Library Professionology in Masters of Library and Information Science Training: Methodological Approaches to the Development of the Thematic Structure

The article deals with current issues of theory and methodology of library and information education. Its purpose is to substantiate the expediency of forming the thematic structure of the course “Library Professionology”, based on generalization of scientific ideas about the subject of library professionology as the library science discipline. The publication analyzes the methodological approaches of specialists from the leading universities of culture (Moscow State Institute of Culture, Belarusian State University of Culture and Arts, East-Siberian State Institute of Culture) to the construction of the content of one of the special academic disciplines – “Library Professionology”, – which is included in the curriculum for training Masters of Library and Information Activity.The author proposes one of the variants of the structural and logical model of the course “Library Professionology” – the complex theoretical and applied discipline that covers a wide range of problems related to the place and role of the library profession in the society. Mastering the essence and content of the library professionology by the Master students necessitates the acquisition of various professional competencies, with the general pedagogical competencies being the most significant among them. For this reason, the central place in the course should belong to the study of issues related to professional education – from history to current problems of organizing the library professionals training, content, methods and forms of training at the present stage.

Integrative geography—Current issues in theory and practice (on the example of the Georgian geographical school)

The article discusses the essence of integrative geography and its importance for the theory and practice of geographical science. Such areas of integrative geography are characterized, the development of which will further increase the importance of applied geographical science. They include teaching about cultural landscape and historical landscape (part of landscape studies), geoecological expertise and environmental impact assessment (part of geographic ecology), geographic archeology and ecological culture (part of historical geography), landscape management and landscape services (part of landscape planning), tourism—Assessment and planning of recreational resources (part of recreational geography).

Detention by an Authorized Official in a Person’s Home or Other Property: Current Issues of Theory and Practice

The purpose of the article is to analyze problematic issues of the criminal procedure for detention in housing or other property of a person and the formation on this basis of scientifically sound recommendations for improving existing legislation and practice of its application. Methodology. The article uses a set of scientific methods, namely: terminological, system-structural, formal-logical, comparative-legal. The theoretical basis of the study are the works of Ukrainian scientists, the provisions of the Criminal Procedure Code (CPC) of Ukraine, as well as the practice of its application. The scientific novelty of the article is that it highlights the features of detention of a person who is in the home or other property of a person, formulates recommendations for the application of the relevant provisions of the CPC of Ukraine in practice, and identifies areas for improving criminal procedural law. actions. Conclusions. Based on the results of the study, a set of proposals aimed at improving the provisions of the CPC of Ukraine regulating the procedure for detention in housing or other property and the practice of their use, in particular: 1) necessary grounds for both intrusion and detention in a person’s home or other property, as in fact these are different procedural actions; 2) in case of detention by an authorized official without the decision of the investigating judge, court, physical detention or detention by order may be carried out by all police officers in accordance with the Law of Ukraine “On National Police”, as well as other law enforcement officers. drawing up a detention report, only the investigator, prosecutor has the right (given the above provisions of the CPC of Ukraine need clarification by a clear delineation of detention, which includes the full range of measures from physical detention to drawing up a protocol and physical detention); 3) Art. 208 of the CPC of Ukraine should provide for the provision that physical detention or detention by order may be carried out by law enforcement officers, in the presence of legal grounds specified in Part 1 of Art. 208 of the CPC of Ukraine, and procedurally formalize these actions can only authorized officials – investigator, prosecutor; 4) at the legislative level, it is advisable to provide for the possibility of detention on suspicion of committing a criminal offense before entering data into the Unified Registry of Investigations; 5) it is necessary to expand the emergencies provided for in Part.3 of Art. 233 of the CPC of Ukraine, by granting the right to the investigator, investigator, prosecutor to decide on the decision of the investigating judge to enter the home or other property of a person in urgent cases involving detention of a suspect, accused in order to get him to participate in the consideration of the request for the application of a measure of restraint in the form of detention

The subsidiary rule-making processes in international air law: current issues of theory and practice

