Concept of Smart Specialization as a Strategy for Sustainable Regional Development

The subject of this paper is a review of previous research on smart specialization as a concept which is one of the strategies for sustainable development of regions. Innovations are considered as one of the key drivers of growth. Recognition of innovation which was central point of strategy ‘Europe 2020’ where ‘smart specialization’ needs to make possible for the regions and countries pursue those industries in which they hold a comparative advantage and which have basis for further innovations. The main purpose of this paper is defining smart specialization and its role on the regional development. Analysis and comparison of the scientific literature and applications of smart specialization were used as methods for this paper. The main findings of this paper show that the basis of smart specialization are innovation, knowledge and research which are pillars of smart, sustainable development. Smart specialization means identifying the unique characteristics and potential of each country and region, with the aim of achieving competitive advantages and excellence. It also includes strengthening regional innovation systems, increasing knowledge exchange and spillover the benefits of innovation throughout the regional economy. By comparison method of the scientific literature this paper will contribute to the development of theoretical background of smart specialization as a strategic concept formed by a group of European Union experts with the aim of reducing the gap in competitiveness between the European Union and the United States, which arises from the lower economic and technological specialization of European countries, especially at the regional level. Also it will promote smart specialization as a concept that can contribute to strengthening regional innovation policy and regional development.

Evaluation of Mechanisms’ Effectiveness of State Regulation of Innovative Activity

Main problem: Rapidly changing trends in development of economies of countries require a rational approach to state regulation of innovative activity and investments directed to organization of real sector of the economy. At the same time, for analysis of modern state policy in the system of innovative development, it is necessary to assess the effectiveness of state regulation mechanisms of innovative activity in the economy of the Republic of Kazakhstan. Purpose: to assess mechanisms of state regulation of innovative activity in the Republic of Kazakhstan in the global competitiveness system. Methods: synthesis, content analysis, accommodation, monographic method, factor analysis, economic and statistical research method. Results and their significance: The assessment of the mechanisms of state regulation of innovative activity in the Republic of Kazakhstan in the global competitiveness system allowed to fully assess effectiveness of mechanisms of state regulation of innovative activity in the economy. Examining the sub-indices of international rating of the World Economic Forum for 2021-2022 in relation to 2017-2018, the authors came to conclusion that in Kazakhstan today there is the decrease in all the sub-indices of rating and their factors (“basic requirements” and “business complexity”), with exception of “innovation” sub-index. This sub-index was significantly reduced due to a sharp deterioration in macroeconomic environment, which is directly related, according to the authors, to significant losses in oil export revenues. This, in turn, affected the deterioration of the state budget indicators. The article pays special attention to place and role of state regulation of innovative activity in the socio-economic policy of the country. Organizational and methodological problems in development and implementation of innovative policy in the Republic of Kazakhstan are researched in detail, which makes it necessary to solve them in order to achieve the effectiveness of innovative policy at the regional and national levels.

Trans-Disciplinary Communication for Policy Making: A Reflective Activity Study

This paper reports on a workshop conducted at the NSF's 2023 Eddie Bernice Johnson, INCLUDES National Network Convening: Sustaining Equity-Driven Systems Change, held in Washington, DC, from August 2-4, 2023. Titled "Enhancing Inclusivity through Expertise Sharing: A Reflective Group Activity on Effective Policy Development," the workshop employed Trans-Disciplinary Communication (TDC) as a methodological framework. Participants represented a cross-section of academia, nonprofits, federal agencies, and the general public, focusing on STEM Education, diversity, equity, and inclusion (DEI), and traditionally underrepresented groups (TUG). The paper delineates the protocol for eliciting robust participation and facilitating knowledge sharing. Subsequently, it scrutinizes the outcomes of these interactive discussions, culminating in an analysis of the broader implications of the activity. A significant finding emphasizes the pressing need for greater dissemination and divulgation by successful programs. A pivotal question underpinning this study is: How can Trans-Disciplinary Communication (TDC) be operationalized to foster equitable and innovative policy development in STEM fields? This inquiry fosters actionable steps and constructive dialogue toward achieving equity-driven systems change.

