Forecast, analytical and trend analysis of the development of the agro-industrial complex of Russia in the main agri-food markets as an area of state strategic guidelines

Abstract The modern structure of the Russian agro-industrial complex has the properties of consolidation, expansion and prevalence of agricultural organizations and agricultural holdings, as evidenced by the factor of their provision for about two-thirds of the total agricultural production. This circumstance states the growing dominance of large agricultural business and the progressive evolution of the agricultural sector, as well as the reduction in the importance of individual farms of the population. In the course of the study, the current state of development of the agro-industrial complex of Russia is considered, a forecast, analytical and trend analysis of the development of the domestic agro-industrial complex is carried out through the prism of the fundamental agri-food markets and the contours of the subsequent progress in the development of the agricultural sector in the context of the evolving restructuring of the social, economic and political situation are determined. The novelty of the research lies in the presentation of forecast estimates and trends in the development of the main agri-food markets of the Russian agro-industrial complex, which determine the presumptive transformation of the agrarian mechanism of Russia in the medium and long term: destabilization of international political and trade-economic cooperation, intensification of economic restrictive measures, as well as fundamentally new state priorities. The agricultural sector of the economy tends to react extremely sharply to the current situation in recent years, manifested in unstable international economic relations and foreign policy crises, which directly negatively affects the conditions for the functioning of the agricultural business. The presented forecast scenario for the development of agri-food markets will contribute to the formation of directions for state strategic management, planning and regulation of the agro-industrial complex for the medium and long term.

Issues of efficiency of financing the agricultural sector

In many economically developed countries, state support, financial investments in the agricultural industry, increasing productivity and profitability, ensuring the availability of food are the main factors of economic growth, first of all, employment of the population. Purpose - the main problems of financing the agro-industrial complex of the republic and scientific approaches to their solution are considered. Methods - comparative analysis, synthesis, monographic, logical evaluation to determine the mechanisms affecting the effectiveness of state aid and investment. Results - the article analyzes the sources of budgetary allocation of the agrarian sector. The significance of the implementation of targeted programs aimed at improving the quality of life of rural residents through price, tax, leasing mechanisms, soft loans and subsidies is shown. The study presents information for 2018-2022, supplemented by the data of the National Project on the development of agro-industrial complex of the Republic of Kazakhstan for 2021-2025, including the total volume of agro-industrial production and the size of capital investments. The study notes the need to increase the volume of domestic processing industry, allowing agricultural producers to expand the market for products, create conditions for new jobs, attract investment, and contribute to economic and social stability. Conclusions - specialization of rural areas, development of technical map and related organization of production in promising villages and district centers, increase in exports, distribution of online services are strategic directions of development of food complex, economic activity of agroformations. The use of external resources gives an opportunity to improve financial results, and farms - to increase income from core activities. When planning large investments in agricultural projects, one of the key criteria is the choice of capital structure to support the investment process.

Food consumption in East Kazakhstan region - focus on stability of indicators

Consumption of food products by the population is an important indicator of food security, as this concept includes not only food independence, but also the availability of food products. The aim is to assess the relationship between economic indicators and sustainable development of agro-industrial complex in East Kazakhstan for 2012-2023, with emphasis on the impact of the existing conditions and factors on food consumption patterns. Methods include econometric modeling, statistical estimation, data synthesis and regression analysis to study the obtained data, identify patterns and summarize suggestions and recommendations. Innovative econometric techniques supported by Eviews 12.0 software allow the interaction between different variables to be quantified with precision. Results show that growth in gross regional product per capita is correlated with improvements in dietary diversity and nutritional quality, increasing food security. The authors note that fluctuations in agricultural production significantly affect food availability and prices. An analysis of the level of food utilization is presented, which makes it possible to determine the state and prospects for the development of key branches of the agricultural sector of the region and the achievement of import substitution policy. The negative point is the problem of economic availability of food products in the region in the necessary volumes and assortment for residents with low incomes, which is caused by the growth of inflation and the decline in real money. It is shown that economic parameters explain about 95% of the variability in food consumption. The subsistence minimum plays an important role in food consumption. Its growth leads to an increase in food expenditures, which in turn affects the overall level of food consumption. Regular adjustments to social standards are needed. Conclusions - the possibilities of food stability in the country depend on the demand trends in the food market. There is a direct correlation between the productivity of agricultural production and the structure of consumer demand for food products. The state policy in the sphere of food consumption and provision of the population with food should include mechanisms to reduce income differences, stabilize prices, focus on balanced nutrition, and a comprehensive approach to forecasting consumer preferences.

