The Economic and Social Capital Factors in the Victory of Independent Candidate Pairs in the 2020 Regional Head and Deputy Regional Head Elections of Metro City

Based on KPU Regulation Number 1 of 2020 which regulates the nomination of regional heads and deputy regional heads in the 2020 simultaneous regional elections, there are changes to the nomination requirements from the individual path. Data on the results of the 2020 regional elections show that there were six individual candidate pairs who won the elections, one of which was in Metro City, Lampung province. The victory of individual candidate pairs in the Metro City regional elections can be said to break the dominance of candidate pairs from political parties who always win elections. This research examines the victory of candidate pairs Wahdi and Qomaru from the perspective of political, economic and social capital. The theory of capital refers to Pierre Bourdieu (1992), and is supported by the theory of political capital from John A. Booth and Patricia Bayer Richard (1998). The research method is qualitative with primary data collection through in-depth interviews. The research findings show that social capital (grassroots network), and economic capital (capital control) became the main factors of Wahdi and Qomaru's victory, which succeeded in defeating a pair of candidates from political parties, making it the first time Metro City was led by a mayor and deputy mayor not from a political party.

Personal Branding Strategies Of The Deputy Mayor Of Surabaya Through The Instagram Account @Cakj1

Competition is becoming tougher, and the easy and fast use of social media has made people more dependent on it. The ease of accessing Instagram social media has made Cak Ji, the Deputy Mayor of Surabaya. He routinely documents his daily activities through photos and videos and uploads them to his personal Instagram account. Researchers seek to analyze the video and photo content uploaded by the individual on their Instagram account, from February 26, 2021, to February 26, 2022. The aim is to determine whether the image displayed is in line with the actual personality or merely a portrayal done to meet content needs on the platform. This study uses the concept of personal branding, particularly through the application of The Eight Laws Of Personal Branding developed. The research method used is qualitative research with a descriptive qualitative approach. In collecting data, the method used is documentation. Data analysis uses the model of data reduction, data presentation stage, and conclusion drawing or verification stage, by interpreting and analyzing the existing data based on the theory used by researchers to draw conclusions. From the research conducted on the Instagram account @Cakj1, it can be shown that Cak Ji's personal branding fulfills the eight main concepts of personal branding by Peter Montonya, namely: 1. (The Law of Specialization), 2.(The Law of Leadership), 3. (The Law of Personality), 4. (The Law of Distinctiveness), 5.(The Law of Visibility), 6. (The Law of Unity), 7. (The Law of Persistence), 8. (The Law of Goodwill).

Politik Identitas Gender dalam Pemilihan Kepala Daerah Tahun 2020 di Kota Makassar

Identity politics in democracy continues to be a topic of discussion, particularly regarding issues related to gender, religion, language, race, and ethnicity. These factors are often studied in the context of political identity during election periods, such as during the 2020 election in the city of Makassar. , Fatmawati Rusdi is the only female contestant in the Makassar City Election and makes history for women in the government seat for the next five years. The purpose is to describe how gender identity politics became a strategy for winning the 2020 regional elections in Makassar City. The research method used is a qualitative descriptive research method with a literature study and observation approach. The research results explain the gender identity politics in the Makassar City election, where Fatmawati Rusdi became the first female deputy mayor in Makassar City, the only woman to compete in the Makassar City election, Fatmawati Rusdi applied direct communication (door-to-door) with the community instead of image building in the media. Conclusion from this research, the involvement of women in local elections happened almost throughout Indonesia, especially in the city of Makassar, starting with the 2020 local elections where a woman was elected as the Deputy Mayor of Makassar. To win, Fatmawati Rusdi used the right strategy to gain the support of the mothers of the taklim councils in the alleys, one of the female sports communities often cycling, which greatly helped in the approach of campaigning and delivering the programs to be done when in office

Strategi Pemasaran Politik Mohammad Idris-Imam Budi Hartono pada Pilkada Serentak Kota Depok Tahun 2020 di Era Pandemi Covid-19

