Monitoring and evaluation of the efficiency of rural development of the united territorial communities of the Vinnytsia region

Balanced development and interaction of types of economic activity form the economic potential of the region and help fill budgets. Improvement of the methodology of diagnostics of the economy of rural development taking into account natural, economic, demographic, social and recreational features is urgent. The purpose of the study was to improve and develop a methodological toolkit for assessing the effectiveness of rural development on the example of united territorial communities of the Vinnytsia region. A number of methods were used in the research process: abstract-logical, comparative analysis, tabular, statistical, calculation-constructive. According to key economic parameters, such as the pace of the Supreme Council of Justice and the volume of production per person, the Vinnytsia region is marked by a relative trend of anticipatory regional development, and the agriculture of the region in 2017- 2021 retains priority positions in the structure of the agro-industrial complex of Ukraine. Analytical monitoring of the positive dynamics of the majority of economic indicators of rural development of the united territorial communities of the Vinnytsia region contributed to the growth of the partial index of the economic component. During 2017-2021, this aggregate indicator increased from 411 to 427 points, or almost 4%. It was established that the partial index of social efficiency of rural development of the united territorial communities of the region decreased by 2.4% (from 107.4 in 2017 to 104.8 points in 2021). The highest value of the index of social efficiency of rural development of united territorial communities was reached in 2017 (107.4), and the lowest in 2020 – 104.0. Calculation partial index environmental efficiency of rural development established a growth of 7.3% (from 17.2 in 2017 to 18.5 in 2021). The calculation and analytical measurement of the aggregate integral indicator of the effectiveness of rural development of the united territorial communities revealed a slight growth trend – from 91.2 in 2017 to 93.9 points in 2021, which does not exceed 3%. The practical significance of the conducted research is determined by the improvement of the toolkit and the development of a methodical algorithm for determining the integral indicator of the effectiveness of rural development of united territorial communities, which can be useful in the regional management practice of organizing monitoring and developing directions for the development of rural areas

Project Management in Public Administration: Priority Areas of Application

The objective of the article was to identify the priority areas of application of project management in the public sphere. General and special scientific methods have been used in the article, such as: analytical, synergistic, systemic, statistical, generalization and prognostic analysis. The authors have suggested dividing the priority areas of project management approach in the field of public administration into three blocks: pre-war (peaceful), military and post-war periods of development of Ukraine. It has been concluded that the priority areas of application of project management methods and tools in public management for peaceful development of the state are: the sphere of regional development and development of united territorial communities; the sphere of cultural development and information technology; the sphere of education and science. It has been shown that the perspective areas of the use of project management technologies in public administration for the development of Ukraine in the war and post-war periods will be the following: reconstruction of destroyed and damaged infrastructure, reconstruction of certain settlements, renewal and transformation of the state economy and support of the army, among others.

THE ROLE OF THE CONCEPT OF "GOOD GOVERNANCE" IN THE MANAGEMENT OF HROMADAS

The article emphasizes that decentralization is aimed at significantly improving the quality of services in territorial communities through the use of new management methods. It is substantiated that the following areas require additional support and initiatives: medicine (secondary and higher levels), education (support for basic educational institutions), economy (creation of industrial parks, scientific and technical laboratories, support for startups), housing and communal services (waste management system). The article substantiates the relevance of the work on the development of united territorial communities, based on the implementation of effective anti-corruption measures and modern principles of good governance in the daily practice of management, as these are the priorities set today for local governments. Special attention is paid to the system of "good governance" as the newest form of communication between the public and the authorities. The aspects of improving the governance system are identified. The main management approaches used by successful local governments are described. In order for territorial communities to achieve the results of their activities not only today, but also in the future, modern approaches and practices for the development of dynamic organizations based on trust in government, effective communication, continuous learning and openness to change are proposed. It is proved that in order to bring the system of organization and functioning of public sector institutions closer to business approaches, it is advisable to apply a more business-oriented paradigm of the New Public Management and the principles of good governance. The essence of "good governance" as the newest form of interaction between public authorities and civil society is revealed. Recommendations in the field of management of territorial communities in the light of the concept of good governance are proposed. The aim of the work is to study the role of the newest concept of public administration in the management of territorial communities through a comparative analysis of the postulates related to the process orientation of local government and recommendations for the functioning of public administration in the light of the concept of good governance. The article proposes the use of the good governance cycle and the creation of Project Offices, which can become the basis for formulating recommendations in the field of process orientation in the functioning of the local government apparatus.

