Pengaruh Penerapan Sistem Informasi E-Government terhadap Transparansi dan Akuntabilitas Pengelolaan Keuangan Daerah (Studi Kasus Pada Pemerintah Kota Bandung)

The number of corruption cases in the Bandung City Government that occur makes transparency and accountability very important elements in regional financial management, one way to achieve this is by providing comprehensive and complete information to the public by implementing the E-Government Information System in accordance with Instruksi Presiden No. 7 Tahun 2015 tentang Aksi Pencegahan dan Pemberantasan Korupsi. This study aims to analyze the influence of the application of the E-Government Information System on the transparency and accountability of regional financial management in 6 SKPD in the Bandung City Government so that the results can provide a reference for improvement of SKPDs that do not yet have E-Government and have not informed the public of regional financial management. This type of research uses quantitative methods with data collection techniques carried out through questionnaires. Analysis of the data used is simple linear regression analysis which is processed using SPSS version 25. The results of this study indicate that the application of E-Government Information Systems has a significant effect on Regional Financial Management Accountability by 71.2% and has an insignificant effect as much as 2.2%. on the Transparency of Regional Financial Management, while the remaining 26.6% is influenced by other factors not examined in this study.

Inspecting current cybersecurity status and new trends in Hungary

In the 21st century online services became standard way to handle our affairs every day. The digital revolution and usage of smart devices made possible the existence of new type of cybersecurity threats. The malware distribution and their impact are constantly changing. The primary goal of cybersecurity attacks is catching sensitive data and business benefit. Instead of hobby hacking well organized cybercrime groups carry out the most offense. Computer Security Incident Response Teams (CSIRTs) must handle security incidents for e-Government information systems appropriately. This is extremely important if we want to mitigate the impact of a cybersecurity threat.
 In this paper, I will examine the available statistical data and reports of Government Incident Response Team of Hungary. Analyzing this information will point out what are the new trends of threats and malware. This paper also presents the findings gained from processed data.

A Goal-Oriented Requirements Engineering Framework for E-government Information Systems

E-government information systems projects in developing countries face several challenges that lead to their partial or total failure. Several causes of e-government information systems project failure have been identified, including inadequate requirement engineering. The overall failure rate of e-government information systems projects due to requirements engineering inadequacies is still high. Inadequate requirement engineering leads to systems with missing features, low quality, project costs, and time overrun. This research aims to design a framework to guide practitioners in e-government information systems requirements engineering processes. The design science research approach and qualitative data collection and analysis methods were applied through three iterative cycles of rigor, design, and relevancy. The proposed framework is based on goals and viewpoints requirements engineering. It consists of three models: the e-government viewpoints model, the e-government goals model, and the e-government requirements engineering process model. The framework was validated through two rounds of Delphi focus group discussion techniques and a single technical action research case study. The results showed a strong consensus among practitioners about the proposed framework's ease of use and utility with a mean agreement of 4.429/5. The technical action research involved five practitioners who applied the proposed framework to discover the requirements of the road emergency response module of road safety information systems of Tanzania. A total of 104 requirements were discovered compared to nine requirements elicited before without using the proposed framework. The overall objective of the proposed framework is to facilitate the discovery and specification of adequate and relevant requirements for e-government information systems projects and ultimately reduce the rate of e-government projects failure and contribute to the realisation of e-government benefits.

E-Government Information Systems (IS) Project Failure in Developing Countries: Lessons from the Literature

E-government information systems (IS) projects experience numerous challenges that can lead to total or partial failure. The project failure factors have been identified and studied by numerous researchers, but the root causes of such failures are not well-articulated. In this study, literature on e-government IS project failures in developing-world contexts is reviewed through the application of qualitative meta-synthesis, design–reality gap analysis, and root cause analysis. In the process, 18 causal factors and 181 root causes are identified as responsible for e-government IS project failures. The most prevalent of the 18 causal factors are found to be inadequate system requirements engineering (with 22 root causes), inadequate project management (19 root causes), and missing or incomplete features (16 root causes). These findings can be of use to future researchers, policymakers, and practitioners seeking to identify methods of avoiding e-government IS failures, particularly in developing-world contexts.

