Features of the rational use of innovation and investment clusters of construction enterprises under the conditions of business relocation to overcome the crisis of marital state in Ukraine

The main condition for innovative development of the country is the innovative potential of the construction industry, as the flagship of today's urban reconstruction.
 This article is devoted to the characteristics of the innovative potential of the country's construction industry, in particular, the main innovative problems of the Ukrainian economy are analyzed and recommendations are made for their improvement.
 The organization and stimulation of processes of technology renewal, the transfer of scientific developments from the field of knowledge acquisition to production, which is achieved with the help of the development of the education system, the intellectual property market, the creation of innovative infrastructure, financial and tax stimulation of scientific and technical activities, is of particular importance in the processes of the functioning of the national innovation system. etc. Thus, the situation in the innovation sphere makes it urgent to develop such a state policy that would ensure expanded reproduction of the object base of innovative activity and the irreversible impact of innovations on accelerated economic growth of the country.
 The relevance is due to forced changes in the regional socio-economic policy of Ukraine due to the relocation of property and enterprises from areas of risk and active hostilities.
 The economic front of the state during the war is one of the issues, ensuring the activity of which contributes to replenishing the budget and maintaining the solvency of the population. The improvement of the efficiency and transparency of the work of city authorities and services was analyzed, namely: integration and coordination of individual functions and city services to optimize the solution of complex problems and speed up interdepartmental interaction; improvement of the system of control over the activity of communal enterprises and budget organizations; improvement of the statistical information collection system to improve the efficiency of management decision-making on the ground; ensuring effective management of city assets.

Совершенствование системы управления жизненным циклом комплексной застройки территорий с позиции низкоуглеродного развития

The sustainable development of the country's construction industry in the context of limited availability of resources involves the implementation of eco-oriented principles for assessing all stages of the life cycle into the life cycle management of construction projects, as well as the search for new organizational and technological solutions in construction. This in turn implies a shift towards green, low-carbon building, as well as improved tools for quantifying, monitoring and managing the carbon footprint of buildings. The intensive growth of complex development and the increased attention to global climate change make the issues of reducing the carbon impact that occurs during construction and pre-construction stages an urgent and promising area of research. In accordance with the Strategy for the Socio-Economic Development of Russia with Low Greenhouse Gas Emissions until 2050, the regulation and reduction of carbon impact and, as a result, the transition to low-carbon construction depends, first of all, on the scientific study of the issue.The authors propose recommendations for improving the tools for assessing the carbon impact of construction projects at the pre-operational stages of their life cycle, which are applicable in the formation of an effective state order for the creation of construction products that meet modern conditions of environmental friendliness and carbon neutrality. This can be effective in creating an institution of extended responsibility for construction participants, including a mechanism for certification of low-carbon building products.

The role of construction industry and construction policy on sustainable rural development in China.

Recently, rural development has depended on the construction industry's success due to the high employment rate in the construction industry and its development role in the rural areas, and this phenomenon needs research focus. Hence, the current article examines the impact of the construction industry (construction industry revenue and growth) and construction policy (construction industry subsidies) on sustainable rural development in China. The study also used the control variable of gross domestic product (GDP) and industrialization. The article has collected secondary data from the Ministry of Housing and Urban-Rural Development and World Development Indicators (WDI) from 1991 to 2020. The article has applied the Augmented Dickey-Fuller (ADF) test to examine stationarity and quantile autoregressive distributed lag (QARDL) model to investigate the association among variables. The results revealed that the construction industry revenue, growth, construction policy GDP, and industrialization positively link sustainable rural development in China. Thus, the findings exposed that if the country's construction industry improved, rural development also increased accordingly. This study guides the policy development authorities to develop effective policies related to improvement in the construction industry that will enhance sustainable rural development.

The Application of Computer BIM Technology in Prefabricated Construction Project Management

The construction industry is a pillar industry of the national economy, and it occupies a pivotal position in our country's economic development. With the rapid development of the construction industry today, traditional construction methods can no longer satisfy the use of information, data and resources in the management of construction projects. It is necessary for BIM technology to be applied to the management of prefabricated construction projects. In order to expand the scope of application of BIM technology in construction projects and enhance people's trust, this paper studies the application of computer BIM technology in prefabricated construction project management. This article mainly uses theoretical analysis, comparative analysis and statistics to deepen the understanding of BIM technology, discovers the characteristics of traditional construction methods and construction methods supported by BIM technology, and studies the application in construction project management. The survey results show that the scope of application of BIM technology in our country's construction industry is becoming wider and wider. After five years of development, the application rate of BIM in most areas has increased by more than 10%.

