The Political Impact of King Abdullah II's Second Discussion Paper on the Development of Jordan's Democratic System: An Analytical Study of Political Parties (2013-2024)

Objectives: This study aimed to explore the political impact of His Majesty King Abdullah II's Second Discussion Paper on the development of the democratic system in Jordan, with a focus on the state of political parties during the period from 2013 to 2024. The Second Discussion Paper served as the primary concept (independent variable), and its influence on the evolution of political parties (dependent variable) within Jordan's democratic system was critically examined. The study was divided into two sections: the first addressed key concepts and the trajectory of democratic development in Jordan, while the second analyzed the impact of the Second Discussion Paper on political parties and their role in Jordanian political life. Methodology: A political analysis approach was employed to understand and interpret the influence of the Second Discussion Paper on political parties in Jordan, framed within the context of democratic theory. The analysis focused on the direct effects of the Discussion Paper on Jordan's political system, specifically examining the evolving role of political parties. Findings: The study found that the Second Discussion Paper significantly strengthened the role of political parties in Jordan by fostering national dialogue and supporting political pluralism. The Paper contributed to increased political participation by parties, enhanced their influence within the democratic process, and encouraged the development and reshaping of party roles within Jordan's political system. Conclusion: The study concluded that there is a strong correlation between the Second Discussion Paper and the development of Jordan's democratic system. The Paper contributed to empowering political parties, increasing their impact on political life, and reflecting the political leadership's commitment to ongoing democratic reforms.

Eco-Smart Economics: Revolutionizing Jordan’s Logistics with Sustainable Drone Technology

This study explores the implications of sustainable drone technology on the development of Jordan’s logistics sector through the eco-smart economics lens. Based on in-depth qualitative data drawn from 42 semi-structured interviews conducted in Jordan, the study evaluates drones’ influences on environmental, operational, and economic processes, finding that drone technology has the potential to substantially improve delivery timeframes, diminish carbon emissions, and contribute to the sustainable development agenda. However, the study has also outlined several limitations, such as regulatory, technical, and public concerns, especially related to privacy and security. In this regard, for Jordan to benefit from drones in the logistics sector, policy, technological, and partnership advancements are required. Such changes would ensure that Jordan develops a sustainable, rapid, and efficient logistics sector to strengthen its economy.

The study aims to identify the reality of crime in Jordan during the period from 2018 to 2022 and analyze its impact on Jordanian society. The study relied on a review of the literature and available data to identify the levels of crime and its development in Jordan, recorded in the statistical reports issued by the Directorate of Public Security/Criminal Information Department for the years 2018-2022. The study relies on identifying the social and economic impacts of these crimes on society through evaluation and analysis of the reality of crime in Jordan, especially since it is an important topic that requires a comprehensive study. The objectives of this study are to understand the current situation in order to analyze its impact on Jordanian society. It depends on the available literature, through which it is possible to delve into the patterns of crimes recorded during that period within crime classifications such as violence, theft, fraud, drug trafficking, and others. Therefore, the reality of the development of these crimes develops over the course of the four years within many trends and factors that determine responsibility for the changes. crime rates affect the social and economic reality of crimes in Jordanian society, including the effects of many fears about insecurity, weak confidence in the security services, and the impact on the financial situation instability.

Development of special education in Jordan as a model: Reality and challenges

AbstractSpecial education plays a critical role in ensuring equal educational opportunities for individuals with diverse learning needs. In the context of Jordan, the development of special education has made significant progress over the years, reflecting the country's commitment to inclusivity and diversity, with notable efforts from the government and various stakeholders to enhance the inclusivity and accessibility of education for students with disabilities (SWDs). This scoping review aims to explore the reality of special education development in Jordan, and identify the challenges faced in implementing an effective model. By conducting a comprehensive literature search, analysing relevant government and non‐government reports and studies, this research aims to shed light on historical context, policies, progress made, practices and highlight existing challenges and gaps, and propose potential solutions to enhance special education practices in the field of special education in Jordan. This study emphasizes the importance of continuous improvement and implementation of effective strategies to enhance education services for SWDs in the country. By exploring relevant literature, this research also intends to create a roadmap for policymakers and stakeholders to enhance special education services in Jordan and promote a more supportive environment for learners with diverse needs.

