Geological and Geotechnical Aspects of the Most Significant Deep Landslides in the Danube Area on the Territory of Vojvodina

The largest and the deepest landslides in Serbia occurred on the right valley side of the Danube. General conclusions about landslides along the Danube were obtained on the basis of their comprehensive, detailed investigations: the Sloboda bridge in Novi Sad, the Beška bridge, the large settlement of Bocke, and the high-speed railway viaduct in Čortanovci. These areas are actually large, unstable slopes with deep and shallow landslides. Deep landslides consist of several sliding blocks with 20–40 m in depth. All these landslides were formed in clays and sands of the Pliocene age in the decayed crust of these sediments. The general conclusions about landslides presented in this paper will be of great use for the construction of new facilities in the entire unstable area along the Danube, which is about 100 km in length.

Promoting sport and the birth of Fiorentina: the contribution of Mayor Antonio Garbasso

Antonio Garbasso was mayor and podestà of Florence from 1920 to 1928. During his mandate, in keeping with the strategies dictated by the fascist government in matters of sport, he promoted the construction of new facilities and worked to create a football association that could best represent Florence in the most popular sport. The article highlights the contribution that he, as mayor, made to the genesis of Fiorentina, a club founded in 1926 at the behest of the regime.

Expansion and bonded anchors in (shallow) fixings in concrete substrate reinforced with steel and polypropylene fibres

Along with the development of engineering construction techniques, the interest in the issue of fastenings increases. In the construction of new facilities as well as in renovation works, a wide range of fasteners is currently used, enabling quick connections and safe fastening of various types of structural and installation elements. This progress is particularly visible in fixings made in concrete substrates. During assembly and during operation, the fasteners are subject to the influence of many external factors that may significantly affect their load capacity. Such factors include the type and nature of the load to be transferred, the strength and condition of the substrate, the temperature at which the fasteners will be installed and used. The technical parameters of fasteners determined by means of theoretical calculations still do not provide adequate accuracy, so that this method can be used to determine their impact on the behaviour of fasteners during their long-term operation. Therefore, their experimental verification is still required. In the countries of the European Union, the development of the rules for the use and assessment of expansion and bonded fasteners has been entrusted to the European Organization for Technical Assessment - EOTA. This organization groups bodies authorized by EU Member States to provide European technical assessments on the terms set out in Regulation No. 305/2011 (CPR) 2013. The current list of EOTA guidelines for expansion and bonded anchors used in the construction industry, specifying the basis for their use as well as standards for the design of fasteners. The scope and methods of fastener testing are presented in the EOTA guidelines. The purpose of these tests is to determine whether the behavior of the fasteners during their use will be safe and effective, taking into account the unfavourable conditions that can be encountered both during its installation and use. The publication will present the basic structural properties of fasteners made in drilled holes in concrete substrates reinforced with steel and polypropylene fibres.

Engineering and environmental surveys of a multifunctional complex of buildings and structures subject to reconstruction

Moscow is the largest metropolis in Russia, therefore environmental problems on its territory are becoming increasingly acute (the increase in the number of vehicles, industrial enterprises and the construction of new facilities has a negative impact on the environmental situation in the city), which requires high-quality engineering and environmental surveys. Engineering and environmental surveys make it possible to assess the impact of the reconstruction of the complex on the environment, identify possible risks and take measures to prevent them. They allow considering factors such as the conservation of natural resources, limiting emissions of harmful substances and other environmental aspects. Conducting engineering and environmental surveys is important for reducing negative impacts on the environment and preserving natural resources. This is especially true in the context of growing environmental problems in the city and increasing control over their solutions by the authorities. The purpose of conducting engineering and environmental surveys of a multifunctional complex of buildings and structures subject to reconstruction is to identify recommendations and proposals aimed at reducing and preventing possible negative consequences on the environment.

Modernization of Mali’s investment policy in the context of improving the sustainable development strategy

