Cultural damage and reparation of victims in the Colombian armed conflict. The case of the black peasant community of San Cristóbal (Montes de María – Colombia)

ABSTRACT The aim of this study is to identify and analyze the cultural damage caused by the armed conflict in the black peasant community of San Cristóbal, in Montes de María, one of the regions most affected by the prolonged conflict in Colombia. A conceptual and methodological framework is proposed to address, from a interdisciplinary scope, culture in victim reparation processes, based on the systematization of the conflict effects. Thus, by synthetizing community knowledge and experience on how cultural assets and practices have been affected by violence, capability and asset planning approaches are applied to discuss how the cultural dimension of development should be incorporated into collective reparation measures that are being executed by the Colombian State. It was found that the action of armed groups affected popular feats, traditional medicine, agriculture and community social capital in the broad sense. Hence, the reparation actions that are built under the state initiative consider the cultural dimension, for which they must directly involve the affected community and recover the social capital associated with traditional festivals, where multiple oral traditions and expressions, music, dance and communication were severely damaged for more than two decades of armed disputes in the area.

Development and culture: in search of a lost agenda

Abstract The debate about culture is a key issue for economic theory and for proposing new developmental policies. Despite this, some recent approaches have hardly incorporated or explored culture. Thus, identifying this gap in the literature, we explore the relationship between culture and development. Firstly, we analyse this relationship in new mainstream approaches, identifying their limitations. Then, we discuss the developmentalist approach, underlining the structural and unbalanced conception. Sequentially, and somewhat inspired by the latter, we examine new approaches that share the structural perspective, such as the post-Keynesian and institutionalist approaches. We conclude that the developmentalist approach has contributed to amplifying the integration of culture and development and that these new “non-neoclassical” conceptions reveal an interesting potential for incorporating the cultural dimension of development.

No end to poverty

This commentary is designed to provide a critique of Jeffrey Sachs' The End of Poverty: How We Can Make It Happen In Our Lifetime, highlighting in particular the difficulties that arise from his focus on absolute poverty and his proposed recipe for its elimination. It begins by emphasising the many strengths of Sachs' arguments, but then suggests that these could usefully be tempered by greater attention to relative conceptualisations of poverty and the ethical grounds upon which his arguments are based. Six main issues are subsequently addressed: his use of the notion of a ladder of development; his concentration on countries rather than people; his understandings of geography and of history; his relative lack of attention to social and cultural dimensions of development; the inability of poor countries to absorb the levels of aid that he proposes; and the damage caused by suggesting that it is indeed possible to end poverty.

The Cultural Dimensions of Development in Africa

This article highlights and interrogates the recent resurgence of the view, both in the academy and in international financial institutions, that African culture has been a stumbling block to development. It argues, instead, for a development perspective that is informed by the realities of Africa today. The views of African humanists and philosophers on development are highlighted. The case is made for a return to building on the indigenous roots of African culture as a way forward.

Cultural Dimensions of Development

The basic idea expounded in this presentation is refining of linkages between development and culture. A semantic point has been raised to the effect that the word “dimension” may be a limiting factor. In this context traditional flourishing of arts and culture has been related to the village community with reference to the institutional changes brought about by breaking up of village communities. The role of tradition has been defined in terms of technological changes. The relevance of traditional values particularly in the context of conservation concerns has been duly stressed. In yet another sense, the institutional implications of cultural dimension have been concretely illustrated in terms of Indian experiences and formulations. In an elaborate reference to “Plan of Action relating to Cultural Perspectives” as a part of “New Education Policy,” various concepts and their concretisation in grassroot schemes and projects have been illustrated. The initial clashes that result from technological impacts have been highlighted though at the same time it has been suggested that over a period of time cultural perceptions of a people will overcome tensions produced by technological changes.

The cultural dimension of development

Development, both in its essential meaning and in its aims, is an inclusive, multidimensional phenomenon whose various aspects cannot be understood in isolation from each other. Economic development affects, and is affected by, culture. Our author discusses the significance of this fact for the countries of the Third World today.

La dimension culturelle du développement

Summary The prevailing practice to date has been to separate culture from development or, at best, to combine them, referring simply to the “cultural dimension of development”. This suggests that development is primarly a process of economics and that culture is merely an adjunct to it. This article attempts to show that the notion of “cultural dimension of development” further distorts the full meaning of the concepts of “culture” and “development” and recommends that it be replaced by the notion of “cultural development model”. The study therefore focusses in the alledged universal applicability of the Western development model, attempts to challenge it and, finally, considers specific cultural development models.