The Covid-19 pandemic brought multi-sector changes in Indonesia not only in the fields of education and the economy, but also affected the democratic system in Indonesia in the implementation of the simultaneous Pilkada which was planned to be held in September 2020 postponed for up to 3 months. By continuing to carry out the Pilkada it was proven that the organizer, namely the KPU, issued regulations regarding campaigns during the Covid-19 pandemic so as not to trigger new clusters, which in the end made the candidates, including Idris-Imam, consider his marketing strategy so that he could win the contest that took place in Depok City. The aim of this paper is to describe the marketing strategy for the 2020 Depok Mayor and Deputy Mayor elections, this is interesting to review because of its implementation in the Covid-19 era. This study used a qualitative method whose analysis used descriptive data whose data were obtained from informants from the Idris-Imam winning team, members of the social media division and members of the winning team, while also using a number of articles or documents related to this paper. The results of this study indicate that the marketing strategy used by Idris-Imam follows the marketing concept of Nursal (2004): 1) Push Marketing, in marketing Idris-Imam interacts directly with the public from door to door by applying applicable rules, 2) Pull Marketing, the covid-19 pandemic is not an obstacle for Idris-Imam optimizes many social media platforms to disseminate its activities to gain public attention, 3) Pass Marketing, in marketing cooperates with religious figures and influencers to gain support to strengthen Idris-Imam reputation in public.

Legal Reconstruction of Government's Political Regulation in the Election of Regional Heads Based on Pancasila Justice Values

This research analyzes the weaknesses of the government's political and legal regulations in the current implementation of regional head elections and finds a legal reconstruction of the government's legal politics in regional head elections based on Pancasila justice values in Indonesia. In a constructivism paradigm where the type of research method used is normative juridical and the specifications of this research have a prescriptive analytical nature with the approach used by the author being a statutory approach. The research results found that the weakness of the government's political and legal regulations regarding regional elections, the substance of which regulates the resolution of election crimes; Requirements as Candidates for Governor and Candidates for Deputy Governor, Candidates for Regent and Candidates for Deputy Regent, as well as Candidates for Mayor and Candidates for Deputy Mayor; Prohibition in campaigning; Criminal Sanctions Regional head elections; Simultaneous regional head elections; Community participation in organizing elections and the existence of a special electoral judicial body. Therefore, the reconstruction of the government's political and legal regulations for regional head elections as a whole based on the values of Pancasila justice in its formation can be done by synchronizing vertically with the 1945 Constitution and horizontally with the national election law starting from the planning, preparation, discussion, stipulation, and promulgation stages with adhere to principles in the formation of laws that Pancasila guides as the source of all sources of law in Indonesia by reconstructing the provisions governing the requirements for regional head candidates, candidate registration, voter data collection, campaigns, community participation, violations of the code of ethics, administration, dispute resolution, election crimes, state administration disputes, disputes over election results, formulation of criminal sanctions, implementation of simultaneous regional elections, as well as the formation of a tribunal for election crimes.

Pengaruh Identitas Etnis Politik Terhadap Perilaku Pemilih

This research is entitled The influence of ethnic identity politics in the election of Mayor and Deputy Mayor of Medan 2020. What will be studied in this research is to see the involvement of ethnic identity politics in the election of Mayor and Deputy Mayor of Medan 2020. This research uses political anthropology methods with a functionalist approach where the approach This is built on ethnic lineages which allow for political relations with ethnic groups and organizations. Data collection techniques were carried out using in-depth interview techniques, observation and documentation. Meanwhile, the data analysis technique in this research uses qualitative descriptive data analysis. The technique for determining informants in this research is Purposive Sampling, where the selection of informants is chosen deliberately based on predetermined criteria, namely people who experience and feel directly the influence exerted by candidate pairs using ethnic identity. So the informants in this research were people living in Medan Perjuangan, namely 10 informants, namely 2 people each from the Malay, Javanese, Batak, Acehnese ethnicities, and 2 people from the Chinese ethnicity. The research results show that political ethnic identity does have an influence, but the people of Medan also consider other factors in determining their choices. Full community participation in elections is related to awareness of the importance of community contributions, while the assessment of candidates is not only focused on ethnic identity, but involves performance, vision and mission and leadership behavior. Overall, the results of this study indicate that while political ethnic identity is not an important factor, the people of Medan prefer to understand and evaluate candidates based on performance and leadership criteria.