DEVELOPMENT OF THE METHOD OF INTEGRAL ASSESSMENT OF LAND USE OF UNITED TERRITORIAL COMMUNITIES

It has been proven that modern conditions are characterized by instability, which is due to the impact of the consequences of military operations, the COVID-19 pandemic, the growth of socio-economic disparities, and the disruption of intra-economic ties. The implementation of the local self-government reform is aimed at the development of united territorial communities (UTH), as an important direction of decentralization implemented in Ukraine. The functioning of the OTG is characterized by the formation of new relations between the state and local communities, where the latter have significant powers for the formation and use of land. The purpose of the study is to form a quantitative basis for the development and implementation of monitoring of the use of land of the OTG by applying the integral method. To achieve the set goal, the following tasks were completed: – development of directions for the development of an integral method for determining the level of land use of united territorial communities; – assessment of the level of land use of the OTG based on the integral method. Thus, as a result of the study, it was determined that different aspects are observed in the context of the use of the lands of the OTG in the regions of Ukraine. In particular, in the Zhytomyr, Mykolaiv, Sumy, and Kherson regions, a high level of land use of united territorial communities is observed. The following regions are defined at a sufficient level: Vinnytsia, Volyn, Dnipropetrovsk, Zaporizhzhya, Lviv, Poltava, Rivne, Ternopil, Khmelnytsky, Chernivtsi, Chernihiv. Along with this, in some regions there is an insufficient or weak level of use of the lands of the OTG (Transcarpathian, Cherkasy). In general, we note that in recent years there have been positive changes in the use of land of united territorial communities by region in terms of comprehensive consideration of spatial, urban planning, socio-economic and ecological support. However, it should be noted that at the regional level there is a need to implement measures to increase the level of land use based on the development and implementation of scientifically based recommendations regarding the implementation of monitoring procedures. The method of integral assessment of land use of united territorial communities was developed as the main element of the technology of forming and implementing monitoring, based on analytical and expert methods, which made it possible to form a systematic monitoring environment at the regional level. Administrative and legal prerequisites for the economic development of united territorial communities under martial law

The article is devoted to the analysis of administrative and legal preconditions of economic development of united territorial communities in the conditions of martial law. The measures already implemented on the organization of financial independence of local budgets are studied and the prospects of further implementation of the measures of the mentioned municipal reform in the conditions of martial law are considered. Based on the conducted scientific analysis of administrative and legal bases for economic development of united territorial communities in Ukraine, the authors express their own proposals aimed at strengthening their material and financial base in the face of the challenges of martial law. It is noted that Ukrainian communities, which have become more effective through decentralization reform, are showing resilience even in wartime. Their main goal today is to create conditions for the provision of quality public services at the level closest to the citizen. The concept of OTG capability in martial law, as the ability to accumulate and rationally use available financial, material, human and other resources, as well as identify and use their reserves to meet current needs, needs of internally displaced persons, territorial development and military logistics , formation of OTG competitiveness in the future. Creating preconditions for economic capacity of territorial communities involves optimizing the financial and economic base of local governments, optimizing intergovernmental relations, forming effective local budgets that can ensure the performance of local government functions. -territorial units are communal property, natural resources, land. The problems of relocation of business and internally displaced persons, as well as the impact of these factors on the development of united territorial communities are considered. Guarantees of material and financial capacity of local self-government bodies in the conditions of martial law are covered. Martial law involves the provision of public authorities, military command, necessary to deter the threat, repel armed aggression and ensure national security.

The mechanism for stimulating the development of rural areas and the possibility of its implementation in Ukraine

The article is devoted to the mechanism of stimulating the development of rural areas and the possibilities of its implementation in Ukraine. Ways of balanced development of non-agricultural activities in rural areas are substantiated, the development of industry, rural tourism, the service sector, folk crafts and the production of specific regional products are determined. Emphasis is placed on the need for product diversification of the food and processing industry with an increase in the share of ready-made food products with a higher added value. The analysis of the development of rural areas of the countries of the European Union was carried out and sectoral mechanisms, proportional and complex principles of regional policy were singled out, and the necessity of using an integrated approach to the development and implementation of programs and strategies for the development of united territorial communities was substantiated. The implementation of the European experience of organizational and economic support for the development of rural areas in Ukraine allows determining the main goals of the policy for the development of rural areas in Ukraine, including ensuring the competitiveness of rural areas, transforming the rural economy, promoting the transition to a low-carbon economy, ensuring sustainable management of land and water resources, restoring and preservation of biodiversity, achievement of ecological and economic security, which will contribute to the sustainable, reasonable and comprehensive development of rural areas in Ukraine.

