Preface: 3rd International Conference on Economic Administration and Information Systems (EAIS 2024)

The 2024 3rd International Conference on Economic Administration and Information Systems (EAIS 2024) was held in Oslo, Norway during April 20-21, 2024. The main purpose of this conference is to provide an international platform for displaying and publishing the latest scientific research results related to the topics of economic administration, business strategies, e-commerce, innovation management, and information systems. EAIS 2024 provided delegates with a good opportunity to exchange new ideas, establish research and/or business contacts, and establish potential partnerships for global partnerships. We sincerely hope that this conference will help to increase knowledge in relevant scientific and academic fields. We hope that our later discussion may result transfer of experiences and research findings from participants to others, from one institution to another, from social researcher to engineering researcher and vice versa. Also, we hope this event can build a new and strong research network. We would like to thank each co-host for the efforts to give significant contribution particularly on paper selection. EVALUATING TIME SERIES PREDICTION MODELS: EGG PRICES IN MEXICO

Mexico is the world’s largest consumer of eggs, producing 3.05 million Mg in 2021. The high variation in wholesale prices is a feature of the egg production system, which is important to producers and government institutions that need to forecast future prices for activity planning. As a result, it is necessary to propose tools that can reliably predict egg prices. The goal of this paper was to compare the performance of various statistical models by analyzing the time series of egg prices using the Akaike index and forecast error to determine which model best predicts the wholesale price of white eggs. The models evaluated were the autoregressive integrated moving average model (ARIMA), ARIMA with interventions, ARIMA with transfers, and regression with ARIMA errors. Two time series were used: the wholesale price of white eggs, constructed with data from the National System of Information and Market Integration (SNIIM) and the Agrifood and Fisheries Information Service (SIAP), and egg imports, calculated with data from the Economic Information System. The latter was used as an exogenous variable to explain the price of eggs. Both cover the period from January 2006 to December 2021. According to the Akaike index, the model with the best adjustment was ARIMA (0,1,1)(1,0,1)[12] with interventions. In the evaluation of forecast error, the best models were the regression models with ARIMA (1,1,0)(1,0,1)[12] and ARIMA (1,1,0)(1,0,1)[12] errors with transfer.

МЕЖДУНАРОДНАЯ ИНФОРМАЦИОННАЯ СИСТЕМА КАК ОСНОВА ПОВЫШЕНИЯ ЭФФЕКТИВНОСТИ ЦЕПЕЙ ПОСТАВОК ТОВАРОВ

The research focuses on the international supply chains of goods, namely the process of servicing them with an economic information system with a high degree of visualization and detail. The object of the study is information systems of international logistics. The paper aims to form the principles and elements of a universal information system for international chains of supply of goods. As a hypothesis, a provision is put forward to improve the efficiency of logistics using the developed system. The main methods used in the study are the systematization of the conditions of international supply chains of goods and factor analysis for the introduction into the system of quantitative indicators of factors that most actively affect international commodity flows. It has been shown that the currently available information systems in international logistics have a number of disadvantages: they do not contain universal data for the entire supply chain, only collect and provide information, but do not allow management decisions. The main list of data for the formation of the proposed information system has been determined. The paper shows the possibilities of introducing factor analysis correction factors into the information system. They clarify the probability of a parallel or counter commodity flow, that is, determine the level of risk for a particular chain. The study presents a block diagram of the economic information system. Additional recommendations are given to improve the efficiency of international supply chains of goods based on the developed information system. In particular, it is proposed to introduce the terms «primary producer» and «end consumer» which will serve the basis for forming international supply chains for goods bypassing monopolistic logistics centers of economically developed countries. The author's future plans include the creation of a computer program based on the developed information system.