Since 2012, the Republic of Mali has been facing numerous security challenges caused by the separatist uprising led by the National Movement for the Liberation of Azawad and many non-State armed groups. This led to a loss of control by the authorities in several areas where the provision of public services and the operation of development programs were disrupted. The base of the economy - the agricultural sector - suffered, on the one hand, due to physical destruction of infrastructure and delays in the construction of new facilities due to limited financial and implementation opportunities, and on the other - due to limited access of households to agricultural resources and modern irrigation methods, which hindered the development of agriculture, expansion of acreage. The devastating consequences also affected other areas of the country. As a result, there is still an urgent need for humanitarian assistance, especially in the northern part of the country, and food insecurity due to the conflict and dependence on weather conditions remains a serious problem. Thus, money transfer programs from major international donors are one of the main sources of functioning of the economy and society of Mali. However, such dependence, in the end, does not benefit the country much in the context of long-term and sustainable development. This is confirmed by the difficulties that have arisen in recent years in connection with the imposed international sanctions. On the other hand, the country has quite attractive investment potential, but foreign investments pursue in most cases purely private interests of investors, ignoring the issue of social responsibility of business and not contributing to the restoration of the social and environmental spheres of Mali. In this regard, the study is devoted to the problem of sustainable development of the country and the possibility of using investment policy tools to implement policy objectives in this area. To this end, the formation and state of Mali’s sustainable development policy is analyzed; the dynamics of the main indicators reflecting the aspects of sustainable development are assessed; the world experience of implementing the concept of “green” investments that had positive environmental and social effects is reviewed. Conclusions are drawn about the need to revise and modernize the policy of attracting investments into the economy of Mali, which will provide additional opportunities for comprehensive development and increasing the level of independence.

Relevance The tasks set for the healthcare system require the attraction of significant resources, primarily financial ones. Public-private partnership (hereinafter referred to as PPP) can become an effective tool for solving some of the tasks set, attract investments and become a serious inductor in the implementation of infrastructure projects, the construction of modern medical organizations. Some forms of PPP may make it possible to raise additional funds for the provision of medical care and the expansion of paid medical services. All this requires a more detailed scientific study of the forms of interaction between PPPs in the healthcare sector. Purpose and objectives of the study The purpose of the study is to increase the effectiveness of interaction between the state and business in the health care of Khabarovsk Krai by developing a set of measures using public-private partnership tools. The objectives of the study included the study of publications and the legal framework, the structure of financing in the system of compulsory health insurance, the study of the level of awareness and willingness to involve healthcare organizers of medical organizations in Khabarovsk Krai in PPP processes, as well as the study of infrastructure facilities subordinate to the Ministry of Health of Khabarovsk Krai. Materials and methods The study used data from open sources, including regulatory legal acts, publications and articles on PPP issues, studied open data from the territorial fund of compulsory medical insurance of Khabarovsk Krai, data from the unified state register of real estate. Also, a survey of health care organizers was conducted using a questionnaire specially designed for the study. Results A classification of public-private partnerships in healthcare has been developed, and the main forms of interaction have been identified. It was determined that from 2020 to 2022, funding for non-state medical organizations increased by 15 %: from 1.001.741.1 thousand rubles to 1.151.886.0 thousand rubles. There is a predominance of funding, including in 2022, of organizations of the Russian Railways system (627.552.0 thousand rubles), as well as organizations providing hemodialysis services (195.913.0 thousand rubles) and radiation diagnostics (219. 265.0 thousand rubles) PPP forms are actively used to solve social problems under the “Older Generation” program, funding for ophthalmology has been significantly increased, the dynamics compared to 2020 is +1975 %. According to the results of a survey of healthcare organizers, 2/3 of the respondents see development prospects, 44 % consider outsourcing to be the most promising, 26 % – concession agreements, 92 % indicate an insufficient level of awareness on PPP issues, 90 % expressed their willingness to take part in educational events. In total, the subordinate organizations of the Ministry of Health of Khabarovsk Krai have 1.369 premises and buildings, 419 (30.1 %) of them are used to provide the main function of medical organizations, and 950 are auxiliary. 187 (44.6 %) out of 419 have over 80 % wear and tear, need either reconstruction, major repairs, or are subject to demolition and construction of new facilities. Conclusion The results of the study allow us to fix the main parameters of the healthcare industry, determine ways for further improvement, and develop a set of measures for the development of public-private partnerships in healthcare. It is necessary to conduct an in-depth scientific study of PPP with the involvement of economists, specialists in the field of state and municipal administration, healthcare organizers, undergraduates and graduate students. A comprehensive comprehensive study will significantly increase the effectiveness of measures to develop public-private partnerships in Khabarovsk Krai.

