Internal Quality Assurance System in Indonesia Higher Education: Literature Review

The importance of Quality Assurance (QA) is increasing worldwide, particularly in developed countries where products and services are prominent. The aims of this study analyze a comprehensive and essential comprehension of Internal Quality Assurance in Indonesian Higher Education Institutions (HEIs). The main approach utilised in this study involved doing a literature review, wherein relevant literature from many reliable sources was identified and subsequently filtered based on its relevance. This study emphasises four research topics that warrant thorough investigation. The implementation of the SPMI (System of Internal Quality Assurance) in multiple Higher Education Institutions (HEIs) has been effectively executed, with the involvement of quality assurance bodies at the university, faculty, and study programme levels. Furthermore, there is the preparedness of SPMI documentation, the execution of the quality cycle, and the implementation of Internal Quality Audit by the Audit Team. It is imperative to consistently and sustainably implement SPMI in Indonesian Higher Education Institutions (HEIs). This will lead to an improvement in quality and the ability to satisfy stakeholders through the effective execution of the University's trifocal functions, namely teaching, research, and services.

Construction and Reflection of Software Engineering Major Based on Accreditation Board for Engineering and Technology (ABET) Certification

With the rapid development of information technology, the demand for talents in the field of software engineering is growing. In order to cultivate high-quality software engineering talents who meet the market demand, universities have continuously carried out the construction of software engineering majors. Accreditation Board for Engineering and Technology (ABET) certification, as an internationally recognized higher education quality assurance system, provides important reference and guidance for the construction of software engineering majors. Guided by student learning outcomes and core competencies, combined with the characteristics of software engineering talent cultivation, the innovation of talent cultivation mode takes industry-education integration and school-enterprise cooperation as the main development paths and explores comprehensive reform of the major in terms of professional positioning and goals, curriculum system, teaching conditions, and teachers. This comprehensive reform model has effectively promoted the development of major construction and improved the quality of talent cultivation.

THREE OBSTACLES OF INTERNAL QUALITY ASSURANCE SYSTEM OF PRIVATE HIGHER EDUCATION IN INDONESIA

Objective: The implementation of internal quality assurance in higher education faces many obstacles. This research is focused on the obstacles of implementing the internal quality assurance system in Private higher education. Internal quality assurance system is a system carried out by universities independently. Method: The approach used in this research is qualitative with case study method. The case studied is the obstacle to the implementation of internal quality assurance system. Data collection uses combining an internal document review with semi-structured interviews. The qualitative interview data were subject to thematic analysis, a method for systematically identifying, organizing, and offering insight into patterns of meaning across a dataset. Result: In terms of administrative obstacles, it was found that the internal quality assurance agency at Puangrimaggalatung University only had 62.5% of standard documents. The organizational constraints found include 1) Limited understanding of internal quality assurance system only for structural officials, not for all but not for all stake holders in tertiary institutions. 2) Difficulties in determining measurable indicators of successful implementation of the internal quality assurance system, and 3) Unclear responsibilities among various structural positions resulting in overlapping of authority, which complicates internal quality assurance system implementation. In terms of psychological constraints, data is obtained in the form of neglect, disdain or cynical attitude towards quality assurance systems and processes. Conclusion: Based on an in-depth study of the data that has been collected, it is concluded that the implementation of the internal quality assurance system at private universities is going well however. there are obstacles in 3 areas, namely 1) Administrative obstacles 2) organizational obstacles and 3) psychological obstacles.