Investment attractiveness of agricultural enterprises as a factor in ensuring their competitiveness

Purpose - the study of theoretical and practical aspects of investment attractiveness of agricultural enterprises in Kazakhstan based on the analysis of the volume of attracted investments in the agro-industrial complex. Methods - research, descriptive and analytical types of strategies are used in combination with methods of formalization, abstraction, statistical processing and visualization of data. Results - in the authors' opinion, despite the fact that the agrarian sector is economically and socially significant for the rural areas of the republic, it remains unattractive for investors. Investment in the agrarian sector and the growth of investment projects in the agro-industrial complex are constrained by the acute shortage of financial resources, underdeveloped material, technical and technological base, and low effective demand of the population. Investments form the production potential and determine the competitive position of regions. The article considers the problems that hinder the increase in investment activity. The role of the state in the management of investment processes is revealed. The factors hindering the inflow of investment and measures to increase the volume of financial injections into agriculture are shown. Conclusions - creation of favorable investment climate in agro-industrial production and activation of investment activity of economic entities is one of the most urgent tasks of agro-industrial complex development. Based on the realities of the economic situation in the agricultural sector, it is necessary to mobilize its internal reserves, the formation of an effective market infrastructure, the growth of solvency of agricultural producers, the strengthening of state support. Only in this case the conditions for investment attractiveness will be formed and the degree of saturation of the food market of the country with the products of own production will increase, the possibility of renewal of fixed assets of the industry will appear.

Employment and development levels in rural areas of the Russian Federation

The development of agro-industrial complex is important for ensuring national food security and national health. The development of rural areas is subject to the development of agriculture and local infrastructure, as well as the availability of various services. This study selected 15 indicators in 2021 to analyze the employment and development levels in rural areas of 71 regions of the Russian Federation using the analytical grouping method. The results indicated that 20 regions (Group 1) had the highest percentage of rural population (33.10%). The percentage of population engaged in agriculture had the highest value (12.40%) in 31 regions (Group 2). Moreover, 20 regions (Group 3) had the highest investments in fixed assets at the expense of municipal budget (11.80 USD/person). Increasing the investments in fixed assets carried out from the budget of the municipality can improve the employment level in rural areas. Then, we used cluster analysis to divide 14 regions of the Volga Federal District in the Russian Federation into 3 clusters. Cluster 1 covered Kirov Region and Republic of Mari El; Cluster 2 included Ulyanovsk Region, Saratov Region, Nizhny Novgorod Region, Perm Territory, Orenburg Region, Chuvash Region, and Republic of Mordovia; and Cluster 3 contained Republic of Tatarstan, Samara Region, Udmurtian Republic, Penza Region, and Republic of Bashkortostan. Results indicated that the 2 regions of Cluster 1 need to increase the availability of resources and natural gas and improve the investment attractiveness of rural areas. The 7 regions of Cluster 2 needed to develop infrastructure, public services, and agricultural production. We found the highest employment level in rural areas, the largest investments in fixed assets at the expense of municipal budget, the largest residential building area per 10,000 persons, and the largest individual residential building area in the 5 regions of Cluster 3. This study makes it possible to draw up a comprehensive regional development program and proves the need for the development of rural areas, which is especially important for the sustainable development of the Russian Federation.

