Dynamics of Development and Functions of Social Services in Bulgaria

The research objectives of this article are two: 1. to attempt to analyze the current dynamics of development of social services in Bulgaria over the last 4-5 years and 2. to analyze the content of the functions of social services existing today in Bulgaria. The leading method of work on this article is the theoretical analysis aimed at two types of sources: 1. theoretical analysis of the main legal effective document on social services in Bulgaria and 2. theoretical analysis of some literary sources in social work. The dynamics of development of social services in Bulgaria is the result of the entry into force of the Social Services Act, which has a reforming nature in the social sphere in the country. The established practices of the societies of the democratic countries and the broad theoretical generalizations achieved for the social sphere in the 20th century in the works of many authors today really help the countries of Eastern Europe to consider and receive ready-made models for constructing public relations in the field of social services. Some of the functions of social services in nowadays Bulgaria can be distinguished and derived on the basis of the current legislation in the country, and another part is fundamentally inherent in the social sphere in democratic countries and in the theory. Social services in modern Bulgaria have the following functions: preventive, supportive and restorative, control, complex, organizational and planning, accessibility function, function to protect human rights and provide equal opportunity, function to implement change for people, guiding function, social-educational and correctional function, personality change function. The significance of this article consists in the theoretical explanation of the leading functions in social services in the modern conditions of life in Bulgaria. Social services are a field of action and probably have some potential to become one of the tools for uniting the currently diverse not only Bulgarian society, and clarifying the problem with the functions of social services could help to find some practical solutions to live together in peace.

Spatio-Temporal Pattern and Vulnerability Assessment of the Human Settlements along the Beibu Gulf Coast of Guangxi, China

Human settlement development is intricately linked to production and life, and development quality is a partial indicator of the local community’s social, economic, cultural, and environmental progress. Furthermore, the human settlements’ vulnerability affects their sustainable development potential. Due to the “One Belt, One Road” initiative and land and sea corridor development in southwestern China, the Beibu Gulf coast in Guangxi is the sole waterway bridgehead used by China for opening trade with ASEAN. By examining the region’s human settlements and its potential for sustainable development, we established a benchmark for the region’s seaward economy and human settlements to achieve synergistic progress, as well as to enhance regional integration. Based on the systematic evaluation of the quality of human settlements along the Beibu Gulf coast in Guangxi, the vulnerability assessment model of human settlement was adopted to analyse the vulnerability and spatial–temporal patterns of nearby human settlements in 2010–2019, while the multiple linear regression model was used to explore their influencing factors. Our findings indicate that the quality of human settlements in the study area has experienced three distinct stages. In the early stage (2010–2012), we noted an overall year-on-year increase in settlement quality. However, in the middle stage (2013–2016), Fangchenggang and Beihai experienced a decline followed by an increase, while Qinzhou demonstrated a steady growth in settlement quality. Qinzhou continued to experience growth, albeit at a slower rate, while Fangchenggang’s rate of increase surpassed that of Beihai. The human settlements’ high-quality centre shifted between Qinzhou and Fangchenggang in the late stage (2017–2019). Additionally, in recent years, the settlements’ high-quality centre has shifted towards the western part of the region. The habitat’s sensitivity has grown slowly, as has the responsiveness index, but the vulnerability index continues to decline, and it is characterised by a spatial differentiation ranging from low to high values in a centre–east–west direction. The region’s human settlement quality is primarily influenced by economic development. The region’s habitat vulnerability is primarily caused by responsibility, and the primary factors affecting responsibility are regional imbalances in social service development, the population’s welfare, and employment and infrastructure.

THE ISSUE OF COOPERATION: LOCAL MULTISECTORALITY AND SOCIAL SERVICE PLANNING

This text addresses the issue of multisectorality and networking of social policies in the realities of Polish local government. The analysis covers in particular the issue of the participation of social partners in the design and implementation of solutions aimed at the development of social services and deinstitutionalization, as well as the model of services co-production in Poland. The analysisis carried out in the context of the social investment paradigm and based on materials collected in the project entitled „Development and pilot implementation of mechanisms and plans for the deinstitutionalization of social services”. The conclusions indicate that regulations and activities strengthening the investment paradigm and service approach in Polish social policy create favorable conditions and potential for stronger networking and real cooperation within local social partnerships.