THE ELECTRONIC SYSTEM FOR THE MANAGEMENT OF UNIVERSITY EDUCATIONAL PROGRAMS

The article presents the research results of the electronic system for managing university educational programs (EP). The analysis of scientific works showed that higher educational institutions need the introduction of integrated information systems. Such systems are the technical basis of the electronic university and have functionality for managing education and providing communications to university management. An analysis of the main processes of EP management was performed, and interested parties, their roles, and participation in the methods were determined. The proposed mathematical model is the basis of management for introducing the EP, its development, and implementation control based on quality parameters. The software module is a part of the university's management process support system and the JetIQ of Vinnytsia National Technical University's (VNTU's) comprehensive information system. For the analysis of the subject area and the formation of optimal management processes, the methodological recommendations of the National Agency for Higher Education Quality Assurance (NAQA), data export and import system for the Unified State Electronic Database on Education Issues, the experience, and recommendations of experts from the department of quality assurance of education of VNTU, experts and guarantors of educational programs were used. Precedent models are formed about such role scenarios – applicant, student, teacher, guarantor, management, expert, stakeholder (employer). Such models made it possible to create not only the software module for the management of educational programs (QEd – Quality Educational) but also to determine the conditions for publication on the main website of VNTU of educational programs and documentation of their development, syllabi on the foremost showcase and jet-sites of the department, to create scenarios for automatic quality control of the EP. The result of the creation of the software module for the management of educational programs is a system of structured information regarding the development and implementation of the educational program, which allows the guarantor and specialists of the department to ensure the quality of education by use special containers for documentation and interested parties to use public up-to-date information on the university's websites.

The New Round of Review and Assessment on Undergraduate Education and Teaching & Learning has set requirements for the construction of quality assurance systems in universities. It emphasizes the focus on the university's teaching quality assurance system, the utilization of quality information in universities, and the improvement of quality and cultural development. This article takes the practice of Chengdu Neusoft University’s teaching quality management and assurance system as an example to explore the quality assurance system in private applied universities. It explains the connotation of the system and analyzes its support for evaluation and assessment, with the aim of providing reference and guidance for the construction of teaching quality assurance systems in private universities.

Evaluation of Student Satisfaction in Higher Education Quality Assurance System: The Case of Isparta University of Applied Sciences Faculty of Forestry

Yükseköğretim kurumlarında kalite güvencesi sistemi kapsamında yapılan çalışmalarda öğrenciler, önemli paydaşlar arasındadır. Özellikle öğrencilerin sürece dahil edilmesi ve geri bildirimlerin alınması, sürecin işleyişine çok önemli katkılar sağlamaktadır. Bu çalışmanın amacı, Isparta Uygulamalı Bilimler Üniversitesi Orman Fakültesi örneğinde Yükseköğretim Kalite Kurulu değerlendirme ölçütleri kapsamında yükseköğretim kurumlarında kalite güvencesi kültürünün içselleştirilmesi ve yaygınlaştırılmasına yönelik öğrenci memnuniyetlerini ölçmek ve değerlendirmektir. Araştırma verileri anket tekniği ile toplanmıştır. Araştırma bulgularına göre öğrencilerin en çok memnun oldukları konular; arazi uygulamalarının mesleki ve bireysel gelişim için katkı sağlayıcı nitelikte olması, ders programlarının zamanında duyurulması, öğrenci-öğretim elemanı iletişiminin güçlü olması, sınavların uygun ortam ve koşullarda gerçekleştiriliyor olması ve akademik gelişimi destekleyecek sayıda bilimsel toplantının yapılmasıdır. Sınav programlarının dengeli biçimde planlanması, yaz stajı ile ilgili bilgilendirme düzeyinin, arazi uygulama gezilerinin, sosyal, kültürel, sanatsal ve sportif tesislerin ve etkinliklerin, kantin hizmetlerinin, verilen psikolojik danışmanlık hizmetlerinin ve üniversite yemekhane hizmetlerinin yeterliliği ve öğrenci topluluklarının etkenliği göreli olarak memnuniyet düzeyinin düşük olduğu başlıklar olarak belirlenmiştir.

Research on Teaching Reform of Electrical Power System Relay Protection Course based on Engineering Professional Certification

Under the background of globalization and the rapid growth of power technology, the teaching of Electrical power system (EPS) relay protection is facing new challenges and opportunities. The traditional teaching mode and content have gradually exposed the problems of being out of touch with the needs of the industry and lacking practicality and innovation. At the same time, engineering professional certification, as an internationally accepted education quality assurance system, provides a clear direction for the educational reform of power engineering specialty. In order to adapt to this change, this article deeply studies the teaching status of EPS relay protection course, finds its existing problems, and puts forward corresponding reform ideas. In order to meet the development needs of the power industry, this article puts forward a student-centered teaching concept, combines the perspective of liberal arts, strengthens the humanistic care and social responsibility education of the course, and enhances students' communication and expression ability. Through the reform, it is expected to cultivate power engineering and technical personnel with innovative spirit, practical ability and social responsibility, and make contributions to the safe and stable operation of the EPS. In this article, the reform ideas and implementation suggestions are elaborated in detail, which provides useful reference for the education of power engineering specialty.

