Unblocking the System to Strengthen Implementation of Early Childhood Development Policies and Practice in South Africa

Government sectors responsible for early childhood development (ECD) often have competing priorities and obligations which manifest through fragmentation, silo conflicts, and power dynamics, thus failing to implement ECD policies in South Africa effectively. This article aims to provide a framework for strengthening the implementation of ECD policies to enhance quality early childhood care and education (ECCE) in the Gauteng province of South Africa. Using a qualitative approach within an interpretive paradigm, data was obtained through open-ended semi-structured interviews, observations, and field notes. Key stakeholders, including ECD managers, practitioners, and education officials, were purposely sampled. The conceptual lens was used for exploring the current implementation of ECD policies at the systems level in the theoretical framework. The findings revealed communication and information blockages at the level of national, provincial, and district offices. As a result, ECD centers were left uninformed of the new policies and frameworks for implementation. A framework that stipulates standardized training for the Department of Education officials, support for ECD principals, managers, and practitioners, and open communication through bi-annual conferences and monthly community of practice (CoP) virtual meetings will ensure that policies are implemented and that quality ECD education is achievable in South Africa.

Measurement for Change: Reflections from innovators' experiences with monitoring, evaluation, and learning systems for Early Childhood Development.

In this review paper, we explore how on-the-ground Early Childhood Development (ECD) innovators are using monitoring, evaluation, and learning (MEL) systems to guide the design and implementation of ECD programs, as well as how MEL systems can influence policy and support the achievement of impact at scale. We reflect on articles in the Frontiers series "Effective delivery of integrated interventions in early childhood: innovations in evidence use, monitoring, evaluation, and learning." The 31 contributions to the series reflect the breadth and depth of complexity that characterizes ECD, including global geographic spread, with studies from Asia, Europe, Africa, and Latin America and the Caribbean. Our synthesis finds that integrating MEL processes and systems into the fabric of a program or policy initiative can broaden the underlying value proposition. Specifically, ECD organizations sought to design their MEL systems to ensure programs fit the values, goals, experiences and conceptual frameworks of diverse stakeholders, so that participating makes sense to all. For example, formative, exploratory research identified the priorities and needs of the target population and frontline service providers, and informed the content and delivery of an intervention. ECD organizations also designed their MEL systems to support a shift of accountability toward broader ownership: They included delivery agents and program participants alike as subjects rather than objects, through active participation in data collection, and by providing opportunities for equitable discussion of results and decision-making. Programs collected data to respond to specialized characteristics, priorities and needs, embedding program activities into existing day-to-day routines. Further, papers pointed to the importance of intentionally involving a variety of stakeholders in national and international dialogues to ensure that diverse ECD data collection efforts are aligned and multiple perspectives are considered in the development of national ECD policies. And, several papers illustrate the value of creative methods and measurement tools to integrate MEL into a program or policy initiative. Finally, our synthesis concludes that these findings align with the five aspirations that were formulated as part of the Measurement for Change dialogue, which motivated the launch of the series.

Association of household food insecurity with developmental delay in preschool children: 2018 Ecuadorian Nutrition and Health National Survey.

We investigated the association of household food insecurity (HFI) with developmental delays in 36-59-month-old preschool children (n 7005) using cross-sectional data from the 2018 Ecuadorian National Health and Nutrition Survey. HFI was assessed with the Food Insecurity Experience Scale and developmental delays with the Early Childhood Development Index. Log-binomial regression models estimated the association of HFI with global (overall) developmental delay (GDD) and delays in four individual developmental domains, adjusting for covariates. Nearly half of the children lived in households with marginal (24⋅5 %) or moderate-severe HFI (21⋅7 %). Eighteen percent were identified with GDD. Delays in the individual domains of literacy-numeracy, social-emotional, physical and cognitive development were identified for 64, 21⋅5, 3⋅3 and 3⋅1 %, respectively. GDD was more likely among preschool children from households with marginal (aPR = 1⋅29; 95 % C.I. = 1⋅10, 1⋅49) and moderate-severe HFI (aPR = 1⋅30; 95 % C.I. = 1⋅11, 1⋅51). Social-emotional development delays were also more likely among those from households with marginal (aPR = 1⋅36; 95 % C.I. = 1⋅19, 1⋅56) and moderate-severe HFI (aPR = 1⋅33; 95 % C.I. = 1⋅15, 1⋅54) different from the other three domains. Several other potentially modifiable risk (violent discipline, maternal depressive symptoms) and protective factors (adequate child stimulation, higher maternal education, handwashing with soap/detergent) were also independently associated with GDD and/or literacy-numeracy and cognitive delays. Our findings suggest that HFI is an independent risk factor for GDD and social-emotional developmental delays in Ecuadorian preschoolers. They underscore the importance of strengthening and expanding poverty reduction, food security and early childhood development policies and interventions to improve the opportunities for children to achieve their full developmental potential.

