Compliance of "Courses and Instructions on fire training" with the conditions of use of weapons by employees of security and convoy units of the police

The professional training of employees of security and convoy police units related to the lawful use of firearms should be practice-oriented. The developed standards with weapons, special shooting exercises, as well as simulated situations of operational and service activities, in fire training classes, should take into account the specifics and conditions of service activities of employees of this category. The problem of the study arises from the contradictions between the insufficient regulatory and legal provision of fire training of employees of security and convoy police units and, in this regard, the need to develop pedagogical technologies for practice-oriented training of employees of security and convoy police units to the lawful use of weapons. In this scientific work, the author presents the results of a retrospective analysis of regulatory legal documents regulating the organization of fire training in the internal affairs bodies, namely, Shooting courses and Fire training Manuals from 1992 to the present. In solving the research tasks, the following methods were used – general scientific methods: description, comparison, generalization, classification. Empirical data were systematized on the basis of mathematical statistics methods and presented using a graphical data analysis method. The scientific novelty of the study lies in determining the practice-oriented conditions of shooting exercises that contribute to improving the fire readiness of employees of security and convoy police units. The main results of the study are: - determination of criteria (physical conditions) for the orientation of exercises of shooting courses and fire training Manuals for the practice of using weapons by employees of security and convoy police units; - study of technical actions with weapons that ensure the necessary level of preparedness of employees of security and convoy police units for the lawful use of weapons. One of the key conclusions reached by the author is that when developing regulatory legal documents related to the organization of fire training in the Department of Internal Affairs, the practice of using firearms by employees of security and convoy police units, as well as the specifics and conditions of official and professional activity, was not sufficiently taken into account.

Учет гендерных особенностей мотивации профессиональной деятельности при проведении профессионального психологического отбора в ОВД

The article notes that in the staffing of activities in Russia in various fields, including in the internal affairs bodies of the Russian Federation (hereinafter, the Ministry of Internal Affairs of the Russian Federation), a number of problems that have a negative impact on the course and results of official activity remain relevant. One of them is to increase the effectiveness of professional psychological selection for service in the Department of Internal Affairs, one of the aspects of which is to study the motivation of professional activity of candidates for service in the Department of Internal Affairs and employees of the Department of Internal Affairs on a gender basis. This is due to demographic factors, the predominance of the female population, both in society as a whole and in power structures. Professional motivation is reflected in personality traits. When conducting professional psychological selection for service in the Department of Internal Affairs, it is important to evaluate the professional important psychological components and features of the motivational sphere of the individual, which act as an internal prerequisite for the success of the formation of professionalism, professional growth of police officers. They should correspond to the objectives of the activity being carried out. It should also be noted that there are more and more women entering the service in the Department of Internal Affairs and being employees of the Department of Internal Affairs. In this connection, we analyzed the gender characteristics of the motivation of professional activity in relation to candidates entering the service in the Department of Internal Affairs, as well as current employees, dividing them into groups based on gender. The purpose of the study: to identify gender characteristics of motivation of professional activity, similarities and differences in motivational attitudes in men and women. The object of the study is the motivation of professional activity. The subject of the study is the gender characteristics of the motivation of professional activity of candidates entering the service in the Department of Internal Affairs, as well as current employees of the Department of Internal Affairs. Research methods: theoretical analysis of psychological literature on the research problem; empirical methods of socio-psychological research (survey method; interviewing; testing of candidates entering the service in the Department of Internal Affairs, as well as current employees); statistical methods of processing the data obtained; analysis of the results of the study. 100 people took part in the survey: 50 candidates for service in the Department of Internal Affairs (25 men and 25 women) and 50 active employees of the Department of Internal Affairs (25 men and 25 women). The results of the study allowed us to conclude that there are no significant differences in the structure of motivation of professional activity in men and women. These results "destroy" the prevailing stereotypes that the profession of "policeman" is rather male and does not suit women. The practical significance of the study lies in the fact that the results obtained can be used by psychologists of moral and psychological support units in order to further improve the system of professional psychological selection of candidates for service in the Department of Internal Affairs and employees appointed to higher positions from among the positions of managers (chiefs).

