‘Pooling and Sharing’ and ‘Permanent Structured Cooperation’ as the Current EU’s Defense and Security Integration Modes

ABSTRACT When an urgent response in international relations is needed, the EU institutions and Member States’ governments face a deficiency of effective and practical mechanisms in security cooperation. Developing autonomous programs and concepts that address this dilemma, preventing duplication of endeavors and investments, and maximizing cost-effectiveness by broadening military-political consultations on all issues of common concern is challenging. This article analyses the path and logic of EU security integration in the recent decade. In this context, the origins and goals of the pooling and sharing concept are essential to analyze the continuity of security integration, where the Council’s introduction of Permanent Structured Cooperation in defense and security is an important step forward. Therefore, this article will investigate whether and how P&S and PESCO have been related and complemented, even though both differ in the prism of aims, logic, decision-making processes, and funding. Due to budgetary throwbacks in recent decades and the war in Ukraine intensified after February 2022, EU Member States’ governments might evaluate their approach to the level of engagement in common security programs.

A Bibliometric Review of Chinese Traditional Defensive Settlement Heritage

Unlike residential settlements, Chinese traditional defensive settlements (CTDS) are fortress-shaped settlements built by forefathers to resist invasion and defend their homeland. What remains of these settlements today are not only unique defensive entities but also defensive spatial layouts and architectural techniques that reflect military defense strategies and spatial patterns of ancient Chinese society, resulting in a distinct cultural heritage. Using CiteSpace as a research tool and CNKI as a core database, this paper conducts a visual analysis and review of the research related to CTDS, aiming to accurately and intuitively elaborate on the literature distribution characteristics, collaborative characteristics, key issues, research trends, and research hotspots. We found that research on CTDS focuses on three key issues: the composition system and defense mode of northern defensive settlements, the architectural style and cultural characteristics of southern defensive dwellings, and the settlements’ heritage conservation and development planning; and research trends can be divided into three phases. We also propose five future research recommendations. This study helps to fill the gap in the bibliometric review of Chinese traditional defensive settlements, serves as a reference for future priority research directions, and provides a manual for heritage conservation and sustainable development of this special type of settlement.

Willoughby-Herard’s notion of “writerly extravagance” enables telling while feeding on the rough laughter and crass pleasure of readers and hearers to create something like survival, or at least having the last laugh.

Thrombin and NIR dual-responsive system driven by heat-gas for thrombus targeted therapy

Drug thrombolysis is the main means of clinical treatment for thrombotic-related diseases. However, serious bleeding complications caused by low drug delivery efficiency and secondary vascular embolism usually lead to unsatisfactory therapeutic effects. Herein, we constructed a thrombin and near-infrared (NIR) dual-responsive drug-loaded intelligent system to solve the above problems. The CREKA-modified polydopamine (PDA) nanoparticles (NPs) were crosslinked by thrombin-responsive peptide (Pep), to obtain Pep-PPC nanocarriers with special mesoporous nanostructures. Subsequently, NO donor BNN6 and thrombolytic drug UK were loaded on the surface and into the mesoporous of Pep-PPC, to get the multifunctional Pep-NO@PPC/UK. In vitro and in vivo results proved that Pep-NO@PPC/UK could effectively recognize and aggregate at the thrombus site via CREKA-mediated active targeting. Then local abundant thrombin cleaved the nanoplatform to release UK. Meanwhile, PDA converted NIR light into heat and synchronously triggered NO release. This transformed the DDS into a “heat-gas” dual propulsion nanomotor in situ, driving deep penetration of UK in thrombus tissue. Under the combined action of UK and PTT, arterial thrombosis rapidly dissolved with relatively low bleeding risk. More importantly, NO generated in situ could prevent re-embolism of blood vessels at the thrombolytic site by inhibiting activated platelet aggregation, ultimately improving vascular reperfusion rate through a combination of attack and defense mode.

