The Influence of Regulatory Compliance, Use of Information Technology, and Leadership Commitment on Securing Fixed Assets in the Regional Revenue and Assets Agency of East Nusa Tenggara Province

One of the regional assets managed by the regional government is fixed assets. In relation to fixed asset management, in the NTT Provincial Government, the authority to manage fixed assets rests with the NTT Provincial Regional Revenue and Assets Agency. Based on NTT Province Regional Regulation Number 1 of 2019 concerning Amendments to East Nusa Tenggara Province Regional Regulation Number 9 of 2016 concerning the Formation and Structure of East Nusa Tenggara Province Regional Apparatus. The Regional Revenue and Assets Agency has the task of "assisting the Governor in carrying out some regional household affairs in the field of Regional Revenue and Asset Management". Based on balance sheet data from the NTT Provincial Government, it was found that the nominal value of fixed assets had increased and some had decreased. Throughout 2018-2023, the nominal assets of land, equipment and machinery, buildings and structures, and other fixed assets have increased. Road, irrigation and network assets experienced a decline in 2019 and an increase in 2020-2023. Construction assets under construction experienced an increase in 2019, 2020 and 2022, while in 2021 and 2023 they experienced a decrease. The formulation of the problem in this research is as follows. What is the description of regulatory compliance, use of information technology, leadership commitment and management of fixed assets at the Regional Revenue and Assets Agency of East Nusa Tenggara Province? Does regulatory compliance have a positive and significant effect on fixed assets by the Regional Revenue and Assets Agency? East Nusa Tenggara Province.

Analysis of the Structure of the Pork Trade Market in the Traditional Market in Manggarai Area, East Nusa Tenggara Province

This research was conducted based on the consideration that meat is a commodity that is always needed by the community to meet their nutritional needs. This study aims to determine the influence between pork price variables and determine the market structure of the traditional pork trade industry in Manggarai district. This research took place from January to March 2024 at the Inpres Market and Puni Market. This study was quantitative descriptive and interviewed 49 respondents and continued with elasticity tests, market share, Herfindahl-Hirsrchman Index and Relative Deviation Intercepts. The results of the study show that the structure of the pork trade market in the traditional market of Ruteng City, Manggarai Regency, East Nusa Tenggara Province is included in the monopolistic competition market. Every pork trading business in Ruteng City produces similar goods but has differences in several aspects, namely service, performance and other factors. The policy taken by pork traders in the traditional market of Ruteng City is a non-price policy. These non-price policies include promotion policies, product policies, service policies and family policies. The results of the research on the estimation of the structure of the pork trade market can be concluded that the structure of the pork trade market is classified as a monopolistic competition market because every pork trading business in the city produces similar goods but has differences in several aspects, namely service, performance and other factors.

Pre-Disaster Management of Tropical Cyclone Seroja to Realize Disaster Resilient Area in Rote Ndao Regency, East Nusa Tenggara Province

The author focuses on the problem of tropical cyclone Seroja which is known to have hit Rote Ndao Regency for the first time and how to deal with it if the disaster occurs again, so good management is needed. The purpose of this research is to find out how BPBD manages activities in dealing with the Seroja tropical cyclone disaster if it occurs again. This research uses qualitative methods with data collection techniques used through observation, interviews and documentation. In accordance with the type of research above, the authors used an interactive model from Miles, Huberman and Saldana (2019) to analyze the research data with 3 steps, namely data reduction, data presentation and conclusion drawing/verification.The findings obtained by the author in this study are that the management by BPBD in the Seroja tropical cyclone disaster is quite good, however, it still has constraints on funding and manpower which are still lacking. Disaster management in dealing with the Seroja tropical cyclone in Rote Ndao Regency is classified as good, this is because there is good coordination between BPBD and related regional apparatus in overcoming disasters in pre-disaster activities. in order to improve disaster resilient areas, it is advisable to optimize the use of local communities to be ready and alert in the face of disasters.

