Structuration theory perspective of Big Data in a typical South African municipality

Background: Big Data, sourced from various digital sources, offers valuable insights for better decision-making, and organisations are implementing Big Data technologies to improve their services. This article is about how the City of Tshwane (CoT), a South African metropolitan municipality is using data collected from its various information and communication technology (ICT) projects to improve decision-making.Objectives: The study aims to identify the type of Big Data generated by South African municipalities and to establish ways in which knowledge, expertise and suitable management techniques impact the efficient application of Big Data in these municipalities.Method: A qualitative approach, a case study method and Semi-structured interviews were deemed fit to collect data while thematic analysis was employed to identify patterns and themes associated with participants’ experiences. Structuration Theory was used to analyse existing social structures that govern how Big Data is used in the CoT.Results: There is a lack of data integration and a Big Data management system in the CoT. However, the CoT is ready to embrace Big Data and it is currently establishing a unit to effectively analyse collected data.Conclusion: Big Data’s potential for developing effective data management systems has garnered significant attention in the public sector and the CoT is also ready to fully adopt and implement these technologies.Contribution: South African municipalities can effectively utilise Big data by establishing skilled staff, good infrastructure and suitable policies for efficient data generation and interpretation.

RECOMMENDATIONS FOR ENHANCING INTERNAL CONTROL MECHANISM OF COMMERCIAL BANKS WITH A CASE IN THAI NGUYEN

Objectives: The objective of this paper is to present solutions and suggestions for enhancing the control mechanism of commercial banks, with a specific case study conducted in Thai Nguyen. In light of the increasing demand for bank risk management, this study aims to propose strategies to improve and develop more effective control solutions.
 
 Methods: Efforts will be made to organize and integrate risk management datasets into an effective Management Information System (MIS) or bank core system. Additionally, this study will emphasize the integration of risk management and monitoring activities as crucial components of a robust internal control system. By doing so, managers will be equipped to maintain effective internal control functions over time.
 
 Results: The results of this study are yet to be determined. However, it is anticipated that the proposed solutions and suggestions will contribute to enhancing the control mechanisms of commercial banks, particularly in the context of risk management. By integrating risk management datasets and activities into the internal control system, banks may experience improved efficiency and effectiveness in managing risks.
 
 Conclusion: In conclusion, the integration of effective risk management practices within the internal control framework of commercial banks is essential for ensuring stability and resilience in the face of financial uncertainties. This paper underscores the importance of proactive measures in enhancing control mechanisms, particularly in the context of evolving banking landscapes. Through the implementation of the proposed solutions, banks in Thai Nguyen and beyond may fortify their risk management practices and bolster overall operational resilience.

Data process and water resources management in Morocco: Issues and challenges

This article will examine the data collection process, management flow, and decision-making process through interviews with public sector representatives responsible for water management. Natural resources have always been at the heart of the world’s most important government strategies. The development of economies is contingent upon the effective management of a country’s water resources, which in turn requires good water governance that depends on the collection of sufficient data and an effective data management system (1), especially with climate change continuing to impact this resource around the world. The management of natural resources, in general, necessitates collecting data and raw measurements, resulting in storing a large volume of data. Therefore, Big Data Analytics (BDA) technology is considered a primary means of processing such data. However, while Big Data technologies offer a suitable solution for ensuring optimal and rapid use of data, the success of functional and technical designs can only be guaranteed by maintaining complete control over the processing and decision-making processes.

Management Information System in Public Service: A Review of Literature

This research aims to present the implications of management information systems in public services through literature review analysis. The method used in this research is to use a descriptive qualitative method which refers to a literature review study, where the author conducted research by analyzing various literature sources that discuss the same topic, starting from scientific journal articles, books, various other relevant literature to be used. reference. The results of this research show that management information systems have an important role in producing quality public services. Through an optimal and effective management information system, it will indirectly influence the realization of quality public services in an organization.