Dual defense against membrane fouling for efficient and sustainable oil/water separation on a novel super-hydrophilic/underwater superoleophobic and catalytic nanofibrous membrane

Membrane separation technology is widely recognized as an efficient method for treating organically polluted wastewater in virtue of high performance and straightforward operation. However, the practical application of membranes is inevitably confronted with contamination issues, presenting a major challenge in terms of fouling resistance. To address this issue, a defensive-offensive dual-defense strategy based on wettability and catalytic ability control is proposed. With this concept, a novel nanofibrous membrane with a unique structure was successfully prepared through polyacrylonitrile (PAN) electrospinning, pre-oxidation, CoFe Prussian blue analogue (PBA) and polypyrrole (PPy) modification, and calcination processes. For the passive defense mode, the as-prepared membrane has shown good underwater-superoleophobicity for various types of oils, good separation capability for corresponding oil–water emulsions with retention ratios of above 99 % and fluxes ranging from 231.5 to 1524.2 L·m−2·h−1·bar−1, as well as organic solvent (dimethylformamide, DMF) resistance. For the offensive defense mode, this membrane exhibits well catalytic degradation performance for refractory pollutants with the assistance of peroxymonosulfate (PMS), which is due to the membrane being decorated with catalytic nanoparticles that contain abundant encapsulated ultra-small Fe doped Co3O4 (∼2.28 nm), and that is much smaller than the size of the pristine PBA (∼33.8 nm). Notably, the surfactants present in oil-in-water emulsions are found to be the main cause of membrane fouling, where the cationic surfactants exhibit the most significant fouling effect, while the introduction of photo-Fenton-like catalysis can endow the membrane with excellent antifouling performance and extended service life, and nearly a fully recover of emulsion separation performance was achieved. Overall, this work paves pathways to the design of advanced membranes for sustainable wastewater treatment.

Analysis of the spatial evolution of coastal defense patterns in the Ming Dynasty based on long-time-series Wokou invasions (Zhejiang)

As a famous coastal defense heritage in the world’s military history, the maritime defense heritage of China’s Ming Dynasty represents the highest achievement of China’s ancient coastal military defense. There is a relative lack of holistic research on this defense system from its establishment to stabilization. Additionally, there is a lack of comparative research on the combination of Wokou invasions and defense patterns from a spatio-temporal perspective. The study aims to offer insights into the temporal and spatial evolution of ancient military defense heritage and investigate the significance of Ming Dynasty coastal defense. This study focuses on Zhejiang, a key coastal defense during the Ming Dynasty. Using GIS tools, it analyzes the spatio-temporal evolution characteristics of Wokou invasions and defense mode in the process of Zhejiang coastal defense from its establishment to its perfection by using GIS analytical tools, and explores the driving factors of the dynamic adjustment of this coastal defense system. The results show that: (1) Hongwu 1 to 31 (1368–1398) witnessed the construction of a 12-area defense system, encompassing Wei and Suo citadels. This followed a multi-point defense strategy, with Wei citadels controlling the coastline and Suo citadels supporting them; (2) Hongwu to Wanli (1368–1588) saw the evolution of five defense modes, evolving from decentralized to centralized and then to a coexistence of both. This culminated in the establishment of 4–6 Defense Mode (4 Canjiang and 6 Bazong); (3) the evolution of the defense paradigm is largely driven by Wokou incursions and is an adaptation from small-scale, short-duration infestations to large-scale, long-duration infestations. The findings show that the Ming Dynasty’s coastal defense system in China was flexible and adaptive, evolving to meet changing defense needs.