TOURIST POTENTIAL OF BALNEOLOGICAL RESOURCES USE IN KHMELNYTSKYI REGION

The article deals with the Khmelnytskyi region balneological resources analysis. The peculiarities of their functioning and the possibilities of increasing the efficiency of their use in the tourist and recreational industry are described. New opportunities for recreational resources management in Khmelnytskyi region and within its territorial communities in the light of decentralization processes, modern political and socio-economic challenges are considered. In the context of the COVID-19 pandemic, the development of domestic tourism is very important. Tourism has big losses and it is balneological resorts that should encourage investment in the regions. The article substantiates that the potential of balneological resources makes it possible to improve the level of financial capacity of the united territorial communities of the region by filling local budgets through the development of the respective territories. On the example of Khmelnytskyi region the directions of balneological resorts development are offered. Balneological sanatoriums of Khmelnytskyi region are specialized in the treatment of sick people with chronic diseases of the digestive system, cardiovascular system; peripheral and central nervous system; musculoskeletal systems; pulmonary system; metabolic disorders and endocrine system; skin diseases. On the basis of the conducted research the key problems and prospects of Khmelnytskyi region balneological resorts development are defined. We can admit that the serious component of the strengthening of modern tourism activities in the Khmelnytskyi region is the realization of an effective regional tourism policy. The main task is to attract recreational and tourist potential for the socio-economic development of united territorial communities. Coordinated and joint work of the authorities and entrepreneurs of local territorial communities will effectively promote the development of recreation and recreation facilities in rural areas. Only an effective regional tourism policy can reduce the polarization of socio-economic development in Khmelnytskyi regions.
 Thus, the potential of balneological tourism in Khmelnytsky region is very high. Today, the COVID-19 pandemic and the partial closure of borders have created opportunities for domestic tourism. Many mineral water deposits have been explored in the region and there are deposits that still need research. In the Khmelnytsky region there are a sufficient number of beds in balneological sanatoriums and other accommodation establishments. Despite the fact that balneological institutions provide a large number of medical, diagnostic and additional services, there are problems of an infrastructural nature. It is the development of tourism in the region that should become a "magnet for attracting" investment, promote job creation and intensify the development of the region as a whole.
 We see the prospect of further scientific research in the development of effective mechanisms for attracting domestic and foreign investment in improving the infrastructure of balneological resorts in Khmelnytsky region, taking into account the experience of foreign countries.

THEORETICAL LOGOS OF FISCAL DECENTRALIZATION IN THE CONDITIONS OF PERMANENT TRANSFORMATION OF INTERBUDGETARY RELATIONS

The article examines the essential determinants of decentralization and its main elements. Considerable attention is paid to scientific and theoretical aspects of the impact of fiscal decentralization on local economic development. Priority aspects of realization of bases of fiscal decentralization in the Ukrainian administrative practice are covered. It is proved that the key idea of ​​fiscal decentralization is manifested in the achievement of financial autonomy by local governments through the accumulation of financial resources at a certain level of government. Emphasis is placed on the concept of fiscal federalism and its role in the socio-economic development of administrative entities of unitary states.
 It is argued that the construction of an effective system of inter-budgetary relations should take into account a range of measures to strengthen the own tax potential of the territorial community. It has been established that recently the tax potential of local self-government bodies has been identified by tax capacity at the expense of three taxes: personal income tax, property tax and single tax. The study showed that fiscal decentralization through the prism of tax, budget and debt instruments can provide a favorable socio-economic climate in local communities.
 A structural and logical scheme of the impact of key paradigms of fiscal decentralization on the development of united territorial communities in Ukraine has been built. It is proved that fiscal decentralization in the conditions of divergence of interbudgetary relations can become a catalyst for effective fiscal stimulus policy, as delegation of budgetary powers to lower levels, while improving the efficiency of budgetary resources, will allow more fully and regionally respond to regional development and local needs.