Strategy for Evaluation of Quality Assurance System Implementation Policies in Increasing the Competitiveness of Private Universities in the City of Bandung

The implementation of the Quality Assurance System for Private Universities in the City of Bandung is currently still not effective, in the sense that the implementation of the quality assurance system is not fully in accordance with the quality instruments set by the government. The focus of this research is Policy Evaluation in the implementation of the Quality Assurance System for Private Higher Education in the City of Bandung. The sub-focus of this research is the dimensions that need to be carried out in evaluating quality assurance system implementation policies, namely: administrative evaluation, judicial evaluation and political evaluation. This research uses a qualitative descriptive analysis method and is supported by the SWOT technique. This was chosen with the consideration that actual data can be obtained, being able to study the research problem in depth so that results can be obtained that are in line with expectations. The results of the research show that the implementation of the Quality Assurance System for Private Higher Education in the City of Bandung is still not effective, so policy evaluation is needed through (1) Administrative evaluation taking into account: Effort Evaluation, Performance Evaluation, Adequacy of Performance, Efficiency Evaluation and Process Evaluation, (2) Judicial evaluation by paying attention to: Issues of legal validity, Possible Violations of the Constitution, Possible Violations of the Legal System, Possible Violations of Ethics and State Administration Rules, (3) Political evaluation by paying attention to: Political Process in determining policies, Acceptance of political constituents towards public policies, Implementation Information Technology. The results of the policy evaluation in this research then produced a recommendation strategy regarding the implementation of a higher education quality assurance system that is in accordance with government standards.

Higher education and r&d system in the Republic of Moldova: challenges and potential for growth

Purpose of the study – and critical assessment of the quality assurance system of higher education in the Republic of Moldova in the context of European integration process. The objectives of this study: analysis of the current state of the higher education system in the Republic of Moldova; comparative analysis of quality assurance of higher education in Moldova and EU countries. Research methods includes system approach, analysis and synthesis, logical generalization and analogies and foreign scientists and leading experts, analytical materials on the research problem. The analysis of recent studies and publications despite the existing scientific research, the issues of quality assurance of higher education do not lose their relevance and require further study. The results of this study can be used by stakeholders to promote the development and improvement of the quality assurance system for higher education and research in the context of the country's European integration, as well as for the formation of quality assurance strategies in the universities of the Republic of Moldova.

The leadership role of THEQC in the development of quality assurance system in higher education in Türkiye

Higher education, which has a wide stakeholder structure with many actors at different levels, from international organizations to students, has a complex structure in which various actors are intertwined. Quality assurance is one of the policy areas that represents this complexity with many stakeholders at the international, national and institutional level. Quality assurance is an important issue in the Turkish higher education system and improvements are needed in this area. Massification and internationalization activities in higher education have brought quality problems to the fore. It is important to design a quality assurance system so that Türkiye can compete internationally and achieve qualitative growth.
 The focus of this study is the institutional leadership role of the Higher Education Quality Council (THEQC). It is important for THEQC to assume an effective leadership role in the development and implementation of quality assurance processes. The aim of the study is to analyze the quality processes in higher education and develop recommendations based on this in the center of the institutional leadership role of YÖKAK in the quality assurance system.Within the scope of the study, the development and implementation of quality assurance in the Turkish higher education system, the issues that should be done during the development phase in order to respond qualitatively to the quantitative development of quality assurance processes, and the improvement of the current leadership role of YÖKAK were emphasized. Document analysis method was used in the study. The institutional leadership role in quality processes has been tried to be interpreted by reviewing the provisions in the Constitution on the basis of the duties and responsibilities of CHE, and the regulation and other institutional or text-based documents regarding the quality assurance system for the development of the quality assurance system.