CURRENT ISSUES OF THE PURCHASE OF SOCIAL SERVICES IN INTERNATIONAL PRACTICE

The article reveals issues of social order that are relevant for modern Ukraine. It is emphasized that social ordering contributes to the development of social services. It is designed to improve the quality of such services in the community, create conditions for the activation of the public sector, and promote the effective and joint use of budget funds. The purpose of the article is to analyze the international experience of procurement of social services; description of the features of the modern process of introducing the purchase of social services by local authorities from non-state providers in different countries of the world. Based on the study of the provisions of regulatory and legal sources, the analysis of modern scientific sources of foreign researchers on the research topic, a generalization is made that social services form a general system of protection and inclusion of the European Community. The development of social order has become an effective tool of the market of social services, part of the neoliberal agenda of the countries of Western and Central Eastern Europe, one of the components of the change of the general system of public administration. It was noted that developed countries in the field of social protection followed a common trend of delegating their own powers to provide social services to non-state providers. At the same time, European countries paid attention to their own socio-cultural prerequisites and traditions. In particular, it was important for Germany to apply the principle of subsidiarity, to give greater initiative and authority to local communities to solve their own problems. For Great Britain, the competitive system of selecting a provider of social services in market conditions became a decisive factor. For the countries of Central and Eastern Europe, the acquired experience of other countries in combining both of these factors worked. The development of the individual dimension of social order took place in the Scandinavian countries, Germany, France, the Netherlands and other countries.

Study on the Level of Responsiveness in the State Management of Social Insurance for Current Participants in Vietnam

Social insurance is a major policy of the Party and the State, an important social policy, the main pillar of the social security system, contributing to progress and ensuring justice, maintaining socio-political stability and socio-economic development on a national scale. Social insurance policies are organized, implemented and operated by the State for the purpose of social security and not for profit in order to stabilize the long-term life of people and employees. Therefore, expanding the target and increasing the number of people participating in Social Insurance will be inevitable, requiring steps and roadmaps suitable to the socio-economic development of the locality. Develop the social insurance system in sync with the development of social services, better meeting the needs of the people; create favorable conditions for people to participate in and enjoy Social Insurance benefits. Under the leadership of the Party and the State, mechanisms, policies and laws on Social Insurance are increasingly complete and synchronous in the direction of increasing the rights and interests of participants; contribute to better ensuring people's material and spiritual life in the face of events and risks, helping to ensure social security. Therefore, the response of Social Insurance is in the direction of expanding, increasing rights and benefits, creating attractiveness to attract people to participate; perfecting State management regulations and professional, modern, effective, open and transparent organizational implementation system is an urgent task in the new situation. Study on User Satisfaction Prediction and Influencing Factors based on GBDT Modeling

A deep understanding of the factors affecting the characteristics of user experience helps to promote the benign development of China's mobile social network services, while how to improve the satisfaction of China's user experience has become a major key to the development of China's network commercialization applications. This paper draws on the application of machine learning algorithms in other areas of classification and identification, replicated to the classification and identification of user experience satisfaction to promote the high-quality sustainable development of mobile networks, and then through the analysis of the various factors affecting user satisfaction, to provide a basis for decision-making, so as to achieve an earlier and more comprehensive enhancement of user satisfaction. This paper adopts SMOTE oversampling for the unbalanced data of mobile user scoring dataset, and then adopts factor analysis for the main factors affecting customer satisfaction, and carries out Bartlett's spherical test. After that, GBDT model is established for user satisfaction prediction, and robustness test is used to optimize the model parameters, and the results show that the AUC value of GBDT model prediction is about 0.99. The time complexity of the algorithm can be greatly reduced and is more acceptable to industry.

