Innovative Development of the Health Care Sector of the Future in the Conditions of Modern Challenges of the Covid-19 Coronavirus Infection in Ukraine

This article focuses on innovative development of Health Care Sector of the future in terms of modern challenges of the Covid-19 Coronavirus Infection in Ukraine Aims: To identify innovative healthcare delivery models that have been implemented in Ukraine as well as to evaluate their effectiveness in healthcare improvement of the access and delivery, availability and distribution of medical equipment and PPE, healthcare infrastructure, healthcare workforce development and retention, and development of healthcare information systems in Ukraine. Study design: In this study a mixed-approach strategy that combines quantitative and qualitative research methodologies was utilised. Place and Duration of Study: The study was conducted on patients, professionals’ healthcare establishment and policy maker stakeholders in Ukraine. It is a mix of different evaluations on the topic. Methodology: Surveys, interviews, and questionnaires were examples of data collecting tools. The research was conducted online, offline, or both means. Data analysis processes included both quantitative and qualitative methods. Results: Most countries adopted Beveridge principle-based health care system, which were 90% efficient and 98% pandemic resistant. Masks, gloves, and PPE were globally limited, and hospitals had 73, 35% medical equipment and 57% personal protective equipment in April 2020, but 32, 9% and 67,5% in December 2020 due to COVID-19 instances. In December 2020, hospital personnel rose from 85, 56% (Chernihiv region) to 94% to serve new COVID-19 patients (Kherson area). Technology, data analytics, AI, and the block chain may fix the coronavirus. Facebook is the finest example of using digital technology. Another example is to produce digital maps of population. Government efficiency and resources have powered pandemic responses. Conclusion: Ukraine must adopt new healthcare delivery methods and must stock and use medical and PPE. A strong, patient-centered healthcare system requires effective health finance. Healthcare professionals need ongoing training to stay. A hospital IT development initiative is needed to improve efficiency as Ukraine struggled with healthcare information systems during this pandemic.

A Study on relationship between COVID 19 Perceived Stress and Burnout with mediating role of Resilience among healthcare professionals in India

COVID 19 has resulted in unprecedented times for the world. It has impacted all the individuals in one or the other way. However, the most affected have been the healthcare professionals across the globe. This study collected data from 112 individuals who are working on COVID 19 vaccine development in healthcare sector in India, to understand the relationship between perceived stress from coronavirus and burnout with the mediating role of resilience by developing a path model. The study has also attempted to examine the significant difference in stress, resilience and burnout based on COVID 19 infection subgroups. The results of the study revealed a significant difference in resilience of those who have already been infected against those who have not been infected yet. Further, the analysis reported a positive relationship between perceived stress and burnout with a significant mediating effect of resilience among the healthcare professionals during the time of pandemic.

The theory and practice of indicative planning in health care

The planning as a key function of management in health care system is focused on target indicators of population health and development of health care sector. The focusing on social economic values of target indicators and setting them as indicators of appropriateness and effectiveness of implementing activities is actual standard ofplanning. For all that, the technique of indicative planning in health care still requires to be putted to level of its theoretical substantiation (prerequisites of becoming, conceptual foundations, terms, requirements to evaluation) and implementation in practice. The example of the Republic of Ingushetia, one of the regions of the Russian Federation, was used to demonstrate becoming of indicative planning and its development with the purpose of effective management. The emphasis is made on terms system, approaches of choosing and monitoring of target indicators for indicative planning. To present the technique of indicative planning scientifically the monograph method (analysis of reports, statistical data of Rosstat, Ministry of Health of the Russian Federation and Ministry of Health of the Republic of Ingushetia) was applied. The SWOT analysis of the situation in health care of the region was applied. The infant mortality indicator became the reference point of evaluation of effectiveness of functioning of health care system and social economic reforming in the region. The level and dynamics of infant mortality indicator reflects shortcomings of medical care organization in the region and first of all absence of the three-level system of its rendering, routing according standards of medical care support of patients on main pathology profiles, including pregnant women, women in labor, newborns and children. According to situation, the investment decisions were made on the federal level. To what extent they will be effective i.e. what will be the reaction of values of target indicators of social economic development of the region, primarily indicators of infant mortality, the «road map» should demonstrate.

STRATEGIC MANAGEMENT PLANNING AND THE DEVELOPMENT OF HEALTHCARE SECTOR IN ABU DHABI: STRUCTURAL EQUATION MODELING (SEM) APPROACH

The purpose of this study is to determine the impact of strategic management planning in the development of healthcare sector in Abu Dhabi. The hypothesized research model and the key relationships were considered for the achieving the research objectives. In this proposed model, altogether seven hypotheses are developed to test the relationships among the various variables. To test the specific relationship of hypothesis, quantitative data must be collected to analyze the relationship and finally the result could be generalized on the population and select a sufficient sample size which represents the whole population that is what this research employed. In this study, the target population is the healthcare employees in Abu Dhabi. For this study, the sample size was 326 respondents from the healthcare sector in Abu Dhabi. Results revealed that healthcare service and facility is positively and significantly correlated with development of healthcare sector, as well as healthcare service and facility is positively and significantly correlated with financial and operational efficiency. Result also showed that financial and operational efficiency is positively and significantly correlated with development of healthcare sector, and healthcare service and facility is positively and significantly related with strategic management planning. However, strategic management planning does not a positive and significant influence on development of healthcare sector. The results of this study provide evidence that increased healthcare service and facility is associated with increased development of healthcare sector. This research has contributed to the existing knowledge by providing an empirically tested/validated model which could be used to predict a material portion of the variables that contributes to the eventual success of the healthcare. Consumer Behavior as a Factor of Change in Russian Health Care System

The paper addresses efficiency and inequality issues under the conditions of increasing competition in the health care sector in Russia. Co-existence of state-funded mandatory and market-based voluntary medical insurance as well as high proportion of direct out-of-pocket payments create the unique settings for analysis of causes and forms of competition among providers of medical services. Due to more than 10% annual growth of real income over the last six years, we can also observe tremendous changes in consumer behavior in health care and medical insurance markets. The authors make their conclusions on how all these changes effect the efficiency of health care provision and access of different groups of households to medical services. The paper is based on the results of two general public surveys and series of in-depth interviews with hospital and insurance organizations managers organized by the authors as part of Ford Foundation and USAID projects in years 2002 and 2005. The study focused on the two Russian regions with different potential for developing competition in health sector. We show that the conclusions are similar for both regions and, therefore, could be used for further development of health care sector in Russia in general. We also note that many trends are common for transition economies where health care reform is still on the agenda.