Data gaps, tenuity and measurement challenges in achieving sustainable maternal child healthcare ecosystem: an evidence based statistical evaluation

Data metrics in public health programs and interventions play a crucial role in reflecting the health and well-being of the population, along with the structural and biosyndemic factors influencing health, public health interventions, and system resources. The management of health data has emerged as a key focus area within the sustainable global agenda, aiming to ensure effective, efficient, timely, and safe quality healthcare through evidence-based clinical practices and high-quality data systems that support quality improvement strategies and interventions to achieve optimal standards of care. Recognized internationally as an integral part of the unfinished health goals and the Sustainable Development Agenda 2030, a high-quality health information system is deemed essential for positively impacting health outcomes. However, emerging economies like India face the significant challenge of developing complex data platforms to track SDG health goals effectively, thereby providing useful insights for policymakers, academics, researchers, and program implementers. This paper aims to contribute to the growing knowledge on the implications of poor data quality and the performance of health information systems. It outlines the availability, completeness, and accuracy of data related to key performance indicators in the maternal and child health domain, evaluates the capacity and readiness of healthcare systems to generate high-quality data metrics, and explores the challenges, determinants, and gaps in achieving a sustainable and effective data management system. The study utilizes a mixed-methods approach and the WHO-DQAT data quality framework, employing objective-subjective assessments, desk analysis, cross-sectional field validation surveys, and integrated mixed-triangulation data tools. By measuring data quality dimensions and identifying potential gaps and determinants, the paper sheds light on deficiencies in the structure, function, and capabilities of the system, particularly in data management processes. It emphasizes the importance of strengthening statistical capacities and creating dedicated data management systems at state and national levels, and urges stakeholders to recognize the significance of data in health information systems for evidence-based policymaking.

Enhanced Prepare2Excel: Its Effect on the Board Licensure Examination for Professional Teachers Reviewees

This study tested the effectiveness of the college-developed online review facility, Prepare2Excel. Primarily, it purported to provide enhanced learning-tool both for Board Licensure Examination for Professional Teachers (BLEPT) reviewers and facilitators; customize review programs based on the current reviewers’ needs; extend the reach of the review facilities beyond RSU premises; and achieve 100% rate of BLEPT passers. Reviewers’ scores in diagnostic, pre-board, and actual BLEPT test results were compared. The intervention was done through a series of sessions, and participants took the tests at the scheduled time as set by the college. Paired sample t-test was employed to test for significant differences between the three conditions. Interview was also conducted to supplement the quantitative data gathered. Based on the findings, the intervention was found to be helpful for the participants’ performance in BLEPT. With that, it is highly recommended for the BLEPT takers for the succeeding years. Most importantly, since this is technology-based, it is expected that data from each phase of the program can be secured well and organized for future reference, hence an ideal way for an effective data management system, which includes database management systems, data warehouses, data integration tools, analytics, and more.

Concept of an Intelligent Parking System; Efforts to Resolve Traffic Conflicts Regulations

Makassar, an Indonesian city, is situated on the south-western coast of Sulawesi Island. It is the largest commercial centre in eastern Indonesia, and traffic congestion is a problem there. Movement management must establish sufficient and well-organized parking areas, as well as a good and transparent system to eliminate unmonitored restitution funds, in order to address these issues. To address parking issues in Makassar, a legal and technical strategy is developed, with an emphasis on inclusiveness and including both legal and illegal parking spaces. The integrated parking concept is comprised of a mobile, everywhere-accessible parking area reservation system, a vehicle registration system based on licence plate numbers, and an effective data management system. 180 million Indonesian Rupiah are spent on all equipment and activity installations (IDR). At least 50 locations utilising this system will be required for a minimum vehicle range of 250,000 units, resulting in an approximate capital cost of 9 billion rupiah. The first clause describes the application of minimum parking fees to flat parking fees (generally 2 thousand rupiah). During a single parking period, it is anticipated that 250,000 vehicles will utilise this parking system if all parking spaces are occupied simultaneously. Government and investors can raise 250 million rupiah in investment capital assuming a 50:50 profit split. Revenue can reach billions of rupiah with just four iterations. ПРИЧИНИ СТРАТЕГІЧНИХ ЗМІН ТА АДАПТИВНІ МОЖЛИВОСТІ ПРОТИСТОЯННЯ ЇМ В ПРОЦЕСІ РЕАЛІЗАЦІЇ СТРАТЕГІЇ