Promoting Safe Spaces: Creating Inclusive Educational Environments for Transgender Students

The goal is to create a unified education system that values all children, regardless of their caste, class, gender, sexualities, race, community backgrounds, ethnic backgrounds and abilities. The movement towards integrating children with disabilities into the regular classrooms started in the second half of the twentieth century. However, transgender students still face discrimination due to their gender and sexual identities. The Right to Education Act, 2009 guarantees universal education for all, and the Constitution of India mandates an inclusive society for all, including transgender persons. In recent years, the perception of the society towards transgender persons has changed, and transgender persons can lead a better quality of life if they have equal opportunities and access to social development services. Inclusive classrooms are important for trans, non-binary and Two-Spirit students, as they foster essential learning outcomes such as critical thinking and effective group work skills. This article will throw light on the identification of transgender students in schools, students are managing conflict situations in the schools, ensuring safety and security of transgender students in schools and some suggestive practices for teachers and school administrators.

Application of Quantile Regression to the Role of Economic and Social Services on Citizen’s Standard of Living in Nigeria

The role of economic and social services development on the standard of living has different effects on various class of citizens. In this study, we investigate the significant role of economic and social services development on standard of living in Nigeria using quantile regression analysis to model various quantiles of the standard of living. The dataset, which covered period of 41 years is obtained from Central Bank Statistical Bulletin. All the independent variables showed skewed distribution, and evidence of multicolinierity. Therefore, quantreg and tseries R-package were employed for the implementation of quantile regression. The quantile values considered are 0.1, 0.25, 0.5, 0.75 and 0.9. Results showed that only the compensation of employees (COE) has significant effect on the standard of living across all the quantiles distribution except the 0.25thquantile that is not significant. Also, the independent variables considered showed significant effect at 0.75thquantile. This suggests that economic and social services development only have significant effect on the higher class citizens’ living standard.

Labour Strategy as Break through to End Violence and Exploitation against Children

This study aims to gain knowledge about the experiences of girls who are victims of violence and exploitation from parents. This research was conducted in Somba Opu Sub-district, Romangpolong Village, Indonesia. Post-positivism paradigm was used as the basis of the research because of its advantages in allowing researchers to uncover the process of violence and exploitation perpetrated by parents against girls that occurs repeatedly. Data was collected by means of in-depth interviews. The determination of informants in this study used a purposive sampling technique, where the researcher chose informants variably based on reasons, which numbered 6 people with the following age criteria: girls (aged 7-10 years) and adolescent girls (aged 11-14 years). The results showed: (i) Providing parenting education for kids. (ii) Building good communication between parents and children (iii) Returning children who drop out of school by collaborating with the Education Office, DP3A, Social Service, and Regional Planning and Development Agency, Polres (iv) Parents are given special training related to how to improve the family economy a (v) Providing assistance evenly and gradually.

Conducting in-Depth Research on Influencing Mechanisms for Improving Social Media Services Using Cognition Theory

With the rapid popularization of communication technology, various social media platforms have grown rapidly. Social media plays an important role in promoting the whole social economy and spiritual culture. Therefore, understanding the social behavior of social users, mining the influencing factors in social media, and conducting in-depth research on its influencing mechanism have practical value for the improvement of social media services. Based on the research of social media development history, communication mode, application mode, and social behavior of social users, combined with social cognitive theory. The study aims to investigate the influencing mechanism for improving social media services using cognition theory. The data were collected from 233 users through an online survey; the collected data were analyzed using structural equation modeling (SEM). Study results point to the importance of understanding cognitive mechanisms in the design and development of social media services by alienating cognitive insights. The novelty of this study lies in its focus on cognitive mechanisms that can be leveraged to improve social media services. Based on the study findings, it is suggested that social media platforms should focus on providing user-friendly interfaces, personalized content, and features that promote positive emotions to enhance user satisfaction and usage.