Identity-Based Political Preferences In The Elections (Study Of Manggarai Ethnicity In The 2012 And 2017 Kupang City Elections)

This research aims to explain the phenomenon of identity politics in the context of Regional Head Elections (Pilkada) in the scheme of the relationship between ethnicity and voters' political preferences in Pilkada contestations. The case raised in this research is the Kupang City Pilkada during the last two periods which included the pair Yonas Salean and Dr. Herman Man in the 2012-2017 period and the couple Jefri Riwu Kore and Dr. Herman Man in the 2017-2022 period. Interestingly, the two democratic contestation celebrations were won by the Mayor candidate who was paired with Dr. Herman Man. This fact gave rise to a number of assumptions that placed the figure of Dr. Herman Man as the determining factor for victory. This research specifically wants to measure whether identity politics has changed the behavior of choosing the Manggarai ethnic group in providing support to Dr Herman Man. To get an overview and answers, this research uses a qualitative approach with a case study type on the Manggarai ethnic group in Kupang City. Data collection techniques through interviews and documentation. The research results show that support for the Kupang Mayor candidate pair who collaborated with the Deputy Mayor candidate pair from the Manggarai ethnic group was strengthened by the presence of a unifying forum, namely Panga and IKMR as the basis for the Manggarai people's association in Kupang City. The existence of non-formal institutions is an effective consolidation medium for gathering support and strengthening internal ethnic solidity.

THE FUNCTIONS OF POLITICIANS’ SPEECH ACTS IN THE ELECTION CAMPAIGN FOR MAYOR AND DEPUTY MAYOR OF TOMOHON CITY

This research aims to describe the assertive and commissive functions of politician speech acts in the election campaign for mayor and deputy mayor of Tomohon city. This research is a qualitative descriptive with content analysis study. Primary data was taken by recording politicians’ speeches during the campaign. The recording was then transcribed and analyzed. This study is based on speech act theory by Searle. The research findings show that the assertive and commissive functions have several subfunctions. Those were claiming, stating, suggesting, acknowledging, convincing, ensuring, supporting and supposing for assertive function and promising, giving hope, threatening and praying for commissive function. It can be recommended that the result of this study can be used by political parties in the context of their participation in the political contestation, including regional head election

Analysis of Polling Station Supervisor Recruitment (Ptps) in Kecamatan Welcome to The 2020 Samarinda Mayor and Vice Mayor Elections

This study aims to determine the Recruitment and Selection of Polling Station Supervisors in the Welcome District in the 2020 Samarinda Mayor and Vice Mayor Elections and their supporting and inhibiting factors. The type of research used in this study is qualitative research. Sampling technique with purposive sampling technique. For data collection techniques, including 1) In-depth interviews, 2) Observation participation, and 3) Documentation studies. As for data analysis techniques, namely Miles and Huberman's interactive model data analysis techniques. The results of the study showed: 1) The screening carried out by the Panwaslu of the Welcome District for Prospective TPS Supervisors in the Welcome District, in this case, is related to the completeness of administrative files, such as Application Forms, Statement Letters, e-KTP, K.K., Diplomas, and other supporting documents. The screening of TPS Supervisory Candidates is more about the material aspect, where the Recruitment Committee examines the files of TPS Supervisory Candidates in the TWelcome District in more depth. Most of the deaths of polling station supervisory candidates in the TWelcome sub-district are due to ties with fellow election organizers, such as their husbands/wives also being KPPS, being involved as members of political parties, the team of one of the candidates, and the e-KTP concerned has been recorded as supporting independent candidates. In the process of selecting TPS Supervisory Candidates in TWelcome District who will later be assigned as TPS Supervisors at 122 polling stations spread across Sambutan District, some of the essential assessment indicators are experience in elections, understanding of election regulations, and being able to apply for the Siwaslu program. Supporting Factors in the Recruitment of Polling Place Supervisors (PTPS) in the 2020 Samarinda Mayor and Deputy Mayor Elections, namely 1) High public interest and interest to be involved in elections, primarily registering to become a Polling Station Supervisor in Welcome District and 2) The growing use of electronic media facilitates information related to Polling Station Supervisor Recruitment in Sambutan District. The Inhibiting Factors in the Recruitment of Polling Station Supervisors (PTPS) in the 2020 Samarinda Mayor and Deputy Mayor Elections, namely 1) The situation and conditions of Covid-19 make people reluctant to do activities in crowded places, 2) Most people who have an interest in becoming polling station supervisors must be aborted because the e-KTP concerned has been recorded as an independent person supporter, 3) Most people who have an interest in becoming polling station supervisors must be dropped because they do not meet the qualifications in terms of age and education level, and 4) The Welcome District Panwaslu must compete with the Welcome District Election Committee (PPK) and Candidate Pairs, because at the same time, the KDP recruits the Voting Organizing Group (KPPS), even numbering 7 (seven) people per polling station, plus the Prospective Spouse who recruits his Witnesses.