Quality Assurance System Policy Evaluation Strategy to Increase the Competitiveness of Private Universities

The purpose of this study was to find out and analyze how the higher education quality assurance system works and to find out and analyze the dimensions of quality assurance system policy evaluation to improve the competitiveness of private tertiary institutions in the city of Bandung. This study uses a descriptive analysis method with a qualitative type and is supported by the SWOT technique. The results of the study show that the implementation of the quality assurance system for Private Higher Education in Bandung City is still not effective, so a policy evaluation is needed through (1) Administrative evaluation by taking into account: Effort evaluation, performance evaluation, adequacy of performance, efficiency evaluation and process evaluation, (2) Judicial evaluation by taking into account: Issues of legal validity, possible violations of the constitution, possible violations of the legal system, possible violations of ethics and state administration rules, (3) Political evaluation by taking into account: Political process in determining policies, acceptance of political constituencies towards public policies, implementation information technology. The results of the policy evaluation in this study then produce recommendation strategies related to the implementation of the Higher Education quality assurance system by the government's standard provisions.

IMPLEMENTASI SISTEM PENJAMINAN MUTU MADRASAH

The purpose of this study was to analyze the implementation of the Education Quality Assurance System (SPMP) based on Integrated Quality Management at MTs Negeri West Bandung Regency in terms of program planning, program implementation, program monitoring and evaluation, obstacles and efforts to overcome obstacles in implementing SPMP and the success rate of SPMP in improving quality of education. This study uses a qualitative approach with analytical descriptive method. The object of the research is the head of the madrasa, madrasa teacher, TU, committee chairman, supervisor, and students. Data collection techniques were carried out by observation, interviews, documentation and literature study. The analysis and interpretation technique are carried out by data reduction, data display, triangulation, conclusion drawing and data verification. The results showed that the optimal implementation of SPMP based on Integrated Quality Management in MTs Negeri West Bandung Regency was able to improve the quality of madrasas. This can be seen from the activities of planning programs, implementing programs, carrying out monitoring and evaluation, efforts to overcome obstacles in the implementation of SPMP and the success rate of SPMP in improving the quality of madrasas, so that madrasas are able to achieve SNP and are able to develop sustainable quality madrasas.Keywords: Quality Management; Madrasah Quality; Quality Assurance System

Development of the Internal Quality Assurance Information System Prototype at Syiah Kuala University

Quality Assurance System of Higher Education requires educational institution to have a system which capable of assuring the quality of academic activities implementation. Information systems are used to manage information and data in the university environment and aim to improve the efficiency and effectiveness of university management in achieving its goals. There are 22 information systems in Syiah Kuala University, but it does not mean that it facilitates the quality assurance processes there. This because the system is not connected each other. This condition makes the distribution data is very difficult to be monitored and caused unsystematic audits activity. This study aims to design a Quality Assurance Information System that can be integrated with all the existing system in USK University. The method used in designing the prototyping system is the Prototype Model. Based on the results of interviews regarding to the Internal Quality Assurance System in USK University, the function of information system that is built must be able to meet the needs of several parties involved, not only to guarantee the overall quality required by the university, but also to the level of study programs that can provide benefits from the system built. The result of designing system that successfully created is the quality assurance system can be integrated to the existing system in USK University. System performance testing is carried out using the System Usability Scale and obtains the SUS value of 77 which mean that the quality assurance information system designed has a fairly good usability level. MEĐUNARODNA SARADNJA UNSA: VIZIJA 2030 – STRATEGIJA BRAIN GAIN? / UNIVERSITY OF SARAJEVO INTERNATIONAL COOPERATION TOWARDS A VISION 2030: BRAIN GAIN STRATEGY?