It also explains the impact of the role of the executive authority on the performance of middle administrations and reviews the impact of the electoral system on the reality of the achievements of municipal and governorate councils (decentralization and the extent to which the local administration sector in Jordan contributes to Various areas of development, thus revealing the most important challenges that still face local councils.The study is based on the main hypothesis: "There is a correlation between the role and influence of public authority in Jordan and the limited outputs of local administrations and councils in the process of sustainable development." The study used each of the analysis systems, institutional and functional approaches.Finally, the study concluded several results, the most prominent of which is the existence of a gap between public policy strategies and plans related to the roles of middle administrations and local councils and the ability to reach sustainable development in Jordan.

Enhancing City Logistics for Sustainable Development in Jordan: A Survey-Based Study

Background: The global concern for the environment and sustainable development goals has led to a growing focus on the increasing activities of city logistics. This research study aims to evaluate the current state of city logistics within the framework of sustainable development and analyze the key factors that impact the efficient management of city logistics in Jordan. Methods: To achieve these research objectives, a quantitative approach utilizing a survey questionnaire was employed. The findings emphasize a significant disparity between current practices in city logistics and desired outcomes, indicating an urgent need for improvement in cost reduction, enhancement of quality of life, and promotion of sustainability. Results: The results reveal that the performance of urban authorities in managing city logistics is influenced by various factors, including regulatory inefficiencies, suboptimal human resource performance, deficiencies in information systems, and challenges related to coordination amongst stakeholders. Conclusions: Consequently, this paper puts forth actionable recommendations for improving city logistics management, which involve amending existing regulations, implementing comprehensive training programs for employees, strengthening infrastructure for information systems, and fostering robust communication channels between urban authorities and stakeholders.

Sustainable Tourism Development in Jordan: The Impact of COVID-19 on Tourism Revenues and its Role in Unemployment Rates

Objective: This study aimed to examine out the effect of COVID-19 on Jordanian tourism revenue and its role in unemployment. Methods: A questionnaire was distributed to a random sample of 300 workers in the tourism sectors such as restaurants; hotels; travel agencies; and handicraft shops, based in the cities of Amman, Jerash, Aqaba, and Petra. The data was analyzed using SPSS, which includes distribution of frequency, t-test, and analysis of factors. Results: The results of the study showed that Covid-19 has contributed negatively impact in Jordanian tourism sector, increasing unemployment levels sharply and decreasing the sector`s revenues. The government`s measures to fight the pandemic were found to have a negative impact on the vitality of the tourism sector, especially the consequences of the various stages of lockdown that worsen the tourism sector`s ability to recover. Conclusions: The study recommended the necessity of cooperation between the public and private sectors to find innovative and creative actions to stimulate the return of tourism revenues and employment in this sector.

Does public debt impede financial development in Jordan Some macro and micro analysis

Purpose- It is acknowledged that banks offer their respective economies a number of services, including the encouragement of savings and allocation of capital to the private and public sectors. Within this context, and given that public debt in Jordan has been increasing at an alarming rate, this paper sets out to answer two questions: First, what is the impact of local public debt on aggregate credit to the private sector? Second, what is the impact of local public debt on bank-level credit to the private sector? Methodology- To provide an answer to the first question, the paper uses annual data (1982 – 2021) on aggregate bank credit to the private sector, aggregate bank credit to the government, and the discount rate. The applied techniques include stationarity test, optimal lag structure, co-integration, and vector error-correction (VECM) estimation. To answer the second question, the paper uses annual bank level data (2010 – 2021) for all 13 listed Jordanian banks. The fact that this data includes both time series and cross-section elements, panel data analysis is used to measure the impact of bank-level credit to the government on bank-level credit to the private sector. Findings- At the macro level, the results show that bank credit to the government (bank holdings of government securities) has a significant and negative impact of bank credit to the private sector. At the micro level, the results also show that bank-level lending to the government does affect (negatively) their credit to the private sector. Conclusion- The results of this paper are not encouraging. Indeed, they indicate that public debt impedes credit to the private sector. The government should look at the status of its public finance and work on reducing its borrowing. In addition, the government should look at the viability of establishing a secondary market for its issued securities. The Impact of Administrative Control Authorities on Sustainable Development in Jordanian Legislation: What are the Challenges Facing Administrative Control Authorities in Achieving Sustainable Development?

