Integrating elements of innovative development of the region’s industrial complex into the overall management concept

Relevance. The modern development of science, technology, technology, digitalization of the economic space and the widespread introduction of IT solutions into business practice actualizes the topic of managing innovative development. At the same time, a priority in the strategic perspective and important in the tactical period is the innovative development of the industrial complex of regions that contribute to the development of Russian society and the state as a whole. This circumstance predetermined the choice of the topic of scientific research. At the same time, the issue of identifying elements of innovative development of the industrial complex of the region, as well as their integration into the overall management concept, remains important and insufficiently studied.Purpose. The main purpose of the study is to highlight the elements of innovative development of the regional industrial complex and their integration into the overall management concept.The objectives of the study are to substantiate the relevance of the problem being solved; studying the views of different scientists on the issues of identifying the main elements of innovative development of the industrial complex of the region; substantiation of the author's position regarding the key elements of innovative development of the industrial complex of the region; visualization of the author's idea of integrating key elements of innovative development of the region's industrial complex into one's own vision of the concept of managing the innovative development of the region's industrial complex.Methodology. The research methods were analysis and synthesis, induction and deduction, comparison, juxtaposition and generalization of scientific approaches, methods of visualization and presentation of the results of the author's research.The results of the study are presented by visualization of the author's justification for integrating key elements of the innovative development of the regional industrial complex into his own vision of the concept of managing the innovative development of the regional industrial complex.Conclusions. The findings contain a conclusion about the author's vision of integrating elements of innovative development of the region's industrial complex into the overall management concept.

Relevance. Innovative development is currently an integral part of any organization, city, country and the world as a whole. Innovative development determines the potential and ability to achieve a goal through the use of new technologies The modern world is a dynamic system at the stage of globalization associated with the expansion of international integration and the creation of regional integration associations. The modern economic paradigm, as the main instrument of systems, is exposed to the danger of wasteful consumption of resources caused by market competition. The concept of sustainable development of socio-economic systems is a new paradigm, the main content of which is a global unregulated economy and the need to find comprehensive solutions to achieve the goals of social, economic and environmental development. Thus, managing the innovative development of the regional industrial complex is a pressing issue, the study of which should begin with consideration of theoretical aspects. The purpose of the study is to study the theoretical aspects of managing the innovative development of the regional industrial complex. The objectives of the scientific article are to reflect the research ideas of Russian and foreign authors regarding the basic concepts that reveal the topic of research, such as “innovative development”, “industrial complex”; approaches to the composition of the structure of the industrial complex of the region are considered. Methodology. The research methodology includes the use of methods of comparative analysis of the points of view of scientists of Russian and foreign science, analysis and synthesis. The results of the study are presented by a comparative analysis of theoretical views on the main scientific categories of management of innovative development of the regional industrial complex, such as “innovative development”, “industrial complex”, the structure of the regional industrial complex. Conclusions. A theoretical study of managing the innovative development of the industrial complex of the region was carried out in the context of a discussion between representatives of Russian and foreign science, substantiating the author's concept of managing the innovative development of the industrial complex of the region.

Principles and tools for ensuring integrated sustainable development of the industrial complex of the Russian Federation

The importance of studying the problems related to the sustainable development and functioning of the Russian industrial complex comes from a large number of reasons, not only economic, but also political, social, environmental and others. They, in turn, are based on new management paradigms associated with networking and increasing the adaptability of macro and microsystems necessary to adapt to new conditions and continuously changing factors of the external and internal environment, which include innovative technologies, digitalization, general technological progress, as well as general economic instability. The concept of sustainability in this case is the most important criterion reflecting stability, continuity, as well as providing a significant share of the efficiency of the production and economic system. An integrated approach to its study in the context of sustainable development is based on the duality of the state of the system: stable and unstable. In a general sense, stability describes such a state of the studied object that ensures the immutability of its main indicators and properties over time. The state of instability, on the contrary, is described as the lack of an object's ability to realize its functions and capabilities, the loss of positive properties and characteristics due to negative exo- and endogenous effects. Proceeding from the fact that the process of functioning of the production and economic system is always associated with a large number of risk factors, it becomes necessary to determine the critical point the point of no return, after the fall of the characteristics of the system, to which its change begins, splitting into components and transformation into another. Thus, an integrated approach makes it possible to determine in a timely manner the cause-and-effect relationships between the stable and unstable state of the system and its current characteristics, but at the same time questions remain related to the possibilities and prerequisites for the transition of the system to one of these states.