ЦИФРОВІ СОЦІАЛЬНІ СЕРВІСИ У МЕНЕДЖМЕНТІ СОЦІАЛЬНОГО ЗАБЕЗПЕЧЕННЯ

The article is dedicated to the analysis of digital social services and their role in social maintenance management. The concept of digitalization is explored, and its specific interpretation in the field of social maintenance has been defined as the process of organizing, using, and processing information in digital format to enhance customer service in a convenient and secure environment for citizens. The main tasks of social protection in Ukraine have been disclosed. Factors influencing the processes of digitalization in the country have been examined. The issues regarding the establishment of digitalization in social maintenance in Ukraine have been investigated, and suggestions for its improvement have been provided. The key stages of digitization in the social sphere have been outlined. A range of problems addressed by the digitalization of social maintenance has been highlighted. A comparative analysis of social service provision before and after the implementation of the Unified information system of the social sphere has been conducted. The feasibility of using digital social services such as the Unified State Open Data Portal, the State Services Guide, the "Diia" Application, and the "eDopomoha" Platform for social welfare management tasks has been justified. A series of obstacles to consider during the implementation and usage of digital social services have been identified, including the digital divide, insufficient competencies and skills, confidentiality and data protection concerns, inadequate infrastructure, and technical support levels, as well as legal aspects. Further directions for the development of digital social services in Ukraine have been outlined, which include enhancing their accessibility, convenience, and effectiveness, fostering innovation and creating new services, promoting inclusivity, and building an informed society

Social workers' historical and contemporary understanding of the social development approach

Colonialism and apartheid influenced South African social welfare policies. After South Africa gained political freedom in 1994, democratic social welfare laws like the White Paper for Social Welfare were implemented (1997). Despite democratic social development initiatives, poverty, unemployment, and inequality marginalise most South Africans. Eurocentrism dominates social work practice and education with significant proposals for higher education decolonisation and indigenisation. Participatory action learning action research approach was used for this study (PALAR). PALAR uses critical, transformational, and democratic research methods to build a social work practice approach for African social systems in South Africa. For this research, an Afrocentric social work practice model was co-constructed for South Africa by black social workers who were purposefully and conveniently selected. The objective was to understand social workers' historical and present conceptualisations of the social development approach. Preliminary findings imply that social development does not address structural inequalities in South Africa, such as race and the land question. For example, after a decade of its adoption, the approach has not significantly addressed large-scale poverty and unemployment. Social development in practice is welfarist, disempowering, not community-based, and insensitive to African culture. Social development services are not adequately integrated. Social development in South Africa towards social welfare is a miscarriage; lacks relevance and appropriateness outside the Euro-North American axis and remains Eurocentric in all aspects. The social development approach does not represent the African values system and nor relatable to the African social systems. South African social work needs to be reimagined. Indigenous knowledge systems need to take precedence to realise relevance of social work practice approaches in South Africa. The Full SPECTRUM: Developing a Tripartite Partnership between Community, Government and Academia for Collaborative Social Policy Research


 
 
 Problem: In Canadian society, public policies guide the development and administration of social services and systems, including the public education system, the justice system, family services, social housing and income support. However, because social services are often planned and implemented in a ‘siloed’ manner, coordination and collaboration across departments, sectors and organisations is sorely lacking. Data and resource constraints may prevent services being evaluated to ensure they meet the needs of the people for whom they are intended. When the needs of individuals are not addressed, the result is poor outcomes and wasted resources across multiple areas.Our Response: In 2018, we formed the SPECTRUM Partnership in response to a recognised need for collaborative cross-sector approaches to strengthening the policies that shape social services and systems in our country. The tripartite SPECTRUM partnership comprises representatives from community organisations, government and academia, and is an entity designed to conduct social policy research and evaluation, incorporating interdisciplinary perspectives and expertise from its members. Guided by community-driven research questions and building on existing data resources, SPECTRUM seeks to address specific knowledge gaps in social programs, services and systems. New research findings are then translated into viable public policy options, in alignment with government priorities, and presented to policy-makers for consideration.Implications: In this practice-based article, we describe the key steps we took to create the SPECTRUM partnership, build our collective capacity for research and evaluation, and transform our research findings into actionable evidence to support sound public policy. We outline four of SPECTRUM’s achievements to date in the hope that the lessons we learned during the development of the partnership may serve as a guide for others aiming to optimise public policy development in a collaborative evidence-based way.

