Risk Management Analysis Based on ISO 31000:2018 at Andi Djemma Masamba Airport, Luwu Regency

The density of activities that take place around the operating facilities at Andi Djemma Masamba Airport so that the Management of the Andi Jemma Airport Operator Unit (UPBU) Office has launched the development of Andi Djemma Masamba Airport as an aviation company so that it continues to carry out various facility improvements, especially in risk prevention with potential activities with high losses, therefore it is necessary to conduct research to find out how to map, risk assessment and design a risk control and mitigation system at the Operations facility at Andi Djemma Masamba Airport caused by activities that have the potential to cause risk. The stages of the risk management process refer to ISO 31000: 2018 including risk identification, risk analysis and risk evaluation. Expected impact and likelihood of occurrence are mapped through the risk matrix from the Federation Aviation Administration (FAA). The results showed that at the andi djemma masamba airport there were 6 events that fell into the red category, namely Aircraft accidents during take off/landing, Aircraft accidents in the apron area, Escape of dangerous goods into the aircraft, Fuel Spills on the Apron/Taxiway, Lack of building maintenance, The security inspection process is less than optimal.

Research on accident early warning of metallurgical enterprises based on grey DEMATEL/ISM and Bayesian network

To clarify the complex relationship between the factors causing safety accidents in metallurgical enterprises and predict the risk of accidents in enterprises, a correlation analysis model of the factors causing safety accidents in metallurgical enterprises based on grey Decision-Making Trial and Evaluation Laboratory/Interpretative Structural Modeling (DEMATEL/ISM) was established, and a Bayesian network early warning model was constructed on this basis. The relationship and action path of accident-causing factors in metallurgical enterprises were clarified. The factors were hierarchically divided and a multi-layer hierarchical structure model was established to obtain the neighboring cause, transitional cause, and essential cause of the accident. The results showed that the employee violation rate, the hazardous substances reserves, the toxic gas and dust pollution control compliance rate, the pass rate for equipment maintenance, and the qualification rate of special equipment were the neighboring causes of the accident. The perfection of the safety production management system was the essential cause. The Bayesian network early warning model was applied to the Fuxin Jiuxing Titanium work site. The expected risk probability of an accident was 17.9%, which was in a comparatively safe state (State2). The results obtained by the Bayesian model are consistent with those obtained by AHP and fuzzy comprehensive evaluation method, which proved the accuracy of the early warning model. The Bayesian model can give the risk probability value of the accident and the risk probability value of the accident cause factors at the same time, and include the causal relationship and conditional correlation relationship among the indicator variables in the reasoning process, which can provide targeted technical support for the construction of the emergency system of risk classification management and control.

The oil and gas industry in Indonesia, including PT XYZ which manages domestic oil and gas, faces high complexity and risk. PT XYZ's operations are supported by several offshore platforms and facilities which have various potential risks. Process safety is a top priority to prevent major incidents or major accidents. PT XYZ uses Process Hazard Analysis (PHA) which needs to be revalidated every five years to ensure procedures comply with current conditions. This research focuses on the FSO Federal II facility owned by PT XYZ, a 200 thousand barrel capacity crude oil storage vessel with a high potential risk of major incidents. PT XYZ uses the HAZOP and HAZID methods in PHA to identify risks. However, PT XYZ does not yet have a direct control system for workers. This research aims to create a risk control system that can be used by Federal II FSO workers as a work guide. This work guide will help in handling undesirable events that have the potential to cause major incidents. Proposed improvements include creating a work guidance document based on risk identification using Bowtie Analysis, which produces a mapping diagram of causes, peak events, hazards and consequences. The bowtie diagram will be simplified to make things easier for workers, considering the large number of processes in FSO Federal II. This guideline will help workers prevent major incidents from occurring.

Global Bibliometric Analysis of Research on the Application of Unconventional Water in Agricultural Irrigation

The development and utilization of unconventional water resources has become a strategy to alleviate the agricultural water crisis in many countries and regions. To understand the research progress, hot spots, and future trends in the field of unconventional water agricultural irrigation (UWAI), this paper systematically analyzes 6738 publications based on the core database of Web of Science 1990–2023 using the scientific bibliometric analysis software CiteSpace, VOSviewer, and Scimago Graphica. The results showed that the research on UWAI is always rapidly developing. Soil science, crop science, and bioengineering are the main disciplines involved. Most research on WUAI has occurred in China and the United States. Countries with higher levels of development tend to have more influence. Collaboration among authors is fragmented, and collaboration between authors and states needs to be strengthened. Through keyword analysis, the research hotspots are summarized as follows: (1) The effects of traditional and emerging pollutants brought by unconventional water irrigation on soil physicochemical properties, crop growth, and groundwater quality; (2) the health threats caused by pollutants entering the food chain and groundwater; (3) unconventional water utilization technologies, including rainwater harvesting agriculture, precision agriculture, and urban agriculture. Future research hotspots will focus on the mechanisms of pollutant solute transport and transformation in the water–soil–crop system under non-conventional water irrigation conditions and crop physiological responses. We suggest that the research on traditional and emerging pollutants in unconventional water should be strengthened in the future, and the risk control system of unconventional water irrigation should be improved. International cooperation should be strengthened, especially with poor countries in arid regions, to promote the formation of unified international standards and guidelines for non-conventional water irrigation in agriculture.