Carbon Emission Forecast of Construction Industry Based on Grey Theory

In order to reduce emissions of construction industry in China at an early date, this paper provides a fitting of different influencing factors based on the grey correlation method from the construction industry perspective. The correlation degree of carbon emission and related factors in construction industry was ranked as Rate of technical equipment > Practitioners> GDP > Population size > Gross output value of construction industry. And the future of carbon emissions forecast through the grey forecast, found that the country's construction industry will emit more than 80 million tons of carbon in 2030, facing very great pressure to reduce emissions. Therefore, the construction industry should realize the innovation potential of technology and industry model, accelerate the energy transition and achieve the inter-country emission reduction target at an early date.

ЦИФРОВАЯ ТРАНСФОРМАЦИЯ РАБОТЫ ТЕХНИЧЕСКОГО ЗАКАЗЧИКА НА СТАДИЯХ ЖИЗНЕННОГО ЦИКЛА ОБЪЕКТА КАПИТАЛЬНОГО СТРОИТЕЛЬСТВА

The digital development of construction is an important task, the achievement of which will lead to a more comfortable life for citizens, to an increase in the manufacturability of the construction business and more efficient management of urban planning activities by state bodies. The relevance of the introduction of digital technologies in construction is determined by a set of tasks that are set taking into account the development of the entire digital economy of the country. Currently, the government of the country has organized full-scale activities to achieve digital maturity of economic sectors. This article analyzes the digital transformation of the construction industry, examines state goals and tools to achieve them in the field of digitalization of construction. Problems of innovative development of the construction industry require the integrated implementation of digital technologies in solving various problems in the production of building materials, construction design and construction production itself. The main purpose of the study is to analyze the digital transformation of the technical customer's work at the stages of the life cycle of a capital construction object - pre-design, design, construction stage, overhaul, reconstruction, demolition, as well as separately the stage of restoration of a cultural heritage object. When analyzing the activities of a technical customer in the context of the digital transformation of the country's construction industry, at each stage of the life cycle of a capital construction object, the procedures and necessary services that have passed into electronic form are considered in relation to the conditions of the city of Moscow, and important tasks that require the fastest digitalization are highlighted.

Technological Capabilities of Medium-Sized Contractors in Indonesia

The construction industry plays a significant role in national development and economic growth of Indonesia. Contractors are key actors in the construction industry and manage large amounts of construction resources and activities. While the demand for improving the nation's infrastructure is on the rise, the question remains whether the industry, especially contractors, will be able to fulfil this demand. This study investigates whether contractors include technological capabilities as an important part of their company strategies for addressing the dynamics of the construction industry. In particular, it aims to understand how contractors develop and improve their technological capabilities through a technological learning process (exploration, acquisition and internalisation). The investigation focuses on medium-sized contractors, who often play an important role as part of the supply chain for larger contractors. A model is developed to represent the dynamic interactions between key factors that influence the way contractors select and use technology to enhance their performance. Data were collected through a survey and were then used to map the contractors' development of technological capabilities. The study reveals that medium-sized contractors have yet to consider the development of technological capabilities as strategic. The results are expected to benefit the regulator and construction companies in Indonesia in their efforts to improve the performance of the country's construction industry.