ORGANIZATIONAL AND ECONOMIC SUPPORT FOR THE DEVELOPMENT OF THE SOCIAL SERVICES MARKET IN UKRAINE

The problem of increasing the level of social security acquires special significance in the conditions of the military and post-war period, because a person in danger loses health and satisfaction with life, needs protection from dangers. Modern challenges and sudden shocks reduce the standard of living of the population in Ukraine and the world. The number of people in need of social protection is growing rapidly. A very important component of social protection is a developed market of social services. That's why the global social services market has grown very rapidly recently. The relevance of the study is determined by the objective need for a theoretical rethinking of social services in Ukraine, the objective need to create and develop a market for social services.The aim of the article is to generalize the theoretical aspects, as well as to develop practical recommendations for the development of the social services market in Ukraine.The scientific achievement of the authors is the developed model of the formation of the social services market, the basis of which is the scientific-theoretical and organizational-economic support. The theoretical support is based on taking into account the traditional stages of market development, its laws, rules and functions. Organizational-economic support involves the interaction of economic agents of the market, trends, constraints, problems of its development, specific properties and market-forming factors. The successive interrelated stages of the formation and development of the social services market are highlighted. The study of stages, their specific characteristics, and cycles of development of social services is the subject of future research.The results of the research will consist of the possibility of their use for the development of strategies and programs of social development, the formation of a social service market and the support of social security in Ukraine.

Multidisciplinary students’ self-evaluated competence at the beginning of studies in digital health and social care service specialisation education

Digital transformation in health and social care is a fast-growing sector globally. Multidisciplinary professionals are needed in the development of digital health and social care services. This study aimed to evaluate the self-assessments of students participating in specialisation education on the importance of multidisciplinary digital competences, focusing on competence in the digitalisation of social and health care and how they assess their own competences at the beginning of their education. The purpose was to describe the multidisciplinary competences in this area at EQF level 6 by using a self-assessment tool. Data were collected from 274 specialised education students in the years 2021 and 2022 from 14 universities of applied sciences. The background information included participants’ years of work experience, professional education area and study credits. There were nine competence areas. The survey contains 61 Likert scale questions. Cronbach’s alpha was 0.962 (N=126). The paired t-test was used for statistical analyses to determine the relationship between the importance of a competence and students’ current levels of competence. For each pair, the arithmetic mean for the how important variable was higher than the current competence variable. The average means of all competences’ differences was 1.04 between how important the competence was to the students and their current understanding of their own level of the particular competence. Service design competences have both the highest average level of student competence and variance in competence. The second-largest variance was in online guiding competences, which is one of the clearest competences for students to understand the content. These results may be explained by expert bias, where a person with a lot of knowledge rates their own level of knowledge lower, while a person with less knowledge does the opposite. The gap between current competence level and the assessed importance of the particular competence shows that there is a need for specialisation education in multidisciplinary competences for developing digital health and social care services. The overall result is a self-assessment tool that can be used to assess the level of competences in different competence areas in specialisation education. It is important for health and social care organisations to manage the competences and continuing education of their professionals.

The influence of the mass media on the process of digitalization of social services

This article explains the role of mass media in the development of the digitalization process in the field of social services, including on the e-government platform. The paper asked the following questions: "What types of media can we use or how do we use them to get useful information? Do people use a special e-government application? What is it and does it really matter?" In the process of research, answers to these questions were found thanks to social surveys and data collection. The purpose of the article is to describe the impact of media on the development and change of the digitalization process in the field of social services. The idea of the article was taken from the list of services on the e-government platform and their transformation from the traditional format into an electronic form. Especially interesting the role of social networks in promoting the use of e-government. Therefore, the object of the study will be the types of media as online platforms. The practical significance lies in finding the reason why people choose the traditional way of providing services. The scientific significance is determined by the novelty of the topic in the field of digitalization regarding the media and its impact on the development of social services. In this scientific article quality methodology was used, including a survey among system users, comparative analysis and case-based examples. Building a Strong Brand: Marketing Strategy to Increase Brand Awareness and Consumer Loyalty