The Jurassic Park and Ata Modo in Eastern Indonesia

Famous for its distinctive Komodo dragons (Varanus Komodoensis) and features home to underwater ecosystems, the Komodo National Park (KNP) has become a prominent and favorite destination of visitors locally and globally in recent years. Situated in Labuan Bajo, East Nusa Tenggara Province, Indonesia, KNP has three prime islands: Rinca, Komodo, and Padar. The infrastructure development in KNP formulated in 2020 by the central government of Indonesia, including establishing offices, photograph areas, clinics, warehouses, public spaces, and tour guides' offices, raises controversy about this decision. While the government of Indonesia persuaded citizens that this erection was a conservation effort for protection, preservation, and utilization, UNESCO refused this plan by enacting a refusal document and assessing whether the development could affect the property's Outstanding Universal Value (OUV) before the review of the relevant environmental impact analysis by the International Union for Conservation of Nature (IUCN). Additionally, the local people argue this plan will threaten the giant lizard's habitat regarding the entry of heavy equipment and disadvantage local tourism actors. Using a systematic literature review method, this piece collects and discovers a different concept in the issue of infrastructure development in KNP instead of another scholar's perspective. Walpole and Goodwin (2000) find that economics and facilities are the prominent aspects of tourism, while UNESCO considers the environment in development. In contrast to popular belief, this paper indicates a significant role of local people, known as Ata Modo, in the KNP establishment. This paper's findings propose that Ata Modo, as local people/tribes in KNP, should not be relocated from their area and instead be involved in the decision-making process. The bottom-up approach can be executed as a practice in a democratic process. From the fiscal approach, this development will positively impact local people's economy through collaboration and stakeholder participation.

AGRIBISNIS KOPI DALAM MENDUKUNG PENGEMBANGAN AGROWISATA DI DESA COLOL, KECAMATAN LAMBA LEDA TIMUR, KABUPATEN MANGGARAI TIMUR (Coffee Agribusiness In Supporting Agrotourism Development In Colol Village, Lamba Leda Timur District, East Manggarai District)

Colol Village is a wilaya located in East Manggarai Regency, East Nusa Tenggara Province, which has good environmental and geographical characteristics, fertile soil and a suitable climate for coffee cultivation. The coffee varieties that are being developed are Arabica coffee and Robusta coffee. The people of East Manggarai have a cultural tradition that is close to coffee. The aim of this research is to analyze the factors that influence coffee production in Colol Village, determine farmers' perceptions of agrotourism development in Colol Village and describe the implementation of the coffee agribusiness system in Colol Village, East Manggarai Regency. This research used mixed methods with a sample size of 56 people using multiple linear regression data analysis methods, Likert scale analysis and descriptive qualitative analysis. The results of the research show that in coffee production the factors of land area, farming experience, farmer age, education level, household income, and coffee sales income level influence the development of agrotourism in Colol Village, East Manggarai Regency and based on Likert scale analysis, Colol coffee farmers agree with the development of coffee agrotourism in Colol Village and coffee production and agrotourism potential are related, the potential for coffee farming as a tourist attraction thereby strengthening the local economy and creating sustainable opportunities for the development of Colol village, East Manggarai