The article reveals the reasons for strategic changes, which require a quick response to them for the further development of the organization and the search for new adaptive approaches in the process of implementing the organization's strategy. Ways to accelerate strategic changes in the organization are revealed, namely: the introduction of new technologies, which will be used to produce goods with a new price and quality, new market segments where enterprises will be evaluated by the main competitors, new distribution channels and reorientation of the market, where the nature of demand is changing, the use of new regulatory documents (contracts, laws, decisions, etc.) and sudden changes in the external environment, manifested in the price of goods, in the exchange rate etc., or in political cataclysms that can cause changes in the organization's position on the market. The reasons for the delayed response to external changes affecting the development of a strategy for adapting to the changed situation are considered. These include: inattention, i.e. not paying attention in time to a decrease, for example, in sales volumes, a period of delay, when lower levels of management are aware of the presence of serious problems, although in many cases they cannot influence the situation, since the real power lies with top management, cost reduction, which is false, because the problem is not the level of productivity, but the feasibility of production, a forced change when the policy of cost reduction did not justify itself and a sharp turn (specific changes) in investment policy, when the effective actions of the new management team were adopted. The possibilities of resistance to changes are given, namely: reducing the delay in strategic reaction, where strategic management deals with the problems of accelerating the process of "turning" when adapting to new external conditions, effective management information systems for effective monitoring of consumer behavior, use of strategic opportunities oriented to consumers, adaptation of the organization (for example, business reorganization, diversification of production and markets, search for leaders who are capable of active and decisive actions), rapid personnel changes to identify a reserve capable of being a leader in a period of sudden changes and bringing the organization out of crisis.

Enhancing organisational decision-making through management information system

The goal of a management information system is to deliver information in a timely and efficient manner to assist decision-making and other management functions. It consists of flow-processing operations based on computer data that are integrated with other procedures. This finding is also true when we take into account the exponential growth of modern business data and information. Efficient business decision-making is only possible with timely, accurate, high-quality information that is managed by qualified personnel, but in most cases, ineffective efficiency is caused by a lack of effective management information systems. Every aspect of life and human activity has been streamlined by the quick growth of information technology and telecommunications technology. To achieve high-quality decision-making at all levels of management, from the top level to the lowest, this technology must be well-organized. Information technology provides excellent options for quick and qualitative manipulation to improve the standard of decision-making preparation by organising the best and optimal database.

Machine learning-based demand forecasting in cancer palliative care home hospitalization

ObjectiveTo develop an effective Management Information System (MIS) that is empowered by predictive models that can forecast the demand of end-stage cancer home hospitalized patients in individual and population levels, and help palliative care service systems operate smoothly where the demand is highly fluctuating, resources are limited, expensive, and hardly adjustable in a short time, and the backlog and shortage costs are high. MethodInspired by real problems faced by a palliative care center providing various medical, nursing, psychological, and social services in a home-based setting, two Long Short-Term Memory (LSTM) based deep learning models are proposed for demand forecasting at both individual and population levels. The individual-level model can predict the type and time of the next service required for a specific patient with a given demographic and health profile, and the population-level model helps with the prediction of next week’s demand for various services in a center supporting a specific patient population. Predicted demand informs on optimal resource and operations plan through a well designed MIS. ResultsExperiments were conducted on a dataset consisting of more than 4000 cancer patients with a Palliative Performance Scale (PPS) of 40 and below discharged from hospital to home under a national palliative care center’s home hospitalization service in Iran from September 2012 to July 2019. The models outperformed conventional time-series forecasting methods where applicable. Results indicate that the proposed models were capable of forecasting patients’ demand with astonishing performances both individually and on larger scales. ConclusionIntelligent demand forecasting can help palliative care home hospitalization systems to overcome the challenge of progressive demand growth when a considerable portion of patients are approaching death, followed by a sudden drop in demand when those patients pass away. It helps to improve resource utilization and quality of care concurrently.