The General Election Supervisory Body in Indonesia is an independent institution that has an important role in supervising the implementation of general elections in order to realize democratic elections. This can be seen from the implementation of the duties, obligations, and authorities of the Semarang City Election Supervisory to supervise the stages of the Regional Head Election 2020 in Semarang City in order to elect the Mayor and Deputy Mayor of Semarang. The Simultaneous Regional Head Elections in Semarang City which were carried out in the midst of the Covid-19 pandemic went well, safely and democratically in accordance with existing regulations. The performance of the Semarang City Election Supervisory Agency is influenced by factors including legal substance, legal structure, and legal culture.

Political Inclusiveness Degree of State Civil Apparatus and Bureaucracy on Mayor and Deputy Mayor Elections in Palu City 2015

This research is based on the condition of the phenomena of the state civil apparatus and the bureaucracy in the election of the mayor and deputy mayor of Palu which is marked by the political events that occur. Simultaneous regional head elections in the province of Central Sulawesi. The theory used is the participation theory from Michael Rush and Philips Althoff and the bureaucratic theory from Max Weber. The aims to analyze how the participation of the community participates in the implementation of the Mayor and Deputy Mayor Elections in 2015. The research method used is descriptive qualitative. Informants were obtained in a purposive way with the criteria of state civil servants, bureaucracy, totaling 7 informants. The results showed that the degree of political inclusivity of state apparatus in the 2015 mayoral and deputy mayoral elections was as follows: state apparatus in the election of the mayor and deputy mayor of Palu were in a neutral position, However, there are several realities where there are emotional and work relationships that are always under pressure, either directly or indirectly, making it difficult to make political decisions individually and have to be involved in the state apparatus situation itself. The Palu city government bureaucracy, which is inclusive in political decision-making, is marked by intrigue from the mayor and deputy mayor officials because based on the law, they hold power over the SKPD, which should be held by the city secretary.

JURIDICAL REVIEW OF THE WINNING OF THE EMPTY BOXES IN REGIONAL HEAD ELECTIONS

Elections for Regional Heads or commonly known as “Pilkada” are carried out directly by residents of the local administrative area who meet the requirements. The election of regional heads is carried out in a package together with the deputy regional heads. The regional heads and deputy regional heads in question include the governor and deputy governor for the province, the mayor and the deputy mayor for the city, and the regent and deputy regent for the district. Regarding the elections, By law, winning the empty box is allowed based on Article 54 D (2) of Law Number 10 of 2016 concerning the Second Amendment to Law Number 1 of 2015 concerning Stipulation of Government Regulations in Lieu of Law Number 1 of 2014 concerning Election of Governors, Regents , and the Mayor becomes Law. However, the next question is that the official appointed by the government based on the winner of the empty box represents legal interests. This has not been regulated by the government, so it is necessary to revise the latest Law to find out about it.