BIOCHEMICAL PROFILE OF BLOOD IN HORSES DETECTED SUFFERING FROM SURRAIN EAST SUMBA, EAST NUSA TENGGARA, INDONESIA

The infectious animal disease known as surra, or trypanosomiasis in animals, is caused by Trypanosoma evansi.In Indonesia, surra has been recognized as a strategic infectious disease affecting animals. East Nusa Tenggara Province, identified as a center of livestock farming in Indonesia, is also known as an endemic area for surra and requires attention. Therefore, this study was aimed to determine the biochemical profile of blood in horses infected with T. evansi in East Sumba Regency. The parameters observed included blood glucose levels, total protein, creatinine, alanine transaminase (ALT), and aspartate transaminase (AST). Samples were collected from horses raised by the community in East Sumba Regency. The biochemicalexamination was performed using the Photometer 5010V5+ instrument.Blood glucose was examined usingGOD-PAP deproteinization method; totalprotein was determined using a photometry colorimetric test; creatinine was carried using the Jaffe-fixed time kinetic method; ALT and AST were performed using the kinetic method; and UV Test. The results showed that the average biochemical profile of blood in Sumba horses infected with T. evansi was glucose (68.17±5.11mg/dL); protein (5.417±1.82g/dL); creatinine (1.74±0.39mg/dL); urea (28.93±6.26mg/dL); AST (357.00±117.02U/L); and ALT (20.17±6.30U/L). Meanwhile, the average blood biochemical profile in Sumba horses not infected with T. evansi was glucose (99.00±14.96mg/dL); protein (7.20±1.72g/dL); creatinine (1.55±0.51mg/dL);urea (28.13±6.88mg/dL); AST (312.83±94.42U/L); and ALT (23.33±9.45U/L). Blood glucose levels in horsesinfected with T. evansiwere significantly lower (P<0.01) compared to non-infected horses. Apart from blood glucose levels, all observed parameters were in normal ranges.

Relasi Makna Pesan Simbolik dan Tatanan Spasial pada Upacara Penti Masyarakat Kampung Adat Suku Todo

Indonesia has thousands of traditional villages. One of the traditional villages is in Todo Village, West Satar Mese District, Manggarai Regency, East Nusa Tenggara Province. The traditional village, which is known as the Todo Tribe Traditional Village, has a settlement pattern dominated by ritual practices. In this context, culture is a determining factor in the process of forming settlements. The people of the Todo Tribe Traditional Village have maintained this tradition for generations. One of the traditions that is the focus of this research is the annual penti ritual. This ritual is a practice of thanksgiving for the crops carried out by the community. This series of rituals has influenced the uniqueness of this village settlement pattern. This study was conducted qualitatively through a field research. Data collected by interviews and field observation. The analysis uses semiotics, namely the science of signs, so that it can explore and relate the elements of form, function and meaning to the Todo Tribe Traditional Village. Graphical analysis is used to describe and understand the visual aspects of the Todo Tribe Traditional Village which are appropriately presented graphically (charts or pictures). Finally, the existence of the settlement of the Todo Traditional Village is spatially determined by form, function and meaning (verbal and non-verbal symbolic messages).

RARE EARTH ELEMENT PRELIMINARY STUDY ON BOBONARO SCALY CLAY MÈLANGE IN OBEN VILLAGE, SUBDRISTRICT OF NEKAMESE, DISTRICT OF KUPANG, NUSA TENGGARA PROVINCE

The location of the investigation area is in Oben Village, Nekamese District, Kupang Regency, East Nusa Tenggara Province with coordinates 123° 40'40” E - 123° 41'20” E and 10° 16'0” S - 10° 16'40” S. The geology of the study area is generally occupied by mixed rocks dominated by a gray clay, blackish brown, reddish brown, with foreign chunks consisting of peridotite, sedimentary rock consisting of brown and reddish reddish limestone, silt, micaceous sandstones, metamorphic rock: chlorite schist, with quartzite veins. Of the five samples analyzed, namely four samples of soil matrix and one sample of Peridotite, the following results were obtained: six rare earth elements were contained in 4 samples of the soil matrix, namely Yttrium (Y): 3.63 – 68.75 ppm, Praseudymium (Pr): 7.38 – 38.38 ppm, Scandium (Sc): 4.83 – 4.93 ppm, Lanthanum (La): 21.48 – 91.03 ppm, Cerium (Ce): 32.48 – 184.85 ppm, and Neodymium (Nd): 9.4 – 57 ppm specifically for sample 1 also contains 3 rare earth elements, namely: Gadolinium (Gd): 3.48 ppm concentration the average is lower than its abundance in nature, Samarium Sm: 13.1 ppm, and Dysprosium: (Dy): 6.88 ppm. For rock samples only contain Praseudymium (Pr): 7.78 ppm and Cerium (Ce): 87.88 ppm.