Effect of Management Information System on Quality of Financial Reporting: A Case of the Institute of Accountancy Arusha, Tanzania

This study sought to establish the relationship between financial management information system and the quality of financial reporting at the Institute of Accountancy Arusha, using the descriptive design. Data was analyzed through descriptive statistics and Pearson Correlation. The study established that the management information system operates well at the Institute as financial statements are prepared based on required standards. As a result, there is a significant positive relationship between the Management Information System and the quality of financial reporting. This means that management information system enhances the quality of financial reporting. The study therefore recommends that the institute should make effort to maintain the effective management information system as such is very important for not only financial reporting but also for other operations in the learning institution.

Internet of Things (IoTs) Effects and Building Effective Management Information System (MIS) in Vietnam Enterprises and Human-Computer Interaction Issues in Industry 4.0

In recent years there is a rising need in Vietnam enterprises to build an effective management information system in order to deliver better information for management levels to make a proper decision. This paper mainly use qualitative analysis with statistics, synthesis and inductive methods, combine with dialectical materialism methods. Research results indicate that in industry 4.0 under Internet of Things (IoTs) effects, Vietnam enterprises such as hospitals and renewable energy companies or manufacturing firms can use advanced cloud technology to store and process big data of clients to serve for a better MIS system or risk MIS system. IoTs together with Big Data and cloud technology also prove better solutions to accounting and human resources of businesses. Last but not least, this study also propose some solutions to deal with challenges in constructing risk information system in Vietnam enterprises during covid 19 impacts. For instance, we need to invest more on technology infrastructure and take advantage of IoTs effects to build effective MIS for companies to make sound decisions.

The design of a data management system at HEPS.

According to the estimated data rates, it is predicted that 24 PB raw experimental data will be produced per month from 14 beamlines at the first stage of the High-Energy Photon Source (HEPS) in China, and the volume of experimental data will be even greater with the completion of over 90 beamlines at the second stage in the future. To make sure that the huge amount of data collected at HEPS is accurate, available and accessible, an effective data management system (DMS) is crucial for deploying the IT systems. In this article, a DMS is designed for HEPS which is responsible for automating the organization, transfer, storage, distribution and sharing of the data produced from experiments. First, the general situation of HEPS is introduced. Second, the architecture and data flow of the HEPS DMS are described from the perspective of facility users and IT, and the key techniques implemented in this system are introduced. Finally, the progress and the effect of the DMS deployed as a testbed at beamline 1W1A of the Beijing Synchrotron Radiation Facility areshown.

Development of a novel safety and health educational management information system (HAZ-PRO) for oil and gas production operation

