Disaster‐time Economy and an Economy of Morals: A Different Economic Order from the Market Economy under Globalization*

AbstractWith the experience of two severe disasters (the Hanshin Awaji Earthquake disaster of 1995 and the Great East Japan Earthquake disaster of 2011), I wish to consider “subsistence” as human life, existence equaling the basic activities of life, an essential mutual act‐like existence economy. In this paper, I pursue a positive development of “disaster‐time economics” as a research object under the larger framework of the formation of a “moral economy,” as part of a critical process. In this paper, in order that a stricken area and society may aim at the realization of a new methodology about “creative revival” for newly developing independent research involving the state of the revival fund of a wide sense is carried out.Nevertheless, there is an overall understanding of who, in what areas, and using what methodology, has conducted research in the restoration and revival process, as well as the weak points that tend to hinder the process. There is no research on the rationality and function of public finance expenditures or national sources expenditures.Therefore, in this paper, the term “disaster‐time economy” is newly prepared. From this concept, many activities of the project, service, support, self‐efforts etc. of a social and private domain are grasped from a public sphere in connection with the process of maintenance/restoration under the disaster. The feature and subject point of the process are clarified. The market economy order that is going to be produced in this process does the basic work and determines the economic order for another self‐subsistence over life.

Increased Incidence of Tachyarrhythmias and Heart Failure Hospitalization in Patients With Implanted Cardiac Devices After the Great East Japan Earthquake Disaster

After the East Japan Earthquake disaster there may have been a deterioration of patients with cardiovascular diseases. We examined the data from 189 consecutive patients implanted with cardiovascular devices for the 6-month period before and after the Earthquake. In 170 patients with defibrillators, the number who experienced tachyarrhythmias increased significantly after the Earthquake (28 ± 5 vs. 34 ± 3 patients/month, P<0.05). In 74 patients with biventricular pacemakers, the number of heart failure hospitalizations significantly increased after the Earthquake (1.2 ± 1.0 vs. 2.7 ± 1.2 patients/month, P<0.05). The East Japan Earthquake disaster unfavorably affected patients implanted with defibrillators or biventricular pacemakers.

Die Rolle der Traditionellen Ostasiatischen Medizin bei Opfern der Erdbeben-Tsunami-Katastrophe im März 2011 in Japan

The Great East Japan earthquake and tsunami disaster that occurred on March 11, 2011 seriously destroyed Japanese social activities the medical system included. We provided medical support to the damaged area, and mainly performed Oriental medicine. Traditional methods using physical diagnoses and the treatments with herbs, acupuncture, and massage were effective, where any infrastructure had suffered or any modern medical facilities had been destroyed. Acute phase infectious disease, common colds, and hypothermia were dominant. Allergies increased two weeks later, and there was much mental distress, and chronic pain symptoms one month later. We prescribed Kampo herbal medicines for common colds, hypothermia, allergies, and mental distress. Moreover, we also performed acupuncture and kneaded patients' body to reduce pain, stiffness, and edema. These treatments were effective for both physical and mental distress. Thus we believe that Oriental medicine is valuable in disaster situations.

東日本大震災に特有の災害対応課題について考える

In Iwate, Miyagi and Fukushima Prefectures, more than 1,000 people were killed or missing each due to the 2011 off the Pacific coast of Tohoku Earthquake and Tsunami. It is thought that damaged local governments have faced a lot of difficult problems concerning social responses caused by the wide-area catastrophic damage. The purpose of my paper was to examine problems concerning social responses under the Great East Japan Earthquake Disaster that are peculiar to “a wide-area catastrophic disaster". I define “a wide-area catastrophic disaster" to refer to a disaster that causes catastrophic damage to two more prefectures. For the purpose of this study, first, the method of disaster categorization in terms of the degree of damage and the extent of damage was proposed. Secondly, the degree of damage and the extent of damage of the 2011 event were discussed in terms of tsunami height, inundation area, the number of dead and missing people and the amount of disaster debris. Thirdly, particular problems concerning social responses under the 2011 event were discussed by using limited reports and data that are published on the Internet. As a result, 5 types of particular problems under the 2011 event as a wide-area catastrophic disaster were pointed out: the limit of social response of damaged local governments, the limit of social response of supporting local governments, competition of resource support during damaged local governments, instability of policies, uncertainty of problem concerning social response. In conclusion, understanding the particular problems concerning social response under a wide-area catastrophic disaster is considered essential for reducing damages of next catastrophic disasters. It is recommended that particular problems concerning social responses under the 2011 event are discussed by using more data that will be published and hearing the local governors in the damaged area and so on.

東北大学災害科学国際研究所では，総務省，国立国会図書館，文部科学省，科学技術振興機構，全国および東北企業，海外などの80を超える機関と連携して，東日本大震災に関するあらゆる記憶，記録，事例，知見を収集し，国内外や未来に共有する東日本大震災アーカイブプロジェクト「みちのく震録伝」を展開している。本プロジェクトは，今回の震災の被災地を中心にして，歴史的な災害から東日本大震災について分野横断的な研究を展開し，東日本大震災の実態の解明や復興に資する知見の提供を進めていく。これらの取り組みは，低頻度巨大災害の対策・管理の学問を進展し，今後発生が懸念される東海・東南海・南海地震への対策に活用する。本稿では，産学官民の連携を通した活動の事例について紹介する。

The great East Japan earthquake disaster and ecological socialism

After the great earthquake disaster in Japan on 11 March 2011, Japan is considered to be confronting the third big change following the Meiji Restoration in 1868 and the defeat of World War II in 1945. In particular, the accident at the Fukushima No. 1 nuclear power plant, which occurred as a result of the earthquake and tsunami, had a great impact on the Japanese people, who began to rethink the so-called ‘peaceful’ atomic power. The author proposes that this tragic accident was a consequence of today's ‘imperialism against nature’, and that only the program of ecological socialism will provide a political solution for the contemporary civilization of advanced science-based technology.