Tax risks are situations in which an enterprise may face loss or damage related to taxation as a result of incorrect application of tax rules, incorrect interpretation of legislation or other circumstances that may lead to negative financial consequences. Enterprises often suffer losses either due to tax due to the accountant's ignorance of tax legislation, or due to the excessive riskiness of the accountant's decision-making and subsequent accrual of penalties, fines, additional payments and even litigation. However, methodological foundations and methodological apparatus for assessing tax risks of business entities have not yet been fully studied. It is accurately proved that study of tax risks classification contributes to more accurate accounting, analysis and management of financial risks of an enterprise, as well as helps to comply with laws and regulations, which is a key factor for successful and sustainable operation of any company. There is an extensive classification of tax risks according to different principles: by type of tax risk, by the source of occurrence (by risk determining factors), according to the time of occurrence, according to the amount of possible losses, according to the type of tax risks consequences, according to the object of connection with other types of risks, according to the nature of consequences, according to the possibility to overcome, and according to the level of probability of tax risks occurrence. Tax risk assessment is an important and integral part of the enterprises tax management in the Russian Federation. This process allows business entities identifying and analyzing potential threats and negative consequences related to taxation, and develop strategies to minimize and manage them. The purpose of the study is to analyze tax risks which enterprises in the Russian Federation face and to develop methods and recommendations for their assessment and management in order to ensure financial stability and compliance with tax legislation. The methodology of the study is formed of standardized methods to assess the degree of compliance of the enterprise tax practice with applicable laws and standards. Empirical methods, in particular the analysis of statistical data, and case studies are used. As a result, the key factors influencing tax risks occurrence are highlighted. Modern methods of assessing tax risks matrix are summarized and practice of applying of tax risk analysis matrix and matrix of paired preferences of tax risks is presented. Ways to minimize tax risks were proposed using the example of LLC Krasnaya Polyana Agro-Industrial Complex, and a scheme of its tax risk control system was proposed. The results of tax risk assessment serve the basis for the development of tax strategies and risk management processes. Enterprises can minimize tax risks by optimizing the tax strategy proposed by the authors, creating reserves and constantly monitoring tax environment changes.

A Case Study of Accident Analysis and Prevention for Coal Mining Transportation System Based on FTA-BN-PHA in the Context of Smart Mining Process

In the face of the increasing complexity of risk factors in the coal mining transportation system (CMTS) during the process of intelligent transformation, this study proposes a method for analyzing accidents in CMTS based on fault tree analysis (FTA) combined with Bayesian networks (BN) and preliminary hazard analysis (PHA). Firstly, the fault tree model of CMTS was transformed into a risk Bayesian network, and the inference results of the fault tree and Bayesian network were integrated to identify the key risk factors in the transportation system. Subsequently, based on the preliminary hazard analysis of these key risk factors, corresponding rectification measures and a risk control system construction plan are proposed. Finally, a case study was carried out on the X coal mine as a pilot mine to verify the feasibility of the method. The application of this method effectively identifies and evaluates potential risk factors in CMTS, providing a scientific basis for accident prevention. This research holds significant importance for the safety management and decision making of coal mine enterprises during the process of intelligent transformation and is expected to provide strong support for enhancing the safety and reliability of CMTS.

УПРАВЛІННЯ РИЗИКАМИ НА МАШИНОБУДІВНИХ ПІДПРИЄМСТВАХ: ДЕЯКІ ПРОБЛЕМИ, ШЛЯХИ ВИРІШЕННЯ

The article presents the results of an in-depth analysis of risk management in the engineering industry, taking into account the importance of effective strategies of such management for business success and sustainable development. The main focus is on identifying problems faced by machine-building enterprises in risk management; some approaches to solving these problems are proposed. The fundamental nature of risks in business processes is outlined, their critical impact on the operational and financial aspects of machine-building enterprises is emphasized. Common industry risk factors such as market volatility, technological advancements, regulatory changes and operational inefficiencies are identified. Attention is paid to the outline of the current state of risk management practice in the engineering industry. The main difficulties faced by enterprises are highlighted, including insufficient risk control mechanisms, lack of integrated risk assessment systems at the planning and design stages, as well as insufficient use of modern technologies in risk management. The proposed recommendations include the development and implementation of a reliable risk control system that covers all stages of the business process, the implementation of modern technologies such as data analytics to improve the efficiency and accuracy of risk management methods. Certain risk management algorithms recommended taking into account the experience of the leading machine-building enterprises in the Vinnytsia region as components of strategic planning can contribute to competitive advantages, long-term development and long-term success in the activities of machine-building enterprises. It is emphasized that ignoring risk management or their insufficient control can cause serious consequences, including financial losses, deterioration of reputation and loss of competitiveness of enterprises.

