How to Design the E-Government Information Security Legislation

With the further development of e-government construction and application, it becomes more and more urgent to strengthen the information security of e-government legislation. Information security is the guarantee of e-government construction and operation. In our country the information security problem needs the guarantee of laws and regulations urgently. It is important to legislate as soon as possible .Establishing and improving relevant legal system can promote the e-government construction and application effectively and quickly in our country. In order to ensure the information security of e-government in the construction and improvement of relevant legislation process, we should pay attention to the following: join the international information security law system positively, build the legal basis for e-government information security actively and promote the execution efficiency of e-government information security laws and regulations.

How to Design the E-Government Secure Cloud

Nowadays, cloud computing is the innovative product of the upgraded of information science technology. It is another great change following the transition from large scale computer to client-server in the last century. The concepts, such as cloud security, cloud storage, secure cloud, cloud hosting and cloud input, appeared after cloud computing. E-Government Information Security plays an important role in the development and establishment of E-Government. It is an important component part to use cloud security technology to establish our country’s E-Government secure cloud in current E-Government construction.

A new information security risk analysis method based on membership degree

Purpose – In a risk analysis system, different underlying indices often play different roles in identifying the risk scale of the total target in a system, so a concept of discriminatory weight is introduced first. With the help of discriminatory weight and membership functions, a new method for information security risk analysis is proposed. The purpose of this paper is to discuss the above issues. Design/methodology/approach – First, a concept of discriminatory weight is introduced. Second, with the help of fuzzy sets, risk scales are captured in terms of fuzzy sets (namely their membership functions). Third, a new risk analysis method involving discriminatory weights is proposed to realize a transformation from the membership degrees of the underlying indices to the membership degrees of the total target. At last, an example of information security risk analysis shows the effectiveness and feasibleness of the new method. Findings – The new method generalizes the weighted-average method. The comparative analysis done with respect to other two methods show that the proposed method exhibits higher classification accuracy. Therefore, the proposed method can be applied to other risk analysis system with a hierarchial. Evaluation of Strategic Information Security with Fuzzy AHP Method

Successful e-government adoption in society depends mostly on trust among citizens who use it. It is vital to ensuring security of e-government applications and infrastructures as a guarantee of security and privacy of stakeholders in storing, processing and exchanging information over the online systems offered by the government. As threats on e-government information security are dynamic and continue to grow, policy makers need to perform evaluation on existing information security strategy to establish a trusted e-government service. This paper intends to propose a new method that can guide decision makers in evaluating strategic government information security. The evaluation framework is based on new Fuzzy Analytic Hierarchy Process that combines tangible and intangible factors as well as has specific capabilites to be used in vague and fuzzy decision environment which is common in information security related issues.

Data Mining Applications in E-Government Information Security

This paper proposes a current more mature Association Analysis Model after it gives an overview of data mining method, and conducts a formal description. Various industries in the current increasing emphasis on information security, we give an Information Security Risk Assessment for a large-scale e-government by using Association Analysis Model. This method provides valuable reference data for enterprise information security assessment and decision analysis.