Human Capital and Regional Budget Affect Economic Growth in East Nusa Tenggara Province

This study aims to analyze how much influence human capital and government budget have on economic growth in districts / cities in East Nusa Tenggara Province in 2012-2021. This study uses secondary data sourced from the Central Bureau of Statistics and uses panel data regression analysis method with the selected method is Fixed Effect Model (FEM) in analyzing this research. The results show the influence of human capital (life expectancy and average years of schooling) and government budget on economic growth. while the expectation of years of schooling has no significant effect. This study provides recommendations to the government in improving the quality of the system and public services, especially in education and health, as well as the government in using the budget must be more efficient and targeted in using the budget so as to increase economic growth. Then from the academic side and the community to better know the importance of human capital and government budgets in increasing economic growth.

Persepsi Konsumen Terhadap Bauran Pemasaran Produk Se’i Babi pada Rumah Makan Baun, Kecamatan Amarasi Barat

Pork is one of the commodities that is widely consumed by people in East Nusa Tenggara Province (NTT), with se'i meat as one of its superior processed products. Se'i pork, which goes through a traditional smoking process, has a distinctive taste and aroma that makes it favored by many consumers. Based on data from the Kupang City BPS in 2021, the pig population in NTT reached 2.6 million heads, and pork production reached 26.81 million tons. This makes NTT one of the regions with the highest pork production in Indonesia. Along with the increase in the pig population, the consumption of processed pork products, especially se'i, has also increased, driving the growth of the pork se'i agroindustry in the region. The city of Kupang and its surroundings has many restaurant businesses that offer pork se'i, including Baun pork se'i restaurant, which is known for its location in the West Amarasi area. However, marketing factors such as price, location, product, and promotion in the marketing mix of pork products in Baun have not been analyzed in detail. Therefore, this study was conducted to understand consumer perception of the marketing mix of pork products in Baun and the factors that affect purchase decisions. This study aims to analyze consumer perception of the marketing mix of pork in baun, analyze factors that affect consumer decision-making. Price, location, product, and promotion are factors that affect the marketing mix of pork products in Baun. The sampling method uses an accidental sampling technique, while the data collection for primary data uses a list of questions that have been prepared and secondary data is taken from related agencies. Meanwhile, the data analysis method uses binary logistics analysis. The results of the study show that the consumer perception of pork sausage is included in the level of very fondness, and the factors that affect the marketing mix of pork sausage are price, location, and promotion while the product has no effect on the marketing mix of pork sausage in Baun.

Characteristics of the Vernacular Settlements of the Krowe Community: Insights from the Romanduru Village, East Nusa Tenggara, Indonesia

Traditional settlements are often associated with residences that still hold customary and cultural values that are closely related to the beliefs or religions of a particular community rooted in a particular place beyond historical determinations. Such is the case of the traditional settlement of the Ata Krowe community in Romanduru Village, Sikka Regency, East Nusa Tenggara Province, Indonesia. The Ata Krowe community speaks the Sikka language and lives in the mountains. This research examines the characteristics of the settlement of the Ata Krowe community in Romanduru village. It employs a cultural landscape approach. Findings show that the Ata Krowe community in Romanduru village has a centralized settlement concept and consists of several components including watu mahang, wisung wangar, wua mahe, and Ai Tali. The paper concludes that, as an old village, Romanduru village has a distinctive residential pattern: a sedentary concept based on the presence of springs. The existence of Romanduru village is inseparable from the existence of the Buang Baling clan, which is a tribe/clan that opened the land first and is honored as Tana Pu'an.

