A fault ride-through strategy for accurate energy optimization of offshore wind VSC[sbnd]HVDC system without improved fault ride-through strategy of wind turbines

The transmission of offshore wind power through High Voltage Direct Current (HVDC) systems is an important way to utilization of offshore renewable energy. However, onshore AC grid faults can make it difficult to transmit the energy from offshore wind farms, resulting in HVDC system overvoltages. Existing solutions to this problem mainly include adding DC or AC energy-dissipation devices, adding communication systems, and improving the fault ride-through(FRT) strategy of wind turbines, which have issues with economics or reliability. Based on this, this paper proposes a device-free, communication-free FRT strategy, and the fault ride-through strategy of wind turbines does not need improvement. The exchange of active power between the AC side and DC side of the onshore MMC is calculated under grid-following and grid-forming control strategy. The reference value of DC voltage and offshore MMC capacitance energy are proposed at different control stages. Especially, the dynamically calculated offshore AC voltage reference values have been theoretically provided. This approach ensures that the HVDC system avoids over-voltage and effectively stores more energy. The effectiveness and correctness of the proposed scheme were verified through simulation on the RTDS platFform. This paper is of great significance to promote the development of offshore renewable energy and ensure the safe operation of offshore wind HVDC systems.

Large-scale offshore wind energy integration by wind-thermal bundled power system: A case study of Yangxi, China

A large-scale offshore wind power integration has a reverse peak regulation effect on the electric load and requires newly built transmission corridors. This work adopts a wind-thermal (WT) bundled system for offshore wind power integration and transmission line capacity factor improvement. The Qingzhou I-VII offshore wind farms (5000 MW) and the Yangxi coal-fired power plant units #5, #6 (2 × 1240 MW) are taken as a case study. The offshore wind farms (OWF) act as the must-take generator to increase the renewable fraction while the thermal power plants (TPP) provide peak regulation service to trace the changing net load. The OWF and TPP share the transmission line and point of interconnection. The OWF integration level is determined by the 8760-h production simulation and the wind-thermal (W-T) capacity ratio is 1.4516:1 (3600 MW OWF) in the studied site. The curtailment rate, electricity shortage rate, transmission line capacity factor (CF), load following precision, renewable fraction, CO2 emission of WT-W3600 condition are 9.02%, 5.41%, 61.36%, 91.43%, 50.46%, 6.97 million ton/year. There is a trade-off relationship between renewable fraction and curtailment rate in the WT system which restricts higher OWF integration. The demand-side response technologies such as power-to-X and energy storage are required to break the trade-off relation and reduce the electricity shortage rate. The WT system is economically viable and the net present value (NPV), levelized cost of electricity (LCOE), internal rate of return (IRR) of WT-W3600 are 3.55 billion¥, 0.4859¥/kWh, 4.82%. Co-locating the OWF and the floating solar photovoltaic (PV) is the future direction that benefits the intensive exploitation of sea area and offshore renewable energy development.

Ecosystem indicators: predicting population responses to combined climate and anthropogenic changes in shallow seas

Crowded seas are becoming a pressing management problem with the increased development of offshore renewable energy (ORE) to combat climate change. Marine ecosystems are complex and varied; therefore, we need new tools to help rapidly increase our understanding of how they are likely to change with both climate and anthropogenic changes. This study uses a pragmatic data‐driven Bayesian network approach to capture the patterns of ecosystem complexity and reveal trends of ecosystem drivers (i.e. indicators) important to ecosystem functioning across space and over time. The ecosystem approach assessed physical and biological indicators and their influence on population (abundance/productivity) trends in four regions with contrasting habitats of the North Sea within the last 30 years (1990–2019). What‐if scenarios were conducted to examine species/functional group responses to physical (temperature and stratification) representing climate and large‐scale ORE development effects, as well as anthropogenic (fishing) changes. Clear patterns were revealed, including temporal trends of the dynamic nature of bottom‐up effects driven by physical change versus top‐down effects driven by fishing across trophic levels and habitat types. All four regions are influenced by both effects; however, the dominance of effects was dependent on region: Shetland and Orkney (bottom‐up driven), southern North Sea (top‐down driven). In general, regions with stronger bottom‐up effects showed increasing population trends whereas those with stronger top‐down effects, decreasing trends. Our findings also suggest that some species are much better indicators of either bottom‐up (e.g. zooplankton), top‐down effects (e.g. fish) or both (e.g. grey seal), but the strength of indicator is dependent on habitat type. The habitat‐specific results provide better understanding of what type of ecosystem change they are indicating (physical or biophysical) and therefore indicators that assess both ecosystem status and resilience, ensuring a more strategic and integrated evaluation of trade‐offs for future sustainable management of our shallow seas.