INNOVATIVE ASPECTS OF THE ECONOMIC DEVELOPMENT OF SMES: EXPERIENCE OF THE EU AND UKRAINE

Innovations and their use in the competitive struggle, both at the level of national economies and at the level of enterprises, are undoubtedly becoming the main driver of development in modern conditions. This goal can only be achieved through a profound technological re-equipment of scientific, technical and productive potential, which requires an intensification of investment activity in the economy. The latter is a necessary condition for ensuring sustainable growth and strengthening the competitive advantages of national economies in global markets through their modernisation and technical reconstruction. That is why, at the present stage, the only way to develop the world economy to meet the global challenges and increase the level of international competitiveness is to create an innovation and investment economy. However, many factors hinder such development in European countries, and certainly in Ukraine. It is particularly difficult to implement innovations in the small and medium-sized business sector. The reasons for this gap include the low interest of the financial sector and large companies in financing small and microenterprises, underdeveloped mechanisms for cross-sectoral capital flows, and weak levers to stimulate the introduction of high-technology, high-cost innovations for small and microenterprises. As a result, innovation does not become a means of enhancing the competitiveness of the economy. The purpose of the article is to summarise theoretical approaches and practical aspects of determining methods and instruments of regulation of economic development of innovations in the sector of small and microbusinesses in Ukraine. The article is also aimed at a comparative analysis of foreign experience of state regulation of modernisation transformations in the economy on an innovative basis and at making proposals for their implementation in Ukraine. This study uses the methodology of interdisciplinary science. The theoretical underpinning is based on the content analysis of research by scholars from different countries, the integration of interdisciplinary knowledge and the integration of heterogeneous characteristics into one system. This has allowed certain results to be formulated, substantiated and conclusions to be drawn. In particular, the comparative analysis of the development of innovation in SMEs, the identification of trends in the development of small and microenterprises in Ukraine under martial law, the determination of the role of innovation in the post-war economic recovery of Ukraine, and the consideration of methods of regulating the implementation of innovation in SMEs in the EU. The global paradigm of the European Union's "new innovation perspective" is that by implementing active policies to promote innovation and new knowledge, EU member states are contributing to the fact that regional policy, which used to be redistributive in nature, is increasingly taking on the features of a structural innovation policy. The synergistic effect is achieved by combining the member states' own national innovation strategies and their participation in supranational, pan-European innovation programmes. At the same time, a feature of recent years is that the EU supranational institutions prefer to assist regions not through direct funding, but by motivating the development of their innovation infrastructure as part of the development of innovation policy. The development of innovative activities should become a tool for strengthening cooperation with other countries and Ukraine's entry into the global innovation community. Participation in international innovation programmes, projects and conferences will facilitate the exchange of experience and technologies between countries, as well as attract foreign investors to Ukraine. Cooperation between the state, business and research institutions will be the basis for creating an innovative ecosystem in Ukraine. Efficient use of national resources and potential, attraction of talented professionals and start-ups, which will contribute to economic development and improve living standards, will ensure the creation of a favourable environment for innovation activities of small and microbusinesses.

Through the Eyes of Attackers: A Comprehensive Analysis of Cybersecurity Strategies in International Relations

Through a comprehensive assessment of attack avenues, techniques, and the motivations driving attackers, this analysis brings to light the complicated interaction between cybersecurity, global politics, and the stability of nations. By anticipating emerging trends in cyber threats and delving into regional perspectives, this study offers a forward-focused outlook on the challenges and possibilities that lie on the horizon. Ultimately, this research emphasizes the pressing requirement for international collaboration, innovative policy development, and proactive measures to navigate the complex terrain of offensive cyber tactics and to ensure the preservation of the future landscape of international relations.

Uzbekistan - a country of innovations?