Objective: The objectives of the research are to analyze the administrative control authorities and the powers possessed by the administrative and monitoring bodies in Jordan. This is in order to understand how these powers are used to ensure sustainable development, to analyze and evaluate the impact achieved by the administrative control authorities on sustainable development in Jordan, and the Jordanian legislation related to the administrative control authorities and how it affects sustainable development. This will be done by pointing out the strengths and drawbacks of the current legislation and suggesting possible improvements.
 
 Method: The methodology of this research is to review the literature and previous studies related to the impact of administrative control authorities on sustainable development in Jordan. It is also to analyze laws and legislations related to administrative control authorities in Jordan, evaluate their effectiveness, and conduct interviews with experts and officials who are related to administrative control and sustainable development in Jordan.
 
 Results: From the results of the research, it can be inferred that there is a positive impact of the administrative control authorities on sustainable development in Jordanian legislation, as they contribute to achieving social, environmental and economic justice. In order to enhance the impact of the administrative control authorities on sustainable development, it is necessary to improve the coordination of efforts between the concerned authorities, raise awareness about the importance of sustainable development, identify the negative aspects of the current Jordanian legislation and recommend amendments to improve the administrative control authorities.

The Effect of Sustainable Entrepreneurship on Economic Development in Jordan: The Mediating Role of Environmental Performances

This study examines how Jordan's economic development is impacted by sustainable entrepreneurship (SE), with an emphasis on the mediating function of environmental performances (EP). To be more precise, we look at how Jordanian entrepreneurs' entrepreneurial leadership, culture, and mentality support SE and ultimately impact economic development through EP. We use data gathered from a sample of 250 Jordanian entrepreneurs to evaluate our assumptions using a Partial Least Squares Structural Equation Modelling technique. According to our research, SE significantly and favourably influences EP, which in turn mediates the relationship between SE and economic development. Furthermore, the findings demonstrate that Jordanian entrepreneurs' entrepreneurial leadership, culture, and mentality all have a favourable impact on SE. Policymakers, business owners, and other stakeholders interested in advancing sustainable economic development in Jordan should take note of these results. Our research emphasises how critical it is to create an entrepreneurial ecosystem that supports entrepreneurs' sustainable leadership, culture, and way of thinking. Furthermore, our results imply that Jordan's economic development may benefit from initiatives to enhance EP, offering policymakers a possible way to encourage sustainable entrepreneurship. Overall, by analysing EP's mediating role in the relationship between SE and economic development, this study adds to the body of knowledge on sustainable entrepreneurship and offers insightful information to practitioners and policymakers who wish to support sustainable economic development in Jordan.

HR’s hands are tied! Perceptions of the role of HR departments in Jordanian organisations

PurposeThe aim of this study is to explore employees’ perceptions of the role of human resources (HR) departments in Jordanian organisations and the reasons behind these perceptions.Design/methodology/approachSemi-structured interviews were conducted with 23 employees who work at different organisations in various industrial sectors in Jordan.FindingsEmployees perceive HR roles as: providing transactional services (traditional); working as business partners to facilitate other departments’ roles (limited). Perceptions of HR professionals and the role of HR departments were generally negative, due to: societal-cultural norms and stereotypes of HR departments and HR professionals; the role of Wasta (a localised form of favouritism) in affecting HR practices; employees’ personal experiences with HR departments and HR professionals at their workplace; and the non-availability of human resources management (HRM) degrees in Jordan.Originality/valueLimited research has explored varying perceptions about HR departments and their impacts on business contexts in emerging markets, including Jordan. This research is unique as it identifies the reasons behind common misconceptions of HR roles in Jordanian organisations. It extends beyond existing literature by integrating employees’ perceptions of the role of the HR departments to understand the consequences for HR practices’ operational effectiveness. It also pioneers consideration of societal culture in shaping these perceptions, which helps us build theories for future testing and generalisation purposes in other contexts with cultural commonalities. This study also highlights the current state of HRM development in Jordan, which helps in setting the agenda for future research in the country and the Middle East and North Africa region.