In whose best interests? The ECD regulatory framework, understandings of the best interests of the young child and access to quality early education

The Constitution of the Republic of South Africa 1996, and early childhood development policy, legislation and regulations prioritise the best interests of the child. The United Nations Committee on the Rights of the Child General Comment 7 provides guidance on how best interests should be applied for young children to protect their rights and promote their survival, protection, and development, as well as measures to support and assist parents and others responsible for realising children’s rights. The ECD regulatory framework defines quality standards and monitoring is undertaken by local government and provincial education departments. The Children’s Act 38 of 2005 (as amended) provides for ‘developing appropriate parenting skills and capacity of parents and caregivers to safeguard the well-being and interests of children’. These align with General Comment 7. However, a conspicuous gap in the regulatory framework is the limited focus on the programme quality critical for realising the right to education. Further, we contend the contextual factors are not sufficiently considered in the application of ECD regulations. Using a case study approach, we explore how the best interests of the child, regarding access to quality early education, are interpreted by different stakeholders in a diverse, vulnerable community and compare these views with the operationalisation of the best interests principle in our regulatory framework.

Assessing the policy options for the public provisioning of early childhood development programmes

Levels of access to early childhood development (ECD) programmes in South Africa are around 35 per cent for children aged zero to five, and lower for children in poor households. This despite evidence linking participation to benefits that address poverty, inequality and unemployment, especially for children from disadvantaged backgrounds. Notwithstanding government’s commitment to ECD as a universal right in ECD policy, state subsidies benefit only 13 per cent of children in quintiles one to three, limited by marginal increases in public sector budgets over the past decade. Shifting responsibility for ECD programmes to the Department of Basic Education (DBE) has the potential to catalyse broad reform to ensure universal access to quality ECD programmes. This paper considers the access gap that the DBE must address to realise the universal right to ECD. It evaluates two policy approaches to the expansion of public provision of ECD programmes: through a purpose-built centre approach or a mixed-model approach. The cost, capacity and policy implications for these two expansion approaches are evaluated, showing that a mixed-model approach will enable the realisation of the universal right to ECD more cost-efficiently than a purpose-built centre approach.

Early childhood development and decent jobs for women: Planting two trees from one seed?

This article examines the tension in the South African early childhood development policy space between expanding necessary social services to young children (and their caregivers) and increasing job opportunities for women, in the context of neoliberal economic policies aimed at decreasing public spending on social services. These tensions arise most sharply between developing a universal system for early learning provisioning – analogous to systems for basic education – and leading early learning expansion through small-scale private providers, hoping that markets will resolve challenges around sustainable employment opportunities and quality and access to early learning programmes. Our aim is to contribute to a broader discussion on the intersections between economics and human rights. We question the possibility for meaningfully realising the rights of young children in the context of economic policies that constrain the state and position a job as the only means through which to empower. We conclude that economic policies geared towards reducing the role of the state in delivering services while markets are handed responsibility to resolve access to fundamental rights will not deliver universal care and education to young children or decent work for women, at least not simultaneously.

Prioritising rehabilitation in early childhood for inclusive education: a call to action