Методичний підхід до ідентифікації проблем функціонування територіальних громад в умовах нестабільності

The article deals with the topical problem of spatial development of territorial communities. The study aims at creating a methodical approach to identifying the problems in the functioning of territorial communities, the former being caused by unstable conditions, and the areas of spatial development of territories using a problem-oriented approach. The application of a problem-oriented approach to the spatial development of territorial communities is substantiated. The approach provides a set of actions in public administration and influences aimed at solving theoretical or practical problems of efficiently using local community resources by gaining new competitive advantages, creating favorable living conditions, ensuring population loyalty through actively solving the already existing and possible problems in community functioning. Within the problem-oriented framework, the spatial development of united territorial communities involves an approach based on the hypothesis that using the strategic capacity of a territorial community is not a problem-free process, and the arising problems require analysis and sound management decisions at the community level and within the powers of local authorities. A methodical approach to identifying problems with the functioning of territorial communities in an unstable environment is suggested. Namely, it involves analyzing the following issues: a) development level of united territorial communities through evaluating their resource provision and self-assessment of their development level, which helps to draw conclusions as for the effectiveness of using the community resources; b) legislative support for the spatial development of territorial communities; and c) the existing mechanisms, methods, and instruments of the state policy on the spatial development of Ukrainian territories. A cognitive map of interrelations between the existing problems of the spatial development of territorial communities has been drafted, in which four groups of problems are identified, in particular: 1) problems within the spatial development of territorial communities, and those connected with Ukraine’s territorial system; 2) problems of socio-economic development based on self-sufficiency; 3) problems in the local self-government system; 4) problems of rural development.

ОСОБЛИВОСТІ МІСЦЕВОГО ЕКОНОМІЧНОГО РОЗВИТКУ ОБ’ЄДНАНИХ ТЕРИТОРІАЛЬНИХ ГРОМАД

The article examines the features of local economic development of united territorial communities, in particular in developed countries. It is established that local economic development has passed certain stages of formation, they are characterized. The evolution of local economic development shows that the development of communities should be aimed at achieving sustainability – the balance of the three components of economic, social and environmental. The authors note that under the influence of globalization factors, the formation of local economic development is still taking place. Approaches to determining local economic development are analyzed. The characteristic features of local economic development are highlighted: dynamic process, not state; it takes into account the principle of partnership between government, community and business structures; depends on the activities of the community (or several communities) united one goal; the driving force of community development is the economy; the goal of local economic development is to meet the existing urgent needs of the community, as well as to increase the level and quality of its life, etc. The peculiarities of the modern model of local economic growth in the developed countries of the world are studied. Emphasis is placed on the fact that the modern model of local economic development is based on the relationship and interaction of knowledge and intelligence capital, linking a triad of concepts such as «globalization-innovation-competitiveness». The authors argue that the main goals of local development are the preservation and further expansion of local enterprises, creating favorable conditions for investment, innovation, human resources and human capital, the formation of cash flows in the community and more. The complexity and diversity of local economic development is due to the fact that this process requires a large number of specialists from different spheres, to promote consensus on issues in dialogue with them, to take into account their views in decision-making on territorial community development. It is established that in the context of globalization, each community must build its own flexible development strategy using effective tools and mechanisms of influence.

ІНСТИТУЦІОНАЛІЗАЦІЯ ІНКЛЮЗИВНОГО РОЗВИТКУ СІЛЬСЬКО-МІСЬКИХ АГЛОМЕРАЦІЙ УКРАЇНИ

The article examines the prerequisites and essence of institutionalization of inclusive development of united territorial communities (UTC) and districts as continuous rural-urban agglomerations. The purpose of the study is to clarify the importance of institutionalization for the inclusive development of rural-urban agglomerations of Ukraine. To achieve it, a task was formulated egarding disclosure the role of institutional support in the inclusive development of rural-urban socially-spatial entities; determination of the essence and content of inclusive development in community and district dimensions. The theoretical and methodological basis of the research are the works of Ukrainian and foreign scientists on the specified problem, systemic, synergistic and institutional approaches, methods of comparison, analysis and synthesis. It is proved that the inclusive development of these socio-spatial formations takes place in stages, starting with involvement through inclusion and ending with integration. The provision regarding the result of inclusive development is substantiated, which provides for the achievement of such a state of rural-urban agglomerations, when these formations will turn into an environment of social harmony and inclusion of well-being. The scientific novelty and practical significance of the conducted research consists in the periodization of the inclusive development of rural-urban agglomerations, revealing the evolution of their inclusiveness, starting from the stage of involvement (continuity) to integration (convergence). Based on the results of the research, conclusions were drawn regarding the lack of a direct connection between the process of administratively creating an agglomeration environment in the format of the community and district continuum and the onset of its inclusion; to presence of obstacles related to the insufficient justification of decisions regarding the size of UTC and districts during the implementation of the decentralization reform, failure to take into account their resource provision; of need to combine the efforts of central and municipal authorities, as well as self-governing institutions and the public in the policy of inclusive development. It was determined that further research should be focused on the development of the conceptual foundations of rural-urban agglomerations and ways of creating an inclusive environment for these entities.