The Global Innovation Index 2022 ranks the Republic of Uzbekistan among the top three economies in Central and South Asia. The country has been active in introducing innovations in various fields, from road transport technologies to biotechnology. The relevant programmes and resolutions of the President of the Republic of Uzbekistan have been adopted. The Republic of Uzbekistan is becoming an increasingly attractive destination for foreign investment. The country has a strong potential and abundant resources, both natural and human. By pursuing a consistent policy, the Republic of Uzbekistan is gradually beginning to assert itself on the world stage, and is striving to become a leader in Central Asia. Thus, the consideration of new projects carried out within the framework of innovation policy is relevant. The aim of the presented paper is to identify main innovation policy development trends in the Republic of Uzbekistan. To analyze the innovation policy of the Republic of Uzbekistan, the authors considered the Decree of the President of the Republic of Uzbekistan coordinating the activities of the Ministry of Innovation Development, the New Uzbekistan Development Strategy for 2022-2026, as well as local and Russian experts’ assessments. The research literature, mass media sources, public opinion polls and statistical data, as well as the legal framework were studied. In this paper a diagnosis of the Ministry of Innovative Development of the Republic of Uzbekistan has been made, and the key tasks and directions of the country’s reforms in this area have been identified. The main projects, which attract significant investments and introduce new technologies and personnel, are described. The author’s position is as follows: the government of the Republic of Uzbekistan is struggling with the problems that hinder innovation reforms, as well as actively developing cooperation with foreign countries, international organizations and attracts the investments of private investors.

"Collapsing into Darkness": An Exploratory Qualitative Thematic Analysis of the Experience of Workplace Reintegration among Nurses with Operational Stress Injuries.

Nurses are engaged in an unpredictable and dynamic work environment where they are exposed to events that may cause or contribute to physical and/or psychological injuries. Operational stress injury (OSI) may lead to an extended time away from work or nurses leaving the profession altogether. A deliberate focus on the workplace reintegration phase of the mental health recovery process may lead to the increased retention of nurses in their profession. Prior to the creation and implementation of potential solutions to address workplace reintegration, it is imperative to explore the experiences and perceptions of nurses affected by OSI. This qualitative study aims to investigate the experiences and perceptions of nurses (N = 7) employed within a Canadian provincial healthcare system who have attempted workplace reintegration after being off of work with an OSI. Nurses were recruited via social media, unit emails, and word of mouth. Data were collected through recorded semi-structured interviews conducted over videoconferencing. Once transcribed, the data were thematically analyzed using an inductive approach. The resulting themes included (1) heroes to zeros, (2) changing the status quo, (3) connection is key, and (4) post-traumatic growth: advocacy and altruism. Study participants indicated both that nursing culture and a cumulation of events contributed to a need for a leave of absence from work and that a formalized process was desired by nurses to assist in returning to work. The development, implementation, and exploration of innovative policies, procedures, and initiatives to bridge the gap from clinical interventions to workplace reintegration are needed for nurses experiencing OSI. Further research is also needed regarding mental health impacts and appropriate resources to support nurses in their workplace reintegration process after experiencing psychological and/or physical injury.

The concept of quantitative accounting of factors of reduction of long-term accounts receivable cost

Aim. To propose the concept of quantitative accounting of factors of long-term receivables cost reduction and to develop a methodical approach to the realization of the mentioned concept.Tasks. To identify the factors of cumulative decrease in the value of long-term receivables. To propose a methodology of its quantitative assessment for each of the factors. To study the sensitivity of cumulative decrease in the value of long-term receivables to changes in each of the factors.Methods. The research utilized a systematic approach to identifying and assessing the factors of long-term receivables cost reduction. The methods of factor and correlation-regression analysis, as well as analytical dependencies determining quantitative estimates of individual factors were applied.Results. The concept on quantitative accounting of factors of receivables value decrease in the framework of the cumulative reduction factor φ methodology is proposed, where the generalized formula of its decomposition by four factors is given. In the study, the factors of receivables value reduction factors involved in the formula are digitized in terms of the impact on the value of receivables of each of them. In determining the factors K1 and K3, a five-factor regression equation and a two-factor regression equation are constructed respectively. The obtained results can be applied in the concept of development and realization of innovation policy of the enterprise. Two variants of calculation of the K2 factor, which give a quantitative assessment of debt obligations security, are proposed. The formula for calculating the factor K4, which reflects the cost of attracted short-term credit resources to cover cash gaps resulting from accounts receivable, is proposed. As a result of quantitative assessment of influence factors, the formula for calculating the determination of the value of receivables is derived, the application of which will provide a fair result of market value assessment, which will ensure the most effective management of long-term receivables in conditions of economic instability.Conclusions. Qualitative accounting of factors of decrease in the value of long-term receivables necessitates the use of a methodical approach for their quantitative assessment. Practical application of the proposed approach will give the most reliable result of determining the market value of accounts receivable, which, in turn, will allow market participants to improve the efficiency of asset management of the enterprise.