ВНЕБАЛАНСОВЫЙ УЧЕТ ИЗМЕНЕНИЙ (ТРАНСФОРМАЦИИ) КАПИТАЛОВ В ПРОЦЕССАХ СОЗДАНИЯ СТОИМОСТИ

The efficient use of resources in the agricultural economy and a significant increase in agricultural production volumes have ensured a more sustainable development of all activities of agricultural organizations. Therefore, there is an objective need for the formation of integrated reporting in these organizations for the purpose of presenting to users reliable and complete not only financial information, but also non-financial information, which in integration represents a holistic picture of the combination, relationship, interdependence between factors affecting the organization’s ability to create value in the form of funds and items of labor, current costs and capital investments. The main source of financing for value creation for the reporting period and for the long term is financial capital, which changes over time, that is, increases, decreases or transforms into various types of capital: reproductive and intellectual capital; human capital; social capital; natural-ecological capital. In this regard, the objective formation and disclosure of information about all changes in capital associated with the creation of value in agricultural organizations becomes an urgent task. The generation and disclosure of such information is currently quite difficult in agricultural organizations due to the lack of an appropriate information base. The proposed digital economic information system, including subsystems for accounting, analysis, planning and verification of information, makes it possible to fundamentally change the formation of integrated reporting indicators in the direction of increasing the degree of their reliability, comparability, objectivity, reliability and usefulness for users to make scientifically based economic decisions. The study substantiates the methodology for maintaining off-balance sheet accounting of the presence and movement of capital in dual-use accounts, in which transactions are recorded using the double entry method and the simple entry method. All changes in capital in these accounts are reflected and taken into account when forming the economic, social and environmental infrastructure of the organization, as well as when disposing of (writing off) various types of funds from these areas of activity. In addition, the information from these accounts allows, in integrated reporting, to draw up a special form of balance of resources and capital, used to assess the efficiency of resource use in the economic, social and environmental spheres of the organization’s activities.

SI Desa (Sistem Informasi Desa): Initiation of an Integrated Village Economic Information System and Data Management by the Provincial Government of East Java

Implementing regional autonomy gives local governments the authority to provide freedom in regulating and managing their area. Rural development is an essential part of supporting the success of regional development. However, problems were found in the information system and management of village economic data, which resulted in slow village government work processes in collecting information system data and the difficulty for the community to obtain information about the village economy. This study aims to analyze the East Java Provincial Government in initiating the SI Desa Service as a form of providing information system services and computer-based village data management and an integrated website that is easy to access for users. This qualitative research uses an analytical tool as a business model canvas with secondary data because it can develop SI Desa Services through its nine components. The research results by the Provincial Government of East Java through the Community and Village Empowerment Office, which collaborated through a memorandum of understanding with other stakeholders involved in initiating an ideal information system for village economic data management in the SI Desa Service. This integrated service will become a village economic information system and data management that is transparent, accountable, and right on target and can be monitored for its usefulness. The village government can provide excellent service so that all villages integrated with this service can become more resilient and self-sufficient.

Optimization of Modeling Techniques for Economic Rstoration information systems after the Covid-19 pandemic by Simple Additive Weighting

The Covid-19 pandemic had a major impact on the world economy, including Indonesia. Rp. 677.2 Trillion is prepared by the Indonesian government for the recovery of this condition by providing assistance to business actors. Then eligibility of beneficiaries based on certain criteria is a complicated process, the aid process has an opportunity to make inaccurate decisions because the process of determining aid is based on subjectivity. It is likely that the selected business actors do not achieve the standards desired by the government. For this reason, a decision support system was developed that could perform the calculation process against all the criteria for determining beneficiaries. The Simple Additive Weighting (SAW) method which can be used in determining the eligibility of beneficiaries as a decision support system for the government. Business actors who will be selected to be eligible aid recipients have the criteria that have the highest ranking value that hasm been determined. The criteria needed are the criteria for not receiving people's business credit (KUR), the criteria for starting business capital, the criteria for having business information (SKU) and the criteria for not being a civil servant. Due to the large number of business actors who received this assistance, it made it difficult for the government to mminimize errors in providing assistance, so that quite a number of business actors received this assistance but did not comply with government criteria. The final results of this study found that the decision support system with the SAW method problem in determining the provision of method can produce the largest value with a weight of 1.00 which is selected as an alternative "Acceptable" and the smallest value is chosen as an alternative " Not Eligible to Receive "assistance with a calculation result of less than 0.500.