A study on the factors affect to technological adoption of e-Government Information System interoperability in Vietnam

Information system interoperability has an important role for e- Government development, specially in term of Public management information system. Each country has its own strategy in ensuring interoperability in information system. Nowadays, archiving interoperability among information system is very complex task. In developing countries, the building information system ensuring interoperability in public organizations is limited and ineffective. Moreover, without deeply understanding and determinance on interoperability dimensions, it will become a challenge for interoperability and E- Government implementation. Therefore, this study aims to investigate and analyze the interoperability factors which affect the adoption of Vietnam e-Government Information Systems interoperability. Moreover, data was gathered using survey through distributing questionnaires to the employees of IT departments in Vietnam public organizations. The data was analyzed through the technique of Structural equation modeling (SEM). The result shows that Risk Management, Collaboration and Coordination, Technical Expertise have significantly influence on Interoperability adoption in Government Information System in Vietnam.

The moderating effect of management maturity on the implementation of an information platform system

PurposeThe purpose of this paper is to explore the satisfaction level of government employees toward the e-government information platform system in Taiwan to better understand the effectiveness of such systems. Furthermore, this paper aimed to investigate the moderating effects of management maturity on quality management and user satisfaction.Design/methodology/approachThis study examined the questionnaire via a pretest, and then 174 formal questionnaires were obtained from people who had used the focal information platform system.FindingsThe results show that management maturity has a high, positive moderating effect on service quality (SQ), a medium moderating effect on system quality (SysQ), and a low, negative moderating effect on information quality (IQ).Research limitations/implicationsOne limitation of this study is that the survey was conducted at one public agency in Taiwan. Therefore, a suggestion for further research is to focus on both public and private corporations, as well as government agencies.Practical implicationsThis study built a moderating model for 3Q and management maturity, in order to provide quality management directions, especially with regard to information management, system establishment, and service management.Originality/valueManagement maturity is a vital, albeit long neglected, determinant for the success of the adoption of e-government information systems (ISs). Such ISs serve only as a tool, and it is those who operate the systems that put their functions into full play. Given this, management maturity is likely to be the key to the successful operation of ISs.

Determinants Impacting the Adoption of E-Government Information Systems and Suggesting Cloud Computing Migration Framework

This research intends to investigate underlying elements that effect the adoption of E-Government Information Systems in Board of Intermediate and Secondary Education (BISE), Pakistan. The study is grounded on the theory of technology, organization and environment (TOE) model. Cloud computing is becoming a viable alternative for System Analysts or IT managers to consider in today’s latest information technology environment and dynamic changes in the technology landscape. The second purpose of this study is to help Government decision makers appropriately decide on the reasonableness of uses for migration to cloud computing. Considering that the provided Services in e-government (BISE) are available by means of the Internet, in this way cloud computing can be used in the implementation of e-government architecture and provide better service utilizing its benefits.

USER ADOPTION OF MANDATORY E-GOVERNMENT SYSTEMS: NOTARIAL SYSTEM IN ALBANIA, AN EMPIRICAL ANALYSE

E-Government has high priority for governments worldwide, with much effort and money being invested into government digital initiatives. For such efforts to be worthy, a high rate of adoption of e-government is needed. Technology adoption is one of the most mature areas in information technology (IT) research and many adoption models have been developed for this purpose. Most studies in this field have been focused on voluntary use of systems and mainly from a business context, with minor emphasize on an e-government. A major distinction between technologies of e-government and other online technologies, is that the use of certain e-government technologies is mandatory, rather than voluntary. This paper provides a short introduction of e-government, followed by a review of the most well-known information technology (IT) adoption models at the individual level. Using previous research results, the study will identify the determinant constructs and their relationship for adoption of the digital notarial system of Albania. Finally, the paper proposes a theoretical framework for private professional adoption of mandatory e-government information systems.

E-Government Information Systems Interoperability in Developing Countries

Objective: This study examines the factors that influence information system (IS) interoperability of e-Government focusing on IS Interoperability as the key concept to reach successful e-Government implementation in Jordan.
 Methodology: Use of qualitative methods of inquiry has been made to explore study variables and their relationships. A variety of published literatures related to scope of the study has been reviewed along with analyzing the e-Government strategy in Jordan during period 2014-2016. The interoperability levels of e-Government IS have been discussed in this paper. Finally, significant barriers that affect IS interoperability have been identified along with the factors that can drive it successful implementation.
 Findings: Technical, semantic, and organizational interoperability are main stages for successful e-Government IS interoperability. Information and Communication Technology (ICT) infrastructure, top management support, human resources, data and information, security and privacy, and business process have been found as the major obstacles. Whereas, high level interoperability goals, commitment of government bodies, and customer focus have been identified as main success factors that lead to e-Government IS interoperability. The study suggests that strategies and work process should be aligned, common standards and knowledge should be shared to move towards e-transformation in Jordan.
 Implications: This study can be starting point for the real life practical solutions for successful implementation of e-Government conceptual frame work. Finding of the study can be used to generalize about the factors that lead to success of IS interoperability within government agencies in other developing countries. This study enriches existing literature in this context. On practical side, the study contributes by identifying IS interoperability success factors and barriers within government agencies. The proposed conceptual model is first stage in the process of understanding factors that influence e-Government IS interoperability. Further studies may be needed to empirically evaluate the proposed conceptual model.

