With the rapid development of China’s social economy and the continuous advancement of science and technology, current electronic information technology has also made major breakthroughs and has been increasingly used in enterprise safety management. However, it cannot be denied that the current application of electronic information technology in the safety management practice of Chinese enterprises is not ideal, and there are still many problems that need to be solved urgently. Based on this, this study first analyzes the application characteristics of electronic information technology, then analyzes the application principles of electronic information technology in enterprise safety management, secondly analyzes the problems existing in electronic information technology in enterprise safety management, and finally elaborates on the application of electronic information technology in enterprise safety management. Application strategies in enterprise security management to provide a useful reference in enterprise security management.

REVIEW OF WORKFORCE UPSKILLING INITIATIVES FOR EMERGING TECHNOLOGIES IN IT

This study provides a comprehensive analysis of workforce upskilling initiatives for emerging technologies in the Information Technology (IT) sector, with the primary objective of identifying effective strategies to prepare professionals for the rapidly evolving digital landscape. Employing a systematic literature review and content analysis, the research scrutinizes various upskilling programs, focusing on their design, implementation, and outcomes. Data sources include peer-reviewed journals and conference proceedings, selected based on criteria that ensure relevance and timeliness to the current IT context. Key findings reveal the critical need for anticipating technological trends to align workforce capabilities with future demands, highlighting the significance of personalized and experiential learning pathways. The study emphasizes the strategic role of upskilling in bridging the digital divide, advocating for inclusive and accessible learning opportunities to cultivate a diverse and globally competitive workforce. Recommendations for stakeholders center around adopting flexible learning models, fostering industry-academia partnerships, and emphasizing the development of both technical and soft skills. Finally, the study underscores the imperative for a proactive and collaborative approach to IT education and workforce development. By integrating advanced learning technologies and inclusive strategies, stakeholders can ensure the IT workforce remains agile and prepared to contribute innovatively in the face of technological advancements. This framework sets the foundation for future research and policy-making, aiming to enhance the resilience and diversity of the IT sector globally.

Pelatihan Penggunaan Aplikasi Sistem Informasi Gender dan Anak Tingkat Kota Kendari Tahun 2023

The use of information and communication technology (ICT) in the world has become increasingly widespread. This can be seen from the use of ICT which is not limited to the trade sector, but also in other fields, such as education, defense and state security, social and so on. ICT is used because it has advantages compared to using traditional methods of interaction. The advantages of ICT are speed, convenience, lower costs, data centralization and data access that can be used by all groups. With the advantages as above, it can be said that using ICT can create efficiency in the movement of human life in interacting with each other. Therefore, ICT is widely applied in various fields of human life, and with the advantages offered by this technology, it is starting to be applied in government practice. The development of technology and information sources from all media, it turns out that internet media is currently very popular with the public and business people. The information obtained is fast and accurate and can also be used and obtained anywhere. The use of technology and information is increasingly wider in scope, including in government management. Implementing E-Government is also a necessity in responding to challenges in the current Information Technology Era. One of them is by developing a website that can increase information disclosure. By implementing a website, it can help provide information and as a means to reach the public, which of course can help the performance of the Kendari City Women's Empowerment and Child Protection Service (DPPPA) to improve services to the community.

Single and multi-crop species disease detection using ITSO based gated recurrent multi-attention neural network