РІВЕНЬ ЕФЕКТИВНОСТІ СТРАТЕГІЙ РОЗВИТКУ БУДІВЕЛЬНОЇ ГАЛУЗІ УКРАЇНИ

UDC 69:65.016 ; JEL Classification: D23, L74The purpose: to determine the overall impact of the factors relevant to the construction industry and the impact of additional internal factors of the country's construction industry subjects during the analyzed period. Research Methodology: assessment is possible using an effective, thorough and reliable analysis methodology. Proposed assessing methodology of the effectiveness of strategies development of Ukrainian construction industry enterprises takes into account a comprehensive and wide range of valuation indicators (sales revenue of construction products, volumes of construction products production, market share in accordance with the planned and actual parameters of the development strategy implementation). The following methods were used: - methods of system analysis and synthesis to consider theoretical aspects of the effectiveness of development strategies; - methods of statistical analysis for studying the financial condition of Ukrainian construction enterprises; - methods of economic and mathematical analysis to determine quantitative assessment and evaluation indicators; - formal logic methods for conclusions development and ways to improving the effectiveness of development strategies of Ukrainian construction enterprises. Results: the calculation and evaluation of the effectiveness of the planned (declared) development strategy implementation of the five construction industry enterprises of Ukraine for 2015-2017 were conducted. The estimation procedure of the most significant influence of factors on the level of implementation effectiveness of strategies of the country's construction industry enterprises was given. The presented results of the state and transformations of the implementation effectiveness level of the planned (declared) development strategies allows to form the basic provisions of the formation historiography of this sphere for the specified period. these include: lack of investment in development, despite the need to upgrade the fixed assets and technologies used to implement strategic parameters; insufficient implementation of innovations of construction methods management, waste management, management of energy efficiency of construction products and construction (it is established that only two (SC JSC “BK “Ukrbud” and PJSC “HK “Kyivmiskbud”) are used the innovations and only one enterprise uses effective innovations implementation (SC JSC “BK “Ukrbud”). The most significant influence of factors on the effectiveness level of the strategies implementation of the surveyed enterprises during 2015–2017 was estimated. Scientific novelty: for the first time the determination of the overall impact of the general factors of action relevant to the construction industry and the impact of additional internal factors of the subjects of the countrie's construction industry during the analyzed period is substantiated. It is established that, unlike the existing approach, an assessment of the impact of a set of these factors of development of Ukrainian construction enterprises, which are investigated through their positive or negative effect on the state of effectiveness of the implementation of planned (declared) development strategies. It should be noted that all values of these factors for the individual specified categories were calculated within the framework of this study. It is proved that in order to determine the most significant influence of factors on the effectiveness level of strategies implementation of the studied country's construction enterprises, and their integrated assessment was carried out. Practical value: the presented study allows to estimate the level of internal resistance to the influence of external, general internal (sectoral) and international factors by the largest enterprises of the construction industry of Ukraine during 2015-2017. The investigated results of the factors influence state is a historiography of the strategic development of the subjects of the industry during the specified period, which can be used to compare by parameters of development the counteracting of factor influence for other enterprises in this industry (medium, small, etc.).

This paper is a review of IBS implementation in Malaysia and Singapore. It investigates the limitations and opportunities in implementation of IBS in Malaysia and Singapore. In Malaysia, Construction Industry Development Board (CIDB) defines Industrialised Building System (IBS) as a construction technique in which components are manufactured in a controlled environment (either onsite or offsite), then transported, positioned and installed into a structure with less additional onsite works. Content analysis is the method adopted in this study. Data is collected from books, journal articles, annual reports and newspaper articles. Studies show that IBS contributes many benefits including labour reduction, cleaner and neater sites, easy installation, fast completion, enhancement of quality finished products and flexibility. Construction industries in countries like Singapore and Malaysia have shifted the construction methods from conventional to prefabrication. In Malaysia, Construction Industry Development Board (CIDB) is still promoting IBS in the private sector, whereas, government sector has successfully adopted IBS. However, in Singapore, Housing and Development Board (HDB) has implemented prefabrication in its construction industry. IBS has many benefits but with these benefits there are some limitations and hindrances as IBS is not widely adopted. This study highlights the benefits and challenges to overcome for the improvement in the implementation of IBS.

STATE REGULATION OF INVESTMENT ACTIVITY IN CONSTRUCTION SECTOR OF UKRAINE

Topicality. The volumes of investments into the Ukrainian economy remain low due to the unfavorable investment climate, which is created due to imperfect legislative framework, undeveloped stock market and financial and credit system, strong tax pressure, inefficient use of depreciation, significant level of shadowing, and also low level of transformation of population savings in investments, uneven distribution of investments, both among priority, strategically important branches, and between regions of Ukraine. This leads to the conclusion about the need to improve the state regulation of investment activity in the construction sector of Ukraine, taking into account the experience of developed countries. Aim and tasks. The purpose of the article is to develop theoretical, methodological and practical applications, which should justify the implementation of state regulation of investment development of the construction industry on the basis of defining the general purpose in the form of activating sustainable innovation and investment development and strategic and tactical implementation measures with horizontal and vertical links types and taking into account the mutual influence of construction and other types of economic activity. Research results. The unsatisfactory situation in the country's construction industry is the result of serious system failures in the strategy of its development. The most pressing problem remains the development of a strategy that will greatly contribute to the intensification of sustainable innovation and investment development of the construction complex through the implementation of the following main development goals: ensuring a sufficiently high rate of economic development of the construction complex through efficient investment activities; stimulating the introduction of innovations and information technologies; improvement of approaches to state regulation of investment and construction processes. Measures to implement these main objectives are to increase the financial stability and solvency of the enterprises of the construction complex in the process of investment activity; an increase in the volume of finished construction products by defrosting unfinished objects; technological reorganization with the predominant use of combined production; increase of energy and economic efficiency; diversification of sources of financing of the industry; intensification of investment and construction processes in housing construction; development of public-private partnership. Conclusions. The proposed scientific principles of state regulation of investment activity in the Ukrainian construction industry make it possible to intensify investment processes in the construction sector and promote the development of a number of related industries and, as a consequence, strengthen the state economically.