POLA RELASI PENCAMBUK-PENANGKIS DALAM TARIAN CACI DAN SUMBANGANNYA PADA ELEGANSI DIALOG DI INDONESIA

This paper aims to explore the intersubjective relationship between the whipper (paki) and the parrier (ta’ang) in caci, a traditional dance from Manggarai, East Nusa Tenggara Province. For that purpose, this study applied the phenomenological method. In this method, caci is described based on what actually transpires during the performance when the researchers made direct observations. As a native Manggarai, the researcher has watched the dance for many years. Data from the phenomenological study were analyzed using Armada Riyanto’s philosophical concept of intersubjective relationality. This study found that the relationship between the whipper and the parrier in caci is not a subject-object but intersubjective one. The intersubjectivity of the whipper-parrier relationship is demonstrated by several facts. First, there is subjective identity of the whipper and parrier in the form of their names. Second, there is affirmation of identity and its confirmation during the dance. Third, the act of whipping and parrying does not involve a large group of people, but only the whipper and parrier as individual actors. Fourth, the whipper and parrier are aware of the other party’s presence and role. Fifth, the whipper is aware of the presence and role of the parrier and vice versa. Sixth, the whipper and parrier are encountering each other with mutual respect. The intersubjective element of the whipper-parrier relationship is highly relevant to the promotion of elegant intercultural dialogues in Indonesia.

General Characteristics of Eastern Indonesian Household Dietary Diversity Score

Household dietary diversity score (HDDS) is a crucial indicator of food security and nutritional outcomes. The data collection was done from 2017 to 2018 in Eastern Indonesia. This study aimed to capture the characteristics of HDDS based on district, province, religion, and head of household age. This study used secondary data from the Coastal Community Development Project (CCDP), IFAD Impact Assessment Survey 2018. The total sample of this study was 2,884 households. The HDDS was calculated based on the score of 12 food groups and presented in a bar graph using STATA version 17. The result revealed that the lowest HDDS was found in the Kupang district, East Nusa Tenggara Province, Confucianism or Konghucu Religion, and 15 to 25 years of head of household age. Household dietary diversity score is a critical measure of food security and nutritional status, reflecting a household's access to a variety of foods. Understanding and addressing these determinants are essential for improving household dietary diversity and ultimately enhancing nutrition outcomes.

Seven Years Malaria Trend Analysis in Kori Public Health Centre, Southwest Sumba District East Nusa Tenggara Province, Indonesia: a Retrospective Study

Introduction: Malaria, caused by the Plasmodium parasite and transmitted by Anopheles mosquitoes, remains a significant global health challenge, particularly in tropical regions. Despite a rise in cases, global malaria-related deaths have declined, indicating the success of control programs. Indonesia, committed to eliminating malaria by 2030, faces challenges with uneven distribution of cases, particularly in Eastern regions, necessitating targeted efforts for elimination. Objectives: This retrospective study aimed to analyze the trends in malaria prevalence over seven years in the catchment area of Kori Community Health Centre, located in the Sub-district of North Kodi, Southwest Sumba District, East Nusa Tenggara Province, Indonesia. Methods: Statistical analysis included data scrutiny for completeness, the utilization of SPSS software, and the presentation of retrospective malaria data in graphs and tables Results: The analysis of demographic data, health statistics, and malaria cases yielded crucial findings and strategic recommendations to support malaria control efforts and healthcare service enhancements in the region. Conclusions: This study provides significant insights into the prevalence of malaria in the Kori Community Health Centre catchment area over the past seven years. The results of the analysis can serve as a foundation for more effective malaria control efforts and healthcare service improvements in the area. Further research is required to delve deeper into the factors influencing malaria prevalence and to develop more effective strategies for controlling this disease.