ОСНОВЫ ЗАКОНОДАТЕЛЬНОГО РЕГУЛИРОВАНИЯ ОРГАНИЗАЦИИ ПОДГОТОВКИ КАДРОВ В МВД РОССИИ: СУЩНОСТЬ, СОСТОЯНИЕ И ТЕНДЕНЦИИ РАЗВИТИЯ

The article analyzes the legal norms of federal laws that directly or indirectly regulate the organiza-tion of personnel training for internal affairs bodies (hereinafter – ATS) Of the Russian Federation. Their main provisions are explained, recommendations on the implementation of legislative prescrip-tions in practice are given. Special attention is paid to the interaction and interdependence of the norms of educational legislation and the norms of legislation on service in the Department of Internal Affairs.
 The analysis made it possible to identify the peculiarities of the organization of personnel training for the replacement of positions of ordinary personnel, junior, middle, senior and senior commanding staff in the Department of Internal Affairs, as well as the legal status (status) cadets of educational organizations of the Ministry of Internal Affairs Of Russia.
 The work is addressed to police personnel units, educational and research organizations of the Ministry of Internal Affairs Of Russia, centers of professional training of territorial bodies of internal affairs in the subjects of the Russian Federation.

Professionally important qualities of police officers with different performance and performing in different areas of official activity

At the moment, there are general requirements for personal and business qualities, regulated for use in the Department of Internal Affairs, while the features of their severity for future employees performing different areas of official activity are not noted. The study is devoted to identifying and describing the features of professionally important qualities of police officers with different performance and performing in different areas of official activity. The study involved 78 police officers of the city of Arkhangelsk. Research methods: questioning for assessing the parameters of the effectiveness of performance; psychological testing of professionally important qualities of employees using regulated methods. Statistical processing was carried out using descriptive statistics, two-stage cluster analysis, Pearson's χ2 contingency tables, and multivariate analysis of variance using the SPSS 23.00 software package. As a result of the study, police officers were divided into two groups in terms of the performance characteristics of their performance, and differences in the severity of professionally important qualities of the groups represented were identified and described. Differences were established between police officers of different professional orientations in the severity of attitude to work and motivation of professional activity, cognitive, socio-psychological and emotional-volitional qualities and properties. Employees with high performance in administrative and preventive activities are characterized by high responsibility and effective performance of activities; high-performing administrative and managerial employees are characterized by a work orientation and commitment to duty, higher levels of leadership potential and friendliness, as well as high self-control and a desire for cooperation and mutual assistance. Employees of the operational-investigative direction of activity are characterized by great self-confidence, objectivity and rationality.

THE ROLE OF SOCIAL AUDIT IN THE MANAGEMENT SYSTEM OF INTERNAL AFFAIRS BODIES

Social audit is a relatively new phenomenon in our country. The development of a mechanism for the involvement o f civil society institutions and the expert community in the process of forming a positive reputation of law enforcement agencies and legal support fo r this interaction is one of the promising areasof cooperation between the state and society. The subject of the social audit of law enforcement activities is objective, timely and complete information on thecompliance of the regulations governing the work of the Department of Internal Affairs with the indicators of operational and service activities received from all levels of social and legal survey. Purpose: to determinethe role of social audit in the management system of the Department of Internal Affairs, to identify areas of control within the framework of a comprehensive public audit of law enforcement activities. Methods:dialectical, system, logical, formal-legal, system-functional. Results: the features of the social audit of the Department of Internal Affairs are determined, potential directions of the social audit of the Department ofInternal Affairs are identified ana the distinctive fea tures of each of them are investigated.

Methodology for developing exercises of pistol practice in typical policemen activities (on the example of security and convoy police units)

In the article presented by the author, the issues related to the methodology of developing shooting exercises in typical situations of policemen activities are considered. In accordance with the requirements of the Ministry of Internal Affairs of Russia, each departmental educational organization implements a priority profile for the training of police officers. In this regard, the author of the study attempted to develop a private methodology that would allow the development and implementation of new types of firing exercises for employees of a specific category in the educational process of fire training. The author presented the conditions for regular and continuous improvement of professional competencies of employees of internal affairs bodies. In addition, the importance of the study is associated with the importance of solving the problems of methodological support for the training of police officers and the introduction of private methods of conducting classes with specific categories of employees into the policemen educational process. Currently, a number of contradictions have formed between the normative requirements for a police officer and the actual set of his personal qualities and professional competencies. To solve this problem and increase the level of fire training of police officers, we propose to consider the possibility and outline further ways to improve the methods of fire training of law enforcement officers in terms of specialization of their activities, in order to carry out and improve the professional training of police officers. The procedure proposed by the author for the development of a private methodology will allow specialists organizing the fire training process to develop and implement new preparatory exercises, shooting exercises, taking into account the peculiarities of the official activities of a particular department of Internal Affairs.