Academic mobility is a valuable and indispensable mechanism in each country's higher education quality assurance system. It also contributes to building and improving the capacities of individual universities because it enables the introduction of positive and proven teaching practices, modern teaching and research methods, and operational and administrative processes. The added value of mobility is the establishment of personal contacts and professional networking of teaching, scientific, artistic and non-teaching staff of the University of Sarajevo (from now on: "UNSA"), which has a long-term effect on the development of teaching, scientific and technological capacity. Studying through mobility gets an international note - students understand their work in a global context, their CV is enriched with new experiences, their knowledge of a foreign language (s) is improved, and after graduation, they become a competitive workforce. Teaching / scientific, artistic and non-teaching staff gain international experience through mobility, improve themselves, participate in active professional development, and increase the quality of the working environment. In the last 15 years, the University of Sarajevo has had over 2,500 outgoing mobility while hosting more than 1,500 international students, teaching / scientific, artistic and non-teaching staff. The mobility of students and staff significantly improves both the quality and the professional standard of UNSA activities. It indirectly contributes to the development and transformation of society as a whole. Through the integration of UNSA, many processes are uniform and simplified, but still, the heterogeneity and specificity of each organizational unit are present. In addition to all the benefits of student mobility, the most significant administrative challenge is the equivalence and recognition of ECTS credits earned at foreign institutions upon return to home institutions. Student services are faced with many formalities around keeping registers and other administrative forms that need to be tailored to exchange students. The current legal regulations in higher education do not value participation in mobility programs, which is undoubtedly not motivating for students and staff to get involved in them. On the contrary, the current vague legal framework and administrative barriers are significantly demotivating for students as they lose a semester or school year due to participation in mobility programs. It is necessary to develop more adequate regulations that will encourage more frequent, productive, more straightforward and better implementation of academic mobility for students. This could be achieved through participation in programs intended for international students (one-year specialist study, master's degree, dual education, summer schools, etc.). It is necessary to develop mechanisms for adequate evaluation of mobility for teaching, artistic and scientific staff of UNSA, which is particularly important for advancement to higher academic titles. It is also crucial to promote the exchange of administrative staff, which is often unjustifiably neglected, to improve the administrative processes at UNSA and its (sub) organizational units. To achieve this, we should be focused on developing cooperation with potential partners interested in administrative / non-teaching staff mobility.

Exploration on the Construction of Teaching Quality Assurance System in Higher Vocational Colleges

The construction and implementation principles, implementation paths and guarantee measures of teaching quality assurance system in higher vocational colleges were expounded in this paper. The model of START teaching quality assurance system was proposed, which provided an example for higher vocational colleges to build a comprehensive and diversified internal quality assurance system centered on student development. The establishment of quality assurance system could effectively promote the continuous improvement of internal management level and talent training quality in higher vocational colleges.

Improving the system of university educational activity quality management

The paper summarizes the results of research conducted by domestic and foreign scientists on the existing models of education quality system, the practices of the quality management functioning and approaches to evaluating the indicators of an educational scientific organization activity. The principles of the model of the European Foundation for Quality Management (EFQM) and the model of the balanced scorecard (BSC) are distinguished and analyzed based on the analysis of the practice of the quality management system and its indicators in the course of certifcation and accreditation procedures. The basic criteria and principles of improving the system of university education quality management as an important tool of the university's competitiveness have been determined. The specifc features of the organizational structure of higher education institutions, their functions as a system of socio-economic activity are highlighted; the principles of running the quality management system in higher education institutions are defned. The role and basic elements of the educational activity quality system in the strategic management of higher education institutions are defned. The study proposes a model of sustainable evaluation of the effectiveness of education quality management efciency involving two evaluation components, namely management and evaluation perspectives. Opportunities objects (goals, strategies, partnership, resources, organizational culture, interested parties involvement) and the results indicators (students, customers, employees and other stakeholders satisfaction) were formed. The algorithm for improving the system of ensuring the quality of university educational activities is determined and the need to adapt its practical application to the specifcs of the institution, in particular the management system, education quality and strategic management, is substantiated. It was concluded that the improvement process should be based on the standards and recommendations on higher education quality assurance in the European area, the current national system of education quality assurance and regulatory documents regarding the activities of the system of education quality assurance in a specifc institution. Considering the proposed sustainable system for the management system effectiveness evaluation, the author emphasized that the development of indicators of higher educational institutions activity is to be based on the analysis of the university strategic indicators map. The map is advisable to flexibly adapt the structure of the organization according to the following directions: development, processes, consumers, fnances. For this purpose, it is expedient to choose interconnected strategic prospects for higher education institutions development of and to develop a corresponding system of indicators. It is proved that consistent operation of the university quality management system requires ensuring a connection between the evaluated indicators of all types of higher educational institutions activities and the process of forming university strategic management tasks in the course of working out a development strategy and in achieving the objectives set.