Analysis of Immanuel Kant's Authentic Theodicy After Tropical Cyclone Seroja in Tunbaun

The current research aims to understand the concept of Immanuel Kant’s authentic theodicy in the Christian community of Tunbaun Village, Amarasi District, Kupang Regency, East Nusa Tenggara Province after the tropical cyclone Seroja in 2021. The methodology used is qualitative research with descriptive methods that present research results in clear and detailed words based on qualitative data. The author then uses literature review results, observations, and interviews, and synthesizes the context of authentic theodice of the local community to produce the following findings: (1) Suffering due to natural disasters strengthens the moral values of society; (2) Growing hope for post-disaster life recovery; and (3) Christian community complaints to God as a result of their suffering arising through certain projections. Women's empowerment and gender equality programs to support stunting elimination in South Central Timor Regency

Introduction: Stunting remains a significant public health concern in Indonesia, particularly in East Nusa Tenggara Province, where it is the most prevalent among all Indonesian provinces at about 42.6 per cent. Empowerment initiatives represent a crucial approach to addressing this issue. Women's empowerment holds profound significance as it governs and nurtures human resources within the household, especially children, who represent the nation's future generation. This community service aims to implement a women's empowerment program by establishing a group of Women Providing Health Information (Perempuan Pemberi Informasi Kesehatan) and enhancing women's access to national health services. Methods: We conducted an experimental quantitative study involving mothers with children aged 12 to 59 months. Inclusion criteria included mothers with children aged 12 to 59 months residing in Kesetnana Village. Data were analyzed using the Wilcoxon test. The mothers' classes aimed to enhance mothers' knowledge regarding the first 1000 days of life and the nutritional requirements during this period. The study included 35 participants, with the questionnaire on stunting knowledge serving as the primary instrument. Results: The findings revealed a notable increase in participant knowledge in the post-test compared to the pre-test, with a mean rank of 88.00 and a p-value of 0.000. Conclusions: The results underscore the continued need for a gender- and culture-based approach to health promotion to mitigate the incidence of stunting. Effective health education on stunting reduction requires collaborative efforts between health workers and local communities, with mutual support being essential.

Comparative Analysis of ARIMA and LSTM for Forecasting Maximum Wind Speed in Kupang City, East Nusa Tenggara

This study compares the Autoregressive Integrated Moving Average (ARIMA) and Long Short-Term Memory (LSTM) models for predicting maximum wind speed based on accuracy measured by Root Mean Square Error (RMSE) and Mean Absolute Percentage Error (MAPE). Based on the results of the research, the LSTM model is better than the ARIMA model in predicting maximum wind speed in Kupang City, East Nusa Tenggara Province. The best LSTM model has hyperparameters of 200 epochs; batch size of 32; learning rate of 0,001; and 8 neurons. Based on the evaluation results of predicted data against actual data, the MAPE value of the LSTM model is 19,40%. The benefit of this research is that it can contribute to the literature on the development of wind utilization as a basis for building power plants on small islands as a renewable resource, particularly in Kupang City, East Nusa Tenggara.

MIXED GEOGRAPHICALLY WEIGHTED REGRESSION (MGWR) WITH ADAPTIVE WEIGHTING FUNCTION IN POVERTY MODELING IN NTT PROVINCE

Poverty modeling is a crucial economic and social development issue in various regions, including in East Nusa Tenggara (NTT) Province. This research proposes using the Mixed Geographically Weighted Regression (MGWR) model with an adaptive Bisquare weighting function to analyze variables influencing poverty levels in NTT Province. The MGWR model is an extension of the Geographically Weighted Regression (GWR), which allows some variables in the model to have local effects while others have global effects. The adaptive weighting function in the MGWR model enhances the analysis by providing different weights at each location according to its local characteristics, thus making the results more accurate and representative for each area. The data includes economic, social, and infrastructure variables from 22 districts/cities in NTT Province for 2023. The MGWR model with an adaptive weighting function is applied to model the relationship between these variables and poverty levels. The analysis integrates statistical software to manage and analyze spatial data. The study findings show that the MGWR model with an adaptive weighting function offers better estimates than the global regression and GWR models. The results revealed the smallest AIC value for the MGWR model at 104.1888, compared to the global regression model at 140.1427 and the GWR model at 117.6174. This model successfully identifies significant local and global variables and shows variations in influence at different locations in NTT Province. These findings provide valuable insights for policymakers and practitioners in designing and implementing more effective poverty alleviation strategies tailored to local conditions in NTT Province.