Study on the diffusion performance of standard e-government information systems

Standard e-government information system (SEIS) including mobile-government applications are playing more and more important roles in the establishing of national e-government framework. It can be beneficial not only for avoiding redundant e-government IS development but also for improving collaboration among government agencies. Two research questions were explored: what are the factors influencing the performance of SEIS? Will mandatory SEIS create a better performance than non-mandatory SEIS? Specifically, the use of five categories of IS aspects-information system quality, online service quality, offline service quality, diffusion modes and standard network size—is proposed to understand the performance of SEIS through applying both survey study and simulation study. The results show that information system quality and online service quality of SEIS have strong effects on users' expectation and users' satisfaction, which thereafter promotes the performance of SEIS. Government agencies' offline service quality shows a significant effect on users' satisfaction while not on users' expectation. Furthermore, the diffusion speed of SEIS in non-mandatory and mandatory modes and the standard network size also have great influence on the utility of SEIS.

Requirements analysis for integrating e-government information systems

Nowadays organizations use a large number of information systems to solve their business problems. Most of these applications and systems exist on various platforms which have been developed at different times. The challenge with which organizations are often faced is to apply a method which can easily integrate these systems and applications in a way that they interact and communicate with each other. On the other hand, prioritizing the requirements is one of the important topics in information systems architecture. After specifying the requirements in the architecture of systems, they should be prioritized in accordance with their importance so that the available time and resources can be allocated to them in order to implement the project. This would lead to the more favorable use of time and project resources. This applied study is an analytical survey. Reviewing the theoretical and empirical background pertaining to the research subject and considering the requirements of information systems in Iran, a questionnaire including 23 questions was distributed among 58 IT experts to identify and prioritize the indices of requirements and necessities for integrating information systems. This was based on the standard ISIR – ISO 25030 issued by the Institute of Standard and Industrial Research of Iran. The results indicated that the index of reliability was ranked the first place with 0.81 while the index of efficiency was ranked the second place with 0.76. Then the indices of maintenance, usability, functionality, and portability were ranked the other places with 0.66, 0.64, 0.59, and 0.51, respectively.

A Components Oriented Method for Evaluation of E-government Information Systems Agility

Agility is simply defined as the ability of an entity (system, organization, human, etc.) to quickly accommodate unanticipated changes in order to face threats of its environment. The need for Agility within e-government is mainly due to the permanent changes in the environment (political, societal, economical, technological, etc.) which in turn cause changes in the governments’ regulations and laws that may affect public organization’s processes and systems. A change in one activity in a process or in one part of an e-government system may cause many problems in other parts of the same process or system. E-government information systems (e-GIS) in particular- present a higher degree of volatility in their environment, since requirement changes may stem from a number of sources including legislation changes, organizational reforms, end-user requirements, technological developments, interoperability and distribution concerns and so on. These changes impose from one hand, the need for continuous updating of e-GIS which are heterogeneous, distributed and fragmented to meet Front Office (citizens) and Back Office (internal organization) requirements. On the other hand the need for carrying these updates in agile manner ensuring overall consistency, since the success of egovernment projects depends strongly on the quality of their information systems. This paper deals with a practical method for the evaluation e-government information systems agility. This method is based on method engineering domain; and thus, it is built in the form of method components guiding the process of evaluation.

Context-Sensitive Access Control Model for Government Services

During the past two decades, e-government information systems have become less paper-based and more computer-based. Those information systems usually take the form of workflow systems. Due to the large social impact of e-government systems, computer security plays a pivotal role in ensuring its efficiency and effectiveness. Access control is one of the key aspects of computer security. Current access control models do not take into account the context of the system and its environment. In this article, we argue that a formal context-sensitive access control model can improve the development of e-government workflow systems and present a particular context-sensitive access control model. The subject of the article is a specification of the context-sensitive access control model for business processes (COBAC). By using a context-sensitive access control, it is possible to define more sophisticated access control policies that cannot be implemented by existing access control models. The COBAC's context is modeled using Web Ontology Language (OWL) in order to provide formal representation of context, rich representation of diverse contextual information, semantic interoperability between various context-aware systems, and a high degree of inference making. The presented model is applicable in different e-government systems, and supports the definition of access control policies for both simple and complex business processes. The model's prototype is verified by a case study on a real e-government business process—the national petty offense trial proceedings.