Morphological Modelling to Investigate the Role of External Sediment Sources and Wind and Wave-Induced Flow on Sand Bank Sustainability: An Arklow Bank Case Study

Offshore anthropogenic activities such as the installation of Offshore Renewable Energy (ORE) developments and sediment extraction for marine aggregates have been shown to disrupt current flow, wave propagation, and sediment transport pathways, leading to potential environmental instability. Due to the complexity of the interconnected sediment transport pathways in the south-western Irish Sea combined with an increase in planned anthropogenic activities, the assessment of this risk is imperative for the development of a robust marine spatial plan. Subsequently, this study uses two-dimensional morphological modelling to build upon previous studies to assess the dependency of Arklow Bank’s local sediment transport regime on external sediment sources. Additionally, scenario modelling is used to identify vulnerable areas of this offshore linear sand bank to wind and wave-forcing and to examine the nature of this impact. A sediment budget is estimated for Arklow Bank, whereby seven source and nine sink pathways are identified. New evidence to support the exchange of sediment between offshore sand banks and offshore independent sand wave fields is also provided. The areas of the bank most vulnerable to changes in external sediment sources and the addition of wind- and wave-induced flow are analogous. These high vulnerability zones (HVZs) align with regions of residual cross-flow under pure current conditions. The restriction of sediment sources off the southern extent of Arklow Bank impacts erosion and accretion patterns in the mid- and northern sections of the bank after just one lunar month of simulation. Where tidal current is the primary driver of sand bank morphodynamics, wind- and wave-induced flow is shown to temporarily alter sediment distribution patterns. Wind and wave-induced flow can both accelerate and decelerate the east-west fluctuation of the upper slopes of the bank, yet the nature of this impact is inconsistent due to the misalignment of the directionality of these two forces. The methods and new knowledge derived from this study are directly applicable to tidally-dominated environments outside the Irish Sea.

Variability of Kinetic Response Estimates of Froude Scaled DeepCwind Semisubmersible Platforms Subjected to Wave Loading

Abstract Froude scaling for Floating Offshore Wind Turbine (FOWT) platforms is typical for understanding and interpreting their behavior and subsequent designs for testing in wave basins. Despite its popularity, the variability and uncertainty of the kinetic responses of such floating structures as a function of scaling require more attention. This work addresses the question of consistency of Froude scaling by comparing the hydrodynamic responses of a range of DeepCwind semisubmersible FOWT scaled models (full model, 1/2, 1/4, 1/9, 1/16, 1/25, 1/36, 1/49, and 1/50). The comparison was made both in the mooring-line tension and bending moment of structural members, which are directly related to their safety limit states. Hydrodynamic forces due to diffraction, radiation, and viscosity along with hydrostatic forces and mooring boundaries are modeled by ansys-Aqwa, which were subsequently converted to bending moment estimates. The variability of kinetic responses like mooring-line tensions and bending moment estimates was investigated for each scaled model, along with the identification of regions of inconsistencies. In the context of offshore renewable energy development through technological readiness levels, the study is especially pertinent for understanding how force variabilities and uncertainties are related to these kinetic responses of semisubmersible platforms.

Marine energy converters: Potential acoustic effects on fishes and aquatic invertebrates.

The potential effects of underwater anthropogenic sound and substrate vibration from offshore renewable energy development on the behavior, fitness, and health of aquatic animals is a continuing concern with increased deployments and installation of these devices. Initial focus of related studies concerned offshore wind. However, over the past decade, marine energy devices, such as a tidal turbines and wave energy converters, have begun to emerge as additional, scalable renewable energy sources. Because marine energy converters (MECs) are not as well-known as other anthropogenic sources of potential disturbance, their general function and what is known about the sounds and substrate vibrations that they produce are introduced. While most previous studies focused on MECs and marine mammals, this paper considers the potential of MECs to cause acoustic disturbances affecting nearshore and tidal fishes and invertebrates. In particular, the focus is on particle motion and substrate vibration from MECs because these effects are the most likely to be detected by these animals. Finally, an analysis of major data gaps in understanding the acoustics of MECs and their potential impacts on fishes and aquatic invertebrates and recommendations for research needed over the next several years to improve understanding of these potential impacts are provided.