<p>Diseases of crop plants pose a serious danger to agricultural output and progress. Predicting the onset of a disease outbreak in advance can help public health officials better manage the pandemic. Precision agriculture (PA) applications rely heavily on current information and communication technologies (ICTs) for their contribution to long-term sustainability. Preventative measures against plant diseases require accurate early disease prediction in order to be effective. The current computer vision-based illness detection technology can only detect the disease after it has already manifested. This research intends to provide a deep learning (DL) method for early disease attack prediction using Internet of Things (IoT) directly sensed environmental factors from crop fields. There is a robust relationship between environmental factors and the life cycles of plant diseases. Disease incidence in plants can be forecast based on environmental variables in the crop field. In order to solve these issues, the research presented here suggests using a gated recurrent multi-attention neural network (GRMA-Net). The study uses multilevel modules to zero down on informative areas in order to extract additional discriminative features, as informative characteristics tend to appear at various levels in a network. In order to capture long-range dependence and contextual interaction, these characteristics are first organised as spatial sequences and then input into a deep-gated recurrent unit (GRU). Finally, an enhanced version of the Tunicate swarm optimisation model (ITSO) is used to pick the best values for the model’s hyper-parameters. Four public datasets representing a wide range of crop types are used to assess the model’s efficacy. Some of these databases cover numerous crop species, like PlantVillage (38 categories), while others focus on a single crop, such as Apple (4), Maize (4), or Rice (5). The experimental findings show that the system achieves 99.16% accuracy in identifying agricultural diseases, which is higher than the accuracy of other current deep-learning approaches.</p>

An enhanced tunicate swarm algorithm with deep-learning based rice seedling classification for sustainable computing based smart agriculture

<abstract> <p>Smart agricultural techniques employ current information and communication technologies, leveraging artificial intelligence (AI) for effectually managing the crop. Recognizing rice seedlings, which is crucial for harvest estimation, traditionally depends on human supervision but can be expedited and enhanced via computer vision (CV). Unmanned aerial vehicles (UAVs) equipped with high-resolution cameras bestow a swift and precise option for crop condition surveillance, specifically in cloudy states, giving valuable insights into crop management and breeding programs. Therefore, we improved an enhanced tunicate swarm algorithm with deep learning-based rice seedling classification (ETSADL-RSC). The presented ETSADL-RSC technique examined the UAV images to classify them into two classes: Rice seedlings and arable land. Initially, the quality of the pictures could be enhanced by a contrast limited adaptive histogram equalization (CLAHE) approach. Next, the ETSADL-RSC technique used the neural architectural search network (NASNet) method for the feature extraction process and its hyperparameters could be tuned by the ETSA model. For rice seedling classification, the ETSADL-RSC technique used a sparse autoencoder (SAE) model. The experimental outcome study of the ETSADL-RSC system was verified for the UAV Rice Seedling Classification dataset. Wide simulation analysis of the ETSADL-RSC model stated the greater accuracy performance of 97.79% over other DL classifiers.</p> </abstract>

The Influence of Employee Competence and Use of Information Technology on Financial Accountability with the Success of Information Systems as Moderating Variables

Manuscript type: Research paper Research aims: This study aims to determine the influence of employee competence and the use of information technology on financial accountability, and also the role of moderation in the success of the information system and how it impacts financial accountability vis-à-vis the use of information technology. Design/Methodology/Approach: This research was implemented with a casual setting for the Local Government Work Unit (LGWU) finance department employees in Bantul Regency. Samples were taken from 150 employees with accidental sampling. Data collection was carried out using questionnaires. Data analysis was performed using the PLS-SEM method. Research findings: Employee competence and the use of information systems have a positive and significant effect on financial accountability. The information systems' success did not moderate the influence of information technology itself on financial accountability. Theoretical contribution/Originality: This research provides new insight into the role of moderation in the success of information systems on the influence of information technology on financial accountability. Practitioner/Policy implications: This study suggests that local governments can continue to improve employee competence through the use of information technology. One actionable way would be to make budget allocations for the maintenance and repair of the current information technology facilities and infrastructure. Research limitation/Implication: While previous research has focused on the use of information technology in enhancing financial accountability, these results show that the success of information system is a moderating predictor of accountability

Digital Technologies for Self-Learning of Foreign Languages: An Overview of Opportunities

The dynamic changes taking place in contemporary society underline the growing importance of non-formal education in the learning of foreign languages. In view of the current digital progress, (new) information and communication technologies (ICT), which facilitate access to learning content without any time and geographical limitations, are becoming an inseparable tool for non-formal language learning practices. The objective of this article is to demonstrate the role of digital technologies in the process of learning foreign languages in self-learning (self-education) conditions. The presentation covers, in particular, the usefulness of forms of learning using a virtual environment – mass online courses (MOOCs), online social learning and mobile education (m-learning). The consideration undertaken emphasises the specificity and potential of the indicated forms of learning for the purposes of language self-education.