Purpose This proposed research study aims to focus on the development and implementation of a new safety and health educational management information system (hazard-free production operation [HAZ-PRO]) based on effective hazards controlling factors and mitigating measures for safe onshore and offshore oil and gas drilling operation in Saudi Arabian, Malaysian and Pakistani industries. According to previous studies, there is a sheer industrial need of an effective management information system for decision-making to prevent life-threatening accidents at oil and gas production sites based on innovative hazard controlling strategies from different production origins. Similarly, that safety and health management information system will also enhance the decision-making skills of oil and gas production crew through effective accident prevention strategies. Design/methodology/approach In this study, 100 drilling crew are randomly selected for quantitative research phase. Similarly, 3 safety experts are purposively selected for qualitative research from each drilling domain from Saudi Arabia, Malaysia and Pakistan, whereas for the identification of hazard controlling measures, what-if analysis and thematic analysis approaches are adopted. Furthermore, the educational management information system (HAZ-PRO) for safety and health has been developed by using ADDIE Model based. Whereas, Visual Studio (2017) and MySQL software are used for the database and user interface development of the safety and health management information system for the safety and health of production crew. Findings This study proposes the research framework for the development and implementation of a new safety and health educational management information system (HAZ-PRO) based on identified effective hazard controls and mitigating measures in support of accident prevention and effective decision-making in hazardous events at Saudi Arabian and Pakistani onshore and offshore production domains. Whereas, this proposed safety and health management information system will assist and facilitate the safety professionals and production crew to prevent the injuries in hazardous work environments of onshore and offshore oil and gas industries according to international safety standards. Practical implications This safety and health management information system can be utilized by oil and gas industries (oil and gas production crew) in Saudi Arabia, Malaysia and Pakistan for accident prevention and suitable decision-making prior to the actual onshore and offshore operations. Also, the proposed system development framework will be useful as an effective source for the elimination of life-threatening drilling hazards associated with its activities in oil and gas industries. Similarly, the proposed framework can also be implemented in other oil and gas work-based accident prevention and effective decision-making designs. Originality/value This proposed safety and health management information system will be the first system for oil and gas production operation that covers all onshore and offshore operations for Saudi Arabian, Malaysian and Pakistani oil and gas industrial settings. Also, the system development methodology and design framework, which will be used, is novel and unique based on their characteristics and functionalities.

Student Dropout from Foundation Program at Modern College of Business & Science, Sultanate of Oman

Main reasons for student dropout from higher education may be low academic performance, poor socialization skills, low confidence levels, busy social life and financial issues. As students’ dropout from higher education has been rising, there is a need to understand this problem for finding suitable solutions. Research objectives for this institutional research are to explore patterns in dropout data at Foundation program, establish criteria for identifying students at-risk of dropout and identify areas of improvement for reducing dropout rate, as the dropout problem is high at Foundation level of the college. Research methodology includes application of exploratory study based on analysis of secondary data pertaining to 22 semesters, Spring 2012 to Summer-I 2017. Findings revealed that 1966 students dropped out from Foundation program during the study period with an average of 94 students per semester. Dropout rate was higher among males and was more at Levels I and IV. Though dropout happened in Foundation, academic departments would also experience major loss, as Foundation is the ‘feeder program’ for other bachelor’s programs. It is recommended to have a dropout process flow-chart not only to understand the exit journey of dropping students, but also to reverse the journey. It is recommended to set up a dropout committee, design an early warning system for creating alerts and bifurcate Foundation department into Language sub-department and Technical sub-department (Math and IT courses). It is further recommended to have an effective data management system that would enable administration to reduce dropout rates and create a ‘feel good’ environment for the students.

Re-engineering Management Information Systems and Its Effect on Their Effectiveness: An Exploratory Study of A Sample of Miss End-Users At Mosul University

This paper discusses two important concepts; the first is an important approach of change which is based on making fundamental and revolutionary changes. This approach called re-engineering. The second concept has outweighed over the first concept, which is based on using hardware, software and networks. This approach is also called management information systems. Therefore, this paper deals with how to use the re-engineering approach to change and the digital transformation towards making effective management information systems, which need great and huge efforts for developing it. This paper consists of two dimensions; first theoretically: includes providing an intellectual framework for the subjects of research. The second part; includes an empirical study of the impact between the re-engineering of MIS and their effectiveness. The survey questionnaire was adopted as a main tool in data collecting the data. The questionnaire included (49) paragraphs covering all research variables. It was distributed on a sample of (66) end-users in several faculties of the University of Mosul. To achieve the target results, we used several statistical methods. Considering the extracted results, the paper concluded that the re-engineering of management information systems will lead to improve its effectiveness. Management Information System as a Veritable Tool for a Sustainable Business Development and Growth : A Survey of Selected Firms in Delta State