This study examines the impact of various development projects, such as housing complex development projects and industrial complex development projects, on changes in urban characteristics through time series analysis and statistical analysis for each item of land use plan that determines the urban spatial structure in developing a city. By selecting two geographically adjacent cities as the research subjects, a comparative analysis of the industrial structure change in the process of urban development was possible. Through a comparative analysis of the two cities, the effect of land use planning items that determine the urban space structure on population growth and the increase in the number of industrial workers differs depending on the urban characteristics, and the effect of the gravity model theory of population movement also influences the increase and development of industrial workers. It was derived as a result of the study that it appears. It was confirmed that two cities with different characteristics as a production city and a consumption city within the same living area grow in a mutually complementary relationship as their competitive areas in the industrial field develop more specialized.

Non-usage of land: causes and solutions

The article discusses the issues related to the problem of non-usage of agricultural land. In modern conditions of the agro–industrial complex development in the country, the restoration of unused lands can increase land potential of agriculture. The reasons and classification of the non-usage of land are carried out in this paper. The authors consider the basic requirements for solving the problem.

1. CONTENTS (1) RESEARCH OBJECTIVES In this study, the necessity and the cost saving effect of preemptive land stockpiling were evaluated for road construction and land development projects..
 (2) RESEARCH METHOD This study conducted a qualitative survey on the operation of land banks in Korea and an empirical analysis on the difference between the unit cost of land compensation and the change in land price of surrounding areas during project period. For 5 land development projects and 10 road construction projects, the actual land compensation cost expenditures were compared with the estimated costs assuming lump-sum compensation at the initial point of time.
 (3) RESEARCH FINDINGS Since the correlation between the published price of land and the unit cost of land compensation, which are changing anually, was unclear in land development projects, the expendture patterns of purchasing land hardly justify the cost-saving effect of preemptive lump-sum compensation. However, in road construction projects, the annual variations in unit cost of land compensation showed similar patterns to the increase in published land price.
 2. RESULTS The land stockpiling by land bank is a policy tool to promote public projects such as road construction and industrial complex development quickly by securing land in advance and saving costs. The result showed that, in 10 road construction projects, about 6.8% of land compensation costs can be reduced by assuming lump-sum land purchase in early stages by the Land Bank, while we cannot expect these cost-saving effects in land development projects. It seems that the lump-sum compensation method for stockpiling land is relatively effective in road construction projects, rather than in land development projects, considering the land price increase invoked by development projects. In land development projects, with a proper division of sub-areas to be purchased stepwise, even sequential compensation can be appropriate.

The systemic resource constraints of global trade processes that emerged in the early 21st century have determined the need to increase the efficiency of managing key components of the national economy, one of which is the industrial complex. The efficiency of management is determined by an analytical basis, which, in turn, must reflect the multidimensionality of the object's properties, which is not fully possible using traditional approaches to analysis. The aim of this study is to develop a toolkit for analyzing the sustainability of the industrial complex's development based on a fuzzy multiple approach. The developed fuzzy multiple model was tested within the industrial complex of the Republic of Karelia and demonstrated its analytical significance.

Paying the Price for Privatization: Prison Food in the Era of Mass Incarceration

This essay discusses the development of the prison food industrial complex (PFIC) within the US carceral state. The PFIC is made up of politically connected food services companies and commissary companies (correctional food vendors) contracted by local and state governments to provision correctional facilities; private equity firms also increasingly have a stake in prison food companies. The PFIC developed in the 1980s, when local and state governments increasingly looked to privatizing prison services as solutions to budget crises and the management of unprecedentedly large numbers of people cycling through jails and prisons amid “tough on crime” policies of the late twentieth century. As this essay argues, the emergence of the PFIC has exacted costs on a host of groups, including smaller food producers, unionized public-sector workers, and incarcerated people and their loved ones, while also constituting an overlooked dimension of the ways the US food system disproportionately harms communities of color. In drawing attention to the consequences of the PFIC, this essay seeks to provide new insight into neoliberal reforms of the US carceral state during the mass incarceration era.