ОСВІТНІЙ АСПЕКТ УПРОВАДЖЕННЯ ЗМІН В ОБ’ЄДНАНИХ ТЕРИТОРІАЛЬНИХ ГРОМАДАХ

This article shows the justification of the methodological foundations of the changes implementation at the level of united territorial communities in Ukraine through the prism of the educational role. The impact of education on the ability of these communities to respond not only to daily challenges, but also to make strategic steps with a view to the long-term perspective is also shown. The article also tell us about the educational aspects of the sustainable development of united territorial communities, in particular, the participation in educational events of local self-government heads and other employees, whose activities are related with decision-makers at the community. At this article we can see, that their participation in international and domestic projects, trainings, seminars, both of a formal and informal nature, allows, even in critical situations, to continue activities at the sustainable development directions for their communities. This article focuses specifically on strengthening the educational aspect of the sustainable development methodology of united territorial communities as a significant factor in increasing the level of motivation of its members to implement positive changes at their communities.

CONCEPTUAL BASES OF STRATEGIC PLANNING OF DEVELOPMENT OF UNITED TERRITORIAL COMMUNITIES

Introduction. It is necessary to note the urgency of developing effective strategy tools given the shortage of financial resources in the united territorial communities for the implementation of planned program activities. The availability of such tools will allow local communities to form the most reasonable and likely development scenarios, which will be the driver of economic growth. It is necessary to develop new methods and conceptual principles of strategic planning due to the complexity of the process of managing the newly formed integrated territorial systems. It is, in turn, makes it important to form a comprehensive planning toolkit that would provide an objective assessment of the forecast of various aspects of the development of local communities. Methods. The research is based on the use of the dialectical method of cognition - to study the process of planning the development of integrated territorial communities and the method of systems analysis - to establish structural links between elements of the studied strategic planning system. Results. The necessity of forming strategies for the development of united territorial communities on the basis of inter-level integration of the system of public administration, taking into account sectoral and spatial priorities at the national, regional and local levels, is substantiated. A structural and functional scheme of strategic planning for the development of united territorial communities has been formed, which includes a set of interconnected elements and the mechanism of their interaction. Conceptual principles of strategic planning of development of united territorial communities are substantiated. The peculiarities of the structure of strategic planning for the development of united territorial communities at different levels of government in Ukraine are identified. Discussion. Defining the conceptual foundations for the effective functioning of the system of strategic planning for the development of united territorial communities makes it possible to coordinate and coordinate plans, interests of the state, region and community in a particular area; identify resource opportunities and reserves and substantiate their use. Implementation of proposals on the structural and functional scheme of strategic planning for the development of united territorial communities will assess the effectiveness of municipal governance and reflect the cause and effect relationships of performance indicators of interrelated elements of the process of developing and implementing strategic objectives with the targets of the strategy of social and economic development of the territory. The purpose of the article is to put forward hypotheses; substantiation of the provisions of the concept about spatial development of territorial communities, the theoretical basis of the concept, principles, approaches and methods of implementing the concept. Methods. Methods of logical generalization; theoretical analysis; comparative analysis and hypothetical-deductive method were used in writing the scientific article. Results. Scientific hypotheses are put forward and the provisions of the concept of state regulation of territorial communities spatial development are substantiated: development of united territorial communities is possible only on the basis of a systematic approach to spatial, socio-economic development, improvement of local self-government and modernization of administrative-territorial structure; spatial and socio-economic development of the united territorial communities is based on providing the territories with the fixed own resources and the corresponding powers and responsibilities; territorial boundaries of communities should be formed on the basis of reasonable criteria for possible self-development; instruments of state stimulation and support of united territorial communities vary depending on their type; tools for patrol development of territorial communities are based on geographic information systems. It is proved that the state regulation of spatial development consists in the state information and educational; organizational; methodological and financial support for the development of territorial communities and in the state stimulation of self-development of territories. Conclusions. The main statements of this article will contribute to the formation of a balanced state policy of regulating the spatial development of united territorial communities on the principles of self-sufficiency.