Evaluation of the Impact of Using Technology in Physical Education Learning at Serambi Mekkah University

This research aims to evaluate the impact of using technology in Physical Education learning in the Serambi Mekkah University environment. To integrate technology in the Physical Education curriculum, this research identifies its potential impact on student participation, achievement of learning outcomes, and improvement of physical well-being. The research method involved a literature review to detail the theoretical foundation, a needs analysis to understand the status of the Physical Education program at the university, and the implementation of technology-based interventions in learning. This research makes a significant contribution to the understanding of the effectiveness of applying technology to improve Physical Education learning, especially in the context of Serambi Mekkah University. Data collected through surveys, interviews and observations will be analyzed comprehensively to evaluate the effectiveness of the technology integration. It is hoped that the results of this research can provide valuable insight for the development of better learning policies and practices in supporting physical education, health, and recreation in higher education environments. Through an in-depth understanding of the impact of using technology in Physical Education learning, it is hoped that this research can provide concrete and effective recommendations for improving the quality of physical education at Serambi Mekkah University. As a higher education institution, the implementation of technology in the learning process can be the key to stimulating student engagement, increasing understanding of Physical Education concepts, and strengthening aspects of physical well-being. Therefore, it is hoped that the findings from this research will pave the way towards the development of innovative learning policies and strategies at university level, as well as stimulate further discussion about the role of technology in physical education.

О ГОСУДАРСТВЕННОЙ ПОДДЕРЖКЕ ИННОВАЦИОННОЙ ДЕЯТЕЛЬНОСТИ В CТАВРОПОЛЬСКОМ КРАЕ НА СОВРЕМЕННОМ ЭТАПЕ

Taking into account the current geopolitical situation, one of the main challenges facing the Russian Federation is ensuring technological sovereignty and import substitution, as well as accelerated development of all industries and economic growth. The development of innovation plays a key role in ensuring the country's ability to respond effectively to these challenges. At the present stage, the dynamic development of innovation activity in the country is impossible without the modernization of the state mechanism to support and stimulate these activities taking into account the actual analysis and evaluation, the definition of priority areas, goals and objectives of development. Currently, state support for innovative development, including individual sectors of the economy, is carried out at the national or regional levels in accordance with regulatory legal acts and the main documents of the country's strategic planning in the field of innovation development that require changes taking into account the current challenges faced by the country and the current economic situation. The article considers the current directions of development of the country's innovation policy, analyzes the state support for the innovation activity of the region on the example of the Stavropol Territory, identifies its strengths and weaknesses, and formulates proposals for the innovative development of the region.

