Research on the Barriers and Legal Countermeasures of Exporting Traditional Chinese Medicine to ASEAN Countries under the Background of the Belt and Road Initiative

The total amount of China's exports of Chinese medicinal materials to the world and the trade competitiveness index gradually declined, but the exports of Chinese medicinal materials along the "the Belt and Road" increased significantly. The main problems faced by China's export trade of traditional Chinese medicine include the lack of quality standard system, the establishment of technical barriers to trade in importing countries, and the insufficient development of the export market of traditional Chinese medicine. The "the Belt and Road" initiative has brought opportunities to the international development of Chinese medicine, and has provided a broad market space for the development of Chinese medicine industry. The "the Belt and Road" strategy and the expansion of demand for traditional Chinese medicine in the international market have brought good development opportunities for the export trade of traditional Chinese medicine. However, cultural differences at home and abroad, international trade barriers and competition in the same industry have also brought threats and challenges to the export trade of traditional Chinese medicine in Gansu.

Research progress on common pesticide residues in Chinese medicinal materials

Chinese medicinal materials are the precious resources of China and favored by patients at home and abroad because of their natural sources and curative effects. Pesticides are often used to prevent and control diseases and insect pests and regulate the growth of Chinese medicinal plants, so as to improve the yield and quality of Chinese medicinal materials. Most of the pesticides can play a role in pest control through systemic action, stomach toxicity, contact, fumigation and other ways, especially the systemic pesticides can kill hidden pests by entering the Chinese medicinal plants. Despite the good pest control effect, it is difficult to remove the systemic pesticides by simple cleaning, which poses a great risk to the safety of Chinese medicinal materials. At the same time, excessive or non-standard use of pesticides leads to serious pesticide residues in Chinese medicinal materials, which affects not only the quality and efficacy of the materials and harm human health but also the international development of Chinese medicinal materials industry. Pesticide residues have become a bottleneck affecting the industry development and hindering the export of Chinese medicinal materials. Therefore, it is of great significance to study how to quickly, sensitively, and accurately detect and remove pesticide residues in Chinese medicinal materials. We reviewed the common pesticide residues in Chinese medicinal materials in recent years in terms of characteristics, harm, and detection and removal techniques, and discussed the future development of the detection and removal deve-lopment. With this review, we aimed to provide a reference for the quality control of Chinese medicinal materials and promote the healthy development of Chinese medicine industry.

New mode of data-intelligence fusion research on clinical “toxic” Chinese medicines: The proposal of evidence-based Chinese medicine toxicology

<p indent="0mm">The safety issues of Chinese medicine have always been regarded as a vital issue, which has been restricting the development of the Chinese medicine industry and has long had implications for public health. This is especially true for the clinical drug application of “toxic” Chinese medicines which are generally acknowledged as being a fairly complicated and hazard-prone area. These distinguishing features of “toxic” Chinese medicines noted above have limited the safe and rational clinical drug application of traditional Chinese medicine. However, previous research approaches have been subject to many limitations such as insufficient integration of basic research with clinical research, the lack of leadership and guidance for the system view and overall view. These trends of current academic studies show that there are plenty of serious difficulties in transforming the research data into effective evidence, to support the present demand for the rational clinical drug application for “toxic” Chinese medicines. In the wake of the inclusion of data as one of the elements in the scope of market-oriented reform, the scientific and technological innovation in the area of big data has occasioned the birth of data science. This will generate new opportunities for the development of the traditional Chinese medicine industry. Our team is in the early stages of developing a methodological system for traditional Chinese medicine evidence-based research which is based on the “four syndromes”, with characteristics of “syndrome production-syndrome differentiation-syndrome and application-syndrome verification”. This paper is guided by traditional Chinese medicine theory, drawing on the experience from the concept of evidence-based medicine, and introducing multidisciplinary and interdisciplinary technologies, such as digital twins, and artificial intelligence. Based on these parameters, our team further proposes the research concept of evidence-based Chinese medicine toxicology, and plans to build up one new mode of data-intelligence fusion research on clinical “toxic” Chinese medicines. To be specific, multi-disciplinary research methods will be applied, such as conventional toxicology, translational toxicology, toxicological genomics and clinical medicine. The research data of “toxic” Chinese medicines will subsequently be analyzed, which could include studies on clinical characteristics, toxic substance basis, toxicokinetics, toxic molecular mechanisms and toxicity-effect conversion regulation. Further, the integrative transformation between data and evidence will be carried out with the help of artificial intelligence, a disease-syndrome digital twin modeling system and other evidence-based toxicological technologies. Thus, the evaluation and prediction method using multiple and integrated evidence for “toxic” Chinese medicines will be set up, and then, the research method and technical path of evidence-based Chinese medicine toxicology will be refined, by being built around the core of data-intelligence fusion. In conclusion, this article designates data as the foundation and intelligence as the navigation, to provide new ideas and a reference base for the safety research into Chinese medicine.

