A Quantitative Study on Policy Text of In-depth Development of Civil-military Integration in China

Collaborative Innovation Efficiency and Influencing Factors of Civil-Military Integration Enterprises

Military-civilian integration has developed into a national strategy. It helps military technology transform into civilian consumer goods but also lets civilian suppliers join the military supply chain. Collaborative innovation is a good method to drive the development of civil-military integration. The measurement of the efficiency of military-civilian integration enterprises’ collaborative innovation and analysis of influencing factors are an important basis for making relevant policies. Thus, this paper builds up a two-stage StoNED model. It is used to measure the efficiency of collaborative innovation of civil-military integration enterprises. Then, the Tobit model is used to analyze the influencing factors of innovation efficiency. Here, we show that the overall efficiency and substages efficiency are relatively high, and the low efficiency of the technology R&D stage is the limiting factor for achieving the optimal overall efficiency. Our results demonstrate that there are differences in the effect of the same factor on efficiency in different substages.

Research on the Legal Protection of the Deep Civil-military Integration

As an important national strategy, civil-military integration is now in a critical period from primary integration to deep integration. For the sake of the Deep Development of Civil-Military Integration, China urgently needs to establish a sound legal system to play a normative and guaranteed role. This paper aims at the legal obstacles such as lack of top-level legal system, Legislative gaps, Lag of legal system and imperfect dispute resolution mechanism in the process of deep development of military and civilian integration in China. It is proposed to build a legal guarantee mechanism for this national strategy. That is, to promulgate the law on promoting civil-military integration, improve the legal level, strengthen special legislation, and establish a dispute settlement mechanism for civil-military integration to achieve its comprehensive, multi-field and efficient development model [1].

Research on the Decision Method of Maintenance Materials Direct Supply

With the further development of civil military integration, more and more maintenance materials will be supplied by the factory directly. Aiming at the mode condition of maintenance materials factory direct supply, maintenance materials needs equipment support in the process of facing a number of direct supply manufacturers how to decision problems, using AHP, considering many factors optimization of direct supply manufacturers involved, and gives the weights of the evaluation indexes of the direct supply manufacturers to evaluate optimal. Finally, with 4 straights for the manufacturer as an example, considering the various evaluation indexes to carry out evaluation and drawing the correct evaluation of direct supply manufacturers, the best manufacturers direct supply is selected. An example shows that, AHP can provide scientific and theoretical basis to materials factory direct supply security.

Promoting the creation of functional underwater observation information systems is an urgent priority for China's national maritime defense, its ability to preserve its maritime rights, and marine disaster prevention and management. It is also an requirement of civil-military integration development to fulfill the overlapping missions of the Chinese military and civil government agencies. This paper reviews the current state of affairs and the ongoing trends in the field of underwater observation information systems in China and abroad. This study analyzes the problems faced by researchers and users in the development of underwater observation informa- tion system. The paper concludes by proposing a strategic goal, identifying the key projects and making policy recommendations for underwater observation information systems for stakeholders to consider.