Scientific hypotheses are put forward and the provisions of the concept of state regulation of territorial communities spatial development are substantiated: development of united territorial communities is possible only on the basis of a systematic approach to spatial, socio-economic development, improvement of local self-government and modernization of administrative-territorial structure; spatial and socio-economic development of the united territorial communities is based on providing the territories with the fixed own resources and the corresponding powers and responsibilities; territorial boundaries of communities should be formed on the basis of reasonable criteria for possible self-development; instruments of state stimulation and support of united territorial communities vary depending on their type; tools for patrol development of territorial communities are based on geographic information systems. It is proved that the state regulation of spatial development consists in the state information and educational; organizational; methodological and financial support for the development of territorial communities and in the state stimulation of self-development of territories. Conclusions. The main statements of this article will contribute to the formation of a balanced state policy of regulating the spatial development of united territorial communities on the principles of self-sufficiency.

Algorithms and business models of financial outsourcing for sustainable development in industry

The work is devoted to the study of the use of business models of financial outsourcing in the institutional support of sustainable development. It is shown that a significant role in the sustainable development of the economy and environmental management can belong to clients of financial outsourcing services - small and medium-sized businesses (SMEs). The paper proposes to include an outsourcing company of financial outsourcing services in the infrastructure for supporting sustainable economic development of united territorial communities (UTC), which will increase the volume of revenues to the local budget and provide additional financing for SMEs, incl. whose activities are aimed at improving the environmental situation. A methodology for monitoring the revenue side of local budgets has been developed by processing monthly data “Openbudget” and “Opendata” by methods of predictive analytics. The proposed methodology has been tested on the example of the budget of Mariupol (Ukraine), as a city with a poor environmental situation, in which monitoring of the local budget will reveal additional sources of financing for the activities of SMEs - clients of financial outsourcing services aimed at improving the environment, as well as ensuring sustainable development of the economy of the territories and the country.

Abstract. Introduction. The article is devoted to the development of a tourist-hotel administration in the united territorial communities of the Southern region of Ukraine. The processes of development designed to improve business culture and community hospitality, improve tourist infrastructure and implement programs, projects and concepts. Purpose. The purpose of the article is scientific and theoretical substantiation and implementation of the approaches of the united territorial communities to improve the business climate, creating conditions for the development of tourism and hotel business in the territorial communities of the Southern region of Ukraine. Results. The article explores the main directions of formation and development of united territorial communities - as a tourist destination. Disclosure of the concept and essence of a tourist destination. The tourist potential of the Southern region of Ukraine is described and it is noted that for the formulation of tourist destinations on the basis of territorial communities it is necessary to take into account that the destination is a geographical area, to serve tourist clients of certain travel segments. The approaches of the united territorial communities to improve the business climate, create conditions for the development of tourism and hotel business in the territorial communities of the Southern region of Ukraine are substantiated. It is established that the tourism industry and one of its main areas of development is a tourist destination. The types of tourism are described and it is noted that the development of tourist infrastructure is crucial in the attractiveness of the destination, as well as the created tourist product that should be more accessible to consumers than in similar resorts in other countries. An important approach and basis for the formation and development of tourist destinations is the legal support and assistance of state and local authorities to approximate the legislation of Ukraine in terms of improving the legislation to the law of the European Union. Also in our study it was noted that for better disclosure and realization of the tourist potential of the Southern region of Ukraine, in our opinion, it is necessary to apply a process approach that simplifies the multilevel hierarchy of organizational structures and improves the management system in increasing competition. Local governments need to improve the strategy for the development of the tourism industry and taking into account the existing tourism potential of the united territorial communities of the Southern Region of Ukraine, taking into account: historical, economic, natural, geographical factors. Conclusions. Organizational and financial instruments of decentralization and development of united territorial communities in Ukraine: Poland’s experience

The formation of balanced budgets and increasing the financial potential of communities, a clear division of powers on the principle of subsidiarity, improving the efficiency of financial resources and stimulating community development have determined the relevance of Ukraine’s implementation of best practices in decentralization. The aim of the paper is to analyse the effectiveness of the decentralization process in Ukraine and assess the possibilities of financing the development of united territorial communities, identify the benefits of the Polish experience and determine the areas for their implementation in Ukraine. During the research, the methods of logical generalization and synthesis, comparative analysis, rating and integrated assessment of the financial capacity of the communities in Lviv region of Ukraine were used. Based on the study of foreign, in particular Polish, experience of decentralization, the key reasons for its insufficient effectiveness in Ukraine have been identified. The priority directions of the state policy are proposed and substantiated, and their implementation will allow to increase the efficiency of decentralization in Ukraine.