Construction of quality evaluation strategy for Chinese medicine based on ambient mass spectrometry

Quality is the guarantee for the clinical safety and effectiveness of Chinese medicine. Accurate quality evaluation is the key to the standardization and modernization of Chinese medicine. Efforts have been made in improving Chinese medicine quality and strengthening the quality and safety supervision in China, but rapid and accurate quality evaluation of complex Chinese medicine samples is still a challenge. On the basis of the development of ambient mass spectrometry and the application in quality evaluation of complex Chinese medicine systems in recent years, the authors developed the multi-scenario Chinese medicine quality evaluation strategies. A systematic methodology was proposed in specific areas such as real-time monitoring of the quality of complex Chinese medicine decoction system, rapid toxicity grading of compound Chinese patent medicine, and evaluation of bulk medicinals of Chinese patent medicine. Allowing multi-scenario analysis of Chinese medicine, it is expected to provide universal research ideas and technical methods for rapid and accurate quality evaluation of Chinese medicine and boost the high-quality development of Chinese medicine industry.

An urge to improve the management in pharmacy of Chinese medicine: an overture of Good Pharmacy Practice (GPP) for pharmacy of Chinese medicine in Hong Kong

: Good Pharmacy Practice (GPP) is a critical standard in the pharmacy setting for Western pharmacy services, but it is unusual for the Chinese medicine (CM) pharmaceutical care. In Hong Kong, some continuous phenomena such as the increasing cases of complaint for the CM pharmaceutical industry and the increasing cases of poisoning of CMs etc., reveal that it is urgent to implement a more precise and reliable measure for monitoring and regulating the pharmacy of CM (PCM). Through the implementation of GPP, PCM setting can be kept at high standards of quality assurance and those dispensing practices can be monitored in a more effective way. Also, the uniformity of the dispensing CMs can be ensured with the GPP so that the safety and efficacy of CMs would be more reliable for patients. Furthermore, the implementation of GPP is the new direction for the development of CM industry because it can standardize and reinforce the pharmacies’ operations. This paper discusses GPP helps to tackle the existing problems in the CM industry. These findings can serve as references for relevant regulatory authorities and CM stakeholders, increasing the CM industry’s competency in Hong Kong. For the further development of CM in Hong Kong, GPP as an international standard is an important measure for the promotion of CM services and products to the world.

Intelligent and lean manufacturing for Chinese medicine:theory and its applications

To cope with the &quot; six major scientific problems&quot; and the &quot; five major technical challenges&quot; of intelligent manufacturing and lean production of Chinese medicine( CM),we systematically proposed strategies,methods and the engineering theory of intelligent and lean manufacturing for CM by integrating the holistic view of traditional Chinese medicine and the concepts inspired from international advanced pharmaceutical technology. Moreover,the translational research of the theory and methods was successfully applied to six CMs such as Xuesaitong Injection. Several intelligent production lines were designed and built on the basis of the theory and methods,which greatly accelerated the digitalization,networking,and intelligence manufacture for CM. As a conclusion,the theory and applications provide technical demonstration for technical upgrading and high-quality development of CM industry.

