Specific features and procpects for development of electronic government in the PRC at the beginning of the XXI century

The article is devoted to the analysis of features of functioning of the digital government in the Chinese State in the first decades of the 21-st century and the perspectives of its further development. In this work the authors give a brief description of the essence of phenomenon of digital government in general. The article explores the specific features of this process in the People’s Republic of China in the third millennium (taking into account the background of this issue). This research examines the influence of functioning of e-government bodies in Сhina on the internal political situation in the country – taking into account such aspects as building a dialogue between authorities and society, perfection of the public service system providing the Chinese citizens with essential public goods, the merits and the demerits of China’s online government are taken into account. This article examines such significant factors in the development of e-government in China as the impact of the global situation at the present stage on international politics and the country’s information security system. This article analyzes the features of the relationship between the Chinese authorities and media corporations operating on the Internet market of the Middle Kingdom (such as, for example, Google), and studies the reasons for the contradictions between them. The study also comprehended strategy of the authorities of the People’s Republic of China in matters of information security of the state, including the active use of Chinese hackers in network conflicts with Western countries, and the actions of special units of the Chinese armed forces created to counter foreign cyber terrorism.

E-Government and Foreign Direct Investment

Along with the rapid development of digital information technology, e-government is of great potential because it is a new form of conducting public administration and a way of demonstrating governmental innovation. The literature suggests that foreign direct investment (FDI) is increasingly associated with the continuing development of e-government in China. Using the Annual Census of Industrial Enterprises and e-government scores of government portals, this study examines the effects of e-government on FDI and how government subsidies mediate relationships between e-government and FDI. Our results show that e-government positively affects FDI, and government subsidies have a positive effect on foreign enterprises' investment efficiency by playing a mediating role between e-government efficiency and FDI. The findings make both theoretical and practical implications related to the role, provision and acquisition of government subsidies; e-government systems and FDI; e-government scores and government efficiency; and firms maintaining focus on areas that are government priorities.

Understanding the evolution of public–private partnerships in Chinese e-government: four stages of development

Public–private partnerships have been widely applied in e-government development, contributing to new technologies’ adoption and e-government performance. PPP has also required and driven related managerial and organisational reforms. Progress in practice, however, has yet to be matched by increased research evidence and various research gaps remain. This study identifies and examines four stages of e-government development in China and the role of PPP – outsourcing, service co-delivery, joint management, and collaborative governance – which are linked to developments in digital technology and, more particularly, to changes in local governments’ views about the roles of technology and the contribution the private sector can make. The changing relationship between the public and private sectors in e-government has also led to gradually deepening engagement, more equal relationships and more mature mechanisms for collaboration, as well as better outcomes. At the same time, the partnerships continue to face challenges including distrust, inadequate managerial control, uncertain legal frameworks and less than optimal efficiency. Some of these are likely to relate to China’s unique “socialist market economy” and its political institutional arrangements.

Comparing attitudes towards adoption of e-government between urban users and rural users: an empirical study in Chongqing municipality, China

ABSTRACT Urban–rural divide becomes an obstacle to the development of e-government in China. This research devotes to promoting the adoption of e-government in China. It investigates the attitudes of urban residents versus rural residents toward e-government use in Chongqing, one of most important municipalities of China which is fraught with a serious urban–rural divide. A research model is created to assess the differences between urban and rural residents according to previous literatures and theories. A Structural Equation Model approach is employed to examine the research model. The survey data were collected from 596 urban residents and 477 rural residents in Chongqing. The results reveal that there are differences between urban and rural groups. Many enabling factors and inhibiting factors in previous studies, such as perceived behavioural control and resistance to change, can positively influence rural residents’ intentions to use but fail to exert great effects on urban residents’ motivations. Thus, it is necessary for government agencies in China to take actions based on those significant enabling factors and inhibiting factors to promote e-government acceptance. In addition, it is also necessary to conduct deeper research on e-government acceptance of urban residents in China.

Service quality, perceived value, and citizens’ continuous-use intention regarding e-government: Empirical evidence from China

Citizens’ low continuous-use intention has become a great challenge for the development of e-government in China. This study has developed a chain model of e-government service quality, perceived value, and citizens’ continuous-use intention to explain the relationship between government website service quality and perceived value, as well as how that relationship influences citizens’ reuse intention. Using data collected from a survey of 1,650 citizen users living in one direct-controlled municipality and four high-population cities in China, this study verifies the components of e-government service quality through partial least squares (PLS) analysis and then tests the proposed concept model using structural equation modeling. The results reveal that the concept of e-government service quality has eight contributing dimensions: system quality, reliability, security, accessibility, information quality, service capability, interactivity, and responsiveness. Perceived service value is a powerful mediator between service quality and citizens’ continuous-use intention. The intention to use is a consequence of service quality, service value, and satisfaction.

Examining e-government enterprise architecture research in China: A systematic approach and research agenda

With the further advancement of China's e-government, enterprise architecture has become one of major topics in the e-government field. This paper attempts to examine the status and progress of e-government enterprise architecture research in China in a systematic approach and frame a research agenda. This paper conducts quantitative and qualitative analyses of research articles on this topic published in Chinese journals over the last six years. For each paper the study examines author's institutional association and department, published journal names and issues, paper length, research themes, research methods, level of analysis, and geographical focus in order to take a multi-faceted perspective. Findings suggest that EA are receiving more and more attention by Chinese scholars over time with the continuing development of e-government in China. However, the research themes covered by a paper in EA are found to be unbalanced and unfocused, most studies on EA in China focus on architecture frameworks and methodologies, advocate of EA and multi-themes. In terms of research methods, papers in the research field lack academic rigorousness in general.

Evaluating the readiness of government portal websites in China to adopt contemporary public administration principles

This article aims to evaluate whether the e-government development in China is ready to adopt contemporary public administration principles. In response to these questions, we propose an evaluation framework that integrates the contemporary public administration principles and current web-quality evaluation theories. The proposed framework evaluates government portal websites in terms of their content, function, and construction, following the theory of website evaluation. The indices for each of these dimensions emphasize interactions, transparency, efficiency and effectiveness, all of which reflect the contemporary public administration principles. The validation analysis shows that the proposed evaluation framework well fits the data. The empirical studies suggest that China has implemented advanced e-government services.

Rural e-government for SMEs: case studies in China

This paper studies the efforts of developing rural e-government in China to help local farmers, Small- and Medium-sized Enterprises (SMEs) to grow and flourish. Three real-life case studies are used to describe the status quo of rural e-government development in China. The merits and limits of each case are assessed in terms of accessibility, usefulness and sustainability. On the basis of the analysis, we suggest the need to improve IT infrastructure in rural areas by having more stakeholder involvements and the need to encourage data and resource sharing among the service providers.

Mobile Government: New Model for E-government in China

This article examines the feasibility of spreading !°e!± of e-government from solely web-based technology to mobile fie after reviewing the development of e-government in China and the present situation of China. Through comparing with traditional web-based e-government and analyzing experiences in both western country and China, a new model GMCC (Government Management & Call Center) is put forward as an assistant construction of m-government.