The Effect Of Audit Quality, Human Resource Management, Competitive Advantage, On Financial Decisions And Financial Performance On Expedition Services

The importance of financial management is to ensure a regular and adequate supply of funds. Optimum utilization of the company's organizational finances is of course through financial management. Financial management is an important part of the management financial governance process which includes resource mobilization, program priorities, the budgeting process, all of these activities reflect economic activity and are certainly in accordance with an economic perspective and information systems. For the continuity of good financial governance, it is hoped that appropriate analysis and evidence will be used in making financial decisions or management decisions with economic variables from the economic system through financial performance, competitive advantage, human resource management and audit quality. In a company there are elements that need to be understood such as actions, behaviors that describe everything related to financial management in making decisions in companies with logical considerations. In this study is an overview of the shipping service companies listed on the Indonesian stock exchange with financial governance and boundaries so that problems that arise in financial governance can be observed and narrowed down for a management decision. When patterns are carried out in financial governance through studies of audit quality, human resources, competitive advantage of financial performance, it is hoped that there will be influences that are closely related to each other to support each other in order to achieve a more advanced corporate financial decision, as well as an overview for making a decision that is good and right

Deep Learning for Information Systems Research

ABSTRACT Modern artificial intelligence (AI) is heavily reliant on deep learning (DL), an emerging class of algorithms that can automatically detect non-trivial patterns from petabytes of rapidly evolving “Big Data.” Although the information systems (IS) discipline has embraced DL, questions remain about DL’s interface with a domain and theory and DL contribution types. In this paper, we present a DL information systems research (DL-ISR) schematic that reviews DL while considering the role of the application environment and knowledge base, summarizes extant DL research in IS, a knowledge contribution framework (KCF) to position DL contributions, and ten guidelines to help IS scholars design, execute, and present DL for computational, behavioral, or economic IS research. We illustrate a research contribution to DL for cybersecurity. This article’s contribution to theory resides in the conceptual DL-ISR schematic and KCF, while its contributions to practice are based on its practical guidelines for executing DL-based projects.

Palm oil plantation transportation management improving using economic information systems and Qm-Windows

Limited information, mainly based on real economy as a tool for determining transportation infrastructure location, is one of the obstacles faced by oil palm plantation companies. This study aims to develop a management information system for transporting the Transportation of Fresh Fruit Bunches (FFB) in oil palm plantations with considering the economic analysis by combination of GIS and Qm-Windows. This research uses the descriptive method. The study was conducted at one of the oil palm plantations in Central Kalimantan. Data were analyzed using the post-classification change detection (PCCD) method and estimated costs using the transportation method with the Qm-Windows program’s help. The results showed that the GIS with Arcgis 10.1 application could compile an inventory information system for oil palm plantation transportation. Cost estimation based on the Qm-Windows application can be used to determine the priority of transportation selection estimation with minimum cost. These applications can be applied as reference considerations for policymaking in managing oil palm FFB transportation management.

From COVID-19 to Green Recovery with natural capital accounting

The COVID-19 pandemic and related social and economic emergencies induced massive public spending and increased global debt. Economic recovery is now an opportunity to rebuild natural capital alongside financial, physical, social and human capital, for long-term societal benefit. Yet, current decision-making is dominated by economic imperatives and information systems that do not consider society’s dependence on natural capital and the ecosystem services it provides. New international standards for natural capital accounting (NCA) are now available to integrate environmental information into government decision-making. By revealing the effects of policies that influence natural capital, NCA supports identification, implementation and monitoring of Green Recovery pathways, including where environment and economy are most positively interlinked.

Design and Research of Economic Management Problem Fusion Method Based on Decision Information System

The construction of the economic management information system ensures the flow and sharing of information, business coordination, and scientific decision-making between economic functions. Therefore, project construction is absolutely necessary and urgent. Project management has achieved significant results in terms of shortening project time and reducing management costs. Information system is an important model information structure in artificial intelligence. This paper focuses on the design of a fusion method for economic management problems based on decision information systems. This paper summarizes the value of the whole project through the research on the project management of the economic management information system. The results of this study show that when the threshold is fixed, the information granularity Gtheta and rough entropy (Er) theta decrease monotonically with increasing attribute subset cardinality. Meanwhile, θ-information granularity Etheta and θ-information entropy Htheta monotonically increase with the increase of attribute subset cardinality, which indicates that when attribute subset cardinality increases, the uncertainty of the information system decreases.

Construction and Application of Medical Economic Information System under Big Data

The development of medical detection, storage, and other technologies makes China’s medical and health field accumulate massive data. Big data analysis technology can mine and analyze these data and establish medical information systems to enhance hospital treatment and service levels. Therefore, this work studies the construction and application of medical economic information systems. Specifically, neural networks, as a means to handle a large number of medical economic data, and has received great attention. This work uses BP neural network to extract the medical economic information feature, which is a big data technology and can extract deep features of data, after that, we compare and analyze the characteristic of different medical data. Finally, we establish the medical economic information system for the follow-up medical diagnostic services.