This Perspective presents an overview encompassing the historical progression, current circumstances, and challenges confronted by China with regard to emerging chemicals. The central goal of these efforts is to prioritize the control of emerging chemicals and actively establish a monitoring mechanism. Additionally, it is necessary to develop a multistakeholder environmental risk prevention and control system. Ultimately, comprehensive efforts to enhance green substitution practices and active engagement of governance initiatives will be required.

Risk Management Analysis in Minimizing the Risk of Problematic Credit on KECE Loans at BRI Medan Regional Office

The aim of this research is to find out and analyze the factors causing the risk of problem credit and to know and analyze risk management in minimizing the risk of problem credit on KECE loans at the BRI Medan regional office. The form of research used in this research is descriptive qualitative research. Data was obtained from primary and secondary data. The results of the research show that problematic credit on KECE loans at BRI Medan regional office is caused by internal and external factors, the implementation of risk management carried out by BRI Medan regional office on KECE loans, namely active supervision of the board of commissioners and directors (managers), adequacy of policies, procedures and determination risk limits, processes for identifying, measuring, monitoring and controlling risks and internal risk control systems.

The article discusses methodological issues of using analytical procedures in the internal control system of financial security risks of a company using the example of accounts receivable. Problems have been identified and the advantages of digital transformation of control activities through analytical procedures of artificial intelligence have been substantiated, which reduces labor intensity, increases the efficiency of internal control as a result of a deeper analysis of information, increased security and confidentiality, as well as a risk-based approach.

Representative coal gangue in China: Physical and chemical properties, heavy metal coupling mechanism and risk assessment

Based on the source and distribution of coal gangue (CG) in China, this study introduces the current situation of CG storage in China and the problems existing in the process of CG utilization. For the benefit of solve the difficulty of CG utilization and the risk control of heavy metals (HMs), representative CG samples were selected, and the chemical composition of CG was analyzed according to the microscopic test results. The main reasons for the difficulty of mineral composition and resource utilization were revealed, and the specific environmental protection utilization regulation model of CG samples was constructed, the carbon emission value of CG products was studied by life cycle method, and the broad prospects of CG products under the background of the times were revealed. The heavy metal leaching amount of CG samples in representative areas was detected. Three kinds of HM soil safety evaluation methods and human health risk assessment (HHRS) methods were used to evaluate soil environmental safety, carcinogenic and non-carcinogenic human health risks. The results showed that the characteristic HMs in CG were As, Pb and Cr. The valence states of As, Pb and Cr in CG were As3+, As5+, Pb2+, Pb4+, Cr3+ and Cr6+, respectively. The valence states of As, Pb and Cr in CG were mainly carbonate-bound state and metal oxide-bound state, which exist in the layered silicate minerals of a triclinic system dominated by kaolinite. Considering that the HMs in CG are finally ingested into the human body through the soil, while constructing a complete HM environmental safety control system, based on the relevant environmental quality standards and the HHRS of HMs, the risk control system and control limits of characteristic HMs in CG resource utilization were established, in order to provide theoretical guidance for the high-value environmental protection utilization of CG.

Two themes have been established: the role of internal auditors and the benefits of the environmental audit. The sub-analysis focuses on three specific criteria: governance, risk management and control. This paper outlines the responsibilities of internal auditors to provide assurance and consulting services, conduct risk screenings, ensure compliance with environmental laws and standards, and identify areas for improvement. The paper also re-emphasizes the benefits of these practices, which include significant cost savings through resource optimisation, continuous improvement by identifying areas for enhancement, and enhanced compliance with environmental regulations. The significant cost savings through resource optimisation should be a source of optimism for businesses, as it demonstrates the financial benefits of environmental compliance. Moreover, the expertise of internal auditors in risk assessment and control systems is instrumental in mitigating potential legal and reputational risks for organisations. It proves that having an internal audit involved in environmental audits significantly contributes to an organisation’s compliance with environmental regulations and programs.

A Legal and Ethical Review of Artificial Intelligence Technology in Public Safety Management

Abstract The imperative to meticulously assess and manage the legal and ethical risks associated with artificial intelligence (AI) in public safety management is increasingly recognized. This study employs the Apriori algorithm to identify frequent itemsets in public safety risk management, further refining these findings using the FP-growth algorithm’s Gini coefficient to pinpoint optimal features representing legal-ethical risk factors. Cloud modeling techniques are also applied to examine the nuances of AI’s legal ethics. Our analysis reveals a significant growth in AI patent applications within the public safety sector, showing an increase in the relative growth rate from 1.1679 to 1.4810 over eight years, equating to an 88.66% rise. Based on highest membership values in the risk prevention and control system, risk categorization identified social ethics risk and public security threat risk with indices of 0.461, 0.721, and 0.499, respectively, classifying them into class II and III risks. This investigation into AI’s legal ethics forms a critical foundation for developing a risk regulation framework and offers strategic recommendations for legal reform, ensuring AI’s positive trajectory in public safety.
