Методологический подход к формированию промышленной политики региона

Introduction: in the context of growing geopolitical tensions, increasing external threats and restrictions, there is a need to search for new tools to ensure national security, economic stability, and technological sovereignty of the Russian Federation, including through federal and regional industrial policy. At the same time, industrial policy should correlate with the general strategic goals of socio-economic development and influence the provision of intra-regional spatial balance. Aims: to propose a methodological approach to industrial policy that strikes a balance between the region’s long-term economic competitiveness and balanced spatial development. Methods: general scientific methods, formal logical and comparative legal analysis, statistical method, methods of grouping, expert evaluation, coefficient analysis. Results: the authors proposed a methodological approach to the formation of the industrial policy in the region. The approach is based on balancing the goals and objectives of region’s increasing competitiveness and the priorities of balanced spatial development. The approach considers the economic and social interests of the territory’s main stakeholders, including state authorities and local governments. The authors have developed a methodology for assessing the spatial and industrial policy of the region, based on the analysis of inter-territorial and inter-sectoral balance and spatial-structural and structural-sectoral shifts in the industry of the region. The methodology was partly tested for 54 municipal districts and 8 urban districts of the Republic of Bashkortostan, and the results showed a significant spatial and structural imbalance in the industrial development of the region and an increase in the imbalance in retrospect. Conclusions: when developing regional strategic planning documents, authorities should take into account a combination of two directions of industrial policy: ensuring competitiveness and spatial balance.

The Impact of Selected Material Flows on the Development of OECD Countries Located in Europe

Mining and processing of raw materials are at the beginning of all industrial value chains. As global demand for raw materials grows, basic raw materials will continue to play a key role. Global value chains have become a dominant feature of world trade. The process of production of goods from raw materials to the finished product, intended for the final consumer, is carried out primarily where the necessary professional and material prerequisites are available, at competitive costs and quality. Although the EU has a long tradition of mining and processing raw materials, as well as rich reserves of aggregates and non-metallic minerals, some metals such as copper and zinc, but also some critical raw materials. However, their use is not optimal for various reasons, such as insufficient investment in geological exploration and extraction, diverse and lengthy national permitting procedures, or low public acceptance. Shortcomings in the EU's mining, processing, recycling, refining and unbundling capacity (e.g. in the case of lithium or rare earths) reflect a lack of resilience and high dependence on supplies from other parts of the world. At the same time, the crisis caused by the COVID-19 pandemic may have an impact on the further direction of industrial policy with an effort to increase diversification and regionalization of production processes, resp. gaining economic sovereignty in strategic areas. Raw materials form the basis of the European economy in order to secure jobs and competitiveness and are essential for maintaining and improving our quality of life. Ensuring reliable, sustainable and unhindered access to and circulation of raw materials in the economy is therefore a growing concern within the EU, not only regionally but also globally. It is for these reasons that it is necessary to examine the consumption of materials in relation to the stage of development of countries.

Russian industry in the context of digital transformation

The directions of industrial policy in the Russian Federation in the context of digital transformation were considered in the article. The problems of Russian industry and the reasons for their occurrence were analysed. The preference for the so-called “horizontal” model based not on tough measures to support industries and companies, but on the creation of a comfortable environment for the functioning of all participants in the industrial market was emphasised. The requirement for the new development strategy formation in the industry and innovative business models implementation of this strategy has been justified. The basis of these models should be a technology platform based on continuous innovations performed by all participants in the network. A promising cooperation form between these participants is industry clustering. The positive experience of the innovative industrial clusters formation has been presented, especially successful in conjunction with modern information and communication technologies. Effective ways of forming and developing these clusters have been shown, especially promising with the small and medium businesses inclusion in technological industrial chains.

Models and tools for industrial policy in high-income countries

This article examines the main directions of industrial policy, covering the knowledge economy, integration into global value chains, the new industrial revolution, stable development, etc. It should be noted that in the current environment, industrial policy is characterized as more diverse and complex. The article also presents the main stages of development in approaches to industrial policy in the world. Such models of industrial policy as capacity building, protective, catch-up development, based on innovation, aimed at a new industrial revolution are considered. The characteristics of these models of industrial policy are given, in which the differences in the degree of industry specificity, the degree of intervention, the degree of openness to external competition, and the degree of export orientation are studied in more detail. Three phases of industrial policy were studied. Models and tools of industrial policy in high-income countries are also considered. The experience of countries such as South Korea and Taiwan, which have transformed from a group of upper-middle-income countries to a group of high-income countries through high innovation costs have been studied. In particular, the forms and tools of industrial policy in these countries are considered. Thus, the article studied the world experience of creating and implementing industrial policies in highincome and upper-middle-income countries.

Innovative tactics of industrial business in terms of economy digitalization: Case of the Republic of Belarus and the Russian Federation

As a result of growing competition in the market of industrial goods and services, the main mechanism for the sustainable development of the industry is the continuous process of creating innovations. Moreover, the creation of innovations is one of the first elements of the industry competitiveness mechanism, along with approbation of innovations and introduction into the real field of activity. Successfully past stages of testing and introducing innovations, the so-called “useful” innovations, create the basic complex of competitive advantages of the industry, its new development vector. In this paper, the author proposed assessment tools for the effectiveness of industrial policy, analyzed the calculated indicators, including using the proposed graphical tool. The article presents the types of development strategies for the new direction of industrial policy – neo-industrialization – with a set of main components of the impact on the level of development of the industry.

The managing of competition: Government and industry relationships in the jute industry 1957–63

This paper examines the development of the 1963 court case brought by the Board of Trade's Restrictive Trading Agreements Office against jute manufacturers, in order to examine the impact of the newly introduced competition policy for government–business relationships. Government's active enforcement of competition marked an important change in the direction of industrial policy in the UK and the jute industry was one of the cases to be examined.

New Challenges for Industrial Policy in a Knowledge-Based Economy: Toward a Regional Innovation System

Regional innovation systems(RIS) have been put emphasis on as new industrial development strategy in a knowledge-based economy. This paper, examine new directions of industrial policy with regard to the RIS. With the impotance of innovation system, industrial cluster, and inter-firm networks for industrial development, new directions of industrial policy in Korea is suggested as follows; ¤ To make policy efforts to foster firm networks, ¤Ł To be balance of regarding policies designed for fostering competition and promoting collaboration, ¤Ø To establish a regional innovation system with which to boost industrial clusters(or districts). The RIS model for regional industry development is outlined in this paper but policy initiatives for building a RIS have to be extracted from further studies.

A Third World perspective on industrial decentralization: The World Bank Study on Seoul

Over the past five years the World Bank has been engaged in an extensive investigation of the implementation of policies designed to recast the urban system of South Korea and, more especially, to constrain the expansion of the capital city, Seoul. The South Korean situation furnishes an example of an active employment decentralization policy pursued in a middle‐income developing country. The task of the paper is to synthesize the extant research material on Seoul, chronicling the unfolding nature of policy intervention, the directions of industrial policy in South Korea and suggesting the broader implications for decentralization planning in South Africa.