This research was conducted by the author aims to determine the the role of the Regional Development Planning Agency in the Implementation of the Instruction the Minister International Domestic Number 70 Year 2021 concerning the Preparation of Regional Development Planning Documents for Regions with the Service of Regional Heads ending in 2022. The data collection technique was through observation studies, interviews and direct documentation at the Pekanbaru City Regional Development Planning Agency The results of this study can be seen that the Instruction of the Minister International Domestic Number 70 of 2021 has the function and role as a guide and functions to regulate the entire development planning process in Pekanbaru City Bappeda. Pekanbaru City Bappeda is the implementing element of government affairs in the field of planning, where the effectiveness of Bappeda's role is in accordance with Lawrence M. Friedman's theory, namely for the effectiveness of the role three main elements are needed, namely structure, substance and culture. Pekanbaru City is one of the regencies/cities that carry out the Instruction of the Minister of International Domestic Number 70 year 2021, because the term of office of the Mayor and Deputy Mayor of Pekanbaru ends on May 22, 2022. In the midst of the vacancy of the regional head, Pekanbaru City is led by an Acting (Pj.) Mayor, Inmendagri 70 Year 2021 is a tool that serves as a guide for the Pekanbaru City Government, especially Bappeda as an institution that has the authority in the planning sector to compile the Pekanbaru City Regional Development Plan document for 2023 – 2026

Halo Effect as Bobby Nasution and Aulia Rachman's Political Communication Strategy in the 2020 Medan City Local Leader Election


 
 
 Bobby Nasution, who is the son-in-law of President Joko Widodo, running for mayor of Medan, North Sumatra, is an interesting topic to discuss. Bobby Nasution was accompanied by Aulia Rachman as Deputy Mayor of Medan, North Sumatra. With the pairing of Bobby Nasution and Aulia Rachman running to become the Mayor and Deputy Mayor of Medan, it attracts public attention, because people often look at the background of a candidate to determine whether the candidate is good or bad. This is known as the halo effect strategy. This study aims to explain the halo effect as a political communication strategy for the pair Bobby Nasution and Aulia Rachman in the 2020 Medan City Election. This study uses a qualitative method with a constructivism paradigm and utilizes data collection techniques in the form of in-depth interviews. The results of this study indicate that the use of the halo effect as a political communication strategy forms a positive political image, this is also in line with the vision and mission of Bobby Nasution and Aulia Rachman, namely the Medan Berkah Collaboration, to form a positive image by bringing what is needed by the people of Medan City.
 
 

Kajian Evaluatif Perselisihan Hasil Pemilihan (PHP) Kepala Daerah Serentak Tahun 2020 Di Provinsi Kalimantan

This research will discuss, First, the factors that are the causes of the Election Result Disputes (PHP) for the 2020 Regional Heads of the South Kalimantan Province at the Constitutional Court and Second, the consequences that arise in the Implementation of the Decisions on the Election Result Dispute (PHP) for the 2020 Regional Heads of the Province Simultaneously South Kalimantan at the Constitutional Court.This research was conducted using the Normative Juridical approach, which examines statutory regulations and other literature related to regional head election results in disputes (PHP) at the Constitutional Court. The review of laws and regulations and library materials is also used as material for conducting discussions and finding solutions to problems. This study examines the causes of disputes over election results up to the implementation of decisions. It will identify existing problems in the form of solutions under the provisions of the election law and regional head elections in Indonesia.The results of this study show that the Election Results Dispute (PHP) for Regional Heads of South Kalimantan Province Simultaneously in 2020 at the Constitutional Court does not only originate from the Election of the Governor and Deputy Governor of South Kalimantan but there also from PHP Regents and Deputy Regents of Banjar Regency, Kota Baru Regency and Wali City and Deputy Mayor of Banjarmasin City, totalling seven decisions, two decisions for PHP Governor and Deputy Governor, 3 Decisions of Regent and Deputy Regent (Banjar and Kota Baru), 2 Decisions of Mayor and Deputy Mayor (Banjarmasin). The factors causing the Election Result Disputes (PHP) for Regional Heads of South Kalimantan Province Simultaneously in 2020 at the Constitutional Court consist of 2 factors. First, regulatory factors, namely the threshold for disputes over election results. % at polling places, PPK opened mailboxes, and there was vote inflation and fraud in the voting and vote-counting process. Furthermore, there are two aspects of the legal consequences arising from the implementation of the Constitutional Court decision. Analisis Integritas Petugas Pemutakhiran Data Pemilih dalam Pendataan Pemilih pada Pemilihan Walikota dan Wakil Walikota Medan Tahun 2020 di Kecamatan Medan Polonia