ANALISIS PERANCANGAN ARSITEKTUR ENTERPRISE DINAS PETERNAKAN MENGGUNAKAN TOGAF ADM 9.2 (STUDI KASUS: FUNGSI VAKSINASI HEWAN PADA DINAS PETERNAKAN BANDUNG BARAT)

This study analyzes and plans an enterprise architecture for the animal vaccination function at the Department of Fisheries and Animal Husbandry of West Bandung Regency. Animal vaccination is a crucial step in maintaining health and protecting animal populations from diseases. The author employs the TOGAF ADM (The Open Group Architecture Framework - Architecture Development Method) approach to analyze the animal vaccination process and identify necessary improvements. The vaccination steps, workflow, and responsibilities of various stakeholders are evaluated using the TOGAF ADM. Stages such as defining business architecture, data, applications, and information technology are applied in this analysis. The current information technology infrastructure is also analyzed to identify the suitable needs of the enterprise architecture. The results are expected to provide recommendations for improving the animal vaccination process at the Department of Fisheries and Animal Husbandry of West Bandung Regency. With an enterprise architecture based on TOGAF ADM, it is anticipated that the efficiency of animal vaccination implementation can be enhanced. These recommendations can serve as a guide for similar institutions in optimizing the animal vaccination process. In other words, this research bridges the theory of enterprise architecture with practical applications in the context of animal vaccination, yielding potential solutions to enhance process efficiency and effectiveness.

Artificial intelligence and sustainable performance: role of organisational agility and environmental dynamism

ABSTRACTThe paradigm for using current information technology has been greatly modified by the development of artificial intelligence (AI), which has also improved organisational agility (OA) and performance. However, a small number of research outcomes have concentrated on this phenomenon, and past research is vague about the link between AI and sustainable performance. Therefore, the main objective of this paper is to examine the impact of AI on sustainable performance through OA based on data collected from China. Structural equation modelling (SEM) was used to assess the data; a total of 325 entries were used in this study. Findings suggest that AI has a significant influence on OA. Organisational agility also has a significant impact on sustainable performance. OA mediates the link between AI and sustainable performance. Furthermore, environmental dynamism significantly moderates the link between OA and financial performance, whereas environmental dynamism has shown an insignificant association between OA, environmental performance and social performance. This investigation provides new insight into realising the role of AI in practice and theory.

Quantum Communications Feasibility Tests over a UK-Ireland 224 km Undersea Link.

The future quantum internet will leverage existing communication infrastructures, including deployed optical fibre networks, to enable novel applications that outperform current information technology. In this scenario, we perform a feasibility study of quantum communications over an industrial 224 km submarine optical fibre link deployed between Southport in the United Kingdom (UK) and Portrane in the Republic of Ireland (IE). With a characterisation of phase drift, polarisation stability and the arrival time of entangled photons, we demonstrate the suitability of the link to enable international UK-IE quantum communications for the first time.

Implementing Artificial Intelligence in IT Management: Opportunities and Challenges

This article highlights the increasing adoption of Artificial Intelligence (AI) in Information Technology (IT) Management as companies seek to enhance decision-making, reduce costs and improve efficiency. However, the implementation of AI in IT Management comes with its own set of challenges. One of the primary challenges is the shortage of skilled personnel proficient in AI technologies. To address this, businesses must spend money on training and development initiatives that give staff members the knowledge and abilities they need to effectively manage and use AI systems. The integration of AI systems with current IT infrastructure presents another difficulty. To enable effective collaboration and data sharing, AI systems need to be seamlessly integrated with existing IT systems. Data quality and availability are also critical issues that need to be addressed. Despite the challenges, there are significant opportunities associated with the adoption of AI in IT Management. AI systems can help automate routine tasks, identify patterns and anomalies and make informed data-driven decisions. Organizations need to take a strategic approach to AI adoption by planning, investing and collaborating to realize the full potential of AI in IT Management and achieve significant business benefits.