Application of Data Resource Allocation in Economic Management Information System.

With the development of the digital economy and the sharp increase in economic information, a large amount of data needs to be processed. Therefore, the demand for an economic management information system is also increasing, but how to realize the allocation of data resources in the system has become an urgent problem to be solved. This study conducts research on the above problems, first analyzes the research results of domestic and foreign scholars, finds out the content suitable for this research, and then introduces the structure of the economic management information system and the method of data resource allocation in detail. Finally, by comparing and testing the algorithm of data resource allocation and other allocation algorithms, it is concluded that the allocation algorithm used in this study is more effective than the research algorithm of previous scholars, thus proving the feasibility of this research. The test results show that the number of protocol function modules allocated by the GAA algorithm is 20% to 30% less than that of the RAA algorithm. So, it can be concluded that compared with the RAA algorithm, the GAA algorithm saves more network resources.

Research on Integrated Management of Logistics Economy Based on Internet of Things

In order to study the management and control ability of the government affairs 4.0 system on the logistics economic park and improve the data prediction and data early warning sensitivity of the economic management information system in the logistics economic park, this study recombs the basic model of the logistics economic park and puts forward the development model of the inward logistics economic park. Based on this model, a logistics economic big data system is built, and a data early warning model based on machine learning is designed. In the simulation verification, it is found that the original data demand of machine learning data early warning mode is smaller, the data sensitivity early warning cycle is longer, and the data early warning sensitivity is higher under the same conditions. Finally, it is considered that the machine learning linear programming algorithm model has high applicability in the government economic management process of inward logistics economic park.

Choosing Influential Dimension of Mindfulness of Auditors' Professional Judgments Based on Social Pressure: An Analysis Based on Rough Theory

The growth and complexity of society justify the need for relevant economic information, information systems, and information-generating processes, and the need for auditing as part of the information reporting process increases. This has affected the professional functions of auditors. The purpose of this research is to choose the influential dimension of mindfulness of auditors' professional judgments based on social pressure analysis based on Rough Theory. The methodology of this research is mixed and it has been used by Meta-synthesis, Delphi and Rough Theory. The target population was the qualitative, similar research and academic experts in the field of accounting. However, the target population in a small number of 19 audit partners had more than 5 years of work experience, which is acceptable from the statistical population due to the requirement of Ruff theory analysis. In this study, based on the Meta-synthesis analysis of selected researches, 4 propositions of pressures based on social compliance and 3 components of auditors' professional judgment were determined. The results in this section show that the most effective proposition of social compliance pressures was the market pressure proposition, which affects the inferential consciousness of auditors in their professional judgment and violates the auditors' mental functions such as skepticism and objectivity.

USING THE EXPERIENCE OF INTERNATIONAL STATISTICS TO CREATE A REPOSITORY OF APPLIED METADATA FOR INFORMATION SYSTEMS IN ECONOMIC AREA

ntroduction of process approach in organizations engaged in processing statistical and economic information for ana-lytical research, transition in information systems (IS) to service-oriented architecture, integration of data from different sources, use of data warehouses necessitated the development of new approaches to creating and modernizing IS. At the same time, the requirements for the meta-information component of the IS in terms of meeting the requirements of internal and external users regarding the possibility of self-assessment of data quality are increasing. All these challenges require strengthening the meta-information component of the IS for the use of metadata by different user groups. The article consid-ers the key points that need to be taken into account when adapting to the existing IS existing international experience in the modernization of economic IS direction. This information will be useful when creating a metadata repository, data ware-house, information portal on statistical and economic research.

The article examines the problems of information provision of tourism and hotel enterprises. Despite a sufficiently large number of studies in this area, the problems of information provision of tourism industry enterprises seem hardly to have been elaborated appropriately, therefore the study of this issue appears relevant. The purpose of the article is to study the existing state of information provision of enterprises of tourism and hotel business and to develop directions for its improvement. Based on the analysis and generalization of approaches to the definition of information provision (IP), its essence, basic principles and composition are formulated. It is proved that in the difficult present conditions, economic information is of particular importance, that’s why the creation of an economic information system is a condition and factor of effective work and achievement of maximum profitability. The stages of creating an economic information system for a travel industry enterprise are determined. The indicators that can form the information base of the enterprise are proposed, which are presented as the most efficient and of particular importance instrument for monitoring the economic activity of the enterprise of tourism and hotel business. The tasks of the information activity of the travel industry enterprise are defined, which consists in obtaining, systematizing and using the most reliable, accurate information about the state of the external and internal environment of the enterprise. The conception of information management of the travel industry enterprise is developed, which involves the management of external and internal information, information and analytical base, and the introduction of information principles in the process of improving the enterprise’s activities. As a result of the carried out study, it is determined that, despite of provision if the activities of the travel industry enterprise with complete, reliable, operational information, the management of information provision of the enterprise is impossible without the introduction of an automation and computerization instrumentarium.

