Tourism Education Development on the Coastline: Challenges Empirical Study on Islamic Law Province

Tourism is one of the contributors to the country’s foreign exchange. Aceh has abundant natural resources. However, natural wealth without adequate human resources cannot be processed as natural resources. Apart from that, the issue of sharia tourism or halal tourism is a debate that affects the smooth running of tourism in Aceh. This research aimed to explore the challenges of developing tourism education in the coastal region of Aceh. The method used was a qualitative descriptive approach. Data collection was carried out using in-depth interviews, focus group discussions, observation, and searching for important documents from both tourism education institutions and agencies related to tourism development in Aceh. The research results found that Aceh has abundant natural resources both in terms of religious tourism, natural tourism, and historical and cultural tourism. However, educational institutions in Aceh to support tourism were still very minimal, especially for universities; Aceh only had one study program at a private university. Meanwhile, the challenge faced in developing tourism education was the lack of professional teaching staff in the tourism sector, apart from educational institutions, which were also still minimal. Likewise, Sharia tourism regulations were not yet legally strong. This research recommends that the government pay more massive attention to Tourism Education Institutions in Aceh.

Socialization of Post-COVID-19 Community Economic Strengthening Strategy and Regional Poverty Alleviation Strategy in Aceh Besar Regency

This community service activity aimed to address the economic challenges faced by the people of Aceh Besar post-COVID-19 and to develop effective poverty alleviation strategies for the region. Conducted on February 14, 2023, at the Dekranasda Aceh Besar office, this initiative was a collaboration between the Management Department, Faculty of Economics and Business, Universitas Syiah Kuala, and the Government of Aceh Besar. The primary objectives were to enhance the understanding and skills of local stakeholders in formulating and implementing economic strengthening strategies and to foster collaboration among various community elements. The service-learning method was employed, integrating academic learning with community service to provide practical solutions to real-world problems. The activity involved 150 participants, including members of the Aceh Besar Regional House of Representatives (DPRK), 58 regional government organizations (OPD), Aceh's Development Planning Agency (Bappeda), the Head of Aceh Besar Statistics Bureau (BPS), representatives from NGOs, community leaders, local officials, academics, and other relevant stakeholders. The activities included presentations, workshops, and group discussions led by experts from Universitas Syiah Kuala and Bappeda Aceh. The results showed a significant increase in participants' understanding and skills, with 85% reporting improved knowledge in economic strengthening strategies. Additionally, eight concrete action plans were developed and implemented by the participants in their respective communities. The activity's success is evident from the high levels of participation and positive feedback, demonstrating its effectiveness in achieving its objectives. These outcomes contribute to the Sustainable Development Goals (SDGs), particularly in poverty alleviation and economic well-being. Despite minor challenges such as time constraints and resource limitations, the activity successfully fostered collaboration and provided valuable insights for future community service initiatives.

Compatibility of Human Rights and Sharia: The Perspective of Interreligious Leaders in South and West Aceh Indonesia

Human rights and Islamic law are two distinct sources of law with the common orientation of upholding the dignity of human beings. This study aimed to explore the compatibility of the two to avoid any conflicts and to ensure legal development that considers both human rights values and Islamic law, particularly in Aceh where Islamic law is implemented. The study began by asking two fundamental questions: how are human rights and Islamic law compatible in the context of legal development in Aceh? And how do interfaith figures in southwest Aceh view the compatibility of human rights and Islamic law? The study utilized qualitative research methods with a phenomenological approach and an interpretive paradigm, and it concluded with a continuous qualitative narrative analysis from the start of the research until its completion. The research findings indicate that human rights and Islamic law have been incorporated into the formulation of every law and can accommodate all segments of society in Aceh, both in terms of religion and humanity. Additionally, human rights and Sharia law in Aceh have found a point of convergence that is supported by the acceptance of cross-religious communities, particularly in southwestern Aceh. Thus, this research suggests that human rights and Sharia law are not in conflict with each other because they share the same orientation of respecting the dignity of humanity.