Overview and prospects of traditional Chinese medicine blending technology oriented by quality consistency

The consistency of drug quality is related to the clinical efficacy and safety,which is highly valued by the government and relevant industries. Compared with chemical medicine,traditional Chinese medicine originates from the nature,and is greatly influenced by natural factors,such as the place of origin,cultivation and processing technology,climate. The quality consistency of traditional Chinese medicine is poor. The quality consistency has become the pain point and difficulty of the development of the traditional Chinese medicine industry,which seriously affects the stability and controllability of clinical efficacy and the reproducibility or recognition of modern research results. It is also a bottleneck for Chinese patent medicine to enter the international market. Mixed batch blending technology is an effective method for the scientific guarantee of the quality consistency in other industries and disciplines,and widely applied in liquor making industry,tobacco industry and perfume industry. Overseas,mixed batch blending technology has been successfully applied in guaranteeing the quality consistency of Ginkgo biloba preparations Jinnado. It has been used in the production of Chinese formulations in Japan for more than 30 years. In recent years,mixed batch blending technology has been introduced into the pharmaceutical field to ensure the quality consistency of traditional Chinese medicine,and relevant research has gradually increased.This manuscript reviews the application of blending technology in other disciplines,summarizes the algorithm principles and software systems of mixed batch blending in traditional Chinese medicine or natural medicine,explains the specific implementation process of mixed batch blending technology,and looks forward to the application prospects of artificial intelligence and other new technologies,in the hope of providing new ideas and technologies for breaking through the problem of quality consistency,and boosting the high-quality and high-level development of Chinese medicine industry in the new era.

Construction of database of growth environment of Dao-di herbs

The Dao-di herbs are recognized as high-quality Chinese medicines with good medicinal properties. The factors of their growth environment affects the quality of Dao-di herbs. Choosing the right place to produce,rationally planting appropriate local medicinal materials,and improving the quality and yield of authentic medicinal materials are prerequisites for ensuring the steady development of Chinese medicine industry. In this paper,a knowledge model of the relationship between organic medicinal materials and growth environment factors was constructed by integrating the dataset of environmental factors of medicinal materials,and a knowledge base was constructed to provide a decision for the study of suitable medicinal materials under different environmental conditions. Based on this,it is expected to provide a platform for further research on the relationship between the medicinal properties of medicinal herbs and environmental factors.

RAM study on general standard of maximum residue limits for pollution-free traditional Chinese medicine based on Chinese Pharmacopoeia formula

The excessive pesticide residues and heavy metals in traditional Chinese medicine seriously endanger human health and the sustainable development of Chinese medicine industry. In order to improve the quality of traditional Chinese medicine and establish a general standard for maximum residue limits(MRL) of pesticides in pollution-free traditional Chinese medicine and decoction pieces, and to ensure the safety of clinical medication from its origin, MRLs were calculated based on the formula(MRL=A×W/100M) from Chinese Pharmacopeia, comparing it with the current Chinese and international standards as well as literature review, the RAND/UCLA appropriateness method(RAM) was applied to determine the categories and MRLs of pesticides in pollution-free traditional Chinese medicine and decoction pieces. Two questionnaires were drafted for expert panel and appropriateness analysis was carried out with the 9-point Likert scale to determine the general standard for MRLs of pollution-free traditional Chinese medicine and decoction pieces. The results showed that a total of nine experts from different fields scored the necessity of standard-setting and 206 pesticide residue limits respectively. The appropriateness scores of 206 pesticides were greater than 7, and appropriateness rate was 100%, which signifies that the expert panel has reached consensus. In summary, based on the RAM, the general standard for maximum residue limits of pesticides in pollution-free Chinese medicines and decoction pieces has reached an expert consensus. Comparing with the MRLs of medicinal plants and plant-sourced food from CAC, Europe Union, the United States, South Korea, Japan, Australia, New Zealand and Canada, 206 MRLs from this general standard share 88.8% in common, 4.4% of which is higher and 6.8% lower than those international standards. This has provided a basis for standardizing the use of pesticides in pollution-free traditional Chinese medicine.