Predicting yield of crop type and water requirement for a given plot of land using machine learning techniques

Internet of things (IoT) smart technology enables new digital agriculture. Technology has become necessary to address today's challenges, and many sectors are automating their processes with the newest technologies. By maximizing fertiliser use to boost plant efficiency, smart agriculture, which is based on IoT technology, intends to assist producers and farmers in reducing waste while improving output. With IoT-based smart farming, farmers may better manage their animals, develop crops, save costs, and conserve resources. Climate monitoring, drought detection, agriculture and production, pollution distribution, and many more applications rely on the weather forecast. The accuracy of the forecast is determined by prior weather conditions across broad areas and over long periods. Machine learning algorithms can help us to build a model with proper accuracy. As a result, increasing the output on the limited acreage is important. IoT smart farming is a high-tech method that allows people to cultivate crops cleanly and sustainably. In agriculture, it is the use of current information and communication technologies.

Rancang Bangun Website Pengelolaan Sistem Informasi Osis Dan Ekstrakurikuler di SMAN 1 Pandih Batu

Pandih Batu 1 Public High School, is one of the State Senior High Schools in Pandih Batu District, Pulang Pisau Regency, Central Kalimantan, to be precise on Jl. Pemdinding Desa Pangkoh Hulu. So far, the activities carried out by the OSIS as well as extracurricular activities at Pandih Batu 1 Public High School are still managed manually, such as in the election of new OSIS chair candidates at Pandih Batu 1 Public High School still using conventional methods, namely direct voting, do not take advantage of information technology. In overcoming these problems, the author intends to build an information system for the management of the Pandih Batu 1 State Senior High School student council called SI-OSIS. The title that will be raised by the author in this final project research is "Design and Build a Website Management of Student Council Information Systems and Extracurriculars at Pandih Batu 1 Public High School" with the hope that it will become a new tool and alternative that can facilitate the management of Pandih Batu 1 Public High School Student Council to become more sophisticated in the era of information technology that has been digitized so that students at SMA Negeri 1 Pandih Batu are not left behind with current information technology developments. The data collection methods used by the author are observation, interviews, and library research. Evaluating REDCap as the Central Data Collection Tool for the Hamburg City Health Study.

The collection of examination data for large clinical studies is often done with proprietary systems, which are accompanied by several disadvantages such as high cost and low flexibility. With the use of open-source tools, these disadvantages can be overcome and thereby improve data collection as well as data quality. Here we exemplary use the data collection process of the Hamburg City Health Study (HCHS), carried out at the University Medical Center Hamburg-Eppendorf (UKE). We evaluated how the recording of the examination data can be converted from an established, proprietary electronic healthcare record (EHR) system to the free-to-use Research Electronic Data Capture (REDCap) software. For this purpose, a technical conversion of the EHR system is described first. Metafiles derived from the EHR system were used for REDCap electronic case report form (eCRF) building. The REDCap system was tested by HCHS study assistants via completion of self-developed tasks mimicking their everyday study life. Usability was quantitatively evaluated via the IBM Computer System Usability Questionnaire (CSUQ) and qualitatively assessed with a semi-structured interview. With the IBM CSUQ, the study assistants rated the usage of the basic REDCap system for HCHS examination data collection with an overall score of 4.39, which represents a medium acceptance. The interview feedback was used to formulate user stories to subsequently increase the administrative sovereignty and to conceptualize a REDCap HCHS information technology (IT) infrastructure. Our work aims to serve as a template for evaluating the feasibility of a conversion from a proprietary to a free-to-use data collection tool for large clinical studies such as the HCHS. REDCap has great potential, but extensions and an integration to the current IT infrastructure are required.