Relationship between Innovation and Economic Growth in the Example of the Republic of Kazakhstan

This article examines the relationship between innovation, education and economic growth in the Republic of Kazakhstan. Many empirical studies have proved a positive relationship between innovation and economic growth, that innovation has become a major component of global economic growth. Despite the acceleration of economic growth in various countries, including Kazakhstan, the relationship between economic growth and innovation in the country remains unclear. This study examined the impact of three factors: R&D, academic staff and innovation spending on economic growth in the Republic of Kazakhstan. The identified groups of indicators of economic development consist of sub-indicators. A regression analysis was done based on statistical data from 2009 to 2021. SPSS software was used for data processing. Three pairs of hypotheses were developed. The results of the first and third groups of hypotheses are similar only in those indicators that represent the total number of participants in innovative development, whose influence on economic development becomes strong. Thus, we can conclude that there is a strong relationship between GDP and indicators of educational and innovation factors. There is a relationship between the indicators of the academic staff in R&D and all enterprises that are involved in the process of development and implementation of innovations in Kazakhstan. The proposed hypotheses were accepted. Government agencies can use the results of this study in the development of innovation policy in the country.

Ethical examination in the field of medical research: a way to protect human rights

It is indicated that the statement that the legislation of our country does not provide full protection of human rights, including when conducting biomedical research, does not require additional argumentation. Attention is focused on the fact that, despite such a large number and diversity of bioethics committees, it is worth noting that today it is not possible to state with certainty the existence of a full-fledged system of interconnected ethics committees, since the existing normative documents on their activities are of a temporary nature, and functions and tasks assigned to them are not always clearly defined. In addition, there is an opinion that attempts to bureaucratize the existing situation (establish clear departmental subordination, define vertical and horizontal connections between ethics committees) are highly undesirable. Of course, on the one hand, excessive complication and bureaucratization will not contribute to progressive development in the activities of committees, and the system that has chaotically developed today is also not satisfactory. In order to improve the current situation and establish the institutional protection of citizens’ rights in the field of health care, it is advisable to make significant changes in domesticlegislation, for which it is necessary to thoroughly analyze it, based on the identification of patterns, certain methods and systematization, which, in fact, will act as one from areas of bioethical expertise. In the most general form, the ethics committee should be a specialized structure dealing with ethical issues of medical and biological sciences, examination of research projects and examination of draft laws, development of necessary recommendations, as well as development of innovative policies in the field of health care. Such committees should consist of a number of experts and be interdisciplinary in nature.The author claims that a full-fledged legal basis for the functioning of ethics committees has not yet been created, their goals, tasks, principles of activity have not been defined. The existing committees are unsystematic entities that do not have the authority to suspend or prohibit dangerous biomedical research involving humans, which means that they do not have the ability to fully protect the rights and freedoms of subjects. Such a state of affairs contradicts the requirements of internationalstandards and cannot fully serve to achieve the goals of forming a social, democratic and legal state.

Current challenges of innovative development in industrial enterprises

The development of state policy on an innovative basis is an effective mechanism for overcoming the crisis in the war and post-war periods. With the help of innovations at an industrial enterprise, it is possible to increase labor efficiency and reduce the resource consumption of production. An effective innovation policy of the state, and especially joint actions of the state and corporate sectors of the economy, is an effective tool for combating the economic crisis. This confirms the relevance of the chosen research topic. The setting of tasks consists in determining the basic principles of the development of state policy, as well as the development of directions for the innovative activity of industrial enterprises. The purpose of the research is to determine the features of state policy on an innovative basis, taking into account the features of international experience. The main theoretical and practical aspects of the formation and improvement of state policy were reflected in the works of Y. Bazhal, V. Heyets, L. Didkivska and L. Golovko, D. Zukhba, E. Zukhba, M. Ignatushina, D. Kapturenko, S. Mocherny, V Oreshyna, D. Stechenko and others. Method or methodology of research. The article uses a set of methods and approaches of scientific research: systemic, factorial, comparative, analysis and synthesis, generalization, scientific abstraction and others. The international experience of the peculiarities of the development of state policy on an innovative basis in the countries of the European Union, Asia, the USA, etc. is summarized. The positive aspects of the development of innovation policy as a component of the state policy of economic development have been determined, taking into account modern development trends and risks that restrain their development. An important development is the development of directions of state policy on an innovative basis. The field of application of research results is socio-economic development.