INTRODUCTION.Within the context of the theory of ‘the concordance of the wills of States’ developed in the Russian doctrine of international law and on the basis of the contemporary practice of States and international aviation organizations (in particular, International Civil Aviation Organization (ICAO)) the author examines the subsidiary rule-making processes in international air law as the integral part of the whole rule-making process of this branch of international law.MATERIALS AND METHODS.The present research has been conducted on the basis of international air law treaties, the resolutions and documents of ICAO, as well as the works of Russian and foreign international law experts. The methodology of the research is based upon general scientific and special methods, including dialectical method, methods of analysis and synthesis, deduction and induction, comparative legal method.RESEARCH RESULTS.On the basis of his research the author has been able to achieve the following results: (1) detailed and precise classification of all acts, decisions and documents (including, in particular, numerous ICAO documents) concerning the activities of international civil aviation and adopted or approved within the framework of the subsidiary rule-making processes in international air law; (2) defining the practical importance of these subsidiary rule-making processes within the context of the whole rule-making process of international air law; (3) discovering current problems of the rule-making process in international air law and proposing possible ways of its improvements in view of the interests of the Russian Federation and international aviation community as a whole.DISCUSSION AND CONCLUSIONS.After examination of the subsidiary rule-making processes currently existing in the international air law it can be concluded that these processes are rather dynamic and well take into account the contemporary development of global aviation and the interests of different States. At the same time, the recent trends within ICAO and other international aviation organizations towards simplification and acceleration of such rule-making processes by way of shifting many substantial provisions from mandatory into non-mandatory acts and documents or through limitation of the States’ participation in these processes can negatively affect the States’ interests, impede the achievement of universal uniformity in regulations, standards and procedures and, eventually, even jeopardize the global aviation safety.

The Sources of International Air Law: Current Issues of Theory and Practice

INTRODUCTION.Within the context of the theory of ‘the concordance of the wills of States’ developed in the Russian doctrine of international law and on the basis of the contemporary practice of States and international aviation organizations (in particular, International Civil Aviation Organization (ICAO)) the author examines the process of rule-making and the sources of international air law.MATERIALS AND METHODS.The present research has been conducted on the basis of international air law treaties, the ICAO documents, as well as the works of Russian and foreign international law experts. The methodology of the research is based upon general scientific and special methods, including dialectical method, methods of analysis and synthesis, deduction and induction, comparative legal method.RESEARCH RESULTS.On the basis of his research the author has been able to identify and systematize the present-day sources of international air law, i.e. the forms, in which the norms of this branch of interna- tional law exist. Theoretical and practical problems relating to the development and implementation of these sources of international air law have been examined.DISCUSSION AND CONCLUSIONS.On the basis of the theory of ‘the concordance of the wills of States’ developed in the Russian doctrine of international law and the contemporary practice of States and international aviation organizations the following sources of international air law have been identified: (i) international treaties; (ii) international customs; (iii) ICAO international standards; (iv) Technical Instructions for the Safe Transport of Dangerous Goods by Air. Each of these sources of international air law has been examined in detail both from the point of view of the rulemaking process and within the context of its role played in regulation of cooperation between States in the area of international civil aviation. In particular, the author shows the specific role in international air law of such traditional sources as international treaties and international customs. As for the international standards and the Technical Instructions for the Safe Transport of Dangerous Goods by Air, they are described as special complex forms of creation of norms of international air law emerged as a result of rapid development of civil aviation in the second half of the 20th century and its transformation into the global passengers and cargo transportation network. Overall examination of the currently existing rule-making processes and sources of the international air law demonstrates that they are rather dynamic and well take into account the contemporary development of global aviation and the interests of different States.

Short-term and working memory deficits in aphasia: Current issues in theory, evidence, and treatment

Abstract In this article, we introduce a special issue of the Journal of Neurolinguistics that focuses on current research in short-term and working memory impairment in aphasia. The papers are summarized briefly and discussed with respect to their individual and collective contributions to our understanding of the role of short-term and working memory processes in language and its impairment in aphasia. The timeliness of the special issue is noted, as it sets the stage for future work in this area.