Cumulative effects of offshore renewables: From pragmatic policies to holistic marine spatial planning tools

To alleviate climate change consequences, the UK government is pioneering offshore renewable energy developments at an ever-increasing pace. The North Sea is a dynamic ecosystem with strong bottom-up/top-down natural and anthropogenic drivers facing rapid climate change impacts. To ensure the compatibility of such large-scale developments with nature conservation obligations, regulatory processes set out that all effects need to be evaluated through cumulative impact assessments (CIA). However, by excluding climate change impacts and bottom-up effects of renewable developments, the CIA lacks spatio-temporal baselines linking oceanic ecosystem indicators to population dynamics, leading to uncertain predictions at population levels. CIA is currently required in Europe under the Strategic Environmental Assessment and the Marine Strategy Framework Directive (MSFD), suggesting that these two policy areas should be more closely aligned. This study presents an overview of the current CIA policy framework, enabling an ecosystem-based approach linking lower ecosystem components to top-predator populations using the UK as a case study. At the UK level, CIA requirements mirror the EU ones under the Marine and Coastal Access Act, the UK Marine Policy Statement, and the UK National Policy Statement. Firstly, we show how CIA and MSFD requirements are integrated into the UK licensing and maritime planning frameworks. Secondly, we provide policy pathways embedding the MSFD as a baseline for CIAs with European and UK regulations. Thirdly, we propose a framework encompassing a shared monitoring effort, an ecosystem modelling approach connected with two existing online databases supported with funds from Contracts for Difference. This integrated approach will enable a holistic and pragmatic ecosystem-based framework for more accurate and rapid methods for producing CIAs for offshore renewable energy developments.

A framework for improving treatment of uncertainty in offshore wind assessments for protected marine birds

AbstractGovernments worldwide are setting ambitious targets for offshore renewable energy development (ORD). However, deployment is constrained by a lack of understanding of the environmental consequences of ORD, with impacts on protected birds forming a key environmental consenting challenge. Assessing the impacts of ORD on marine birds is challenging, utilizing interlinked approaches to understand complex behavioural, energetic, and demographic processes. Consequently, there is considerable uncertainty associated with ORD assessments for marine birds, with current methods failing to quantify uncertainty in a scientifically robust, evidence-based manner. This leads to a high degree of precaution and a lack of confidence in the evidence used to inform ORD consenting decisions. We review the methods used to estimate ornithological ORD impacts in the UK, a country at the forefront of ORD. We identify areas in which uncertainty quantification could be improved through statistical modelling, data collection, or adaptation of the assessment process. We develop a framework for end-to-end quantification of uncertainty, integrating uncertainty estimates from individual stages of the assessment process. Finally, we provide research recommendations to better quantify and reduce uncertainty, to lower future ORD consenting risk. These recommendations extend beyond the UK and could improve impact assessments in other countries with different legislative frameworks.

Challenging the new blue deal by embedding interactions with the non-humans in the offshore renewable energy development

This paper is challenging the new blue deal outlining the need for a change in the expectative. Offshore wind farms (OWFs) are not only a climate-friendly way of producing electricity but also a shifting paradigm unique opportunity, acknowledging the increasing presence of anthropogenic infrastructure in the marine environment and seeing them as the place for recreating relations with non-humans and work with them. We give some ideas that could ground a research program pairing both positive and negative aspects of OWF and study the conditions of realization of mutual beneficial relationship coming from the “mosaic of open-ended assemblages of entangled ways of life.”

Geological and geotechnical characterisation of soft Holocene marine sediments: A case study from the north Irish Sea

The seabed of the Western Irish Sea Mud Belt (north Irish Sea) comprises a thick sequence of fine-grained Holocene marine sediments that overlay complex glacial deposits. The Holocene sequence preserves a record of environmental change in the area. Part of this area is earmarked for a number of offshore wind farm developments. The area poses a number of geotechnical challenges to such developments, including soft marine silts and clays as well as shallow gas. This paper characterises the soil conditions in the area in the context of offshore renewable energy development using various geophysical techniques, geotechnical data and shallow (3 m) sediment samples obtained across multiple research surveys between 2009 and 2020. The purpose is to assess the use of such techniques, including multichannel sparker seismic and underwater multichannel analysis of surface waves (UMASW), in characterising these kinds of sediments. It is also intended to build on previous research and provide a reference dataset and case study for further work in developing offshore wind in the area. UMASW and in-situ cone penetration testing with pore pressure measurement (CPTu) results showed good agreement in characterising these Holocene sediments, with multichannel sparker delineating shallow gas from surrounding sediments. Core profiles show distinct lithological variation in the upper 3 m, which can be related to CPTu parameters, but is not resolvable by UMASW profiles. Paleoenvironmental reconstruction for this upper 3 m suggests changes in depositional setting over the past ca. 7000 years, which could influence sedimentary structure. These parameters have implications for cable installation design.