The paper aims at examining management information system as a veritable tool for a sustainable business development and growth: A survey of selected commercial banks in Warri, Delta State. The study spotlighted the objectives, advantages of management information system and information required by business organizations. The characteristics of an effective management information systems and the reasons why management information fail in organization system were also x-rayed. The primary data was obtained through structured questionnaire administered on 80 (eighty) senior staff of ten commercial banks in Warri, Delta State and all were retrieved while the secondary data was gotten from related textbooks. Data analysis was made using frequency counts and simple percentage tables and the hypotheses were tested using chi-square (X 2 ) statistical technique. The results showed a significant relationship between effective management information system, decision making and control. The study concludes that efficient management information system is a sine-quanon for business development and growth and recommends adequate training of employees, evaluation and controlling the system for an effective management information system in organizations.

Health commodities management system: priorities and challenges

PurposeThe purpose of this paper is to explore opinions of health workers on priorities and challenges of the HIV/AIDS commodities management system in Abuja, Nigeria. The results from this research are to inform future guideline revisions on the management of these commodities, in order to produce the most efficient and cost‐effective approach.Design/methodology/approachA qualitative research was conducted from a social constructionist perspective. Purposive sampling was used to recruit 12 health workers, comprising pharmacists, laboratory scientists and logisticians involved in HIV/AIDS commodity management in Abuja, Nigeria. Views and experiences of these workers were explored on HIV/AIDS commodity management through in‐depth interviews, to ascertain challenges of the current system and needed interventions. The data were subjected to thematic content analysis.FindingsResults of the study include the need for coordinated and integrated health commodity management system, sustainable human resource and infrastructure development and an effective data management system to address current challenges.Research limitations/implicationsThe data collection approach did not provide an opportunity for idea exchange and review in a focused group and the number of respondents was limited to 12 due to time constraints. However, the respondents were experts in the field.Practical implicationsGovernment needs to commit financial resources to support of the health supply chain to ensure sustainability beyond donor support. Donors should change their strategy of “quick fix” approach to health supply chain challenges, as these often result in Government laxity in addressing public health needs.Originality/valueThe paper provides insight into areas on which the Government of Nigeria should focus attention in health supply chain strategy, which is currently perceived as not coordinated.

How far have we come with trace DNA since 2004? The Australian and New Zealand experience

In 2004, a survey was sent to forensic organisations in every jurisdiction in Australia and New Zealand, benchmarking practices in relation to trace DNA analysis. Concerning issues were identified such as a lack of standard training protocols, little ongoing training or proficiency testing, and poor information gathering and sharing. To assess the changes occurring in the five years since this survey, a follow-up was devised and distributed to the same organisations in early 2009. Seventy-seven surveys were received from persons active in the field of trace DNA including crime scene and laboratory personnel, and managers. The major difference noted between the two surveys was the implementation of new technologies, primarily robotic automation and subsequent changes in extraction methodology. Disappointingly, training, research and proficiency test levels were still found to be lacking, a concern given the findings of recent international forensic reviews. A major deficiency still noted from the 2004 survey was the absence of effective data management systems, indicating that the wider intelligence-led application of this evidence is not fully utilised. Reviewing the methods and processes of the dissemination of forensic data in the policing environment has the potential to broaden its application to crime prevention strategies.

Management information systems in pharmaceuticals

Any firm in the pharmaceutical industry requires efficient and effective management information systems (MIS) to support managerial functions. Lack of timely access of the management in Iranian pharmaceutical firms to required information due to inefficiency and/or ineffectiveness of current MIS is the problem addressed in this paper. In this study, in addition to describing the current condition of MIS and management practice (MP) of the research environment as an example from pharmaceuticals, the relationship between them is demonstrated and suggestions for improving their condition are provided. The results indicate the efficiency and/or effectiveness of MIS are the outcome of the components of MIS, such as the Communication Mechanism and Archive System, and the components of MP, such as the Organisation and Methods, Performance Evaluation, Records Management and Human Relations. The research findings can be utilised in the areas of MIS design, development and training.