The purpose of this study was to determine the integrity of the PPDP in terms of aspects of honest behavior, commitment to vision and mission, acting wisely, being disciplined and responsible, and behaving nobly in acting towards voter data collection in the 2020 Medan mayoral and deputy mayoral elections in Medan Polonia subdistrict. In addition, it is also to find out the standard operating procedure that lies behind the integrity of the PPDP in collecting voter data for the 2020 Medan Mayor and Deputy Mayor elections in the Medan Polonia sub-district. The DPT problem started with the data collection process carried out by PPDP by visiting voters directly to match voter data. The research method used is qualitative-descriptive, while the data analysis technique consists of data reduction, data presentation and drawing conclusions. The research results obtained were (1) the integrity of the Medan Polonia District PPDP as a whole could be questioned because there were PPDP elements who did not submit proof of voter registration to residents who had been recorded. PPDP elements also do not cross out voters who no longer meet the requirements and are not registered on the DPT.

Position, Duties, and Authorities of the Deputy Regional Head in the Era of Reform

Article 18, paragraph 4 of the 1945 Constitution defined regional heads as "governors, regents, and mayors respectively as heads of democratically elected provincial, district, and municipal governments. However, many believe that direct elections are the only way to be democratically elected. Therefore, at the time of the direct election of regional heads and deputy regional heads, it was felt that this was indeed more democratic than the elections previously conducted by the Regional People's Representative Council (DPRD). Still, the regional head election system with one system of one package of regional heads and deputy regional heads still raises many problems, including those related to the responsibility implementation. The location of the study is the city Government of Palembang, South Sumatera Province. This research uses normative legal analysis supported by empirical data that examines the laws and regulations that apply to a spesific legal problem, especially those related to the delegation of authority of regional heads and their representatives in government administration. In the era of regional autonomy, the Deputy Mayor of Palembang power's in government functions plays a smaller role in the provincial government. The deputy regional head's authority and duties are not specified in the Law. It is also believed that deputy regional head/deputy mayor serves only as a stand-in for regional head, which the Law support. The responsibilities of the deputy mayor of Palembang related to government duties that cannot be full carried out in the city of Palembang cannot be legally sanctioned, either criminally, civilly, or administratively, because the authority given as stated in the relevant regulations do not provide detailed rules.

Role of Information, Communication and Technology (ICT) for Economic Growth of Nepal

Information and communication technology (ICT) refers to a broad range of technological resources and techniques used to send, store, produce, share, or exchange data or information as well as a number of technologies that make it easier to communicate, such as the internet, wireless networks, mobile phones, and other channels of communication. In this research, key informant interviews (KII) were conducted with NTA representatives, executive members, Mayor, Deputy Mayor, Ward Chairpersons of Pokhara Metropolitan City, representatives from Nepal Telecom. ICT has played a significant role in economic growth by enabling business to increase productivity, reduce costs, and improve efficiency. It can benefit a number of economic sectors, including health, education, industry, tourism, service, agriculture, culture, banking and entrepreneurship. ICT has transformed education by making it more accessible, flexible, personalized, and effective enabling learners to access educational resources from anywhere. OCE can be benefitted through ICT with respect to re-engineering of EMIS. It improves healthcare delivery by enabling remote consultations, telemedicine, and digital health records facilitates disease surveillance, monitoring, and research and improves financial inclusion through access to mobile banking, digital payments, and online financial services. Investing in human capital is critical to promoting ICT use in all sectors of the economy.