A NOVEL APPROACH TO ENVIRONMENTAL RISK MITIGATION DURING CONSTRUCTION AND INSTALLATION OF A WIND FARM

Offshore structures and operations significantly impact the surrounding environment, and future offshore renewable energy developments are no exception. Many Australian offshore oil and gas platforms have the potential to act as artificial reefs, creating an excellent opportunity for the growth of marine communities that are often in danger due to other human activities or environmental impacts. Decommissioning of these platforms will impose substantial risks to the existing ecosystem in those habitats. Therefore, there is a need to understand the environmental impacts of installation, operation, and maintenance (O and M) and decommissioning activities in new offshore renewable energy infrastructure prior to developments. This becomes more important in the case of future offshore wind farm development in Australia, where no historical information is available. This paper proposes a game-theoretical approach to identifying the optimum risk mitigation strategies for minimizing the environmental impact of future offshore wind infrastructure and operations. As a case study, the method is applied to examine the risks imposed by constructing and installing an offshore wind farm in the Bass Strait. The governments and regulators can adopt the proposed mitigation strategies to develop policies and legislation to ensure the sustainability of marine environments.

Detection of Habitat Shifts of Cetacean Species: A Comparison Between 2010 and 2017 Habitat Suitability Conditions in the Northwest Atlantic Ocean

The simultaneous effects of human activities in the ocean and climate change have already produced a series of responses from the marine ecosystems. With the potential increment of future human activities, such as offshore renewable energy developments, proactive management is required. To facilitate effective management and conservation actions, it is imperative to identify species potentially at risk and their critical habitats. Here we examine 16 cetacean species habitat suitability in the western North Atlantic Ocean using generalized additive models developed from data collected by NOAA- Northeast and Southeast Fisheries Science Centers from 2010 to 2017. The models were based on observed species distribution as a function of 21 environmental covariates and compare species-specific core habitats between 2010 and 2017. We identified seasonal differences in patterns of habitat change across guilds and an average northward shift of 178 km across the study area. The effects of these shifts are still unknown, but for already stressed species, the contraction or displacement of their historical habitat could worsen their population status. Therefore, the imminent development of offshore regions, in addition to the effects of climate change emphasize the need of adaptively managing ecosystems on the face of multiple challenges.

Meteo-Climatic Conditions of Wind and Wave in the Perspective of Joint Energy Exploitation: Case Study of Dongluo Island, Hainan

Combined wind and wave power generation has advantages such as energy synergy and complementarity and will play a leading role in the integrated development of offshore renewable energy. From the perspective of joint energy development, this study focuses on the meteo-climatic wind and wave conditions in Dongluo Island, Hainan, in the South China Sea. Based on the concurrent measurement from in situ monitoring system, hourly data from June 2020 to September 2021 are used to reveal typical climate characteristics associated with the weak (inverse) correlation between wind and wave. The energy flux density of wind and wave are also assessed to describe the energy pattern. Principal component analysis (PCA) shows the wind parameters contribute a larger variance to the matrix of the wind–wave dataset than the waves, suggesting a lower stability of the wind climate. The first three components via PCA are then classified into five clusters to represent different climatic characteristics. Among them, the dominating cluster symbolizes a climatic circumstance with weaker winds and waves below normal. This cluster, evenly distributed in different seasons, shows the lowest wave–wind correlation, suggesting a favorable condition of the synergy of the two energies throughout the year. The clusters with the second and third largest sample sizes are mainly dominated in spring and winter, respectively. The magnitudes of the wind and wave parameters in these two clusters yield to a relation of “as one falls, another rises”, implying a high interest in complementarity between the two resources to a certain extent. The energy features inferred by meteo-climatic clusters are further verified by direct assessment of energy density. There are generally consistent variations between wind–wave climate and energy, both in magnitude and in seasonality. Based on these results, differentiated exploitation schemes considering the complementarity or synergy of wind and wave according to different seasons are recommended.