Water infrastructure in Central Asia: legal and institutional frameworks

This article examines existing arrangements for the operation, maintenance and construction of water infrastructure of interstate use in Central Asia. The Central Asian countries take diverse approaches to joint management of key water infrastructure of interstate use, with some country owned facilities operated by regional organizations, some owned and operated by the country of location with operation and maintenance cost shared with another country and others owned, operated and funded by the country other than country of location. This diversity is due to the need to accommodate to new political, socio-economic and technical circumstances after gaining independence in 1992. The findings suggest that achievements on coordinated management of water infrastructure largely built in the Soviet time should be further strengthened in terms of better financial and technical mechanisms. It is also important to agree on region-specific provisions on prior notification procedures in cases of proposed use on transboundary rivers that might have a transboundary impact and on the joint and mutually beneficial construction of new facilities of interstate use.

A Study on Preferential Buying Pattern of Whirlpool Washing Machine in Tambaram

Electronics provides a means of generating and enhancing consumers' overall enjoyment for their regular day-to-day lives at home. With the purpose of making many durable products in that line, consumer electronics produce an enormous amount of clothing washing machines. While there are several brands of electronic washing machines, Whirlpool is the most popular one on the market. This research examines Tambaram's penchant for purchasing Whirlpool washing machines. 150 houses in the study area were selected between May and June 2023 using a practical sampling technique. Regression analysis, basic correlation, and other necessary methods are used. The interpretations made during the study and analysis are what led to the findings and observations. The shifting purchasing habits of consumers in the digital era across a broad spectrum of income, standard of living, designs, aspirations, and wants are also a key determinant in the construction of new facilities for technology-driven goods.

The role of the People's Commissariat of the Textile Industry of the USSR in the placement of Leningrad textile workers, re-evacuation of equipment and restoration of enterprises in 1942

This article examines the activities of the People's Commissariat of the Textile Industry of the USSR for the placement of Leningrad textile workers, the re-evacuation of equipment, the restoration of destroyed enterprises and the construction of new facilities in 1942. Great attention is paid to solving organisational issues of increasing production capacity in order to produce finished products necessary for uninterrupted supply of the needs of the front and rear. The content of the article is mainly based on the materials of Moscow, Ivanovo and Yaroslavl regions, since it was their textile enterprises that bore the main burden of fulfilling defence orders during the period under review. To write it, the office materials of the People's Commissariat of the Textile Industry of the USSR, the State Planning Commission under the Council of People’s Commissars of the USSR, the State Defence Committee and the Office of Alexei Kosygin were used. Most of such information obtained in the State Archive of the Russian Federation, the Russian State Archive of Economics, the Russian State Archive of Socio-Political History and the State Archive of Ivanovo Region has been introduced into scientific circulation for the first time. The article is addressed to specialists in the field of the history of Russian textile industry, to graduate students, undergraduates and students of higher educational institutions.

Innovation Processes in the Energy Sector of the Arctic Region

Moving forward, striving for perfection of any human activity is associated with innovative development of technologies, manufactured products, labor relations and other factors. The study presents the results of the joint activities of educational, scientific and industrial organizations in the energy sector of the country. It has been established that with the acceleration of scientific and technological progress, in-novations and investment technological processes are becoming key components of government and business activities that contribute to the development of energy sector companies to ensure their long-term competitiveness, which is especially important when implementing Arctic projects. The importance of developing and creating an innovative technological product is especially acute in the energy industry that provides life support for people, businesses, and the country. The energy sector is a rather conservative industry in terms of innovations (this is due to the long life cycle of the main equipment, which is several dozens of years), created by domestic enterprises using exclusively domestic components. Modernization and construction of new facilities in the Arctic zone of the Russian Federation in the energy sector requires significant investments with long payback periods, which is a significant factor in decision-making. Small and medium-sized businesses operating in the energy sector are set to make a profit in the short or medium term, but such companies are characterized by a low level of research and development. Nevertheless, the reconstruction of the energy sector is an urgent topic for the industry today, due to the fact that the wear and tear of equipment exceeds its service life. The key results of investment activities and key trends in the development of the energy sector, including in the Arctic, are highlighted. The purpose of the study is to identify long-term trends in innovative technological solutions in various areas of the country’s energy sector and to determine methods for their application in Arctic projects.

Development of warehouse logistics at the present stage

Using the examples from foreign practice the article considers the present stage of development of ware-house logistics based on the concept of digitalization and automation of logistics and transport. A practical solution to the problems of logistics development is implemented through real projects, the introduction of the latest technologies, the construction of new facilities and the modernization of existing ones, the use of innovative handling, storage and process equipment, as well as new software products and digital systems. Technical solutions in engineering and construction projects of the new general cargo warehouses and logistics centers are discussed.Much attention is paid to IT systems in warehouse logistics, which made it possible to implement a number of innovative solutions in digitalization and automation abroad. Without technology and IT systems, effective internal logistics, service, technical support for handling and storage equipment are impossible today. Therefore, lifecycle management and preventive maintenance require smart tools.Examples of the new types of handling and storage equipment are given, which control transport & storage and loading & unloading operations. The creation and practical application of new types of handling and storage equipment actively supports the implementation of common goals for the development of warehouse logistics.

