was applied in this study to quantify the magnitude of future projected storm depths, which are expected to increase due to climate change. Similarly, Personal Computer Storm Water Management Model (PCSWMM) was used to develop a rainfall-runoff simulation model and to assess the effectiveness of three LID techniques (Permeable Pavement, Green Roof, and Bio-Retention Cell) in reducing surface runoff under various climate scenarios. The results revealed that under the climate change scenarios the future projected design depths are expected to increase by up to 104%. Similarly, peak discharge, and total flooding volume were found to increase by 37.72% and 88.73%, respectively under the most extreme climate change scenario. Furthermore, the study demonstrated that applying LID strategies decreases peak discharge, offering a viable solution to tackle flooding events induced by climate change. The results illustrated the performance of permeable pavement was superior in reducing the peak discharge by up to 28.57%. Similarly, applying green roofs and bioretention cells reduced the peak discharge by up to 19.93% and 14.25%, respectively.

Analysis of the effects of low impact development practices on hydrological components using HSPF

The purposes of this study are to propose the new approach for modeling the effectiveness of low impact development (LID) practices using Hydrological Simulation Program-Fortran (HSPF)'s Surface-FTABLE (function table) and to evaluate the impacts of LID application on hydrological components and water balance. LID was simulated using Surface-FTABLE, and changes in hydrological components and water balance were analyzed. These results were compared with results simulating LID using the HSPF LID Controls Tool built in the HSPF model. Embedded within the HSPF model, the HSPF LID Controls Tool is used to design and simulate infiltration-based best management practices. Surface runoff decreased similarly for both methods using Surface-FTABLE and LID Controls Tool. For Surface-FTABLE, the infiltration in the facility was reflected in the model, so interflow, outflow and baseflow outflow increased. As a result of the water balance analysis, the results of Surface-FTABLE showed a similar bias to those of the model without LID. In contrast, the results of the LID Controls Tool showed a large bias due to uninvolved infiltration. This study showed that HSPF Surface-FTABLE is applicable to LID simulation and that it is possible to simulate the change of each element of hydrologic components reasonably.

Study of Runoff and Pollution Control in Sponge Cities based on Storm Water Management Model

To better solve the problems of water environment degradation and water shortage caused by urbanization, sponge cities have become a hot research topic. How to evaluate the effect of sponge facilities on runoff and pollution control and conduct benefit analysis is an urgent problem. In this paper, we simulate the runoff control, SS and COD control effects of low impact development (LID) facilities for 0.5a, 1a, 2a, 5a, 10a and 20a rainfall return periods before and after the construction of a sponge city in the southern part of Licang District, Qingdao, China. The results show that the model Nash efficiency coefficient is more than 0.8, which is in line with the reality, and the LID facility can play the role of runoff and pollutants control. 68.2% of the runoff volume is reduced and 70.4% of SS is removed at the return period of P=0.5a, which is the best effect. As the return period increases, the control rates of runoff and pollutants gradually become lower. It can provide a basis for future sponge city effect evaluation.

The influence of Low Impact Development (LID) on basin runoff in a half-urbanized catchment: A case study in San Antonio, Texas

Low Impact Development (LID) was promoted as an alternative to conventional urban drainage methods. The effects of LID at the site or urban scales have been widely evaluated. This project aims to investigate the impact of LID implementation on basin runoff at a regional scale in a half-urbanized catchment, particularly the overlap of urban and rural sub-flows at peak times. A SUPERFLEX conceptual model framework is adapted as a semi-distributed model to simulate the rainfall-runoff relationship in the catchment for San Antonio, Texas, as a case study. Scenario analyses of both urban development and LID implementation are conducted. Results show that (1) the infill urban development strategy benefits more from runoff control than the sprawl urban development; (2) in non-flood season, permeable pavements, bioretention cells, and vegetated swales decrease peak runoff significantly, and permeable pavements, bioretention cells, and green roofs are good at runoff volume retention; (3) contrary to the general opinion about the peak reduction effect of LID, for a partly urbanized, partly rural basin, the LID implementation delays urban peaks and may cause larger stacking of rural and urban peak runoffs, leading to larger basin peaks under extremely wet conditions.

Retention and lag effects of rainfall runoff in a low impact development area

In view of the insufficient quantitative analysis of lag effect of rainfall runoff in low impact development (LID) areas in the construction of sponge city, we evaluate the retention and lag effects of runoff of three combinations of LID facilities including Parking lot-Rain garden, Roof-Elevated bioretention-Permeable pavement-Grass ditch, Roof-Elevated bioretention-Permeable pavement-Grass ditch-Rain garden in Shenzhen Makan Environmental Protection Industrial Park based on the observation data in 190 rainfall events, and comprehensively analyze the influences of rainfall characteristics and combination of LID facilities on the effects. The results show that LID facilities can retain 75.0%-86.5% of rainfall, and LID can retain 2.2-9.9 mm of accumulated rainfall before runoff generation. Compared with the rainfall process, the end time, centroid position and peak position of runoff in LID combinations lag 100-115 min, 30-68 min and 13-34 min, respectively. The series connection of LID facilities can help to improve the lag effect of runoff. With the increase of drought time before rain, the LID combinations accumulate more rainfall before yielding runoff. With the increase of rainfall amount or rainfall duration, the lag effects of runoff end and centroid position increase. While the lag effect of peak position increases with the decrease of rainfall intensity and the advance of rainfall peak. The results are helpful to strengthen the understanding of the lag effect of LID on rainfall runoff.