Assessment of the effectiveness of management of innovative development institutions at the meso level

The purpose of the study is to identify the specifics of the management of technological platforms, in particular, in the light and textile industries, and to evaluate the effectiveness of innovation development institutions' functioning at the meso level. The methodological basis of the study was modern scientific approaches to aevaluating the effectiveness of innovation development institutions' functioning, evaluating the effectiveness of technology platform management systems: descriptions, structural-functional and system analysis, cause-and-effect relationships, cluster and factor analysis. To achieve this goal, a simulation of evaluating the effectiveness of technological platforms has been carried out, because of which 3 types of Russian platforms were revealed, the management of the development of which requires a differentiated approach. Since the technological platform “Textile and Light Industry” occupies a leading position in the rating of Russian technological platforms, the industry development's dynamics, allowing to evaluate the impact of communication platform functioning on Russian industrial complex development, was studied. To assess the effectiveness, it was planned to form a comprehensive indicator of of light industry development based on the results of factor analysis (by the method of principal components). It has concluded that the creation and development of a technological digital environment contribute to the effective interaction between various sectors of the economy and market entities, which is based on regulatory and legal regulation, ensuring information security, developing innovative infrastructure, providing highly qualified personnel in the industry.

Cluster entity development challenges and possible solutions

For the modern economy of Russia, the problem of the development of the country's industrial complex is acute. An analysis of industrial development trends shows that despite the implementation of import substitution programs, industry has not become the dominant sector in the country's GDP structure, development trends are slowing down, new innovative enterprises and jobs appear in a single quantity. The country's industry is characterized by new institutional formations clusters. Cluster entities can be innovative-territorial, industrial and other. Cluster education is an association of industrial enterprises, scientific and educational structures, as well as other actors whose results participate in the formation of the finished product. Thus, the study of the problems of the development of cluster formations is one of the important tasks in determining the weaknesses, strengths, and directions for the development of the country's industry.

Concept of Innovation-Driven Development of Regional Industrial Complex

The paper discusses the concept of innovation-driven development of a regional industrial complex in the transition to an innovation economy, based on the criterion of alignment between production operations and innovation activities. The methods of concept formulation are determined, as well as their relation to the methods of innovation-driven development of socioeconomic systems. Major elements of the concept and its relation to the development strategy of the analysed complex are outlined. The objectives and principles are described in detail, as well as the performance indicators of innovation-driven development of the industrial complex in their interrelation with the functions of the modern innovation market development.

A study on approaches to the interpretation of concepts of industrial complex and integrated structure of industry

Subject. The article investigates the essence and salient features within the study of the industrial complex and integrated industrial structure categories. Objectives. The purpose is to research and develop definitions, study approaches to the industrial complex category, and underpin my unique interpretation. Methods. The study applies methods of analysis and synthesis, the systematization, formalization, and comparative analysis approach. Theoretical and methodological provisions contained in the works on industry development by domestic and foreign scientists, and legal documents, serve as the basis of the study. Results. I offer my interpretation of an industrial complex, as a challenging structure, represented by industrial enterprises and characterized by the stability of production cooperation chains, close interrelation of industry and regional specialization, providing for the digital transformation of industry, and subject to the environmental component. The paper identifies key properties of industrial complex, offers a classification by industry specifics, localization, diversification, and the level of State participation. Conclusions. The findings may be used as an element of theoretical basis to support management decisions on industrial complex development.

Developing the industrial complex in Russia in conditions of transition to the digital economy

Subject. The article addresses the transition of industry to the digital economy. It is extremely urgent, as the industrial complex is systemically important. Objectives. I consider the most important trends affecting the balanced and efficient functioning of the industrial complex. The aim is to assess and highlight barriers to its development in the digital environment, to devise comprehensive methodological tools to assess the level of industrial complex in the digital economy. Methods. The modules of diversification indicators are used as methodological tools for evaluating the industrial complex. The integral indicator of industrial complex development is calculated, using an additive model, and the distribution of intervals is specified, using the Sturges' rule. Results. In the industry, current trends in the digital economy dictate the need to improve innovative programs, introduce smart technologies to production processes. However, despite the activation of transformational processes of business models of industrial complexes engaged in manufacturing, the specifics of the technical base does not enable to move to digital technologies at the proper level, due to low adaptability. Conclusions. Using the considered methodological tools in practice will improve the reasonability of measures for introducing digital technologies, and, accordingly, enhance the efficiency of economic development of the industrial complex. The paper reveals the role of digitalization in improving the competitiveness of industries. It observes an increase in digital activity of the oil and gas industry.