Analysis on the Integrated Accounting System of Enterprise Accounting and Statistics in the Big Data Era

In recent years, our country's comprehensive national strength has been continuously enhanced, the market economy system has been continuously improved, and the development of each industry has also undergone certain changes. The increasingly vigorous development of society and the increasingly fierce market competition are both opportunities and challenges for enterprises. If an enterprise wants to get better development, it is necessary to strengthen the management of its financial work. The current establishment of an integrated system of accounting and statistics is a good idea to improve the efficiency of corporate financial management and promote corporate development. Therefore, this article aims to study the integrated accounting system of enterprise accounting and statistics in the era of big data, and make full use of it on the basis of analyzing the status quo of our country’s economic information system, the reasons for this status, and the integration of accounting and statistic accounting. The advantages of big data technology have built a new economic information production system based on big data, organically combined accounting and statistical accounting, and tested the functions of the system. The test results show that, the functional test finally found no bugs, and the performance meets the current needs of users and choices.

DEVELOPMENT OF THE COLLECTIVE INFRASTRUCTURE OF A MUNICIPAL ENTERPRISE IN THE DIGITAL ECONOMY

At present, the widespread introduction and use of information technologies is the main trend that determines the development of the national industry in the digital economy. An indisputable fact is that the use of computer tools and information systems in the management of a research and production company at this stage of economic development provides a number of advantages, namely, in competition. The use of computerized information systems can significantly improve the technical and financial performance of the company. Today information, especially financial information, is not only a resource, but also an innovative product. The article analyzes and substantiates the main directions of development of various types of support, information and data processing and related financial resources for the automation of scientific and production processes. The impact of digitalization of technologies and management techniques on the economic performance of scientific and production processes is assessed. The importance of introducing modern and economical information technologies into the processes of business functions is realized. The analysis revealed the main trends in the development of the business management system. Maintaining the required level of resources is ensured through the use of functional subsystems. They perform their tasks common to the entire financial information system. The processes of development and management of scientific and production processes in the digital economy are closely related to the concept of "economic information system", which is a set of software, technical, organizational and personal tools combined into a single information system for the purpose of collecting, storing, processing and transferring financial information required to perform business management functions.

Economic Management Data Envelopes Based on the Clustering of Incomplete Data

In this paper, the economic management data envelope is analyzed by an algorithm for clustering incomplete data, a local search method based on reference vectors is designed in the algorithm to improve the accuracy of the algorithm, and a final solution selection method based on integrated clustering is proposed to obtain the final clustering results from the last generation of the solution set. The proposed algorithm and various aspects of it are tested in comparison using benchmark datasets and other comparison algorithms. A time-series domain partitioning method based on fuzzy mean clustering and information granulation is proposed, and a time series prediction method is proposed based on the domain partitioning results. Firstly, the fuzzy mean clustering method is applied to initially divide the theoretical domain of the time series, and then, the optimization algorithm of the theoretical domain division based on information granulation is proposed. It combines the clustering algorithm and the information granulation method to divide the theoretical domain and improves the accuracy and interpretability of sample data division. This article builds an overview of data warehouse, data integration, and rule engine. It introduces the business data integration of the economic management information system data warehouse and the data warehouse model design, taking tax as an example. The fuzzy prediction method of time series is given for the results of the theoretical domain division after the granulation of time-series information, which transforms the precise time-series data into a time series composed of semantic values conforming to human cognitive forms. It describes the dynamic evolution process of time series by constructing the fuzzy logical relations to these semantic values to obtain their fuzzy change rules and make predictions, which improves the comprehensibility of prediction results. Finally, the prediction experiments are conducted on the weighted stock price index dataset, and the experimental results show that applying the proposed time-series information granulation method for time series prediction can improve the accuracy of the prediction results.