Effects of low impact development on the stormwater runoff and pollution control

The frequent urbanization and extreme rainfall events have posed the threat to the urban environment. The implementation of low impact development (LID) practices with great potential for control urban flood and overflow pollution is not comprehensively understood yet due to the influence of complex factors (i.e., hydrological pattern, installation location, and vertical parameter setting). In this study, the hydraulic and water quality model were used to analyze the hydrological and pollution reduction of outfall and storage under different hydrological patterns, vertical parameter setting, and green infrastructure installation locations, which can determine the best implementation of the scheme for overflow pollution control. The results showed that nine parameters of the vertical layer regarding the four parameters impacted the peak value and load of suspended solids (SS). The combination scheme of the LID practices was further proposed based on the selection and analysis of the single LID practice. Besides, considering the installation location, the downstream installed location was a better choice. The horizontal connection of overflow runoff and pollution could be reduced by up to 9.75% and 36.46%, respectively. In addition, the horizontal connection can effectively reduce the peak value of inflow and pollutants at the time of assessing storage tank impact, which reach the maximum of 14.08% and 29.25%, respectively. The pollutants distribution became uniform and showed better resilience against rainfall intensity, which is beneficial to the management of stormwater. Our findings can provide guidance for Sponge City construction and effectively alleviate the combined sewer overflow.

A Study on Implementation of Low Impact Development as an Urban Stormwater Management Technique in Srinagar City: Current Trends, Issues and Challenges

Abstract: The Severity as well as the frequency of short-duration, but damaging, urban area floods have increased in recent years across the world. Alteration to the urban micro-climate due to global climate change impacts may also exacerbate the situation in the near future. The events of floods have increased in Srinagar city as well over the past decades. Sustainable urban stormwater management using low impact development (LID) techniques, along with conventional urban stormwater management systems, can be implemented to mitigate climate-change-induced flood impacts in Srinagar. In this study, the supposed effectiveness of LIDs in the mitigation of urban flood in Srinagar city is analysed keeping in view their limitations at the same time. A critical research on the success of these techniques in urban flood mitigation planning in Srinagar city is also recommended. On summarising different LID approaches in the world, the results revealed that LIDs can be an efficient method for mitigating urban flood impacts. Most of the LID devices developed so far, however, are found to be effective only for small flood peaks. The major challenges include identification of the best LID practices for the region of interest, efficiency improvements in technical areas, and site-specific optimization of LID parameters. Research and improvements in these areas will allow better mitigation of climate-change-induced urban floods in a cost-effective manner and will also assist in the achievement of sustainable development goals for Srinagar city and will help us to tackle the increasing problems of water logging and floods in the summer capital of Jammu and Kashmir. Climatic controls on the hydrologic effects of urban low impact development practices

To increase the adoption and reliability of low impact development (LID) practices for stormwater runoff management and other co-benefits, we must improve our understanding of how climate (i.e. patterns in incoming water and energy) affects LID hydrologic behavior and effectiveness. While others have explored the effects of precipitation patterns on LID performance, the role of energy availability and well-known ecological frameworks based on the aridity index (ratio of potential evapotranspiration (ET) to precipitation, PET:P) such as Budyko theory are almost entirely absent from the LID scientific literature. Furthermore, it has not been tested whether these natural system frameworks can predict the fate of water retained in the urban environment when human interventions decrease runoff. To systematically explore how climate affects LID hydrologic behavior, we forced a process-based hydrologic model of a baseline single-family parcel and a parcel with infiltration-based LID practices with meteorological records from 51 U.S. cities. Contrary to engineering design practice which assumes precipitation intensity is the primary driver of LID effectiveness (e.g. through use of design storms), statistical analysis of our model results shows that the effects of LID practices on long-term surface runoff, deep drainage, and ET are controlled by the relative balance and timing of water and energy availability (PET:P, 30 d correlation of PET and P) and measures of precipitation intermittency. These results offer a new way of predicting LID performance across climates and evaluating the effectiveness of infiltration-based, rather than retention-based, strategies to achieve regional hydrologic goals under current and future climate conditions.

Evaluation of low impact development and best management practices on peak flow reduction using SWMM

Rapid urbanisation has caused an increased in peak discharge that conventional drainage systems cannot adequately handle. Low Impact Development (LID) practices are becoming a new approach in helping to better mimic the pre-development discharges. This study aims to evaluate the effectiveness of LID and Best Management Practices (BMP) under different rainfall conditions. Vegetative swale and detention pond were selected to represent LID and BMP. Simulations of four main scenarios namely, base case, LID, BMP, and combined LID-BMP were performed using Stormwater Management Model (SWMM). Results show that among the scenarios simulated, the combined LID-BMP is most effective with average peak flow reduction of 54%. This is followed by BMP that achieved 37% in average peak flow reduction as compared to 27% peak flow reduction by LID. The findings indicate the need for integrated strategy when dealing with stormwater management measures.