At the Forefront of Library Innovations: the All-Russia Research and Practical Conference on the Problems of Theory and Practice of Scientific-Methodical Activities, held in Moscow

The Russian State Library (RSL) on October 23, 2014 hosted the first of the last twenty years the All-Russian Research and Practical Conference, devoted to one of the most important components of librarianship: «Scientific and Methodological Activities of the Libraries of the Russian Federation: Current Issues of Theory and Practice». The conference took up the baton of the Annual Meeting of the Directors of Federal and Regional Libraries, just finished their work. This has enabled many of the library managers to take an active part in the discussion of current problems of methodological practices.

The Glamorgan Gauge: an audit tool for the contact supervisor of midwives

Midwifery supervision is a vital part of the support system for midwives. This article outlines the development of an audit tool to help improve the effectiveness of the contact supervisor of midwives role. A brief overview will be made of the increased scrutiny and accountability that has become usual in caring for women and their families. The role of the supervisor of midwives will be discussed and its input in clinical governance and risk management will be considered. The role of the contact supervisor of midwives will be explained and acknowledged for its links to the importance of postregistration education and practice to ensure practitioners and supervisors of midwives keep abreast of current issues in theory and practice.

'A Slight Oversimplification': An Interview with Arnold Whittall

1995 sees the sixtieth birthday of Arnold Whittall, and 1996 his retirement from King's College London. Contrary to what many have assumed over the years, I never studied with him, but became his junior colleague when I was appointed Lecturer at KCL in 1979, where I worked for six exciting years. I have long ago lost count of the number of projects he and I have worked on together, and indeed the number of my own projects about which I have sought his advice. The Editor of Music Analysis invited me to contribute a celebration to this issue and gave me carte-blanche on the form it should take. It hardly required prolonged or even deep thought for me to realise what it would be best to do. Rather than constructing some sort of biographical or simply historical tribute to celebrate his work, I thought it would be most appropriate to let Arnold speak for himself. It was reassuring when he readily agreed to this, seizing the chance perhaps of a mechanism guaranteed to prevent me from writing at my customary length. What follows is the result of a single interview conducted in July 1995. It is virtually unedited, shorn here and there (in the interests of good taste) of Whittall's cutting humour and Dunsby's sarcasm, but certainly not in any sense sanitised as will be indicated, if not exactly proved, by the frank moments below where some intended deceptions were, on reflection, not carried out. I have introduced a minimum of punctuation, and unfortunately it is unrealistic to try to record emphasis (but there is plenty of it on the tapes). My approach was simple enough to make a record of what the interviewee had to say, to some extent about himself, which will be of greatest interest to his hundreds of friends and former students (there is a lot of overlap in these categories!), but also about current issues in theory and analysis, which will, I am in no doubt, be of interest to the thousands who read this journal.

Human Ecology

The major current issues in theory and research concerning urban phenomena are considered before dealing with the general problems occupying ecologists at this tiem. Attention is directed to the urban community (spatial pattern population density the gravity model dominance and the urban hierarchy hierarchy and the division of labor dominance and power) system-environment interaction (population ecology evolution and organizational ecology expansion and the spatial pattern expansion and population distribution expansion and technology the world system) and ecology and institutional convergence. The revival of interest in the urban spatial pattern has resulted in a resurrection of the concept of the natural area but under the rubric segregation. The index of dissimilarity of distribution and changes of distribution over census tracts has been applied to both race and ethnicity. The distribution of population in the urban place may be treated more abstractly as density or number of people per unit of area. Voluminous research literature has accumulated around the issue of the meaning of density for a community. From an ecological perspective the important issue is the effect of density for the functioning of the communal system. The marked convergence of the 2 macro-level approaches in sociology -- ecological and institutional -- is apparent and most visible in the similarity of phenomena selected for study. These include the structure of organization and of interorganizational relations; urbanization and its relation to societal properties; and hierarchy in roles organizations and cities.