How does cyber incivility affect work withdrawal? The mediating role of basic need satisfaction and burnout and moderating role of conscientiousness

PurposeThe purpose of this study was to explore the effects of cyber incivility on adverse work outcomes of work withdrawal and turnover intention. Specifically, we draw on self-determination theory and conservation of resources theory to examine the mediating roles of basic need satisfaction and burnout in the relationship between cyber incivility and work outcomes.Design/methodology/approachWe used Mplus 7.4 software with a maximum likelihood robust (MLR) estimator to test the structural equation modeling. We followed Anderson and Gerbing’s guidelines to test the hypotheses.FindingsThe results based on time-lagged data from 685 full-time workers in the United States provide support for the hypotheses that cyber incivility is indirectly associated with work withdrawal and turnover intention through basic need satisfaction and burnout. We also found that for individuals with high conscientiousness, the negative direct effect of cyber incivility on basic need satisfaction and the positive indirect effects of cyber incivility on work withdrawal and turnover intention through basic need satisfaction and burnout are stronger than for individuals with lower conscientiousness.Originality/valueOur research revealed that when employees experience cyber incivility, they enter a defensive mode to protect their already stretched resources from unfulfilled basic need satisfaction. Specifically, experiencing cyber incivility interferes with meeting basic need satisfaction and leads to burnout, which, in turn, triggers defensive work withdrawal and turnover intention.

An approach to brand planning under high competitor set variation

We present a novel approach to enable parsimonious local brand planning in situations where a brand’s competitive set varies substantially across points of sale. We conceptualize the entire assortment of products from all the rivals at a point of sale as a unique, holistic unit of competition that vies with the focal brand for a share of the local market. We then apply a mixture-type model to consumer transactions data to explicate clusters of assortments within which a brand has similar levels of sensitivity to assortment composition and local marketing mix activities. Our results reveal substantial variation in these assortment clusters across brands within a product category. Additionally, we find large variation in the sensitivity of a brand’s share to local marketing instruments, and asymmetry in the effectiveness of these instruments in offensive versus defensive modes. We use these findings to provide guidance for parsimonious local marketing planning in situations where competitive assortments vary across points of sale.

Construction of Power System Network Security Defense Behavior Decision-making Model based on Artificial Intelligence Technology

According to the needs of power grid monitoring architecture and information security cooperation protection, this project builds a multi-level, deeply distributed active security cooperation defense mode. A complete implementation method is proposed from the perspective of model architecture and function mechanism. The optimal defense strategy based on grey correlation is studied according to the characteristics of cooperation between regions. In this way, the coordination between the equipment is realized to achieve multi-level protection from the host layer to the security equipment layer and then to the network layer. Multiple detection mechanisms are used to realize the comprehensive detection and integrated judgment of abnormal documents in the cloud environment. This provides maximum protection for cloud users. Experiments show that this method can effectively suppress the malicious attacks of malicious users and reduce the damage caused by viruses. In this way, both the cloud and the customer are protected.

The “Hector” case and the community rehabilitation of offenders with Intellectual Disability and psychiatric disorders

AbstractHector, 44 years, with mild Intellectual Disability and impulse control disorder, committed serious sexual offences against two children of his partner. Considered “socially dangerous”, he was put in prison, then with a deferment of the enforcement of the prison sentence in the forms of home detention he was hospitalized in a psychiatric facility due to his depressive condition. Upon entering the Community, he presented a deflected mood as a reaction to the discomfort from the custodial experience, which was not cognitively integrated. Both psychotropic and rehabilitation treatments started. He has been involved in a gardening activity, too. After a first period of high degree of denial of the facts and a defensive mode marked by stolidity and fatuity, revealing his poor cognitive resources, during the psychiatric sessions he became even more conscious of his crime and the suffering of the victims. Recent Advances in the Specialized Metabolites Mediating Resistance to Insect Pests and Pathogens in Tea Plants (Camellia sinensis).