Statistical Clustering Approach: Mapping Population Indicators Through Probabilistic Analysis in Aceh Province, Indonesia

The clustering, one of statistical analysis, can be used for understanding population patterns and as a basis for more targeted policy making. In this ecological study, we explored the population dynamics across 23 districts/cities in Aceh Province. The study used the Aceh Population Development Profile Year 2022 data, focusing on the total population, in-migrants, out-migrants, fertility, and maternal mortality as variables. The study employed descriptive statistics to ascertain the data distribution, followed by the Shapiro-Wilk test to evaluate normality, which is crucial for selecting the appropriate statistical methods. The Spearman test was used to determine correlations between the total population and the variable as indicators. Probabilistic Fuzzy C-Means (PFCM) method is used for clustering. To optimize clustering, the silhouette coefficient was calculated using the Euclidean Distance and the elbow method, with the results analyzed using R-4.3.2 software. This study's design and methods aim to provide a nuanced understanding of demographic patterns for targeted policy-making and regional development in Aceh, Indonesia. Based on the data normality test results, only fertility (p-value = 0.45), while the other variables are not normally distributed. Spearman test was used, and the results showed that only in-migrants (p-value = 1.78 x 10-6) and out-migrants (p-value = 2.30 x 10-6) correlated to the Aceh Province population. Using the population variable and the two variables associated with it, it was found that 4 is the best optimum number of clusters, where clusters 1, 2, 3, and 4 consist of three districts/city, nine districts/city, four districts/city and seven districts/city respectively.

Quo Vadis Aceh is A Special Autonomous Region in The State of The Republic of Indonesia

Objective: This study aims to re-actualize Pancasila as a state ideology, especially the 3rd principle, namely Indonesian Unity. The meaning of unity is considered to be fading given the existence of Aceh, which in the past eighteen years has seen its status degraded, both explicitly and implicitly, especially about Aceh's authority as a special autonomous region. Theoretical framework: this study compares constitutional theory through the text and context of Article 18B paragraph (1) of the 1945 Constitution and the Amendment Results. Next is the concept of asymmetric decentralization through Law Number 11 of 2006 concerning the Aceh Government (UUPA). Method: The study used normative legal studies, where data collection is carried out using library research with a focus on the application of norms in the UUPA. Presented in a descriptive-analytical manner, by examining the implementation of UUPA based on juridical, historical, political, and social aspects, to find the concrete reality of the implementation of special autonomy in Aceh currently, and its projections in the future. Results and Conclusions: The study shows that in the early days of Aceh's special autonomy, relations with the Central Government were constructive. Aceh has become the center of national mainstreaming. However, recently, conditions no longer work that way. The existence of the UUPA as a document for Aceh's development after the earthquake-tsunami and armed conflict is no longer a special concern for Jakarta, and this threatens the sense of unity of this country.

Legal effectiveness in promoting development policies: A case study of North Aceh Indonesia

This research evaluated the effectiveness of the Law on the Governing of Aceh (LoGA) as the legal basis for regional development policies in the North Aceh District, Indonesia. Despite its enactment in 2006, the district has faced persistent challenges, including high poverty rates and poor economic growth. The LoGA was intended to accelerate development in Aceh after the conflict and tsunami, reflecting the legal aspirations of the region (reconsidered). Therefore, using a qualitative approach, including interviews, observations, and analysis of secondary data, this research evaluated the effectiveness of the LoGA based on its provisions, enforcement, infrastructure and facilities, political landscape, cultural factors, and societal impacts. The result showed significant substantive, institutional, and societal challenges, which led to legal uncertainty, ineffective policy implementation, and the necessity for policy revision and community involvement.

Exploring the Proficiency of Dayah's Teaching and Educational Staff for Sustainable Development in Aceh