Purpose This commentary examines the provisions for early childhood development (ECD) in the global action plan for rehabilitation published by the World Health Organisation (WHO) within the context of the United Nations’ Sustainable Development Goal (SDG) for inclusive education. Methods The meeting reports of the WHO Rehabilitation 2030 for 2017 and 2019 and the related documents were reviewed along with ECD policy documents from WHO, UNICEF, UNESCO, and the World Bank. Results The importance of a life-course approach to rehabilitation for the health and wellbeing of persons with disabilities was highlighted in the Rehabilitation 2030. However, the critical and foundational role of rehabilitation in ECD for children with disabilities to facilitate inclusive education, especially in low- and middle-income countries as envisioned by the SDG 4.2, was not clearly addressed. Children under 5 years with developmental delays and disabilities who are not developmentally on track in health and psychosocial wellbeing require timely rehabilitation to ensure that they benefit from inclusive education. Conclusions The culture and practice of rehabilitation should be nurtured from infancy as an indispensable component of ECD to adequately prepare children with developmental disabilities for inclusive education and ensure effective rehabilitation services over the life course. IMPLICATIONS FOR REHABILITATION Rehabilitation is an integral and critical component of early childhood development to optimise school readiness for children with developmental disabilities. Routine newborn screening, developmental assessment, and surveillance of children from birth are foundational to any effective rehabilitation in early childhood. Global investment to promote and support rehabilitation services from early childhood within the health systems and across all levels of service delivery including community settings is warranted to achieve the sustainable development goals for children with disabilities.

Improving policy environments for infants and young children: global status of multisectoral national policies for early childhood development

ABSTRACT Multisectoral national policies for early childhood development (ECD) have been developed since 1979, yet until now the number of countries adopting them has not been systematically documented. Numerous global declarations, including Education for All and the Sustainable Development Goals (SDGs), have supported ECD policy planning. Selection and search criteria were established and applied to identify and classify multisectoral ECD policy documents. A descriptive study was conducted to assess historical trends in policy adoption, regional coverage, income levels, governance categories, and crisis countries. Policies were first developed in Colombia, and later in Namibia, South Africa, Mauritius and Maldives. By December 2019, 76 countries (39% of 197 countries worldwide) and one territory had adopted 125 multisectoral ECD policy instruments. Of them, 51% were policies; 37% strategies and/or action plans; 11% laws; and 7% regulatory documents. By 2010, 43 countries had adopted an ECD policy instrument, peaking in 2011 when 14 countries adopted policies. From 2012 to 2019, 29 countries adopted a policy. South Asia (88%), Latin America and the Caribbean (65%), and Sub-Saharan Africa (58%) lead policy development. Policies have been adopted by 53% of low-income countries and 55% of lower middle-income countries. Fewer upper middle-income countries (38%) and high-income countries (14%) have adopted an ECD policy. Previous research found that countries using participatory policy planning processes resulted in well-implemented ECD policies. The presence of a multisectoral ECD policy prepared in a participatory manner helps establish a strong enabling environment for expanding and improving ECD services. To attain SDG 4.2, additional lower- and middle-income countries, countries with emergencies, and authoritarian regimes should be prioritized for support. Finally, we recommend an indicator be established to identify the number of countries that have adopted ECD policies to help measure SDG 4.2.

Peacebuilding Through Early Childhood Care and Education in a Post-Conflict Society: The Roles of the Parents and the Early Childhood Development Centres in Gulu District, Northern Uganda

This article presents a qualitative study conducted in Gulu district, northern Uganda, in 2018 and 2019 on peacebuilding through early childhood care and education. The aim of the study was to understand the roles played by the parents and early childhood development institutions in promoting peacebuilding traits in children, which is not the norm in evidence-based studies and literature. The study was framed by the ecology-of-peace framework, the root causes or justice theory and the sociocultural theory. The study was exploratory, cross-sectional and descriptive in nature and adopted two non-probability sampling techniques, namely purposive and convenience sampling. Semi-structured primary source data were collected through key informant interviews. Other sources of data were four non-participatory observations of children in three centres and document reviews of the Ugandan National Integrated Early Childhood Development Policy and its action plan, lesson plans and the curriculum. The findings indicate that many of the core parental roles fulfil the requirements for successful peacebuilding through early childhood care and education approaches, yet have gone unnoticed in peacebuilding and early childhood care and education. The role of early childhood care and education complement that of parents in preparing children to be better citizens. Recommendations are directed to stakeholders to support early childhood care and education.

