Terrorism and Counter Terrorism in Africa: A Case Study of Boko Haram and Al-Qaeda in Nigeria

Nigeria has been the victim of persistent terrorism, mostly by religious militant group’s i.e, Boko Haram and Al-Qaeda. The motives of both the organizations is the implementation of Sharia law in the state and creation of an Islamic administrative structure for the purpose of which both organizations have made an alliances. This study analyzes the emergence of terrorism and subsequent counter terrorism measures taken by the state of Nigeria in response to militant terrorist organizations of Al- Qaeda and Boko haram. Initially it outlines the meaning of terrorism and the various ways in which states adopt counter terrorism measures, then specifying on Al -Qaeda and Boko haram. The origins, mechanism and reasons of these terrorist activities are scrutinized along with the protective and reactionary policies of the government in order to curb these activities and maintain state security. Examining the role of the government, state and external actors in this situation, this study concludes that peace can be achieved in the region through careful negotiations between all the

ABSTRACT As the new decade dawns, Africa remains a key frontier for terrorist activity with ongoing terrorist campaigns in Nigeria, Kenya and Somalia, among other places, while new insurgencies have emerged in the Central African Republic and Mozambique. This article provides an introduction to this special issue on terrorism and counter-terrorism in Africa, highlighting the need to review African response(s) to terrorism as the problem worsens. While Africa often appears to speak with one voice against terrorism, it does not act as one. Thus, it is argued that African states need to review their domestic and joint responses to terrorism, to allow for a more comprehensive understanding of (in)capabilities and how best to address them. With the backdrop set, assessments are undertaken in Somalia, South Africa, Kenya and Nigeria. The issues of terrorism financing and bioterrorism are also discussed. Collaboration and sharing best practices among peers on the continent are proposed.

Counterterrorism in Africa: an analysis of the civilian joint task force and military partnership in Nigeria

This paper assesses the impact of civilian interventions in counterterrorism in Africa. The existing literature on terrorism has not sufficiently interrogated this aspect of counterterrorism within the African context. Utilizing civilian defence forces in counterterrorism appears to be widespread today unlike in the past, but most existing literature glosses over the critical contributions of civilian forces to the management of security environments, intelligence-gathering networks and combat reservoirs. This article uses stabilization theory to examine both civilian contributions and the impact of their partnerships with the military on counterterrorism. Data for this study was drawn from multiple qualitative and quantitative sources. The statistical analysis includes descriptive procedures (frequency tables and summary statistics); correlations using the Pearson coefficient and comparative analysis using the independent samples t test. For the purpose of comparative analysis, we categorized the study into two periods: pre-Civilian Joint Task Force (Civilian-JTF) intervention and post-Civilian-JTF involvement. We compared the consistency and intensity of Boko Haram attacks and Troop Responses (TRs) at pre-civilian and post-civilian involvements in counterterrorism. We found that the mean number of Boko Haram attacks was significantly higher before (M = 11.83, SD = 4.926) than after (M = 5.35, SD = 4.248) civilian intervention (t = 5.186, df = 59, p = 0.000). The effect size for this significant difference was estimated to be large (eta squared (η2) = 0.313). The main contributory factor was the shift in active and passive supports of the civilian population to the military, which increased the strategic and operational intelligence gathering, combat strength, and more proactive military in counterterrorism. We conclude that the civilian and military synergy should extend beyond the use of force to include a political settlement, which will address some of the grievances of Boko Haram.

This paper critically examines the strengths and weaknesses of the Africa's response to the global or International Terrorism.It makes a distinctive analysis of various theories of counter terrorism in Africa and how the theories can help in addressing terrorism in Nigeria. It also defined a clear attempt to coming up with a useful indigenous theory to address the excesses of Boko Haram Terrorism in Nigeria.