Subtracting Development through the Production of Il/legality of Young Refugees in Jordan and Lebanon

Abstract This article analyses the production of legality and illegality of refugees and how it is experienced, negotiated, and shape young Palestinian and Syrian refugees’ possibilities for development in Jordan and Lebanon. In the two countries, refugees’ legal and illegal statuses are produced in the interaction between national and international security- and economic interests. This article discusses the meanings of development associated with protracted displacement. Despite increased emphasis on moving from a humanitarian approach towards development in long-term refugee situations, the experiences of young refugees in Lebanon and Jordan show that the production of legal status hampers the potential for development. This article analyses young people’s experience of their legal status by addressing the labour of staying legal, the experience of moving in and out of legality and its impact on education and employment. The analysis shows how the production of (il)legality is a subtracting process that leads to debilitation and constrained agency rather than development. In conclusion, this article thus reflects on the problem of using the development discourse with a humanitarian lens and the need for more critical discussion on the meaning of development in protracted displacement.

Application of Using the Activity-Based Costing System on Product Development in Jordan’s Manufacturing Listed Manufacturing Firms

Purpose: The aim of this research was to examine how the Activity-Based Costing system (ABC) affected product development in Jordanian manufacturing public shareholding companies. Design/methodology/approach: According to the monthly statistical bulletin of the Amman Stock Exchange and the Securities Depository Center, the study population for the year 2022 included (56) Jordanian industrial firms. The questionnaire was distributed to the financial manager, production manager, sales manager, and accountant. In comparison to the total number of circulated questionnaires, (132) were authorized for statistical analysis. Regression analysis and correlation were used to analyze the data and extract results related to the statistical methods used in the study, namely, descriptive statistics, Cronbach's alpha equation, Pearson's correlation coefficient, and linear regression analysis. Findings: The study revealed that there is a connection between the ABC system and product development in Jordanian industrial companies, where this approach contributes to the improvement and development of products by tracking the stages of production since its inception and concentrating on activities that add value to the company and eliminating activities that do not add any value, naturally improving the competitive position of the company. Research Practical implications: Hence, one of this study's main findings suggests developing strategies for methodically and practically gathering comprehensive data on the company's operations. The study advised that Jordan's industrial public shareholding companies stay up with recent advancements in the field of activity-based costing. Originality/value: This study recommends that for the company to stay up with the acceleration in advancement in the areas of activity costs and the employment of latent capabilities for the company's advantage, the study also recommended that the company train its employees to develop their capabilities to serve its strategies. As the findings also reveal that most of the manufacturing firms in Jordan have the infrastructure to adopt and implement the ABC system.

The Role of University Campus Locations in the City Urban Growth: the Case of German Jordanian University in Madaba

Although there are many studies related to Madaba at an urban scale, there is no study for the examination of the relationship between university campus locations at the edges and the urban growth of Madaba in Jordan. This study is the first study investigating the impact of university campuses on the urban growth of Madaba, including a set of critical urban issues involved in the development of the city of Madaba. Due to the rapid urban sprawl of Madaba city, there is an increase in population flow towards the outer suburb of the city which includes the university campus and inequity in the distribution of services in these areas. This increases the urban intensification in the city suburbs and the surrounding areas without preserving and reservation of land uses and urban activities. However, urban changes appeared at the city's edges, which helped to form new urban areas close to the university campuses. These changes gave an opportunity to attract new activities due to the existence of university campuses, which affect the urban growth of the city. Therefore, this study aims to identify the role of university campuses localized at the city edges in developing city urban growth. It focused on investigating the relationship between the university campus locations and the urban growth of the cities. This research depends on the quantitative method. The quantitative method employs statistical data analysis using GIS and a questionnaire survey. The study concludes with a series of recommendations for future decision-makers to overcome the main problems facing the urban growth of the city including university campus localizing at the edges. The study shows that the land uses in the surrounding context of the university campus changed significantly, where it could be concluded that residential (48.88% to 79.16%), commercial (3.03% to 9.56%), and service (3.28% to 5.42%) increased at the expense of agricultural use (36.13% to 4.02%). According to this change, it can be noted that there is a slight increase in the built-up areas, which was 3.30% in 1990 then became 8.30% in 2020. The outcome of this study contributes to improving the decisions made by the parties involved in urban development in Jordan when developing the surrounding context of the university campus located at the city edges.