Abstract: This study emerged from a crucial need to find out factors influencing educational staff in the implementation of Education for Sustainable Development in actual Dayah practices in Aceh. The objective of this research is to provide an extensive overview regarding how to boost the quality of teachers and educational employees in Aceh's Dayah. The study aims to create an effective step-by-step approach for increasing the quality of instructors and educational staff in Aceh's Dayah province. The study employs an explanatory qualitative method. Amongst the data resources are Dayah department leaders, program coordinators, and other employees and staff from Dayah educational departments. Despite the fact that academics possess diverse individual interests and motivations to participate in education for sustainable development, their engagement is influenced by factors such as the advantages of pursuing higher education, attending workshops and training, undertaking internships, and participating in capacity-building initiatives. However, resource limitations, including restricted financial means, limited access to information technology, and a lack of access to external organizational information, can potentially exacerbate the challenges mentioned earlier. This study provides a formulative model connected to disparities in policy and visions of sustainable development in regard to principles and roles of Dayah Education in enhancing the quality of educational programs. Abstrak: Urgensitas kebutuhan terhadap identifikasi faktor-faktor yang mempengaruhi tenaga kependidikan dalam melaksanakan Pendidikan untuk Pembangunan Berkelanjutan dalam praktik nyata Dayah di Aceh. Penelitian bertujuan untuk mendapatkan gambaran komprehensif terhadap peningkatan kualitas tenaga pengajar dan tenaga kependidikan dayah di Aceh. Penelitian berupaya menghasilkan model langkah efektif untuk meningkatkan kualitas tenaga pengajar dan tenaga kependidikan dayah di Aceh. Kajian ini difokuskan pada beberapa aspek, pertama aspek kebutuhan dan ketersediaan tenaga pendidik dan tenaga kependidikan dayah, kedua aspek kualifikasi tenaga pengajar dan tenaga kependidikan dayah, ketiga upaya dan kendala dalam peningkatan kualitas tenaga pendidik dan tenaga kependidikan dayah. tenaga kependidikan di Aceh, baik pesantren Salafiyah maupun Diniyah. Penelitian berjenis kualitatif eksplanatory. Sumber informan berasal dari kepala dinas dayah, koordinator program dan beberapa karyawan dan staf dinas pendidikan dayah. Studi ini menunjukkan bahwa meskipun akademisi mungkin memiliki minat dan motivasi pribadi untuk terlibat dalam pendidikan menuju kepada sustainabilitas pembangunan. Adapun faktor-faktor seperti manfaat melanjutkan pendidikan di tingkat universitas, lokakarya/ pelatihan, magang, peningkatan kapasitas, tetapi di antara manfaatnya ada faktor-faktor yang mempengaruhi seperti kurangnya sumber daya keuangan, keterbatasan akses teknologi informasi dan keterbatasan akses informasi ke lembaga eksternal. Penelitian ini memberikan model formulatif berkaitan dengan kebijakan perbedaan pandangan dan visi pembangunan berkelanjutan dalam aspek prinsip dan peran Pendidikan Dayah dalam meningkatkan mutu pendidikan pesantren di Aceh.

The Effectiveness of Aceh’s Special Autonomy Fund in Allocation to Poverty Alleviation, Education, and Health Sector

This research aims to analysis the effectiveness of the allocation of Aceh’s special autonomy fund for development in the sectors of poverty alleviation, education, and health during the period of 2017 to 2022. The method used in this study is qualitative descriptive with the data collection techniques are interviews and documentation. Moreover, this research focus on the existence of Aceh as an asymmetric decentralization. The theory that used to strengthen the argument is public management theory and used the concept of effectiveness. The result showed that during the period of Irwandi Yusuf-Nova Iriansyah, the allocation of Aceh’s special autonomy fund has not been effective for development in Aceh, especially in the sector of poverty, improving the quality of education and health. It is because of the management of the special autonomy fund’s allocation is not optimal implemented since the planning to the controlling. It has the impact to the allocation of Aceh’s special autonomy fund which is not well-targeted to achieve the goals and to improve the society’s welfare.

The Effect of Regional Taxes, Retribution and Profit-Sharing Funds on Infrastructure Capital Expenditures in Aceh, Indonesia

This research is a causality study that examines the effect of local taxes, levies, and profit-sharing funds on the Aceh government's capital expenditure. Secondary data that is analazed in this study is the local government financial statements which are a form of budget realization reports (LRA) of district/city revenues and expenditures from 2013 to 2017 from the Audit Board (BPK) as Aceh representatives. Data from 23 districts/cities within a period of 5 years starting from 2013-2017 were analyzed so that 115 units of analysis were obtained. This study used multiple linear regression models in analyzing the data. The study found that; Local government taxes affected capital expenditure in 2013-2017 for the Aceh government. The Regional Retribution and Profit-Sharing Fund (DBH) has no effect on capital expenditure. However, local taxes, levies, and profit-sharing funds simultaneously affected infrastructure capital expenditure in Aceh in the 2013-2017 period. Based on the results of the study, it can be concluded that local government taxes have a significant influence on capital expenditure in Aceh in the 2013-2017 period. Therefore, the Aceh local government can consider more appropriate tax policies to increase capital expenditure and increase infrastructure development in Aceh.

