The article reveals the essence and role of the machine-tool industry in the development of the national economy. The mechanism of state regulation of the national economy, as well as the mechanism of state regulation of foreign economic activity and the place of customs regulation in it are described. The essence of the customs policy and its place in the system of state policy of the Russian Federation is reflected. The approach to the consideration of customs regulation as a service is described, within the framework of the implementation of which the needs of the state and participants of foreign economic activity are satisfied. The recipients of services in the field of customs regulation in the development system of the machine-tool industry of the Russian Federation are considered. The list of tasks of customs regulation is disclosed, the solution of which is associated with the development of the national machine-tool industry, the stages of development of the machine-tool industry and the corresponding measures of customs regulation are described.

Research on the Development of Machine Tool Industry in China

This study focuses on the development of the high-end manufacturing equipment industry in China, represented by machine tools. The machine tool referred to herein includes not only the machine tools in traditional definition, such as lathes, milling machines, planers, drilling machines, boring machines, grinders, and gear making machines, but also additive manufacturing equipment and additive-subtractive hybrid manufacturing equipment. This study analyzes the development trends of the machine tool industry in China and the globe, and then studies the problems existing in China’s machine tool industry. Compared with world’s advanced level, China’s machine tool industry still has weaknesses in (1) basic research and key technologies for ultra-precision machine tools, (2) the machining accuracy and efficiency of large-scale machine tools, (3) the reliability and accuracy retention of the whole machine performance, (4) the research and development of common technologies of the advanced additive manufacturing and hybrid manufacturing equipment, and (5) the level of intelligence of high-end machine tools. Furthermore, we propose the key direction of China’s machine tool industry during the 14th Five-Year Plan and the following five to ten years, and put forward some policy measures for the development of machine tool industry in China, including coordinating national science and technology plans with national policy supporting and evaluation systems, and establishing and strengthening the common technology collaborative innovation system for the high-end manufacturing equipment represented by machine tools.

DEVICE FOR INCREASING THE PRODUCTIVITY OF MILLING MACHINE OPERATION WITH CNC MCV-1000

Тhe work of the milling machine with the CNC MCV-1000 is considered. A device that significantly improves the productivity of this machine when performing the operation of milling round holes along the outer surface of the pipe with a certain step is shown. The results obtained by experimental means are indicated. Analysis of current trends in the development of machine tool industry indicates the need to increase the technical level of metalworking equipment with developed complexes of technological operations. A significant role is played by the equipment of metalworking machines, namely, specialized devices for various types of processing. The goal is to increase metalworking productivity. As a result of the analysis of existing devices revealed their advantages and disadvantages. A new design of the device for the simultaneous processing of four pipes with a length of up to 1000 mm and a diameter of 32 mm on a MCV-1000 CNC milling machine is proposed. This device is designed for reliable fixation of four pipes simultaneously for the operation of milling round holes along the outer surface of the pipe with a certain step. The introduction of this device showed a double increase in productivity compared with the previous device, which was used at the enterprise.

The Cases Study of “One Belt and One Road” and “Made in China 2025” Impact on the Development of Taiwan’s Machine Tool Industry

The research takes Taiwan's machine tool industry as the research subject, and gains an insight into the possible impacts of “Industry 4.0”, “Belt and Road Initiative” as well as “Made in China 2025” on the development of machine tool industry in Taiwan. Lastly, it is hoped that the machine tool makers in Taiwan will be able to develop and grasp market trends in line with their needs and the status quo in order to achieve direct and indirect operational results. Based on the research results, this research will propose conclusions and provide relevant recommendations on specific and substantial business improvement and policy formulation for the machine tool industry, relevant government agencies and academic research.

A new multi-source and dynamic energy modeling method for machine tools

Energy is a core part for the sustainable development of machine tool industry; its intensity and utilization has become increasingly important with the concern over global climate change. Machine tools, as a vital part of energy consumption, have major significance for energy savings and carbon emissions. To achieve such energy savings, a precise energy model of a machine tool is a primary register to provide decision support for energy efficiency evaluation and optimization. As there are numerous machine tool components and each with its own characteristic energy signature, the energy consumption of a machine tool has a complex multi-source and dynamic characteristic. To describe such characteristic, a new methodology of energy modeling is proposed with the components working states of machine tools. Firstly, the components of a machine tool are divided into two classifications according to their energy characteristics, i.e., time-varying units (TVUs) and non-time-varying units (NTVUs). Secondly, the working states and coupling relationship of TVUs and NTVUs are studied, and a segmented energy modeling method of TVUs and NTVUs is proposed. Thirdly, the work state execution and coupling relationship of TVUs and NTVUs are combined into a description model of machine tools based on the Business Process Model and Notation (BPMN), and the energy data association of the model is also studied. Finally, a case study of computer numerical control (CNC) milling machine is given to verify the effectiveness of the proposed model.

The Influence of Knowledge Management on Organizational Performance of Taiwans Machine Tool Industry

Industry 4.0 is primarily based on big data, Internet of Things (IoT), service network and network security, has won widespread resonance and response from the global manufacturing and production areas and also fueled the development of machine tool industry. Meanwhile, knowledge management has become one of the important tools for organizations to enhance competitiveness and survival, and has become a significant research field in recent years. This study is designed to explore the impact of knowledge management of Taiwan’s machine tool industry on organizational performance. The results of this study can provide relevant recommendations and references of operating management to the industry, government and academia concerning machine tools.

This paper describes the relationship between industrial policy and development of machine tool industry in India. Although industrial and import licensing was liberalized to promote competition among machine tool manufacturers during 1980s, they did not react. Competition became tough after automobile policy was changed as a part of economic reforms. Demand of machine tools expanded and buyer demanded more sophisticated machine. Big machine tool manufacturers tried to introduce TPM and TQC to improve quality and labour productivity. Indian manufacturers are still protected by high import duty. While it is being reduced, they can adjust because they have ability to reduce costs. However, they take time to establish them selves in export market. Protection, competition and expansion of demand was necessary for development of machine tool industry.

Towards Intelligent Machining Using Inductive Machine Learning

The evermore competitive market foster the development of machine tool industry towards more sophisticated levels of automation and rationalization. Considering the historical development of manufacturing we may observe that Intelligent Manufacturing Systems are being gradualy introduced into industry. In our paper an overview of our recent research in applications of Machine Learning to several cases of machining processes and technologies such as Grinding, Electrical Discharge and Laser Machining is presented. The particular tasks of Machine Learning were: performance, roughness and quality prediction on the process level and tool selection on the technology level. Tha data used for machine learning were obtained either through direct measurement of some process variables during the machine process (process data), or from empirical recommendations obtained through expert's observations (technological data).

Machinery and industry: The causes and consequences of constrained development of the South African machine tool industry

It is now widely acknowledged that the machine tool industry has a pivotal role in economic development. A dynamic machine tool industry facilitates both the generation of indigenous technology and the adaptation of imported technology. Technological change is, in turn, central to economic growth and development. Over the last decade or so, the machine tool industries of a number of rapidly industrialising countries have undergone a major and uninterrupted expansion. By contrast, although comparable in terms of output and sophistication at the onset of the 1970s, the machine tool industry in South Africa grew only slowly over the decade, and since early 1982 the industry has declined considerably. This article outlines the principal factors which have so severely retarded the development of the local machine tool industry through a contrast with the Asian NICs where development of the machine tool industry has been especially significant.