Building a strong brand and increasing brand awareness and consumer loyalty is a key focus for business success. This study aims to describe effective marketing strategies to build strong brands and increase brand awareness and consumer loyalty. The research was conducted by conducting a literature review from various sources related to marketing strategy. The research findings show that some effective marketing strategies in building a strong brand are brand differentiation, use of social media, product and service development, and customer experience. By implementing these strategies in business practices, companies can strengthen brands and increase brand awareness and consumer loyalty.

Recommendation System on Travel Destination based on Geotagged Data

Tourism research has benefitted from the worldwide spread and development of social networking services. People nowadays are more likely to rely on internet resources to plan their vacations. Thus, travel recommendation systems are designed to sift through the mammoth amount of data and identify the ideal travel destinations for the users. Moreover, it is shown that the increasing availability and popularity of geotagged data significantly impacts the destination decision. However, most current research concentrates on reviews and textual information to develop the recommendation model. Therefore, the proposed travel recommendation model examines the collective behaviour and connections between users based on geotagged data to provide personalized suggestions for individuals. The model was developed using the user-based collaborative filtering technique. The matrix factorization model was selected as the collaborative filtering technique to compute user similarities due to its adaptability in dealing with sparse rating matrices. The recommendation model generates prediction values to recommend the most appropriate locations. Finally, the model performance of the proposed model was assessed against the popularity and random models using the test design established using Mean Average Precision (MAP), Root Mean Square Error (RMSE), and Mean Absolute Error (MAE). The findings indicated that the proposed matrix factorization model has an average MAP of 0.83, with RMSE and MAE values being 1.36 and 1.24, respectively. The proposed model got significantly higher MAP values and the lowest RMSE and MAE values compared to the two baseline models. The comparison shows that the proposed model is effective in providing personalized suggestions to users based on their past visits.

The adaptation and fidelity tool to support social service practitioners in balancing fidelity and adaptations: Longitudinal, mixed-method evaluation study.

Evidence-based interventions (EBIs) seldom fit seamlessly into a setting and are often adapted. The literature identifies practitioners' management of fidelity and adaptations as problematic but offers little guidance. This study aimed to investigate practitioners' perceptions of the feasibility and usability of an intervention aimed to support them in fidelity and adaptation management when working with EBIs. The intervention, the adaptation and fidelity tool (A-FiT), was developed based on the literature, along with input from social service practitioners and social services' Research and Development units' personnel. The intervention consisted of two workshops where the participants were guided through a five-step process to manage fidelity and adaptations. It was tested in a longitudinal mixed-method intervention study with 103 practitioners from 19 social service units in Stockholm, Sweden. A multimethod data collection was employed, which included interviews at follow-up, questionnaires at baseline and follow-up (readiness for change and self-rated knowledge), workshop evaluation questionnaires (usability and feasibility) after each workshop, and documentation (participants' notes on worksheets). To analyze the data, qualitative content analysis, Kruskal-Wallis tests, and Wilcoxon rank-sum tests were performed. Overall, the practitioners had a positive perception of the intervention and perceived it as relevant for fidelity and adaptation management (mean ratings over 7.0 on usability and feasibility). The workshops also provided new knowledge and skills to manage fidelity and adaptations. Furthermore, the intervention provided insights into the practitioners' understanding about adaptation and fidelity through a more reflective approach. Practical tools are needed to guide professionals not only to adhere to intervention core elements but also to help them to manage fidelity and adaptation. The proposed A-FiT intervention for practitioners' management of both fidelity and adaptation is a novel contribution to the implementation literature. Potentially, the next step is an evaluation of the intervention's impact in an experimental design.