The rule of law: A fragile tool for the development of emerging nuclear technologies

Before the Fukushima Daiichi Nuclear Power Plant accident in Japan in 2011, the nuclear industry had strongly promoted the idea that the time of nuclear renaissance had come after a long, fallow period in the wake of the nuclear accidents at Three Mile Island (1979) and Chernobyl (1986). During the post-Fukushima period, there were few new projects, but growing demand for energy and anxieties raised by climate change have brought us to a turning point. Despite the Fukushima accident, which led to some nuclear projects being delayed or cancelled, there is still a great deal of interest in the use of nuclear power for civil purposes. This is primarily because, as the International Energy Agency’s (IEA) Executive Director Fatih Birol has rightly pointed out: “Without an important contribution from nuclear power, the global energy transition will be that much harder.”1 In this regard, in 2010, 67 reactors were under construction, 120 planned and 441 in operation.2 In 2022, 11 years after the Fukushima Daiichi accident, there were 60 under construction, 104 planned and 338 proposed.3 The International Atomic Energy Agency (IAEA) estimates that nuclear electric power capacity will have increased by as much as 23% by 2030 and more than doubled by 2050.4 In addition to this renewed interest, many projects are now in development, opening up new prospects for the use of the atom for civil purposes. Nuclear fusion, small modular reactors (SMRs), the use of artificial intelligence, floating, underwater and space reactors, and nuclear batteries, to name but a few of the projects on the table, lead us to think that the “nuclear renaissance” is slowly shifting to a “nuclear spring”. In this view, where the concept of a renaissance involves new impetus for nuclear energy, with the construction of new facilities, the concept of “spring” refers to a determination to break with nuclear traditions, in terms of concepts, means and players. Consequently, this phenomenon calls for new legal rules which, in some cases, have already started to be debated.

On July 14, 2022, the Supreme Court of Korea made a ruling on the “state compensation claim case due to overcrowded incarceration.”(Korean Supreme Court Decision No. 2017Da266771) One ex-prisoner, recognized the overcrowded confinement period as 186 days, was awarded 1.5 million Korean Won in state compensation and the other ex-prisoner, recognized the overcrowded confinement period as 323 days, was awarded 3 million Korean Won in state compensation. The Supreme Court of Korea acknowledged the state’s damages liability based on the violation of ‘dignity and value as a human being’ Sect. 10 of Korean Constitution, not the violation of specific laws in this ruling. Unlike the National Compensation Act in Korea, the state compensation liability based on the tort of a public officer’s in the United States, which separately stipulates the state compensation liability due to the public officer’s intentional torts and the state compensation liability caused by the public officer’s negligence. The Federal Tort Claims Act has a discretionary function exclusion clause, and the U.S. Supreme Court recognizes this exclusion in its rulings. The U.S. Federal Circuit courts have presented different rulings on the scope of exclusion from discretionary function in relation to the illegal acts of federal officers. In Bivens claims, the alleged violation of the federal constitution here is a violation of very specific constitutional provisions, such as the 1st and 8th Amendments. It did not target violations of the ideology of guaranteeing basic human rights such as ‘dignity and value as a human being’. Regarding the Bivens claim, the U.S. Supreme Court would not hardly find cases in which the state recognized torts liability for the human rights violations of prisoners. Even considering these points, the state compensation liability should not be based on a violation of the Korean Constitution Sect. 10 ‘dignity and value as a human being’, but on a violation of the actual laws or specific regulations. There are concerns that the recognition of state compensation liability due to a violation of the Korean Constitution Sect. 10 ‘dignity and value as a human being’ would have provided a starting point for similar state compensation lawsuits in the future in Korea. If it becomes a catalyst to promote supplementary works such as new legislations and construction of new facilities to improve prisoner’s basic human rights, it might be also considered to be meaningful Korean Supreme Court’s decision in Korea.

From ISET to InDRE. IV. Institute of Epidemiological Diagnosis and Reference: new orientation, 1990-2012.