Innovation-Driven Policies, Corporate Governance Structure and Total Factor Productivity in Chinese Sports Sector: Evidence from Listed Sports Firms

The sports industry, an emerging industry with low pollution and low emissions, plays an important role in the sustainable development of human society. Using 489 observations from a panel of 128 sports firms listed on the New Third Board in China from 2015 to 2020, this study investigated the effects of three different innovation-driven policies on the total factor productivity of sports firms and the moderating role of governance structure on this relationship. The results showed that high-tech enterprise tax relief was an important policy tool to promote the total factor productivity of sports enterprises, but the direct effects of government subsidies and pre-tax deduction of R&D expenses were not significant. In addition, governance structure had a positive moderating effect on the relationship between innovation-driven policies and the total factor productivity of sports firms. The positive effect of the pre-tax deduction of R&D expenses policy was more significant for sports firms with larger and more independent boards of directors. This study provides new insight into innovation policy development for the sports industry by showing that corporate governance has a significant impact on the effectiveness of innovation-driven policies. Furthermore, the findings provide practical guidance for both managers and government–industry policymakers in the sports industry.

ЕКОНОМІЧНА БЕЗПЕКА ПІДПРИЄМСТВ НА ЗАСАДАХ ФОРМУВАННЯ ІННОВАЦІЙНОЇ ПОЛІТИКИ

The influence of innovation activity and activity on their economic security is studied. On the basis of a thorough analysis of scientific research, the components of the economic security of enterprises are grouped and the expediency of stimulating the innovative development of Ukrainian enterprises in order to ensure the economic security of enterprises and the national security of Ukraine on the basis of the formation of innovation policy at the level of the State and enterprises is indicated. It is noted that the introduction of innovations in business activities It is associated not only with scientific and technological progress and increased competition in many industries, but also with the economic and political situation in the country and ensures the economic security of enterprises. The necessity of formation of innovation policy of enterprises to ensure the economic security of enterprises and the level of their competitiveness is reflected. The existence of strategic challenges related to the formation of mechanisms for the implementation of innovative products, the involvement of domestic and foreign customers of scientific and technical products in the technological modernization of industry, which will ensure the economic security of enterprises on an innovative basis, has been proved. The main groups of reasons for the development of innovation policy and implementation of innovations and the risks that affect the economic security of enterprises are grouped. Keywords. Military Experience and Individual Entrepreneurship—Imprinting Theory Perspective: Empirical Evidence From China

Military experience, as a special early experience exerts a very profound impact on individual decision making. This paper investigates the impact of military experience on male labor force entrepreneurial choices and its underlying mechanisms, using the 2014 to 2016 China Labor-force Dynamics Survey data. It is found that military experience significantly reduces the probability of individual entrepreneurship. The analysis of the influence mechanism shows that military experience inhibits survival entrepreneurship mainly by increasing employment opportunities in state-owned units, increasing the probability of becoming a member of the Communist Party of China(CPC), and accumulating human capital. This paper also finds that the inhibitory effect of military experience on individual entrepreneurship varies across household registration groups and is more significant for laborers with non-agricultural household. This paper not only reveals the impact of the military experience on individual entrepreneurship choices, but also provides empirical evidence for the development of innovation and entrepreneurship policies in emerging economies.

Reframing innovation: A case of split personality

The meaning and definition of innovation are vague and multi-faceted, measured by a combination of 81 variables by the Global Innovation Index—GII, challenging policy makers in the conception of appropriate economic development strategies. Based on extensive research on the relationships between the variables, this study presents and tests a simple analytical model that considers innovation as two separate and not necessarily connected themes: the creation of knowledge and the concrete implementation of innovation activities (endogenous variables), each influenced by separate ecosystem factors: “innovation initiators” and enabling factors (exogenous variables). This model facilitates the analysis of the question to which extent an innovation process requires policy measures oriented to knowledge creation.The relationships were tested by conducting regression analysis with data on 81 variables across 132 economies based on the GII for 2021. The results supported the viability of the model. An important finding was the relatively low impact of knowledge creation on innovative outputs within the country (such as the production of new products), whereas the focus was mostly on the export of knowledge (as measured by intellectual property receipts). Another finding was the importance of the technology absorption capacity and availability of local skills for a country’s innovative business activity, independent of pure knowledge creation activity.The model has implications for the development of innovation policies under specific conditions in an economy. Prevailing ecosystem exogenous conditions and the potential for changes within them may lead to the optimization of innovation activity by focusing on technological advancement, which need not be conducive to new production (contrary to prevailing beliefs). Conditions in other economies or regions may justify policies focused on the development of innovative products or creation of new organizational models rather than on support for technological startups.