Tea is the second most popular nonalcoholic beverage consumed in the world, made from the buds and young leaves of the tea plants (Camellia sinensis). Tea trees, perennial evergreen plants, contain abundant specialized metabolites and suffer from severe herbivore and pathogen attacks in nature. Thus, there has been considerable attention focusing on investigating the precise function of specialized metabolites in plant resistance against pests and diseases. In this review, firstly, the responses of specialized metabolites (including phytohormones, volatile compounds, flavonoids, caffeine, and L-theanine) to different attacks by pests and pathogens were compared. Secondly, research progress on the defensive functions and action modes of specialized metabolites, along with the intrinsic molecular mechanisms in tea plants, was summarized. Finally, the critical questions about specialized metabolites were proposed for better future research on phytohormone-dependent biosynthesis, the characteristics of defense responses to different stresses, and molecular mechanisms. This review provides an update on the biological functions of specialized metabolites of tea plants in defense against two pests and two pathogens.

Grounded theory-based analysis of occupational health and safety management modes in supply chain by core enterprises ——evidence from China

The implementation of occupational health and safety management in the supply chain by core enterprises is a significant step towards improving the working conditions of their suppliers. To guide core enterprises to adopt active and effective management modes, it is crucial to identify the characteristics of different management modes and classify them accordingly. This paper employs the grounded theory method to conduct an in-depth analysis of occupational health and safety management modes within the supply chain of core enterprises. This research mainly adopts semi-structured interview method. A total of 16 person-times are interviewed, and 210,000 words of in-depth interview scripts are obtained. After three coding process of the grounded theory，the evolution model of occupational health and safety management modes in supply chain by core enterprises was established. The research results indicate that core enterprises currently employ three modes of occupational health and safety management for their suppliers: defensive mode, passive mode, and strategic mode. Different modes have distinct characteristics in four dimensions of cognition, motivation, strategy and result. This research may provide strategic guidelines for core enterprises to evolve from the defensive mode to the strategic mode.

A hybrid cyber defense framework for reconnaissance attack in industrial control systems

The convergence of information technology (IT) and operation technology (OT) has made Industrial Control Systems (ICS) a popular target for cyberattacks in recent years. Unlike traditional networks, enhancing availability is the ICS network's top priority rather than confidentiality in the CIA scheme. We propose a bio-inspired adaptive defense framework based on dissimilar redundancy, diversity, and adaptive defense strategies to achieve this aim. The proposed mechanism mixed optimal network shuffling and cyber deception techniques to maximise the time attackers spend on the decoys. Besides, to provide an extra layer of protection for system availability, we introduce dual heterogeneous subnets in the proposed framework that could be regenerated once compromised. We evaluate the performance of the proposed defense framework in a typical industrial manufacturing network using an SDN-based platform and test the defense framework in various scenarios. Compared with previous research, the simulation shows a considerable improvement in defense performance in the adaptive defense mode.

Fear lies in the eyes of the beholder-Robust evidence for reduced gaze dispersion upon avoidable threat.

A rapid detection and processing of relevant information in our environment is crucial for survival. The human eyes are drawn to social or threatening stimuli as they may carry essential information on how to behave appropriately in a given context. Recent studies further showed a centralization of gaze that reminded of freezing behaviors in rodents. Probably constituting a component of an adaptive defense mode, centralized eye movements predicted the speed of motor actions. Here we conducted two experiments to examine if and how these presumably survival-relevant gaze patterns interact. Subjects viewed images including social, that is, faces (Experiment 1, N = 50) or threatening stimuli, that is, snakes or spiders (Experiment 2, N = 50) while awaiting an inevitable (shock), no (safety), or an avoidable shock (flight) they could escape from by a fast button press. The social and threatening cues within the scenes differed in their distance from the image center and we acquired eye-tracking and autonomic physiological data. Although we observed an initial orienting toward social and threatening stimulus aspects, this exploration pattern vanished towards the end of flight trials when a pronounced centralization of gaze emerged. Replicating previous findings, the amount of this center bias predicted the speed of motor reactions, and we observed a concurrent activation of the sympathetic and parasympathetic nervous system. Taken together, the exploration of potentially relevant cues seems to be part of a reflexive-orienting response regardless of contextual valence. However, centralization of gaze may be a threat-specific action-preparatory response that occurs across a wide range of stimulus contexts.