Governance Developments in Challenge Situations: A Case Study of the Governance in Aceh after 2005 Helsinki Memorandum of Agreement

This study explored about the Governance Developments in Challenge Situations in Aceh after 2005 Helsinki Memorandum of Agreement. The 2005 Helskinki Memorandum of Agreement brings promise into welfare and better governance for Aceh people. However, there are problems such as welfare and governance (corrupt leaders). First, the problem of socio-economic development in Aceh after the Helsinki agreement apparently occurred not at the stage of regulation and budget support, but at the leadership stage. Second, leadership problems have persisted even though elections have been held. This is an indication of elite problems in governance in Aceh. These two backgrounds form the basis for this article to discuss the main issue of Why Aceh's Governance after Helsinki Memorandum of Understanding in 2005 has not run optimally in providing for the needs of the Acehnese people. Using quantitative and qualitative methods, this article provides the relations between political elites on good public governance. Academically, this article will be able to provide a new dimension of form of relations between political elites on good public governance. Practically, this article can provide recommendations on the form of relations between political elites that affect good public governance in the success of the Aceh Government's development programs.

The Paradox of Plenty Challenges in Regional Development in Aceh After Two Decades of Special Autonomy

Aceh as a region rich in natural resources is still trapped in the paradox of plenty phenomenon. This is ironic if you look at Aceh, which is the poorest region on the island of Sumatra and the welfare of its people is low. This is of course a stark contrast that natural resource wealth should be able to make Aceh more prosperous from various sides. Law No. 18 of 2001 concerning special autonomy for Aceh was basically born as an attempt by the government to bring Aceh out of Aceh from the paradox of plenty. This means that none other than the goal of these efforts is welfare for Aceh. This type of research uses a qualitative approach with library research methods. Meanwhile, the stages of this research consist of problem identification, literature search, research aims and objectives, data collection, data analysis and interpretation, and research reporting. The results showed that special autonomy was not able to bring Aceh out of the paradox of plenty phenomenon. This means that the goals of welfare by creating low poverty, high HDI, high IDI, and low unemployment still seem to have not been completed. In addition, the presence of special autonomy arrangements for Aceh turned out to give birth to new challenges in the field of governance. So far, the disbursement of special autonomy funds has not been able to be managed evenly so economic and social inequalities still occur in Aceh. There is a tendency that the implementation of Aceh's special autonomy for the past two decades has been exploited by certain politically related groups. The DOKA disbursement, which began in 2008 from the central government, has not been felt by the people of Aceh to this day. This finding is certainly a critical reflection for the government to evaluate this asymmetric arrangement in a comprehensive and sustainable manner for the welfare of Aceh.

ANALISIS IRIO 2016 TENTANG PERDAGANGAN SUMATERA UTARA-ACEH TERHADAP PERTUMBUHAN EKONOMI ACEH

This study aims to analyze the impact of Aceh's trade with North Sumatra Province on economic growth in Aceh using the 2016 IRIO model. As a result, the dependence of North Sumatra's output on inputs from Aceh is greater than the dependence of Aceh's output on inputs from North Sumatra. From the simulation results on investment in the food crop agriculture sector and the plantation sector, it is also seen that the economic growth of North Sumatra will be more profitable. This should be the basis for future economic development in Aceh. This research is only in the form of an impact analysis, the analysis of the influence can be considered for further research.

Dynamics of Public Information Disclosure Implementation within the Aceh Government

Post-armed conflict and tsunami disasters, the Government of Aceh seek to implement public services and development programs transparent and accountable. One of the strategic steps taken is its implementation based on the mandate of the public information disclosure Act (KIP Law) and Aceh Qanun (Aceh Regional Regulation) Number 7 of 2019 on KIP Management. Even though it already has KIP rules, there are still some problems in its implementation, such as compliance with SKPA in providing public information and the number of disputes over public information. This study aims to identify and analyze the dynamics of the implementation of public information within the Aceh Government and the challenges of public management. This study uses a qualitative method through observation, document review, and interviews. The basis of data analysis uses Information Commission Regulation Number 1 of 2010 and Aceh Governor Regulation Number 57 of 2018. The results are (1) SKPA has work plans, programs, and activities for the management of public information; (2) there is a budget allocation for Information and Documentation Implementation Officers (PPID); (3) It has a list of public information and SOPs. The findings of this study also find logistical consequences for the future of Aceh's development through the KIP perspective. Information that is open, accessible, and inexpensive can nurture public trust in the Aceh Government and in itself will increase community participation in development. Settlement suitability mapping based on the salinity index in the Banda Aceh City