Necessity and problems of formation of mechanisms of environmental and economic development of the regional industrial complex

The paper assesses the rationality of creating mechanisms for state regulation of investment activities at the level of regional government, in particular using the example of the Chechen Republic, as well as the dynamics of changes in the degree of attractiveness of the investment climate in the region, and the share of investments directed to environmental protection and rational use of natural resources. The need to form mechanisms of state regulation that ensure the sustainable development of industrial complexes on the territory of Russia and its regions, in particular the Chechen Republic, is currently based on the requirements of the Constitution of the Russian Federation.

ЗАБЕЗПЕЧЕННЯ СТАЛОГО РОЗВИТКУ СОЦІАЛЬНО-ЕКОНОМІЧНОГО ПОТЕНЦІАЛУ ОБЛАСТІ ШЛЯХОМ ПІДВИЩЕННЯ КОНКУРЕНТОСПРОМОЖНОСТІ ЕКОНОМІКИ РЕГІОНУ

The article examines the state of ensuring the sustainable development of the social and economic potential of the Vinnytsia region by increasing the competitiveness of the region's economy. It was noted that the spread of COVID-19 had a negative impact on the functioning of the economy: transport, tourism, the service sector, retail trade in non-food products, which were the most affected by leading the quarantine measures and spreading the virus. It has been clarified that the spread of pandemic has changed the agenda of activities of public administration bodies in the Vinnytsia region. It was ensured continuous operation of critical infrastructure and food security facilities, crisis communication with the population regarding compliance with quarantine measures and overcoming COVID-19 pandemic. It was established that under the conditions of martial law, the situation with the provision of critical infrastructure has become even more acute, which should be taken into account when planning measures to implement the Strategy of Balanced Regional Development of the Vinnytsia Region for the period until 2027. It is specified that sustainable development is such development that meets the needs of society in our time, but does not endanger the ability of future generations to meet their own potential needs. It was determined that a significant role in the structure of the real sector of economy is played by the industry of the Vinnytsia region, which during 2021 could not fully overcome the decline in economic activity associated with the COVID-19 pandemic. It has been analyzed that most researchers of impact of COVID-2019 point to the growth of poverty, bankruptcy of small and medium businesses, and decline of the economy. The crisis has forced the governments of some countries to review their internal food stocks and decide to ban the export of certain types of food products. At the same time, the pandemic stimulated development of information and communication sphere. Ensuring the conditions of sustainable economic development and increasing the competitiveness of the region's economy is proposed to be achieved through the development of the region's industrial complex; promotion of sustainable development of agricultural production; increase in the volume of exports of goods; positioning Vinnytsia as a region with a favorable business climate and strong investment potential.

T he digital twin is one of the most important technological concepts in the framework of Industry 4.0. This term is often used in research and practical works devoted to the prospects of industrial development. The object of this study is the process of digital twin using in industry, and the subject of the study is the economic relations in the process of digital twin use in industry. The purpose of the article is to determine the value of the digital twin in industry, its main characteristics, possibilities of its application and effects for industrial enterprises. The complexity of this object determines the need to use a methodology for collecting fragmented data, systematizing the opinions of scientists and analyzing practical experience. The result of the research is identification of approaches to the definition of the digital twin concept and its complementary concepts. The key features of a digital twin, including a virtual dynamic representation of a physical object, automatic and bidirectional data exchange, the ability to observe, optimize work, simulate behaviour are formulated, and the state of a physical object is predicted in the article. The structure of the digital twin in the form of basic elements and information and management links is presented. The classification of digital twins, related important technological directions is proposed. The analysis of the practice of creating and using a digital double in industry allowed the author to determine the scope of its application and the main effects of use.The results of the study can be useful for researchers, specialists of industrial enterprises, representatives of government authorities to form a strategy for the industrial complex development in the process of digitalization. The obtained results can become the basis for the further development of the digital twin concept using methodology in the domestic industry