Use of Our Future Seas: Relevance of Spatial and Temporal Scale for Physical and Biological Indicators

There is about to be an abrupt step-change in the use of our coastal seas, specifically by the addition of large-scale offshore renewable energy developments to combat climate change. Many trade-offs will need to be weighed up for the future sustainable management of marine ecosystems between renewables and other uses (e.g., fisheries, marine protected areas). Therefore, we need a much greater understanding of how different marine habitats and ecosystems are likely to change with both natural and anthropogenic transformations. This work will present a review of predictive Bayesian approaches from ecosystem level, through to fine scale mechanistic understanding of foraging success by individual species, to identify consistent physical (e.g., bottom temperature) and biological (e.g., chlorophyll-a) indicators of habitat and ecosystem change over the last 30 years within the North Sea. These combined approaches illuminate the feasibility of integrating knowledge across scales to be able to address the spatio-temporal variability of biophysical indicators to ultimately strengthen predictions of population changes at ecosystem scales across broadly different habitat types. Such knowledge will provide an effective baseline for more strategic and integrated approaches to both monitoring studies and assessing anthropogenic impacts to be used within marine spatial planning considerations.

Potential climate-driven changes to seabird demography: implications for assessments of marine renewable energy development

Europe has set ambitious green energy targets, to which offshore renewable developments (ORDs) will make a significant contribution. Governments are legally required to deliver ORDs sustainably; however, they may have detrimental impacts on wildlife, especially those already experiencing declines due to climate change. Population viability analysis (PVA) is the standard method for forecasting population change in ORD assessments, but PVAs do not currently account for climate effects. We quantified climate effects on seabird breeding success for 8 UK species breeding in the North Sea. We assessed the potential for seabirds to mitigate climate-driven changes in breeding success by accessing wider resources through increased foraging ranges around colonies. We demonstrate strong links between breeding success and climate in 5 species. In 4 of these species, future climate projections indicated large declines in breeding success relative to current rates. Only one species was predicted to increase breeding success under future climate. In all 5 species, there was limited opportunity for species to increase breeding success by expanding foraging ranges to access more suitable future climatic conditions. Climate change will have significant ramifications for future breeding success of seabirds breeding in the North Sea, an area undergoing extensive and rapid offshore renewable energy development. We recommend 3 methods for including climate-driven changes to seabird breeding success within ORD assessments: development of predictive climate-driven habitat use models to estimate ORD-wildlife interactions; delivery of a new ORD assessment framework that includes dynamic predictions of climate-driven habitat use and demography of wildlife populations; and consideration of climate-driven changes in the implementation of compensatory measures.

Far-Field Effects of Impulsive Noise on Coastal Bottlenose Dolphins

Increasing levels of anthropogenic underwater noise have caused concern over their potential impacts on marine life. Offshore renewable energy developments and seismic exploration can produce impulsive noise which is especially hazardous for marine mammals because it can induce auditory damage at shorter distances and behavioral disturbance at longer distances. However, far-field effects of impulsive noise remain poorly understood, causing a high level of uncertainty when predicting the impacts of offshore energy developments on marine mammal populations. Here we used a 10-year dataset on the occurrence of coastal bottlenose dolphins over the period 2009–2019 to investigate far-field effects of impulsive noise from offshore activities undertaken in three different years. Activities included a 2D seismic survey and the pile installation at two offshore wind farms, 20–75 km from coastal waters known to be frequented by dolphins. We collected passive acoustic data in key coastal areas and used a Before-After Control-Impact design to investigate variation in dolphin detections in areas exposed to different levels of impulsive noise from these offshore activities. We compared dolphin detections at two temporal scales, comparing years and days with and without impulsive noise. Passive acoustic data confirmed that dolphins continued to use the impact area throughout each offshore activity period, but also provided evidence of short-term behavioral responses in this area. Unexpectedly, and only at the smallest temporal scale, a consistent increase in dolphin detections was observed at the impact sites during activities generating impulsive noise. We suggest that this increase in dolphin detections could be explained by changes in vocalization behavior. Marine mammal protection policies focus on the near-field effects of impulsive noise; however, our results emphasize the importance of investigating the far-field effects of anthropogenic disturbances to better understand the impacts of human activities on marine mammal populations.