Evaluation in the field of early childhood development: A scoping review

Children’s early experiences and environments profoundly impact their development; therefore, ensuring the well-being of children through effective supports and services is critical. Evaluation is a tool that can be used to understand the effectiveness of early childhood development (ECD) practices, programs, and policies. A deeper understanding of the evaluation landscape in the ECD field is needed at this time. The purpose of this scoping review was to explore the state of evaluation in the ECD field across four constructs: community-driven evaluation, culturally responsive evaluation, evaluation capacity building, and evaluation use and influence. A comprehensive search of 7 electronic databases, including Canadian and international literature published in English from 2000 to 2020, was conducted. A total of 30 articles met the inclusion criteria. Findings demonstrate that some studies include aspects of a community-engaged approach to evaluation; however, comprehensive approaches to community-driven evaluation, culturally responsive evaluation, evaluation capacity building, and evaluation use in the field of ECD are not commonly achieved. This review will inform strategies for bridging evaluation gaps in the ECD sector, ultimately equipping organisations with the evaluative tools to improve practices, programs, and policies that impact the children, families, and communities they serve.

ECD Policy Framework and Pre-Primary School Teachers’ Capacity in Quality Service Delivery in Muranga County Kenya

The National Early Childhood Development Policy Framework in Kenya has been in place since the year 2006 accompanied by a service guideline to promote its implementation. The goal of the policy framework was to enhance access, equity and quality service delivery for all children from conception through 8 years. However, even with the policy in place there are quality issues in pre-primary schools in Kenya. Implementation of the framework has been slow hence affecting quality of services. This is even so with the Muranga County whose education achievement in early grades is still below the national standards. It is documented that Pre-primary schools in the County have poor infrastructure coupled with poor delivery of content at this level. Therefore, the purpose of this study was to assess pre-primary teachers’ capacity and the Quality of Service Delivery. The purpose of the study was to determine pre-primary teachers’ capacity in promoting quality service. Lilian Katz’s theory on perspective of quality was used. The study applied mixed methodology research approach in which stratified random sampling, proportionate simple random and purposive sampling were employed to select the sample. Data from; teachers, head teachers and parents was collected using questionnaire, observation schedule and interviews respectively. The study used thematic analysis for qualitative data while quantitative data was analyzed using descriptive and inferential statistics and presented using tables and figures. The study established that Pre-primary teachers’ capacity at p = 0.023 influences quality service delivery. Subsequently, the study recommended that the government should empower/retool pre-primary teachers in order to achieve quality services.

Integrated early childhood development policy in Iran: a stakeholder analysis

BackgroundMany stakeholders are involved in the complicated process of policy making in integrated early childhood development (IECD). In other words, there are many challenges for IECD policy making in developing countries, including Iran. The aim of this study was to identify potential stakeholders and their interactions in IECD policy making in Iran.MethodA mixed-methods study was conducted in two phases in 2018. First, forty semi-structured interviews and a review of IECD-related documents were conducted to identify potential stakeholders and their roles. Second, using a designed checklist, these stakeholders were assessed for power, interest, and position in IECD policy making. Then, a map of stakeholders and a three-dimensional stakeholder analysis figure were designed.ResultsThe results of this study showed that various stakeholders, including governmental, semi-governmental, social, non-governmental and international organizations, potentially influence IECD policy in Iran. They were found to have diverse levels of power, interest and position in this regard, leading to their different impacts on the process. This diversity is assumed to have affected their levels of participation and support. Also, we found that the stakeholders with a high-power level do not have a high level of interest in, or support for, IECD policy. In general, organizational competition, complicated inter-sectoral nature of this process, insufficient budget, insufficient awareness about the importance of IECD, lack of priority given to IECD in relevant organizations, economical views rather than developmental perspectives, and lack of commitment among top managers are the reasons why this policy enjoys a low degree of support.ConclusionsThere are weaknesses in effective interactions and relationships among IECD policy stakeholders. This will lead to the lack of equal opportunities for optimal early childhood development. To improve this process, advocacy from high-level authorities of the organizations, negotiation with child-friendly groups, establishing a body to coordinate and oversee children’s affairs, using the capacity of non-governmental organizations, strengthening inter-sectoral collaboration by clarifying the roles and responsibilities of stakeholders and the relationships between them, and increasing public awareness can be helpful.

Challenges to Education Policy in Rwanda: A review into preschool education

Although ,Rwanda has approved its Early Childhood Development (ECD) Policy and Strategic Plan in September 2011, the policy was established and implemented in different ways in early childhood education, yet preschool has a long way to go. Equally, having a focus on preschool education is the best investment that Rwanda can make to achieve other national goals such as, reducing maternal mortality, eliminating malnutrition and improving access to quality education. Empirical evidence gathered from secondary sources indicates that government has put more effort in improving quality of education. Yet on preschool level, indicators available illustrates that the results are far from expectation. The study further discusses the challenges faced by government in the design and implementation of ECD policy that have led to the ensuing situation.