Ceratal autotomy as a defensive mechanism of the sacoglossan sea slug Placida kingstoni against a generalist crustacean predator

ABSTRACT Sacoglossan sea slugs have developed a variety of defence mechanisms against predation. Research on these mechanisms has focused primarily on the chemical defences of these slugs, and little information is available on nonchemical modes of defence, such as autotomy, a behaviour in which an organism voluntarily detaches body structures at a predetermined breakage point in response to danger or stress. Autotomy is diverse in sacoglossan sea slugs and has been well documented. Within Oxynidae, members can autotomize their tail and parapodial lobes, and slugs in Limapontiidae and Hermaeidae can detach their cerata. More recently, reports have been made of Elysia with the capacity to autotomize most of their body. However, despite the widespread assumption that autotomy in this group serves a defensive purpose, the effectiveness of the behaviour in ensuring survival against predation has seldom been examined. The objective of this study was to evaluate the role of autotomy in sacoglossans by assessing the effectiveness of ceratal autotomy in ensuring survival against the attacks of a generalist predator. Placida kingstoni is a small sacoglossan native to Florida and the Caribbean with the ability to autotomize its cerata. Individual P. kingstoni were exposed to shrimps of the Lysmata wurdemanni species complex for 10-min interactions. Most sea slugs were attacked by the predator, often more than once, but the majority of the slugs readily autotomized cerata and survived. Structure detachment was accompanied by the secretion of a mucus that facilitated the formation of ceratal clumps. Most of these clumps were consumed by the predator and effectively diverted their attention, allowing P. kingstoni to crawl away. In this species, the success of autotomy as a defensive strategy appears to be directly related to the palatability of autotomized cerata. The results of this study show that ceratal autotomy in P. kingstoni is an effective defence against predation. Autotomy is a behaviour with a high-energetic cost; however, it has convergently evolved within Heterobranchia on multiple occasions, and it is highly prevalent in cerata-bearing slugs. Although in sacoglossans much of this behaviour remains a mystery, this study provides a clear example of autotomy as a defensive mechanism.

An analytical study of Russia-Ukraine war in reference to the offensive realist approach in international relations

During the cold war, there had been deepened geopolitical tensions between Russia and the West—tension between the Soviet Union and the United States and their respective allies, which resulted in the decline of the Union of Soviet Socialist Republics (USSR) and in creating a unipolar world. The decline of the USSR was believed to be the disintegration of Russia. Since then, Russia had come in a defensive mode but since the 2000s it was looking for an opportunity in a diplomatic way and it got that opportunity when the West proposed to integrate Russia's border country—Ukraine with it. So, the current conflict between Russia and Ukraine again seemed an arena of resurgent geopolitical rivalry between major powers of the world. Prolong conflict between Russia-Ukraine over geography, identity, and power revisionism has recently led Russia to adopt offensive posturing in a manner that satisfies the conceptual ground of offensive realism to negate the possibility of harbouring a neighbour who may possibly disrupt the balance of power and may entrench a ditch in the world to make a bipolar world again in which Russian supremacy is likely to prevail. The term propounded by John Mearsheimer—offensive realism highlights a character in which great powers recognize that the best way to ensure their security is to achieve hegemony, which abolishes the possibility of a threat by another great power. The current study attempts to scrutinize the events in the backdrop of the Russia-Ukraine war drawing inferences from Offensive Realism, for which a descriptive and analytical approach has been adopted.