In this article, the author proposes to consider the developed complex technology for the prevention of destructive deviations in the behavior of employees of the internal affairs bodies of the Russian Federation in the anti-corruption sphere, leading to legally significant negative consequences. The qualitative formation of the anti-corruption stability of service teams is especially important at the present time, during the period of a special military operation. In such tense conditions of service, the unity and rallying of state structures and society is important.
 Purpose of the work: development of a theoretically and practically substantiated integrated approach to the formation of anti-corruption behavior; providing methodological assistance to bodies, organizations and departments of the system of the Ministry of Internal Affairs of Russia in planning anti-corruption activities using an integrated approach to the formation of anti-corruption behavior of employees, based on anti-corruption education.
 Methods of carrying out the work: a set of general scientific methods (analysis and synthesis, systemic, dialectical method of cognition), private methods of social sciences (sociological, formative).

 The significance of the work lies in the fact that the developed technology, an integrated approach and methodological materials structure the activities of anti-corruption education in the internal affairs bodies.
 The developed methodological materials can be used in the activities of personnel departments and managers in the field of corruption prevention, serve as the basis for conducting classes in the system of professional training, legal and anticorruption

The article discusses the pedagogical functions of the head of the internal affairs body, carried out in the process of managing the service team. The authors give a detailed pedagogical description of the legal, diagnostic, analytical and evaluative, stimulating and research functions. Special attention is paid to pedagogical stimulation, presented as a purposeful process of applying external stimuli that interact with the motives and internal attitudes of the individual. The authors analyze the results of a study conducted in the form of a questionnaire of employees of internal affairs bodies to identify the features of applying types of incentives and incentive methods. Among the types of incentives, the heads of the body, organization, division of the Ministry of Internal Affairs of Russia most often use approval, praise and gratitude, awarding prizes, diplomas, medals, gifts. The most common incentive measures include the provision of an additional day of rest, public recognition of merit, transfer to a more prestigious unit. In conclusion, a reasonable conclusion is made about the importance and necessity of the implementation of pedagogical functions by the head of the body, organization, department of internal affairs.

Исследование механизмов психологической защиты сотрудников органов внутренних дел при возникновении профессиональных трудностей

The article presents a theoretical analysis of the problem of mechanisms of psychological protection of employees of internal affairs bodies in the event of professional difficulties. The analytical work made it possible to identify the necessary theoretical and methodological foundations for studying the designated problem. The problem of psychological features of overcoming professional difficulties by employees of the Department of Internal Affairs is not new to psychological science, throughout the existence of the system of moral and psychological support, theoretical and practical developments are actively conducted. There are also developments to study the mechanisms of psychological protection of police officers in various situations of operational and official activity. However, this issue remains relevant and requires the development of fundamentally new solutions, taking into account modern challenges and realities in which police officers solve assigned professional tasks. The author schematically presented the dynamics and algorithm of the emergence and flow of psychological defense mechanisms. It is revealed that the investigators of the territorial divisions of the Ministry of Internal Affairs of Russia in the Moscow region, the following mechanisms of psychological protection prevail in their professional activities: "compensation", "rationalization", "substitution", "displacement" The results of experimental work are presented, which allowed determining further prospects for studying the mechanisms of psychological protection in the professional activities of employees of internal affairs bodies and the development of the necessary psychological potential of the individual, contributing to overcoming professional difficulties in young specialists of the Department of Internal Affairs.

Empathy as a professional pedagogical quality of a leader in the internal affairs bodies

The aim of the study is to determine the level of empathy among the heads of internal affairs bodies (police) at various levels. The object of the study is the personal characteristics of the heads of internal affairs at various levels. The subject is the level of empathy of employees who fill senior positions in the internal affairs bodies. The history of the definition of empathy, various approaches to the phenomenon of the studied property are considered. Empathy is considered as an important element in the professional activity of employees of internal affairs bodies, characterizing their communicative abilities, emotional intelligence, which has a positive effect on the success of the performance of pedagogical functions by managers. From a scientific point of view, it reveals how the empathic abilities of the head of various departments of the internal affairs bodies as a pedagogical subject affect his relationships with subordinates and professional activities. The results of the study of the level of empathy among senior employees of the internal affairs bodies are presented. As empirical research methods, psychodiagnostic techniques were used – the test "Diagnosis of the level of empathic abilities" by V. V. Boyko, the Questionnaire of Emotional Empathy (EETS) by A. Mehrabian and M. Epstein, the methodology "Value orientations of personality" by M. Rokich. The main conclusions of the study are the statements that the level of empathy among the heads of the Department of Internal Affairs is at an insufficient level, which reduces the effectiveness of their teaching activities. The author considers it promising to continue further theoretical research and practical methods of developing empathic abilities of managers in the Department of Internal Affairs.