Integrated Marketing Communication Strategies and Rebranding of Telkom Kenya

Purpose: The aim of this study was to establish the effectiveness of integrated marketing communication strategies on rebranding of Telkom Kenya from Orange.
 Methodology: Questionnaires and interview guides were used to obtain qualitative and quantitative data with most of the quantitative data collected through questionnaires administered to the 80 respondents, representing subscribers. The questionnaires were administered online through Google Forms while one on one interview sessions with the key informants from Telkom Kenya conducted using interviews guides. Collected data was cleaned, coded and entered into the computer for analysis using the Statistical Package for Social Sciences (SPSS) Version 21. The data was analyzed using descriptive and inferential statistical approaches. Qualitative data was analyzed through thematic analysis. Findings were presented in table, graph and narrative text formats.
 Findings: Key finding was that the joint effect of advertising, sales promotion, direct marketing and other forms of IMC was significant on the success of rebranding in Telkom Kenya. Regression analysis of the variables showed that sales promotion (p=.004) and direct marketing (p=.028) were significant (p<0.05) compared to advertisement whose effect on rebranding was 0.138 i.e. p>0.05.
 Unique Contribution to Theory, Practice and Policy: The theory of persuasion may anchor future studies in the telecommunication providers. The study recommends that the telecommunication companies need not only to plan their rebranding but to ensure that they embrace IMC that is driven through application of current information and communication technologies. Collaboration with the government is vital in crafting a regulatory framework that fosters fair competition and supports the telecommunications industry's growth. Engaging in dialogue with regulatory authorities will also help address any potential barriers to the company's rebranding efforts and ensure compliance with relevant policies. Furthermore, the government's involvement in public awareness campaigns can help promote the rebranded Telkom Kenya as a trusted and reliable player in the market. This collaboration could include joint initiatives to expand telecommunication infrastructure, enhance digital literacy, and bridge the digital divide, thereby showcasing Telkom Kenya's commitment to national development goals.

Digital Transformation of Zhongtian Iron and Steel Group

The overall traditional business model finds it challenging to suit customer expectations and the market for businesses as a result of the advancement of current information technology. Hence, digital reform is well-liked in the financial community. In order to fulfill the demands of customers and the market, many businesses at the forefront of the global economy have engaged in digital innovation, focusing on scientific and technology forces and working in a variety of ways for different branches including manufacturing, sales, and management. According to a brief analysis of the Chinese steel market, there is still much room for development in China's steel industry, especially in the digital transformation of China's private steel enterprises. By digitizing Zhongtian Iron and Steel Group, it can improve efficiency, increase production, and reduce costs. This paper will provide several suggestions based on the welfare analysis of digital transformation, through the three elements of digitization and in combination with the digital transformation stage of Zhongtian Iron and Steel Group itself.

Study on the Impact of Gamified Teaching Using Mobile Technology on College Students’ Learning Engagement

Mobile technology has become an indispensable resource in people’s lives, and educational software applications are closely related to day-to-day life. These applications provide an effective basis for implementing interactive teaching and allow teachers and students to quickly exchange information through mobile devices. Compared with teachers, students are tolerant and open about mobile technology. To meet the learning needs of students, adopting different teaching methods to improve learners’ learning outcomes is the focus of mobile learning. Therefore, gamified teaching supported by various information technologies such as computers, multimedia, and mobile technology has received widespread attention. In this study, 124 undergraduate students majoring in Civil Engineering from Harbin University of Science and Technology, Heilongjiang Province, were randomly assigned to one experimental group (with gamified teaching design, 62 students) and one control group (without gamified teaching design, 62 students). The paired sample T test was used to compare the pre- and post-test scores of the learners, while the independent sample T test was used to analyze the learning engagement (behavioral, cognitive, and emotional engagement) of college students under gamified teaching using mobile technology. Results show no significant difference in pre-test scores between the experimental and control groups (P = 0.374 > 0.05), meeting the prerequisite for the comparative experiment. Gamified teaching using mobile technology found significantly improved test scores (P = 0.003 < 0.05), where independent sample T test results showed a significant difference in learning engagement (behavioral, cognitive, and emotional). After using gamified teaching using mobile technology, the experimental group of students showed a significant increase in learning engagement, which is consistent with the results of most of the literature. The results of this study have important reference value for school administrators to propose new teaching strategies and for teachers to integrate information technology to assist the teaching process, to propose solutions for building interactive teaching environments, and to alleviate the fatigue phenomenon that often occurs in the application of multimedia technology in current information technology teaching in universities.