STATUS AND CURRENT TRENDS IN THE DEVELOPMENT OF THE CONSTRUCTION SECTOR IN THE TRANSFORMATION PROCESSES OF UKRAINE

Modern tendencies of development of construction enterprises are considered. The main directions are investigated scientific developments in the development of the country's construction industry. Data on number of enterprises and entrepreneurs, their changes in recent years. It is proved that in modern conditions the functioning of the construction industry is characterized by ambiguous processes, which are determined by slowing down the development of construction companies, reducing their logistical and production potential, slowing down the growth of key performance indicators. It is determined that the issue of determining the state and current trends in the development of the construction sector, taking into account the transformation processes taking place in the economy of Ukraine. The tendencies of development of the basic indicators of functioning of construction sphere are established. In particular, the wave-like nature of changes in the index of construction products in 2011 - 2020 was determined, the dynamics of the volume of construction products by its types in 2014 - 2020 indicates their growth almost 4 times. Thus, the presented processes occur both in inhabited, and the non-residential sector. In the field of construction of civil engineering works there is also an increase in production by 4.6 times. The study identified ambiguous trends in the construction industry, which are characterized by a wavy trend where periods of growth in construction output change to periods of decline. Over the past two years, the construction industry has shown an increase in production and delivery of the total area of residential and non-residential buildings. However, the construction sector does not show stable development trends. In such conditions the development and realization of modern methods and models of management of the presented sphere, formation of a quantitative basis of development of strategic directions of development of construction sphere has special value.

Exploring the Perfection Measures of Quality Management in Construction Site of Industrial and Civil Buildings

At the present stage, China's construction industry has achieved rapid development with the rapid development of our society and economy. In the construction of our country's construction industry, scientific and rational project construction management can not only effectively improve the safety quality of construction workers, strengthen the personnel management of construction workers, effectively reduce the accidents of construction projects, but also can save the cost of construction projects and improve the economic efficiency of construction enterprises to the greatest extent. In view of this, this paper first analyzes the existing problems in the management of industrial and civil construction site and puts forward corresponding solutions.

Key constraints to labour productivity in residential building projects: evidence from Cambodia

ABSTRACTForeign investment accounts for the largest proportion of project finance in the Cambodia's construction industry, where service providers are increasingly being tasked to be more productive. Low labour productivity has been identified as a major challenge of the country's construction industry. Addressing the constraints to labour productivity in the residential projects is crucial for improving the productivity of the sector. This study aimed to investigate the key constraints to labour productivity in residential projects which are specific to the socio-cultural and operational context of the Cambodia's residential sector. SPSS-based results showed four principal components extracted from 36 labour productivity inhibiting factors: Site management, external, workforce and resource factors. They accounted for 40 per cent, 26 per cent, 16 per cent and 10 per cent, respectively, of the variance that characterized poor labour productivity output in the sector. Forefront players who play active role in the project delivery process could ensure successful completion of projects to time, cost and quality targets by focusing efforts and resources on addressing issues relating to the most influential constraints identified under the four principal components as follows: providing good project leadership, ensuring better management of change orders, eliminating or minimizing defective work and ensuring adequate cash flow.

Research on the Establishment of Construction Management System Caused by Environmental Change in the Construction Industry -Based on the Case of Samsung Construction-

Our country's construction industry has rapidly accomplished quantitative growth in short period of time through Middle Eastern construction market in 1970's, the construction market of Southeast Asia in 1980's, and prosperity in domestic construction market including two million housing construction and the building of new city, etc. However, construction companies have followed the technology from advanced countries upon concentrating on quantitative growth, while they have disregarded qualitative growth for the 21st century such as research on construction skill, construction development, and overall management in construction, etc.