The content of the article reflects the discussion of the survey results obtained on a sample of 70 employees of the internal affairs bodies of different age categories who served in the Department of Internal Affairs from 1 year to 25 years. The author notes that the ideas about the professional career of employees of the internal affairs bodies of different ages have distinctive features. Thus, employees under the age of 25 are more likely to relate the concept of "career" to such positions as career growth, a sense of confidence and stability, and self-improvement. Employees from 25 to 35 years of age represent a career as a means of self-development and self-realization, an indicator of success. Employees from 35 to 45 years of age positively evaluate their career, regard it as a source of income and self-development, as an indicator of success and a source of profitable acquaintances. Employees aged 45 and older are characterized by a decrease in the importance of their career, with the priority given to the upcoming retirement and the search for themselves in other areas of activity. The relevance of the study is due to the fact that the study of the success factors and components of the ideas about the career of employees of different age groups can become the basis for preventing the outflow of professional personnel from the internal affairs bodies, as well as contribute to the formation of optimal relationships in service teams, which is undoubtedly one of the most important tasks of the heads of departments of the Ministry of Internal Affairs of Russia at all levels. The scientific novelty of the study consists in expanding, supplementing and clarifying scientific views on the ideas about the professional career of employees of the internal affairs bodies of different age categories.

The relevance of the legal regulation of the provision of assistance to internal affairs bodies in the work of penal enforcement inspections to control the behavior of probationers is dictated by the fact that their number is over 50% of the total number of convicts without isolation from society. In addition, the proportion of repeat criminality of probationers is 2-3 times higher than the proportion of recidivism of other categories of convicts. In this regard, it is necessary to increase the effectiveness of the assistance of internal affairs bodies in the work of criminal enforcement inspections by optimizing interaction and ensuring timely provision of information. The purpose is to identify ways to improve the legal regulation of the provision of assistance to the internal affairs bodies in the work of criminal enforcement inspections to control the behavior of probationers. Objectives: to assess the expediency of increasing the effectiveness of the assistance of the Department of In-ternal Affairs in the work of the Department of Internal Affairs; to consider the legal basis for the interaction of criminal enforcement inspections with internal affairs bodies; to determine the main directions in which the Department of Internal Affairs assists the Department of Internal Affairs in terms of monitoring the behavior of probationers; to identify gaps in the legal regulation of cooperation between internal affairs bodies and the Department of Internal Affairs, negative factors that hinder the implementation of proper both joint and independent control over the behavior of probationers; to suggest ways to improve the legal regulation of control over the behavior of probationers. Methodology. The methodological basis of the research is a set of general scientific, special and private scientific methods of cognition, which allows us to investigate the problems of assisting criminal enforcement inspections by the internal affairs bodies. The results of the study are distinguished by an applied nature with elements of scientific novelty in the identified approaches and conclusions to improve the effectiveness of assistance to internal affairs bodies in the work of penal enforcement inspections to control the behavior of probationers. Conclusion. The forms and methods of providing assistance to the internal affairs bodies in the work of criminal enforcement inspections to control the behavior of probationers need additional legal regulation.

Особенности проведения специальных психофизиологических исследований с применением полиграфа в отношении сотрудников органов внутренних дел, назначаемых на иные должности в системе МВД России

The article describes the practice of using the method of special psychophysiological research (SPPR) on the polygraph in the Department of Internal Affairs in its historical context. A comparative analysis is carried out on the statistical representation of risk factors for deviant behavior that were found in employees through SPPR in 2011 and 2020. The work presents the results of the SPPR conducted as part of the professional psychological selection of candidates for service in the Department of Internal Affairs in 2018 – 2020. The identified risk factors are analyzed in the regional context. Taking into account the described results, we substantiate the necessity and relevance of developing methodological recommendations, aimed to clarify certain situations that arise in the process of conducting SPPR while transferring an individual to a higher position in the Department of Internal Af-fairs, with a different functional purpose or set of activities. As part of particularizing the content of the recommendations, we look into the specifics of conducting a pre-test interview with the subject. We show the contents of the test topics on the studied issues and their specification with regards to the functional responsibilities of employees. The methods of conducting an SPPR and the approaches to evaluating the results of the study are described.