Integrated early childhood development policy in Iran: a qualitative policy process analysis

BackgroundIntegrated early childhood development (IECD) is a comprehensive approach to optimal development of children in different developmental domains from fetal stage to eight years of age. The aim of this study was to identify the factors affecting the process of policy-making for early childhood development and to clarify how these factors affect decision-making and create challenges in this regard.MethodIn a qualitative study, we used two main data sources including document analyses and interviews. Using purposive sampling, forty semi-structured interviews with policymakers and informants in the fields related to children were conducted in Tehran from October 2017 to June 2018. Also, 62 national and 10 international relevant documents were reviewed. A deductive-inductive approach was used to analyze the data. We used the MAXQDA11 software for data management.Resultswe identified 13 themes and 29 subthemes related to the stages of policymaking process including: Agenda setting (problem stream, policy stream, politics stream), Policy formulation (formulation and approval process, policy sustainability, mechanisms of stakeholders’ participation in policymaking), Policy implementation (conceptual ambiguity, intersectoral and trans-sectoral issues, structural capacities, mobilization of resources), and Policy evaluation (continuous and routine data registry system, comprehensiveness of indexes). We propose 19 policy recommendations to improve the situation.ConclusionAs a multidisciplinary and multi-sectoral field with different domains, early childhood development (ECD) requires a more active role on the part of policymakers in governmental levels in supporting the related policies. Unless policymakers change their approach to decrease nonintegrated and non-comprehensive policymaking for ECD, child development will be compromised, which endangers the eventual sustainability of the society since improved IECD policy-making process improves developmental outcomes in children. In this regard, attention should be paid to the role of reinforcing intersectoral collaboration through incorporating it in the missions and the evaluation items of organizations, creating commitment in high organizational levels, and developing an inter-ministerial policymaking framework that clearly specifies the roles and responsibilities of every single sector and their interactions and collaborations.

A home visit-based early childhood stimulation programme in Brazil-a randomized controlled trial.

Home visiting programmes are increasingly recognized as one of the most effective interventions to improve child health and development in low-income settings. However, the best platforms to deliver such programmes remain unclear. We conducted a randomized controlled trial to test the relative effectiveness of child development agents (CDAs) and community health workers (CHWs) as two possible delivery platforms for early childhood development (ECD) focused home visiting intervention in São Paulo, Brazil. A total of 900 children aged 9-15 months were screened for potential study inclusion between January and March 2015. Children who did not attend crèches at enrolment were included in the trial. Children were randomly assigned to control or to receive biweekly home visits either through a CHW in the areas covered by the Brazilian Family Health Strategy (FHS) or by a newly hired cadre of CDAs in the areas not covered by the FHS. The primary study outcome was children's development (cognition, motor, language and social emotional skills) assessed after 12 months of intervention with the PRIDI and Caregiver-Reported Early Development Instruments tools. A total of 826 mother-child dyads were enrolled in the trial. In intention-to-treat analysis, neither intervention arm improved study outcomes. In per-protocol (PP) analysis, the CDA programme resulted in a 0.22 standard deviation increase in children's development (95% confidence interval [0.01-0.43]). The results presented in this study suggest that home visiting programmes have the potential to improve child development among poor urban families in Brazil. However, delivering home visiting interventions through already active CHWs may not be feasible in the Brazilian context and coordination across sectors is essential to effective ECD policies.

The Challenges Experienced by Practitioners from Under-Resourced Early Childhood Development Centres in South Africa: A Single Site Study