Innovation and investment activities in crop production in Kazakhstan based on the example of grain industry: modern approaches

Innovative and investment development of agro-industrial complex, based on modernization of technical equipment, introduction of digital technologies, and increase in investment flow, helps to increase labor productivity and create competitive products, which determined the relevance of the study. The goal is theoretical and methodological substantiation and development of practical recommendations for stimulating innovation and investment activity in crop production sector of the republic based on the example of grain subcomplex. Methods – study of statistical, economic information, systematic approach to identifying general trends and effects, graphical representation. Results – lack of modern agricultural machinery, insufficient level of modernization of rural infrastructure and access to the market, low degree of renewal of fixed assets of enterprises, wear and tear of machinery and equipment, limited influx of investments due to seasonality and high risks for investors have become the main obstacle to sustainable growth of the main indicators of this sector of economy. The authors conducted correlation analysis of the dynamics of investment in crop production and gross production, which was confirmed by strong positive relationship. Conclusions – by summarizing, the authors recommend increase investment capital in the use of environmental and green technologies, implementing training and consulting programs for farmers on advanced technologies and innovations in crop production farms, leasing financing, and partnerships with research institutes for the exchange of knowledge and experience. Joint research and experiments should become the main tools of state regulation of innovation and investment activities in agriculture in order to ensure the country's food security. Investments and innovations should be considered as a single system, on the successful functioning of which the economic recovery and stabilization of agricultural production depend.

Transformation of land relations in agriculture of the Republic of Kazakhstan: the impact of institutional changes on economic development

Since Kazakhstan gained independence, transformation of land relations in agriculture has been inextricably linked with waves of privatization and introduction of market principles of management. The goal is to study the impact of institutional changes on the process of reforming land resources in agricultural sector of the republic. The methods are based on materials from domestic and foreign analytical reviews, scientific publications, regulations relating to the land issue, and program strategic documents. Quantitative and graphical methods were used to analyze the consequences of institutional reforms in agro-industrial complex in terms of property reorganization, land use, and contribution of agricultural production to the country's GDP. Results - it is substantiated that the breakup of production, logistics and other necessary connections in the first years of Kazakhstan’s independence became a difficult test for agriculture and the loss of significant investments in the gross domestic product by this industry. Modern reality required building new market rules, regulated by the state within the framework of laws. The main stages of regulatory changes that influenced land legal relations in agricultural sector are given. The consequences of past reforms related to the land issue are presented, problems and challenges facing the development of agro-industrial complex of the republic are identified, and recommendations are offered to improve the current situation. Conclusions - it should be understood that the quality of adopted regulations reflecting property rights, including land legislation, directly affects socio-economic and environmental situation, which shows the importance of the institutional system for the economic development of the country, formation of effective socio-economic structure of agricultural sector.

Objectives of Administration and State Support of the Agro-Industrial Complex in the Far Eastern Federal District in the Context of Ensuring Food Security in Russia

The article depicts an urgent problem of ensuring food security of Russia – development of agro-industrial complex in Far Eastern Federal District. An analysis of current condition of agro-industrial complex and measures of its support is conducted. The position on insufficiency of general and special measures to support the agro-industrial complex in the Far Eastern Federal District is expressed. Specific solutions to identified problems are proposed. The article features the positions of correspondent ministries of the Russian Federation, deputies of the State Duma, the opinions of scientists and experts, unique materials for further research and scientific and practical analysis of problems in administering the Far Eastern Federal District regions. The publication was prepared based on the materials of the round table “On adopted measures of special legal regulation of the agro-industrial complex development in the Far Eastern Federal District”, held by the Committee for the Development of the Far East and the Arctic on February 22, 2024.