Factors associated with the intention to use information technology in audit in Iraq

PurposeThis study aims to investigate the factors associated with the intention to use information technology in audit (ITIA) in Iraq.Design/methodology/approachThe study uses a quantitative approach based on a questionnaire survey of 186 respondents. The study population includes respondents who are board members, senior executives, internal auditors and information technology (IT) assistants in various Iraqi organizations from different sectors. Structural equation modeling has been used to estimate the results.FindingsThe findings exhibit that most auditors in Iraq use basic IT software. However, among several specialized and advanced IT audit software packages, only generalized audit software is used by about 20%. The results also indicate that social factors significantly and positively impact auditors’ and practitioners’ perceptions of ITIA use. Moreover, the results reveal that companies and auditors who use or audit complex accounting systems perceive higher benefits and intent to adopt ITIA. However, the results report that organizational support, professional support, competency and IT education have an insignificant effect on ITIA adoption.Originality/valueThe originality of the present research lies in several aspects. First, the research study focuses specifically on Iraq, which is an emerging and less developed country influenced by social and economic. This research context provides a unique perspective and contributes to the understanding of ITIA adoption in less developed countries. The study investigates how external factors, including social and external pressure and the support of government professional bodies, affect the adoption of ITIA. Further, it assesses the influence of firms’ specific factors such as management support, level of competency and complexity of accounting information systems. Second, the study uses a quantitative approach with a questionnaire survey from various Iraqi organizations and sectors. The specific sample composition adds originality by capturing insights from different levels of organizational hierarchy and diverse professional backgrounds. Third, the findings shed light on the current IT usage in auditing practices in Iraq, highlighting that most auditors use basic IT software and the limited adoption of specialized IT audit software packages. Finally, the study’s originality is also reflected in its contribution to expanding knowledge on the perceived benefits and challenges associated with ITIA adoption in less developed countries. By emphasizing the need for broader awareness of emerging technology-enabled auditing software and considering the unique characteristics of less developed countries, the research provides valuable insights and implications for practitioners, policymakers and researchers.

E-COMMERCE BIBIT IKAN BERBASIS ANDROID SEBAGAI KATALISATOR PENINGKATAN PENJUALAN HASIL TERNAK IKAN DI KABUPATAN PRINGSEWU

E-commerce is the impact of developments in information and telecommunications technology, thereby significantly changing the way humans interact with their environment, which in this case is related to trade mechanisms. So far, Lampung has been known as a center for the production of marine fish farming (mariculture), especially grouper, shrimp and freshwater fish. One of the well-known freshwater fish production centers in Lampung Province is in Pagelaran District, Pringsewu Regency. And with the development of current information technology, the authors designed an e-business system for selling fish fingerlings based on Android to help sellers market fish seeds and make it easier for customers, suppliers and business partners to carry out transactions, buying and selling and as promotional media. In this research the method of collecting data was interview, observation, and literature study, then the methodology used was the Android-based Development Life Cycle (SDLC) System.

DETERMINING THE KNOWLEDGE LEVEL OF PUPILS IN THE INFORMATION SYSTEM OF "SMART SCHOOL"

At a time when current information technologies are rapidly developing, the effectiveness of the quality of education in secondary schools, the transparency of the teacher evaluation system and the analysis of several other indicators with the help of artificial intelligence are the urgent issues of the day. In this method of analysis, initially the value is entered by school experts. This value consists of a pupil in a certain category among pupils and his grades. The term category refers to various criteria, such as pupils with different levels of mental activity, pupils who are learning poorly, who are missing a lot of lessons, and the level of learning is high or low within the specified subjects or topics. The "Smart School" information system forms arrays consisting of the number of grades and grades of pupils according to the criteria entered by experts, and has the ability to sort the values that are similar to the entered value. The solution to the problem posed in this article is explained mathematically and practically. Based on the proposed mathematical models, the business process was modeled, a business process software product was developed, and statistical data was obtained.