ABSTRACT BACKGROUND: The occupation of education prepares children for adulthood. Each child has the right to education, which has the power to end intergenerational cycles of poverty and inequality. However, poor access to and quality of education at early childhood development (ECD) centres continue to prevail in marginalised communities in South Africa AIM: This study aimed to identify the challenges experienced by ECD practitioners and coordinators regarding the quality of their ECD programme METHODS: A qualitative, descriptive enquiry was conducted with six purposively sampled participants from an ECD organisation in South Africa. Semi-structured interviews were conducted with practitioners from under-resourced ECD centres from Bloemfontein, rural towns, and the organisation's ECD coordinator. Audio recordings of the interviews were transcribed verbatim. Deductive content analysis was used to analyse the data RESULTS: Four themes were identified from interview data: (i) teaching and learning; (ii) management and leadership; (iii) ECD environment; and (iv) ECD legislation and policies. Practitioners indicated that they wanted to improve their qualifications and have access to a contextually relevant programme with appropriate resources CONCLUSION: If the expressed challenges were addressed on an inter-professional collaborative platform, the quality of this ECD service could be improved Keywords: Teaching and learning; early childhood development; ECD policy and legislation; ECD practitioners; ECD programme; occupational therapy; South Africa.

Monitoring and Evaluation for Quality Service Delivery in Pre-Primary Schools in Murang’a County, Kenya

Monitoring and evaluation of the National Early Childhood Development (ECD) Policy framework in Kenya which has been in place since the year 2006 accompanied by a service guideline is important in promoting its implementation. The extent to which the policy is implemented would have a direct pairing with the quality of early childhood service delivery. The purpose of this study was to investigate the levels of monitoring and evaluation in implementation of the National Early Childhood Development Policy framework for quality service delivery in pre-primary schools in Kenya. Conflict Ambiguity Model of Policy implementation, Broffenbrenner’s Ecological systems theory and Lilian Katz perspective on quality theory were used. Mixed methods research approach and concurrent triangulation design guided the study. Data was collected using questionnaire, observation schedule and interview guides. Instruments reliability coefficient was 0.85. Qualitative data was analyzed thematically and quantitative data was analyzed using descriptive and inferential statistics. The findings indicated that a strong relation between monitoring and evaluation at p < 0.001 and quality service delivery in pre-primary schools. The study concluded that goals of the ECD policy in Kenya of enhancing quality service delivery may not be realized thus compromising on the quality of pre-primary education. Subsequently, the study recommended that the county government should allocate adequate resources both financial and human to ensure regular monitoring of pre-primary schools in an effort to promote actualization of policy guidelines in delivery of quality services and consequently promoting positive child development outcomes.

Evaluation of the feasibility and effectiveness of a health facility-based combined with home-based early childhood development intervention in Siaya County, Kenya: a cluster-randomized control trial

&lt;p class="abstract"&gt;&lt;strong&gt;Background:&lt;/strong&gt; Approximately 250 million (43%) children under five years in low- and middle-income countries are at risk of sub-optimal development. Of these, 67% are found in sub-Saharan Africa due to exposure to multiple risks, including inadequate stimulation at home. In order to promote early childhood development (ECD), an intervention integrating ECD content into routine facility-based health services and supporting ECD policy and advocacy is currently being implemented in Siaya County. In addition, parental counseling on early stimulation is integrated into home-based visits by community health volunteers. We aim to evaluate the intervention’s operational feasibility, effectiveness and cost-effectiveness.&lt;/p&gt;&lt;p class="abstract"&gt;&lt;strong&gt;Methods:&lt;/strong&gt; The study is a cluster-randomized controlled trial using a mixed-methods approach. The study is being conducted in Bondo sub-county in Siaya County. The study has three arms. Arm 1 will receive a health facility-based ECD intervention. Arm 2 will receive the health facility-based ECD intervention combined with home-based ECD counselling. Arm 3 (control) will receive standard care. Six health facilities in each study arm (18 in total) will be randomly selected from wards within the sub-county. We aim to recruit and follow-up 699 mother/caregiver-child dyads, 233 in each arm. Pregnant women are recruited when they visit health facilities during the third trimester. Raising strong, solid Koolunga: values and beliefs about early child development among Perth’s Aboriginal community

AbstractThere is a paucity of published information about conceptions of Aboriginal child rearing and development among urban dwelling Nyoongar/Aboriginal people in Australia. We detail the unique findings from an Aboriginal early child development research project with a specific focus on the Nyoongar/Aboriginal community of Perth, Western Australia. This research significantly expands the understanding of a shared system of beliefs and values among Nyoongar people that differ in important ways from those of the broader Australian (Western) society. Consistent with the findings of research with other Aboriginal groups in Australia, and internationally, our work challenges assumptions underpinning a range of early childhood development policies and highlights the implications of cultural biases and misunderstandings among non-Aboriginal professionals in child and family services, education and other settings.