On Legal Nature of the Norms Forming the Legal Basis for the Exercise of Right to Housing of Police Officers

The features of the exercise of right to housing of police officers are considered. It is emphasized that this right is one of the social guarantees and acts as a guarantee of providing police officers with living quarters. The doctrinal points of view, indicating that there are problems in exercising the right to provide police officers with housing, are analyzed. The purpose of the article is to analyze the regulatory framework for the implementation of this right by police officers within the framework of social employment contracts. It is concluded that the right to own and use residential premises by police officers is realized through two groups of legal interactions – administrative and civil law. Therefore, the regulatory procedure for accounting for persons in need of improved housing conditions provided by the Department of Internal Affairs under social employment contracts. Such relations are characterized by special legal regulation for police officers, which differ from the right to receive housing for citizens who are not related to the police department.

The article discusses the organizational principles of the construction of psychological work in the Department of Internal Affairs, as a desirable and promising practical field. As you know, psychological work is one of the demanded and dynamically developing types of moral and psychological support for the activities of the internal affairs bodies of the Russian Federation. The successful implementation in the process of working with personnel of the functions of organizing and carrying out psychological work is inextricably linked with the development of criteria for evaluating the activities of psychologists. In this regard, the proposed article analyzes the criteria and indicators for assessing the effectiveness of psychological work, identifies their main groups. It should be understood that the assessment of psychological work is closely related to accounting. Well-organized accounting largely ensures the objectivity of the assessment, and the presence of a reasonably chosen assessment criterion allows you to determine the necessary accounting indicators. Not being able to correctly assess the real results of psychological work units in the formation and development of professionally important personal qualities of employees, psychological stability and readiness to effectively perform operational and service tasks, being content with estimates reflecting only the external indicators of this activity, it is impossible to fully judge the effectiveness of functioning psychologists. The authors emphasize the importance of taking into account the objects of assessment, which implies the obligatory differentiation of criteria for assessing the development of professionally important personal qualities and the effectiveness of specific areas and types of activities of psychologists. Through the prism of the results of psychological work in 2020, the previously identified criteria and indicators are analyzed. The impact of the psychological tools used is discussed. The aim is to identify the features of the emerging media image of employees of the internal affairs bodies of the Russian Federation on the basis of sociological analysis, the results of All-Russian empirical sociological studies presented in the work. The article analyzes the image of police officers broadcast by the mass media. The analysis is based on an understanding of the multifactorial nature of the formation of the image of the police. It is proved that the assessment of the objectivity of the coverage of the work of the police by the mass media forms the attitude of the population to the activities of the police. It is concluded that the high level of morality and professionalism of police officers, together with objective coverage of their activities in the media, contribute to increasing the prestige of the Department of Internal Affairs, as well as increasing public confidence in the employees of this organization.

The Association Between Mode of Delivery and Later Educational Outcomes

IntroductionCaesarean section (C-section) is becoming increasingly prevalent worldwide. It can be a life-saving intervention when medical complications arise, but may cause adverse consequences for the mothers when it is not medically necessary. The upwards trend of C-section is becoming a general concern as it might be associated with a wide range of child outcomes such as immune diseases, respiratory diseases and developmental problems. One underlying mechanism of such association is through gut microbiota. Mode of delivery is a signification factor which determines the gut bacterial environment in early days of life. Gut microbiota can impact cognitive development via microbiota gut brain axis.
 Objectives and ApproachThis study investigated the association between mode of delivery and later educational outcomes of the children, using linked data from New Zealand Integrated Data Infrastructure. The participants consisted of children born in New Zealand between 1Jan1996 and 31Dec1998. All birth information were retrieved from Department of Internal Affairs and were linked to Ministry of Health data to obtain delivery methods from mothers’ diagnosis records. Once delivery modes were identified, the data was then linked to records from Ministry of Education to obtain children’s educational outcomes at secondary school. Three outcome variables were chosen: University Entrance, Highest Endorsement Level and National Certificate of Educational Achievement Level 2 Percentile Score.
 ResultsThe results have shown that C-section and assisted vaginal delivery were associated with better secondary school educational achievement, comparing to unassisted vaginal delivery. The results persisted after adjusting for sociodemographic factors such as household income, maternal education and deprivation index; infant factors such as birth weight, gestational age and ethnicity. However, when within family variation was further controlled for in the sibling fixed effects analysis, C-section was no longer associated with improved educational achievement.
 Conclusion / ImplicationsThis indicated that the impact of delivery mode might be negligible on later educational achievement.