Effectiveness assessment of urban waterlogging mitigation for low impact development in semi-mountainous regions under different storm conditions

Abstract To assess the urban waterlogging mitigation effectiveness on low impact development (LID) in semi-mountainous regions, the Storm Water Management Model (SWMM) of a semi-mountainous region combined with GIS was generalized. The SWMM was calibrated and validated through maximum seeper depth of the checkpoints, and various LID scenarios have been designed according to local conditions. The discharge processes of outlets, surface runoff, peak flow and peak time were analyzed in different scenarios. The results show that: all the flow processes of outlets in the LID scenario are gentler than that in the status quo scenario, and the effectiveness of LIDs in semi-mountainous regions are different from that in plain regions because of the slope influence; in semi-mountainous regions, the LID effectiveness on surface runoff reduction decreases with the increase in rainfall return period or the extension of rainfall duration, but remains almost unchanged with the increase in rainfall peak coefficient; the LID effectiveness on control peak flow reduction is not remarkable with the change in rainfall characteristics, and the LID effectiveness on peak time delay is poor. This research can provide decision support for regional small-scale measures of urban waterlogging mitigation and reduction in semi-mountainous regions.

Simulating rainfall runoff and assessing low impact development (LID) facilities in sponge airport.

The appearance of extreme weather causes frequent airport flooding, which has a serious impact on the normal operation of an airport. In this study, three simulation scenarios are set in order to study the effect of low impact development (LID) facilities (green roof and vegetative swale) on the water depth of overflow junctions and total inflow to the study area outlet in an airport at different rainfall return periods (2 a, 5 a, 20 a and 50 a). Vegetative swale has better reduction effect on water depth of overflow junctions than has green roof. The reduction rate of vegetative swale is about 25-52% at different rainfall return periods, but the effect of green roof is not obvious. For the double peak rainstorm, the reduction effect on the water depth of overflow junctions after setting vegetative swale for the first rain peak is better than that for the second rain peak. Under the condition of 2 a, 5 a, and 20 a, the total inflow reduction rates of study area outlet after applied green roof and vegetative swale are 16.85%, 20% and 22.17% respectively, and the effect is poor (only 2.26%) at low-frequency return period (50 a). This study can provide theoretical guidance for the design of LID facilities of a sponge airport.

Evaluation of the Main Function of Low Impact Development Based on Rainfall Events

Low Impact Development (LID) is one of the sustainable approaches to urban stormwater management in areas with rapid urbanization. Although LID has been shown to have a positive effect in flood reduction, the hydrological balance regulation effect of LID under a variety of rainfall events is not fully understood. In this study, we assessed the hydrological efficiency of LID at two residential–commercial mixed sites in Korea to investigate the main function of LID in terms of diverse rainfall characteristics. Storm Water Management Model (SWMM) was constructed to simulate the hydrological process numerical simulations in the pre-development, post-development and LID design scenarios, respectively. The model was calibrated and validated by using five observed rainfall–runoff events. Then, four single and four multiple LID practices (LIDs) were used to estimate their effectiveness under seven different designed rainfall events. The results indicate that LIDs substantially influence the hydrology cycle system, while the regulating effect varies with rainfall amounts. The efficiency of LIDs in flood reduction is proved to be more effective during lower storm events. However, LIDs should be designed to primarily prioritize the restoration of hydrological balance when the rainfall return period is longer.

The Impact of Pavement Permeability on Time of Concentration in a Small Urban Watershed with a Semi-Arid Climate

Despite the popularity of the permeable pavements in urban areas in recent years, a few empirical equations have been developed to estimate the time of concentration (Tc) on pervious surfaces, and almost none of them is evaluated over the permeable pavements. In this paper, we aim to investigate the effect of low impact development (LID) on Tc and develop a new equation for estimating overland flow Tc compatible with both permeable and impermeable pavements in small urban watersheds with a semi-arid climate. An experimental model was devised to determine the new equation. Synthetic rainfall (22–40 mm.h−1) was applied to a rectangular shaped (6 m × 1 m) test watershed with an adjustable longitudinal slope (0.5–8%) and zero lateral slope. Porous asphalt and permeable interlocking concrete paver (PICP) were employed as the permeable pavements. Then, to validate the obtained equation from experimental data, a field study was conducted over a 1-ha watershed during a Low intensity (<4 mm.h−1) rain event. The comparison between 13 empirical and semi-empirical equations (including the one developed in this study) for estimating Tc in the test condition indicates that Chen and Wong’s equation with −0.03 bias and the Nash-Sutcliffe efficiency (NSE) equal to 0.9 and 0.7 for impervious and pervious surfaces respectively is the most precise equation. On the other hand, for the field study, the newly developed formula outperformed other equations and estimated the Tc with a 3.7% error. Moreover, the results of experiments on the PICP surface showed that replacing 10 to 15% of an urban watershed surface by PICP in a region with the rainfall intensity less than 40 mm.h−1 and storm duration less than 1 h causes a considerable reduction (almost 100%) in the surface runoff.