Multiple factors contribute to flight behaviors during fear conditioning

Shifting defensive mode from one to another by the imminence of threat is crucial for survival. The transition of defensive mode from freezing to flight is observed during the modified fear conditioning, however, the flight during fear conditioning is not well characterized. To characterize the flight behaviors during the fear conditioning, we conducted experiments in male mice focusing on the influence of the context, the intensity of the unconditioned stimulus and conditioned stimulus (CS), the schedule of conditioning, and the state of the subject. Flight behaviors triggered by salient CS showed characteristics of fear-potentiated defensive behaviors depending on the conditioned context, while repetitive conditioning enhanced the expression of the flight and developed an association between the CS and the flight. The salient auditory stimulus was the primary factor to trigger flight behaviors. Also, the spaced conditioning increased the expression of flight behaviors. Taken together, the flight behavior during fear conditioning is not a simple conditioned response nor simple fear-potentiated behavior, but a complicated mixture of multiple components of defensive behaviors. The transition of defensive mode could be induced by the integration of multiple innate and learned components of fear or anxiety.

On militant democracy’s institutional conservatism

This article critically reconstructs militant democracy’s ‘institutional conservatism’, a theoretical preference for institutions that restrain transformation. It offers two arguments, one historical and one normative. Firstly, it traces a historical development from a substantive to a procedural version of institutional conservatism from the traditional militant democratic thought of Schmitt, Loewenstein and Popper to the contemporary militant democratic theories of Kirshner and Rijpkema. Substantive institutional conservatisms theorize institutions that hinder transformation of the existing order; procedural conservatisms encourage transformation but contain and limit it within the boundaries of existing institutions. Secondly, the article uses resources internal to this historical reconstruction to make the normative case that even the procedural version of institutional conservatism, which characterizes contemporary theories of militant democracy, is problematic from a democratic perspective. The reason for this is that it unjustifiably restricts fundamental democratic change to existing institutions. In conclusion, the article calls for further engagement with modes of democratic defence that do not limit the possibility of radical democratic change but nevertheless enable the protection of democratic institutions against authoritarian regression.

Edge-Cloud Collaborative Defense against Backdoor Attacks in Federated Learning.

Federated learning has a distributed collaborative training mode, widely used in IoT scenarios of edge computing intelligent services. However, federated learning is vulnerable to malicious attacks, mainly backdoor attacks. Once an edge node implements a backdoor attack, the embedded backdoor mode will rapidly expand to all relevant edge nodes, which poses a considerable challenge to security-sensitive edge computing intelligent services. In the traditional edge collaborative backdoor defense method, only the cloud server is trusted by default. However, edge computing intelligent services have limited bandwidth and unstable network connections, which make it impossible for edge devices to retrain their models or update the global model. Therefore, it is crucial to detect whether the data of edge nodes are polluted in time. This paper proposes a layered defense framework for edge-computing intelligent services. At the edge, we combine the gradient rising strategy and attention self-distillation mechanism to maximize the correlation between edge device data and edge object categories and train a clean model as much as possible. On the server side, we first implement a two-layer backdoor detection mechanism to eliminate backdoor updates and use the attention self-distillation mechanism to restore the model performance. Our results show that the two-stage defense mode is more suitable for the security protection of edge computing intelligent services. It can not only weaken the effectiveness of the backdoor at the edge end but also conduct this defense at the server end, making the model more secure. The precision of our model on the main task is almost the same as that of the clean model.

Virus on the March?: Military Model and Metaphor in the COVID-19 Pandemic

Abstract: What should a medical historian say when an army general calls, asking for advice on a vaccine rollout during a pandemic? For generations, we have heard warnings of the dangers of facile resort to war metaphors in dealing with epidemic disease. But what if public health originally derived from military models, from martial modes of defence against adversaries? What if militarisation is just business as usual? Increasingly, our response to modern crises, whether bushfires, floods, or pandemics, involves calling in the military. But the military metaphors and models that guide our interventions have varied over time and place. Some have worked better than others. Some have been less coercive than others. Medical historians thus can help counsel a sensitive general in search of the lessons of public health's pasts—even as they reflect critically on how such 'lessons' might themselves frame our thinking on the pandemic.