Отраслевая инновационная политика как совокупность стратегических инструментов и механизмов инновационного развития

The article considers methodical approaches to the development and implementation of innovation policy in Russia. It introduces an analysis of the current state of domestic sectoral innovation policy, its regulatory and legal framework, levels, institutions, criteria, and performance indicators. The author believes that the low innovation activity of economic agents in Russia is caused by the poor theory and methodology of innovation policy, which also affects the innovative potential of the domestic economy. The current sectoral mechanisms of support and implementation of innovative solutions is also ineffective. The author reviewed available publications on innovation policy and various strategic documents, as well as analyzed the foreign experience of sectoral innovation policy. The paper also contains a diachronic analysis of the innovation policy in Russia. The author developed a matrix approach to innovation policy mechanisms in terms of levels, strategic perspectives, and implementation. This simple and visual three-vector matrix provides an efficient analysis of mechanisms of sectoral innovation policy.

Instrumental analysis of the impact of economic factors on the level of a country’s economic innovativeness

The rapid development of innovative activity in Ukraine and the instability of the economic and political environment determine the relevance of studying the problems of innovative development in close connection with global and local factors of economic growth. The purpose of the research is to study the budgetary policy factors that have a dominant influence on the level of national innovative development, and their impact on the level of economic growth in order to form directions for innovation policy development based on instrumental analysis methods. The paper uses methods of econometric modeling and adaptive methods of forecasting. The constructed conceptual model includes three aggregated stages of research. The study addressed the problem of assessing the level of a country’s economic innovativeness and determining the factors affecting it; it was found that this level grows with an increase in the share of private investment, a decrease in the rate of GDP growth, an increase in the share of taxes in the budget structure, a decrease in the money supply, an increase in education and public security expenditures. The impact of the state budgetary policy was analyzed and the value of the indicator of economic growth and the level of the country’s economic innovativeness was forecasted. The practical significance of the results is that a gradual reduction in the level of the country’s economic innovativeness is possible in periods of long-term economic growth. To avoid such negative consequences, European governments should pay more attention to internal problems and external trends of innovation activity

Indigenous Peoples’ Rights and Intellectual Property: From the Knowledge Dommons to ABS Agreements (WITHDRAWN)

Intellectual property rights (IPRs) on biological resources and traditional knowledge are criticized for increasing corporate control and lacking ethical considerations for Indigenous peoples and local communities. Access and benefit sharing (ABS) agreements are considered useful policy instruments for addressing issues of bioprospecting and biopiracy by securing developing countries and Indigenous peoples’ rights on their biological resources and traditional knowledge. Building on the theory of knowledge commons, we examine the international governance regimes for access to genetic resources and the fair and equitable sharing of benefits arising from their utilization. We then investigate three case studies of bioprospecting and biopiracy in South Africa to examine the processes of designing and implementing ABS agreements in favor of Indigenous peoples. Highlighting the wide-ranging consultation that needs to take place as part of this process, our analysis of these ABS agreements provides useful insights for the development of innovation and intellectual property policies that include traditional knowledge in a spirit of social justice, economic development and biodiversity conservation and sustainable use. In doing so, we contribute to ongoing debates about IPRs impacts by establishing that IPRs can be beneficial for society when provided to Indigenous peoples for protecting their traditional knowledge. Moreover, we provide a more nuanced understanding of the knowledge commons by determining how ABS agreements promote collective forms of ownership that regenerate traditional knowledge commons in line with customary rights.