Improving assessments of data‐limited populations using life‐history theory

Abstract Predicting how populations may respond to climate change and anthropogenic pressures requires detailed knowledge of demographic traits, such as survival and reproduction. However, the availability of these data varies greatly across space and taxa. Therefore, it is common practice to conduct population assessments by filling in missing values from surrogate species or other populations of the same species. Using these independent surrogate values concurrently with observed data neglects the life‐history trade‐offs that connect the different aspects of a population's demography. Consequently, this approach introduces biases that could ultimately lead to erroneous management decisions. We use a Bayesian hierarchical framework to combine fragmented multi‐population data with established life‐history theory and reconstruct population‐specific demographic data across a substantial part of a species breeding range. We apply our analysis to a long‐lived colonial species, the black‐legged kittiwake Rissa tridactyla, that is classified as globally Vulnerable and is highly threatened by increasing anthropogenic pressures, including offshore renewable energy development. We then use a projection analysis to examine how the reconstructed demographic parameters may improve population assessments, compared to models that combine observed data with independent surrogate values. Demographic parameters reconstructed using a hierarchical framework can be utilised in a range of population modelling approaches. They can also be used as reference estimates to assess whether independent surrogate values are likely to over or underestimate missing demographic parameters. We show that surrogate values from independent sources are often used to fill in missing parameters that have large potential demographic impact, and that resulting biases are driven in unpredictable directions thus precluding assessments from being consistently precautionary. Synthesis and applications. Our study dramatically increases the spatial coverage of population‐specific demographic data for black‐legged kittiwakes. The reconstructed demographic parameters presented can also be used immediately to reduce uncertainty in the consenting process for offshore wind development in the United Kingdom and Ireland. More broadly, we show that the reconstruction approach used here provides a new avenue for improving evidence‐based management and policy action for animal and plant populations with fragmented and error prone demographic data.

Geological seabed stability model for informing Irish offshore renewable energy opportunities

Abstract. Climate change has driven the European Union to propose a reduction in carbon emissions by increasing renewable energy production. Although Ireland is rich in renewable energy, especially offshore wind resources, it is failing to reduce its annual carbon emissions. This study endeavours to improve Ireland's marine spatial planning abilities and offshore renewable energy developments by harmonising and customising a unique geological dataset for incorporation into geospatial assessments of Ireland's continental shelf. A dataset of 1858 points, including 17 new seabed samples collected at strategic sites for this study, is created and used to build a series of geospatial outputs. Data are interpolated with empirical Bayesian kriging to use variogram analyses for probabilistically interpolating coded geological values. The interpolation results are validated through leave-one-out cross-validation and combined with bespoke models of bathymetry and seabed slope using map algebra. The final model reveals areas of relative probable seabed stability based on geological and geomorphological characteristics and is shown to comport with known conditions in several locations. Results suggest that the methods and results presented here could provide useful information to future planning activities and initial site selection assessments.

Offshore renewable energy development: U.S. experience and takeaways for Ukraine

This article is an analysis of the development of global offshore renewable energy in general with a focus in offshore wind, as the most rapidly maturing source in a body of water. Considering the rapid growth of clean power technologies and keeping in mind the target set out by the United Nations’ Intergovernmental Panel on Climate Change to limit global temperature increases to 1.5°C versus higher levels, the world can witness 100% transition to renewable energy by 2050. The overview of a recent study published by Stanford University in which authors designed a framework to replace 99.7% of fossil fuel energy in 143 countries with wind, water and solar provides a vision of future energy infrastructure and climate change policymaking as it is seen by scientists. Offshore wind is assumed viable in Ukraine; however, at the date of writing this article no offshore wind farms exist in this country. Are there offshore renewable prospects for Ukraine? Why offshore wind would be beneficial? Can this industry evolve successfully without government support? And if it cannot, what legislative activities can drive offshore renewable power in Ukraine? The article aimed to answer these questions based on the experience in the United States where offshore wind is poised to play a significant role in future energy infrastructure.

The Race to the Water for Offshore Renewable Energy: Assessing Cumulative and In-combination Impacts for Offshore Renewable Energy Developments

Abstract Wind, wave and tidal energy are widely regarded as being the ‘good guys’ in energy production for their carbon neutral qualities. However, lurking in the shadow of this good reputation is the uncertainty about the impacts that this new technology will have on the marine environment. It could cause a potential conflict between carbon-neutral energy production and the protection of habitats, and the prevention of biodiversity loss. This article presents empirical data collected from three case studies in England and Scotland. This research indicates that the disjointed nature of the consenting processes for offshore renewables does not encourage full assessment of the cumulative impacts of offshore renewable developments as required by European Union environmental impact assessment legislation. The article identifies elements of the consenting processes, which fail to provide a full assessment of cumulative and in-combination impacts, and recommends changes to these processes in England and Scotland.