On methodological tools for studying problems of the development of agro-industrial complex

The article considers the methodological tools used by domestic and foreign scientists to carry out research and educational activities in the field of studying problems of development of the agro-industrial complex. Within the framework of the study, it was established that, despite the applied and practice-oriented nature of food issues, scientists use theoretical rather than empirical research methods to a greater extent — they predominantly turn to traditional and simplest methods of processing information, without fully using the existing economic –mathematical and economic-statistical apparatus. It has been revealed that scientists, as a rule, use only methods of deterministic factor analysis in relation to clearly dependent quantities and indicators, while methods of stochastic factor analysis are practically not used; the insufficiency and limitation of using the balance method as one of the key ways to determine the substantive aspect of the studied sphere have been established. Based on the results, the author’s approach to the use of methodological tools for the balanced development of food supply for the population is proposed, where at the first stage calculation methods for assessing economic information are used, at the second stage — methods of factor analysis, at the third — theoretical research methods and at the final stage — methods of modeling and optimization of economic indicators. The results of the study can be used to improve the conceptual and fundamental foundations for the development of the domestic agro-industrial complex and future practical transformations in the food sector.

State regulation of agricultural sector based on the example of cultivation of industrial crops in the Zhetisu region of the Republic of Kazakhstan

The goal is to study the mechanisms of state support for agricultural sector (using the example of industrial crops in the Zhetisu region), analyze the current state of agro-industrial production in the Republic of Kazakhstan, consider problems and ways of their solution. Methods – theoretical basis of the work consists of the works of foreign and domestic scientists; the analysis method assesses the development of agro-industrial complex of the Zhetisu region, regulation of the price level for industrial crops and food. Using the statistical method, conclusions on the current situation and prospects for their production. The modeling method made it possible to form effective model for managing agricultural sector. Results – problems associated with raw materials orientation of agricultural sector, incomplete utilization of production capacity, low level of introduction of innovative technologies and technical equipment slow down the pace of development of agricultural industry. Ways to solve these problems have been outlined: proposals aimed at improving the availability of financing for small businesses through investing in agricultural infrastructure and expanding the network of production and service cooperatives, increasing the efficiency of state support for agricultural economy of the Zhetisu region have been prepared. Conclusions – the main scientific principles obtained during the study can be used as information and analytical material for the development and implementation of effective policies for cultivation, processing and sale of industrial crops in the region. Natural and labor resources will allow the region to become self-sufficient in food supply. The main directions of modern state policy for regulating agricultural production are indicated: creating conditions for maintaining sustainable growth in demand for food products and raw materials; creation of infrastructure, system of wholesale and retail markets; support of price system that satisfies the population's demands for food.

Issues of productive employment of rural population of the Republic of Kazakhstan

The goal is an integrated approach characterizing the state of labor resources in agricultural sector of the Republic of Kazakhstan; identifying the main problems and ways to solve them to increase employment and well-being of rural residents. Methods – monographic, economic-statistical, abstract-logical, qualitative and quantitative methods of scientific research. Results – based on application of economic-statistical method, it is noted that provision of personnel to agricultural sector of the republic’s economy is unsatisfactory in terms of both quantitative and qualitative indicators. Foreign experience in supporting labor activity in agriculture has been studied. The issues of implementing state programs for sustainable development of agro-industrial complex of Kazakhstan are analyzed. The dynamics of changes in labor force nationwide by gender and age for the period from 2019 to 2023 are presented. The level of wages in agro-industrial production is shown in comparison with other sectors of economy. The authors provide data on shortage of labor reserves at the average and managerial level of agricultural enterprises. Trends in the number of employed people and reasons for the outflow of young personnel from rural areas have been identified. Proposals have been developed to increase the number of people employed in agricultural sector of the republic. Conclusions - scientific results obtained during the study can be used to develop and implement various government programs aimed to increase employment, level and quality of life of rural residents of Kazakhstan. The efficient use of human capital contributes to the growth of labor productivity in rural areas. The expansion of rural employment in modern conditions is associated with development of the real sector of economy and small businesses, industry diversification, use of various types of agribusiness, primarily processing, tourism, service sector, and alternative activities of economic entities.