Suggestion to construction of regulations from historical evolution of Chinese medicine processing legislation

Chinese medicine is the treasure of China. It has been the safe guard of health in China for thousands of years. Processing of traditional Chinese medicine (TCM) is an important process of removing crude extracts from natural products and achieving pharmacological properties of TCM. The connotation and norms of herbal preparation in the past dynasties have been improved gradually, and have been included in the code system since the Tang Dynasty. The process of legislative evolution is closely related to the fate and development of TCM. In the era of full-scale rejuvenation of Chinese medicine, with the development of Chinese medicine industry to 4.0, the perfection of the standards and standard system with the construction of quality standardization of Chinese medicine as the core, especially under the Pharmacopoeia system, is the important support and guarantee for the promotion of the whole industry, which is also an important part of the rejuvenation of the entire Chinese medicine industry.

Status and thinking of quality supervision on imported medicinal materials in shortage

With the continuous development of traditional Chinese medicine business, the types and amounts of Chinese materia medica resources are increasingly reduced. By reviewing the origins, trading sources, and existing quality standards of the available common Chinese madicinal materials in shortage, it was found that the large amount of imported medicinal materials in domestic market or clinical application were not due to the traditional paths such as envoys presenting tribute, business trade, war conflict, national migration, and tourist travel, but due to the shortage of resources in domestic origins. Meanwhile, the former quality control standard on traditional imported medicinal materials was out of date, and the new imported medicinal materials quality control standard was in absence, resulting in unclear origins, unknown origins and processing methods, as well as more and more prominent problems on mixed use of the different varieties with same name and the same varieties from different origins. On the one hand, this situation once again sounded the alarm for the development of Chinese medicine industry from the resource perspective. On the other hand, the confusion of new varieties in Chinese herbal medicine market has also brought a serious threat to the efficacy of Chinese medicine. It is pointed out that it is an effective way to ensure the drug safety of imported medicinal materials through strengthening quality supervision of shortage of traditional Chinese medicines based on the new pharmacopoeia standards.

Strategy and core technologies for the secondary development of Chinese patent medicine

Secondary development of Chinese Patent Medicine (CPM) is an effective and innovation-driven way for the leaping development of Chinese medicine industry with less investment and faster return. Aim to improving the efficacy, safety and batch-to-batch consistency of CPMs, the theory and methodology for the secondary development of CPMs, mode for cultivating superior CPM, approaches to reforming the pharmaceutical technology and the corresponding core technologies were proposed in this paper, which is summarized as 'One objective, Three analyses, Five definitudes and Seven improvements'.

Thoughts on Sustainable Development of Chinese Medicine Industry in “High Concept” Era

Abstract With a rapid shift from the “Information Age” to the “Conceptual Age,” creative thinking in the “High Concept” era has been advocated for the human society. The large Chinese medicine industry, as the most original thought, is an integral part of Chinese medicine. The question of the entire industry is how to adapt it to time and achieve sustainable development. According to the requirements for sustainable development of Chinese medicine industry in the era of “High Concept,” eight measures have been proposed. The strategies are as follows: to rationalize the standard management system and increase industry consolidation layout; to intensify policy support, strengthen and expand its Chinese brand; to speed up basic medical research and promote traditional Chinese medicine (TCM); to enhance cultivation of leading enterprises and strengthen TCM industry; to speed up innovations in order to guide and promote effective transformation of technical results; to develop conservation strategies and deal with the impact of “foreign Chinese medicines”; to promote multidisciplinary consortium and play advantage of talent from overseas; to encourage enterprises in the international market and enhance international competitiveness of Chinese medicine.