The availability of accurate land data is useful in planning, policymaking, regional development, and preserving the environment. Banda Aceh is the center of education and development in Aceh, Indonesia, which is located in the coastal area. The tsunami has had a significant impact on development and settlements in Banda Aceh. Currently, settlements in Banda Aceh rapidly grow also the need for land and water resources. Therefore, mapping the potential for residential land in Banda Aceh is required. This study examines land suitability in Banda Aceh based on the FAO salinity criteria and spatial data analysis by remote sensing methods. Based on the results, it is known that Banda Aceh has land suitable for settlement of around 85% or 2975 hectares. These areas are generally located close to watersheds and receive sufficient freshwater input. Meanwhile, areas far from rivers and close to the coast have brackish salinity. This area is not suitable as a residential area. More accurate study of seismicity effect on Sumatra-Fault for liquefaction potential in Banda Aceh by using cyclic loading mobility data

Banda Aceh is a prone city, predictions from earthquake experts with a potential for a tsunami in the return period of 500 years there will still be a large earthquake that threatens development in Aceh, especially Banda Aceh. A great earthquake has occurred in Aceh on December 26, 2004, which destroyed government infrastructures and property and human life in Banda Aceh. The high number of casualties during the natural disaster occurred due to low government preparedness and public understanding of earthquake disasters caused by several earthquake sources surrounding the city of Banda Aceh, such as; Aceh-Sumatra great fault, the subduction of the Indo-Australian plate with the Euro Asia plate which move side by side along the side of Aceh province - Andaman Island. This research will provide important information regarding the orientation of the depth of the strong layer and the distribution (horizon) of the subsoil of the city surface in several densely populated zones and surrounded areas. The study method was carried out by using a cross-section of the sub-surface of the earth’s plate from the coast - transition - land using Surfer software. Quantitative and qualitative analysis results obtained 3D image surface sand shading relief; soft layers, moderately layers and hard layers, each of which the thickness and depth of the soil was used to perform an analysis of the phenomenon of liquefaction potential; soft layers less than 10 kg/cm2 thickness 0.2-3.6 m depth, moderately layers 10-50 kg/cm2 thick 1.0 -7.0 m depth 1.2-10.6 m, hard layers > 120 kg/cm2 thickness 2.0-18.6 m depth 5.0-46.8 m, respectively.

FROM THE RELIGIOUS STAGE TO THE POLITICAL STAGE: TEUNGKU DAYAH'S POLITICAL COMMUNICATION STUDY IN ACEH

This paper describes the Teungku Dayah political communication model in maintaining the harmony of Muslims in Aceh. Political turmoil in society often creates unrest, as it separates religious and political values. On the other hand politics is actually very instrumental in the development of Islam in Aceh. Teungku Dayah is the main actor and key figure in political development in Aceh. As a public figure, Teungku Dayah has a stake in the mass vote in the regional elections, the president and other political contests. This research is an analysis of the phenomenon of Teungku Dayah's political role in maintaining the harmony of the people. The technique of data collection used was direct observation, and the data were analyzed by describing the actions of Teungku Dayah's political role. The research concludes that Teungku Dayah has its own system and character in guarding Aceh's political development. He uses the Islamic boarding school and the dayah institutionas media for political communication. But the shift in values in instant politics makes Teungku Dayah's political communication power limited to front stage politics. Further research is necessary on political communication in Teungku Dayah, since political communication is a dynamic study, as dynamic as the conditions in Aceh.

Financing Peace: Special Autonomy Fund as a Peace Dividend in Aceh, Indonesia

This paper discusses the peacebuilding process in Aceh Indonesia. Southeast Asia is one of the regions that has been plagued by severe ethno-nationalist strives due to its high level of diversity and the impact of colonialism. Among several cases of ethno-nationalist struggles in this region, the separatist insurgency in Aceh, Indonesia has been regarded as the protracted conflict that has been successfully resolved and created durable peace. The Helsinki Peace Agreement attempted to redress the economic grievances that were manifested in perceived inequality and the exploitation of Aceh’s natural resources through the arrangement of Special Autonomy Fund. This fund serves as a peace dividend that is expected to bring welfare and enhance economic development in Aceh. The paper examines the role of Special Autonomy Fund in accelerating economic development in Aceh in the past ten years by utilizing the concept of the peace dividend and the model of fiscal-sharing. While this fund has been successfully increasing Aceh economic growth compared to the conflict era, it has not been optimally utilized to reduce poverty and inequality. Due to the nature of peace in Aceh as an elite-based peace, the peace dividend has contributed to the patronage politics particularly among the former combatants.