Development of production potential of agro-industrial complex of the Republic of Belarus in the context of trends in global food market

The paper presents the results of analysis of trends in global agricultural production in the context of impact on the development of agro-industrial complex of the Republic of Belarus, including: determining impact of the state of the world grain market on balance of markets and prices, increasing demand for agricultural products and, in particular, livestock products, stimulating consumption of feed, strengthening the negative impact of barriers in global trade in food and resources for its production. The directions and opportunities for the domestic agro-industrial complex are determined due to the internal potential of sustainability, increasing the efficiency of strategic forecasting, intensifying the processes of technical and technological re-equipment of production, and developing the market infrastructure. A set of measures has been proposed, grouped in key areas, which will increase production and export potential of the domestic agro-industrial complex and implement a strategy of sustainable economic growth, including: strengthening the feed base of animal husbandry as an export-oriented industry, increasing production efficiency, optimizing costs, improving product quality, ensuring impeccable compliance with technological, technical and labor discipline, technical regulations, creating sustainable models of product promotion in domestic and foreign markets.

Investment Attractiveness of Agriculture in Ukraine: Factors and Prospects for the Future

The article considers the current state and prospects of the development of innovation processes in the agro-industrial complex in the context of globalisation and integration into the world economic space. The relevance is determined by the fact that agriculture in Ukraine needs innovative and investment changes that will become one of the priority factors in the post-war recovery of the industry. The purpose of the article is to analyse the current situation in the agricultural sector of Ukraine, possible problems, and ways to increase investment activity. The most favourable and effective mechanisms for incorporating innovative activities into the agricultural sector of the economy are identified. The priority steps to transform the policy of agricultural production in the innovation sphere are formulated and substantiated. The main trends and possibilities of modern support for the development of innovation processes at all stages of product creation and sales are identified. The methodology includes primary research data and analysis of statistical data for 2017–2023. The basis for the further development of the agro-industrial complex and strengthening its competitiveness in the global food market should be a targeted state policy aimed at introducing innovative development models in the agricultural sector. Reforming the agricultural sector of Ukraine should be aimed at the organisational, technical and technological restructuring of agricultural production, creating the basis for dynamic, integrated, and development of enterprises, the industry, and the country. The article concludes that ensuring favourable conditions for the sustainable development of innovation in the agricultural sector should become a priority for the development of Ukraine's agro-industrial complex in the context of the country's integration into the global economic space. The main tool for achieving this goal is the development and implementation of optimal and effective mechanisms for restructuring economic and management processes in the agricultural sector of the national economy.

The article examines the theoretical principles of public management of agro-industrial complex innovative development according to systemic approach. The purpose of the work is to develop the conceptual principles of using a systemic approach in the implementation of measures of public management of the innovative development of the agricultural sector. To achieve the goal, general scientific methods of knowledge and processes have been used: methods of induction and deduction - to clarify the interrelationship of the processes of public management of the agricultural sector innovative development; methods of system analysis and generalization - for systematization of existing scientific approaches, used theoretical sources and scientific literature; structuring method - to single out individual factors influencing the innovative development of the regional agricultural sector; method of system analysis, method of abstraction and formalization - for the development of conceptual foundations of the public administration system; graphic method - for displaying the theoretical and methodological material of the research. The prospects and possibilities of innovative development of agro-industrial complex enterprises have been determined. The importance of improving the mechanisms of public management in the direction of innovative development of agro-industrial complex has been substantiated. The main directions of public management of the innovative development of the agro-industrial complex have been considered. The conceptual provisions of the public management system of the agro-industrial complex innovative development have been formed. The generalized model of public management of the agricultural sector of the region based on the hierarchical interaction of key components has been proposed. The essence, purpose and strategic aspect of the development of the system of public management of the innovative development of the agro-industrial complex have been defined. The characteristics of the system of public management of the innovative development of the agro-industrial complex have been offered. In industrial-type regions with a predominant industrial component of the economy, the issue of providing the population with high-quality and affordable food is most acute. In industrial regions, there are problems with agriculture, such as an unfavorable environmental situation, partly related to the predominance of extractive industry in the region’s economy, a shortage of agricultural land, etc. At the same time, the region has scientific, technical, and innovative potentials for the development of processing of agricultural raw materials and food production. Since the majority of the population in these regions is predominantly urban, intensive modern living conditions require the production of ready-made food, semi-finished products, which stimulates the creation of food and processing industries. Therefore, a shift in emphasis towards the processing of agricultural raw materials and food production is becoming a priority direction for the development of agro-industrial complex. One of the main constraining factors of the extensive variant of agricultural development in industrial regions is the limited land resources and their deterioration under the influence of the consequences of the activities of industrial, mainly extractive industries. The article substantiates the limitations of the extensive development path of the agro-industrial complex of the Kemerovo region – Kuzbass, emphasizes the need for its development, on an innovative basis, and food and processing industries in particular. The significance of the research lies in the development of a concept for the development of food and processing industries, which determines the main directions of their development.