Ways To Improve The Organization Of Dental Services For Chemical Industry Workers

In recent years, research has been carried out to study the problems of improving the organization of dental care for both the General population and individual categories of industrial workers4,6. However, to date not carried out in-depth studies on the problems of improvement of dental care to employees of the chemical industry in the new socio-economic conditions of development of industrial complex and reform of the health system, there is no comprehensive study of the current status of dental service medical-sanitary unit (MSCH) large enterprises, comparison of availability and quality of dental care to employees at the place of residence and place of work. The purpose of this review is to study the dental morbidity of chemical workers, develop measures to improve their dental health and improve the quality of life. At the present stage of development of the industrial complex of our country, a number of large enterprises have the opportunity to organize dental care for employees, primarily with harmful working conditions, at a higher level. At the same time, the implementation of the preventive orientation in dental care for the working population remains an unsolved problem2,3. The successful functioning of any medical service in modern conditions is possible only with the optimal interaction of all parts, all elements of the health system depends largely on the level of organization and management of medical institutions to optimize their work7,8. Keywords: Condition of the mucous membrane of the oral cavity, the hard tissues of teeth and paradontium, taste analyzer, unfavorable factors of production. Material And Methods Of Research: It is planned to conduct a study of 120 workers of JSC "samarkandkime" - the main group, as well as 115 patients who applied to polyclinic No. 10 and are not related to the chemical industry - the control group. The data that was received was subjected to statistical processing using the Microsoft Excel application package. The reliability of the difference in parameters was determined by the student's criterion. Results and discussion.Currently, the issues of dental health for workers in various industries are relevant. Various harmful factors of production can have a negative impact on human health, including on the tissues of the teeth, periodontal, oral and lip mucosa.

Problems of Transport of Agriculture on Innovative Development and Mechanisms of State Regulation on Increasing Efficiency of Introduction of Innovation Technologies

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion.
 The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country.
 The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results.
 The main directions of innovation policy in agriculture include:
 
 provision of legal regulation of innovation development and protection of the interests of its participants;
 implementation of direct and indirect support of agricultural producers in the creation and development of innovations;
 definition and implementation of the priority development of agrarian industrial complex;
 development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures;
 training of personnel in the field of innovation activity;
 priority development of material and technical base;
 development of international cooperation in the field of innovations.
 
 The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

ECONOMIC PROCESSES OF INNOVATION DEVELOPMENT BASED ON THE NATIONAL TECHNOLOGICAL INITIATIVE

In the article the author views economic and managerial issues of development of innovative activities of industrial enterprises based on the implementation of economic processes of the National technological initiative; presents the parameters of NTI implementation; shows that the effectiveness of innovative development of industry determines the creation of future markets, allowing enterprises to shape the image of the future of industry, to carry out a continuous and complex innovation process, the production of innovations, their commercialization and market demand. The author substantiates the relevance of implementing the processes of innovative development of the industrial complex of the region on the basis of NTI, which consists in the fact that the creation of innovations and their commercialization allowed enterprises to have a leading position among similar manufacturers, creating products with a high level of knowledge intensity, thereby forming new technological markets. NTI stimulates the development of new markets, determining the forecast of economic development. Innovative development of the region's industrial complex on the basis of NTI involves the creation of an integration grouping of the industrial sector on the basis of the innovation ecosystem. The most significant result of the research is the development of a model and an algorithm for evaluating the innovative ecosystem of the industrial complex of the region based on NTI. The model reflects that the development of STI projects is carried out through the innovation support infrastructure. In order to implement innovative STI projects, a regional ecosystem of innovation support is being created on the basis of industrial clusters. The main importance in the ecosystem is the network connections of participants in innovative processes and their technological capabilities (points of technological growth). In the article it is shown that the strategy for implementing STI to create new markets and technologies is based on the innovative activity of industrial complexes. In the model of the proposed ecosystem of innovative support for the industrial complex of the region based on NTI, an algorithm for evaluating the effectiveness of its functioning has been developed.