Research on Applying the Theory of Wavelet Neural Network and Entropy-Grey Association to the Security Risk Assessment for E-Government Information System

The theories and methods of security risk assessment for e-government information systems have become one of the study focuses in the field. As the traditional security risk assessment method is more subjective in the aspect of assigning weights, the assessment results are often inconsistent with the reality. In order to overcome the problem, this paper presents a risk assessment method which combines wavelet neural network (WNN) and entropy-grey correlation, creates a WNN model and describes a simulation experiment by Matlab 7. In addition, comparisons are made in terms of convergent speed, training precision and forecasting effect between WNN and other traditional estimation methods such as BP-NN (Back Propagation Neural Network), FCM (Fuzzy Clustering Method) and SPR (Statistical Pattern Recognition). The experiment results indicate that, with the proposed method, subjectivity in the previous research is effectively avoided and the evaluation results are more scientific and valid. Case study proves that the method can be easily applied to the security risk assessment of the e-government information systems to produce objective results.

Bridging theory and practice in e-government: A set of guidelines for architectural design

Abstract The diverse array of contributions to the discipline of e-government, from evaluative frameworks and conceptual models to guidelines for initiatives and implementation architectures, evidences the requirement, both from the researcher's and the practitioner's standpoint, of sound theoretical foundations that can be applied directly in practice. We propose a cycle between theory and practice where theoretical approaches will support informed empirical studies of initiatives and enable the processes for future implementations, the analysis of which will lead to more encompassing theories. Upon this proposition, we present a theoretical analysis of e-government evolution and subsequently test the results of this analysis against two real-life cases. The juxtaposition of the theoretical positions and the practical findings leads us to the development of a set of guidelines for the analysis and design of e-government information systems. We frame these guidelines into an existing reference model for information systems development. Thus, the paper's contribution lies on three axes: first, the furthering of a theoretical perspective of e-government; second, the combination of theory and practice in the effort to understand practical particularities of the field; and third, the introduction of a usable set of design guidelines that can be applied in future implementations.

Solving Semantic Interoperability Conflicts in Cross-Border E-Government Services

Interoperability is one of the most challenging problems in modern cross-organizational information systems, which rely on heterogeneous information and process models. Interoperability becomes very important for e-Government information systems that support cross-organizational communication especially in a cross-border setting. The main goal in this context is to seamlessly provide integrated services to the user (citizen). In this paper we focus on Pan European e-Services and issues related with their integration. Our analysis uses basic concepts of the generic public service model of the Governance Enterprise Architecture (GEA) and of the Web Service Modeling Ontology (WSMO), to express the semantic description of the e-services. Based on the above, we present a mediation infrastructure capable of resolving semantic interoperability conflicts at a pan-European level. We provide several examples to illustrate both the need to solve such semantic conflicts and the actual solutions we propose.

E-Government Integration and Interoperability: Framing the Research Agenda

Among the defining purposes of e-Government, highly agile, citizen-centric, accountable, transparent, effective, and efficient government operations and services have high rank. For reaching these goals, the integration of government information resources and processes, and ultimately, the interoperation of independent e-Government information systems appears essential. Yet, most integration and interoperation efforts meet serious challenges and constraints. This article contributes to the development of a research framework on integration and system interoperation in e-Government. We propose future research projects to study the foci and purposes, limitations and constraints, as well as processes and outcomes of integration and interoperation in electronic Government. For so doing, we suggest needs-and-wants theory as one promising theoretical lens (among others) for guiding that effort.

E-Government information systems: Evaluation-led design for public value and client trust

e-Government systems differ from commercial information systems (IS) in that they frequently encompass strategic goals that go beyond efficiency, effectiveness and economy, and include political and social objectives such as trust in government, social inclusion, community regeneration, community well-being and sustainability. Designing e-Government systems that help to meet these objectives is a significant challenge for the future. This paper develops an evaluative design framework for e-Government projects that complements traditional approaches to IS evaluation. The framework is based upon Moor's concept of public value. It focuses upon citizens' and clients' experiences of service provision and service outcomes as contributors to the formation of public trust. Trust is shown to be related to the extent to which people feel that an e-Government service enhances their sense of being well-informed, gives them greater personal control, and provides them with a sense of influence or contingency. The framework's development and validation are founded upon analyses of a two live case studies in south-east England and London, U.K.