Development of intelligent technology elements to establish optimal harvest dates for grain crops

The outstripping pace of agro-industrial complex development is largely determined by the level of agricultural production organization. The effectiveness of crop cultivation depends both on external factors: nature of soils, climatic conditions, etc., and on the skillful organization of agrotechnical measures, timely implementation of planned sowing cycles, cultivation and harvesting of crop production. The development of intelligent technologies can optimize the use of resources and management processes in the field of agriculture, as well as improve the quality of finished products. In particular, using the capabilities of artificial intelligence, it is possible to process large amounts of data on soil composition, fertility, humidity, and other soil parameters; predict weather and climate, forecast and plan sowings of certain crops. With the help of modern intelligent technologies, it is possible to monitor the condition of plants, identify diseases and pests, control growth and determine the best time for sowing, various types of plant treatment and time for harvesting. Definitely, these are just some areas where intelligent technologies in agriculture that can be used. With the development of technology and improved data availability, the possibilities of using artificial intelligence in all the areas mentioned will only grow.

Digitalization and energy conservation as key factors in the development of agro-industrial complex of the country

Subject. The study explores the impact of digitalization on effective development of the country’s agro-industrial complex. Objectives. The purpose is to identify advantages and disadvantages in the introduction of elements of digitalization in the agricultural production of the country and the level of readiness for its use, examine possible risks when using elements of digitalization in the agro-industrial complex. Methods. The study employs abstract-logical, monographic, comparative methods. Results. We reviewed the concept of digitalization in relation to agricultural production, analyzed and assessed risks when using digitalization elements in agricultural activities. The paper presents graphical distribution of districts by the level of digitalization in agriculture. Conclusions. The introduction of each element requires significant financial and labor costs. Systematic implementation of digital technologies in agriculture will become the basis for its further development.

Analysis of the current state and development trends of regional agricultural sector

The agro-industrial complex is currently in difficult conditions of sanctions dictatorship, internal structural macroeconomic imbalances, increasing fluctuations and changes in the global foreign policy situation. The sustainable development of the national economy and ensuring the country’s food security depend on the state and development of the agricultural sector. The construction of long-term agricultural policy, both at the regional level and the country as a whole, must take into account the main trends emerging in the agricultural sector. This explains the need to study the main positive trends and identify negative factors in the development of the agricultural sector of the economy, primarily in the agricultural regions of Russia, which include the Stavropol Territory. The article assesses the current state of trends in the development of agricultural production, and also determines the role of various forms of management in the contribution of the agricultural economy. The study revealed the main patterns of development of the regional agro-industrial complex, key factors positively and negatively influencing the activities of agricultural formations, including an assessment of the contribution of various forms of management to the modern multi-structure economy. The theoretical and methodological basis of the study was the works of domestic and foreign scientists on the development of the agro-industrial complex. The object of the study is the activities of agricultural formations at the regional level. The main research methods were the abstract-logical method, generalization, comparison, systematization and argumentation. Descriptive techniques and a systematic and logical approach were also used.
