The restructuring of the national economy, the processes of transformation taking place in it, actualize the problems of controlled vector development of complex hierarchical systems in the economy. The purpose of this study is to analyze the theoretical and methodological aspects of the development of complex hierarchical systems (CIS) in the economy in the context of unpredictability and stochasticity of the external and internal environment, as well as the uneven development of socioeconomic processes that require controlled vector development. It is the controllability of the vector development of the CIS that makes it possible to ensure the security of the processes of non-linear development of the CIS. The object of the research is the processes of non-linear development of the CIS in the conditions of unpredictability, stochasticity of the external environment and uneven development of socioeconomic processes caused by globalization transformations of the world economy. The study used general and special methods to achieve the goal and solve the tasks. The general methods include the abstract and logical method, which was used to explain the theoretical foundations of the security of the development of complex hierarchical systems, and the methods of theoretical generalization, system and behavioral-economic analysis, which helped to formulate the qualitative goals and objectives of the CIS, identify the problems of managing controlled dynamic processes, conduct a critical analysis of development concepts and find out the genesis of approaches. Special research methods include system-structural analysis, which was used for the formation, selection and implementation of hypotheses, construction of forecasts, and the system approach and methods of analysis and synthesis, which helped to identify and aggregate the qualitative characteristics of the concept of management of secured development of CIS. As a result of the application of these methods, a synergistic approach to the management of CIS processes was achieved and the problems related to stochasticity and uncertainty of the external and internal environment, uneven development of socioeconomic processes and other factors affecting the security of the development of the intellectual economy are addressed. The influence of endogenous and exogenous factors on the development of CIS is substantiated. A methodology based on process-functional management has been proposed to analyze the level of development of the CIS, which can help to increase the efficiency of the use of production resources. The conception of modeling mechanisms for the development of information security systems (ISS) based on the transformation of management processes and investment processes has been developed.

New approaches to the development of information security systems for unmanned vehicles

<span>A new approach to ensuring information security is proposed for using in the zone of direct radio visibility. The approach is based on a direct analogy between radio and optical radiation. In the latter case, information protection can be ensured by identifying the point or direction from which the signal comes; all other light sources are cut off by the observer. It is shown that a similar method of information protection can also be implemented in the radio range, which corresponds to modern trends in the development of radio holography. The simplest scheme for detecting the direction to a transmitter, identified as “friend” is presented. Its operability is demonstrated by means of simulation modeling. Ways for the further development of this approach are determined, based on the fact that modern technologies make it possible to implement distributed reception of a radio signal (to use a relatively large number of receivers), which makes it possible to implement direct analogues of such optical elements as a lens, holograms.</span>

Особливості формування системи інформаційної безпеки українських підприємств за високо динамічних умов цифровізації

The paper determines the relevance of the problem under study with regard to the development of information security systems of Ukrainian enterprises under highly dynamic conditions of digitalization. After all, in the context of the rapid development of the digital economy (its digitalization), the economic development of enterprises will increasingly depend not on material but on information resources. The aims of the study were to investigate the issues of information security of Ukrainian enterprises in the context of digitalization, to develop recommendations and proposals for solving existing problems. Issues related to ensuring the necessary (sufficient) level of economic security of enterprises and organizations are becoming increasingly relevant, as the information environment is characterized by an increasingly high level of dynamism. In the face of rapid changes due to the digitalization of the economy, domestic businesses need to timely develop systems to identify, assess, avoid or minimize potential risks and threats. The authors uses the following research methods: comparison, observation, analysis and synthesis. It is critical to form and use a digital security system by domestic enterprises in a highly dynamic economic environment. That is why the paper proposes a comprehensive system of digital security of domestic enterprises in highly dynamic economic conditions. The level of efficiency of the enterprise information security system determines the degree of achievement of the goals of digital transformation. The intensification of digital transformation processes necessitates the formation, application, and improvement of information security tools by enterprises. The practical significance of the recommendations is that the economic security of an enterprise depends on the level of information security of digital transformation. To ensure the necessary (permissible) degree of information security of digital transformation, enterprises need to take actions of the management system aimed at optimizing the management system, functions, methods of activity, management decisions, etc. through the use of information (digital) technologies.

Legal Regime of Information Owned by the National Bank of Ukraine

The article is devoted to the legal regime of information owned by the National Bank of Ukraine. The content of the concept of information is disclosed and its types are defined. The legal basis for disclosure of information owned by the National Bank of Ukraine is investigated and the aspects of protection are analyzed. Information is any information and/or data that may be stored on a physical medium or displayed electronically. The legislation defines the following types: information about an individual; information of reference and encyclopedic nature; environmental information; product information (job, service); scientific and technical information; tax information; legal information; statistical information; sociological information; other types of information. Information owned by the NBU includes information about an individual, namely information or a set of information about an individual that is identified or can be specifically identified; information about the debtor of the bank (and/or related persons); on credit operations of banks and on the status of the fulfillment of obligations under such operations, analysis and classification of loans; information on monetary and banking statistics; information on the ownership structure of banks and the composition of banking groups, bank executives. The legal bases for disclosure of this information are defined in the Laws of Ukraine “On the National Bank of Ukraine”, “On Banks and Banking”, “On Access to Public Information”, Regulations on the Credit Registry of the National Bank of Ukraine, etc. The regulation on the organization of information security measures in the banking system of Ukraine defines the following principles of information protection: the approach to information security should be systematic (comprehensive); the process of improvement and development of information security must be continuous and carried out by substantiation and implementation of rational means, methods, measures using the best international experience; safeguards against real and potential threats to the information security of the bank should be timely and adequate; ensuring the proper level of information security of the bank is impossible without the support and control of the bank’s executives; sustainable development of information security systems is only possible if resources, including financial resources, are sufficient. The features of information protection in banking systems are set by the National Bank. The structure of the process and the model for the formation of strategy and a program of innovative development of the information security system in the transport sector are considered.

The Security of Socio-Technical Systems

The paper deals with the problem of information security of socio-technical systems when developing online applications. The structure of the socio-technical system, its subsystems and the stages of protection the information of such a system are described. The application of the socio-technical approach, its advantages and disadvantages are also studied. The material presented in the paper reveals the approach aimed at improving the efficiency in the development of online applications through the use of social engineering method. The positive factor is the use of feedback by users able to significantly improve existing systems, to reduce the risk of failure of the user from the operation of the remote systems associated with the lack of ease of use and unreliable protection of their personal data. To achieve this goal, we should identify the factors that affect the user’s behavior, as well as prevent users from performing unwanted actions. The creation of an information security system in online applications should help to neutralize the factors that encourage users to use tools to bypass or ignore information security mechanisms. Therefore, the use of social engineering approach in the development of information security systems will contribute to the goal of creating safe and usable applications.

THE ROLE AND PLACE OF INFORMATION PROTECTION IN THE PROGRAM OF TRAINING OF IT-SPECIALISTS

This article discusses the importance of issues related to the protection of information in the preparation of modern information technology specialists. Notes the importance of studying IT-specialists of this perspective and the need for an integrated approach to the selection and/or development of information security systems. Define the content of training programs on information security, as well as the amount of knowledge in the field of mathematics and information technologies needed for the development of this program. Formulated requirements to the results of development of the program and noted the need to include the protection of information in coursework and final qualifying work.

Relevance of research and development of information security systems of territorial - distributed automated process control systems