From 1990 to 2012, the Sanitary and Tropical Diseases Institute experienced the most important changes. In 1989, its name and orientation were modified to become the National Institute of Epidemiological Diagnosis and Reference. Shortly before, it had been formalized as the apex of the National Network of Public Health Laboratories and had incorporated laboratories for preventive programs such as exfoliative cytology and rabies, malaria and tuberculosis diagnosis; subsequently, it would incorporate other networks that emerged as part of the response to major epidemic outbreaks and to the new epidemiological outlook. In this period, 27 priority diagnostic algorithms were defined, organized in 18 networks, some of which began to collaborate with global networks. In 2001, the Institute started working with pathogens related to bioterrorism. By then, space restrictions of the headquarter's building were evident; in 2008, starting the construction of new facilities was decided. The Institute and its diagnostic networks constitute a milestone in Latin American public health of the 21st century.

СТІЙКІСТЬ ҐРУНТОВИХ СПОРУД З УРАХУВАННЯМ ПРОСТОРОВОГО ЕФЕКТУ

Problems of stability of soil structures and the development of landslides, including the Black Sea coast, pose a significant danger to the population and existing buildings and structures. The development of landslides and landslide-prone slopes requires careful and detailed study, the results of which should be the basis for the implementation of measures for engineering protection of territories, taken into account in the design and construction of new facilities. When calculating the stability of slopes, there is a difference in the calculated values of the coefficients of stability in two-dimensional and three-dimensional problem statements. Analysis of the research indicates the need to take into account the influence of topographic conditions of the entire slope when calculating it in two-dimensional schemes within the designated areas. Determination of the coefficient of stability can be carried out by both analytical and graph-analytical methods. In most cases, the calculation of the stability of slopes and escarpment and the determination of the coefficient of stability is performed for two-dimensional sections constructed on lines that coincide with the most probable direction of shift of the shear body. The most common methods used in calculating the stability of slopes in a two-dimensional problem statement are the most used because of their simplicity, but these methods are based on the acceptance of some assumptions described above. Based on the analysis of a number of works on two-dimensional and three-dimensional modeling of soil slopes, it is shown that the assessment of the stability of landslides is a complex, responsible and poorly studied task. Performing calculations of soil slopes in the three-dimensional formulation of the problem gives results close to reality, in contrast to the results obtained by conventional and common engineering methods for two-dimensional schemes. This is due to the fact that the three-dimensional formulation of the problem takes into account the combination of engineering and geological conditions of the entire slope. Three-dimensional modeling of soil slopes also allows taking into account factors that have a significant impact on stability, which cannot be taken into account in two-dimensional modeling (features of topography, the presence of trimming slopes, ravines, point structures, etc.).

Optimization of the assembly of cross-truss structures

As a result of a review and analytical search based on patent research and development, a new method of assembling cross-truss structures in relation to modules of the Pyatigorsk type has been optimized. The scope of its rational application is outlined, including the construction of new facilities and the reconstruction of existing buildings. The efficiency of assembling such structures in earthquake-resistant construction, including flexible upper floors capable of dampening mechanical vibrations, is noted. The continuation of flexible manufacturing technology in this method of assembly has been revealed, when the entire set of cross-truss structures of full factory readiness is mounted on the construction site in the project position. At the same time, all assembly and welding, transport, installation operations in shop and building conditions are performed by the same personnel due to their high qualifications, which ensures the necessary and sufficient competitiveness under the most difficult conditions of the economic conjuncture.

A programmatic approach to the infrastructure management of united territorial communities

Relevance in the research topic. The objective necessity and relevance to develop conceptual system principles for the reforms management in housing and community amenities as a programme is explained by the current sphere`s position. It is unprofitable, needs subsidies, and resource support having high energy consumption rate. Among national housing and community amenities` hot button problems we should admit its financial and economic management, management of the conditions and state support line, preservation and maintenance of the housing stock, energy saving, etc. The main provisions of the reform`s programme principles will allow to determine the main development trends in housing and community amenities, sector`s further recovery and will provide the conditions for its effective functioning. At the same time, one should take into account that higher management efficiency in housing and community amenities should simultaneously correspond to the higher level of consumer welfare and the quality of life. Problem statement. Problems of housing and community amenities management require special attention amid current reforms of administrative-territorial system and decentralization of power in Ukraine, since its maintenance is provided by local state authorities and united territorial communities (UTC) formed as a result of reforms. Analysis of recent research and publications. Zapatrina I., Kachala T., Kyzym M., Tyshchenko O., Povazhnyi O. and others dealt with the modern aspects of solving housing and community amenities` development problems [1-3]. Unsolved parts of the general problem. Nowadays the problem of housing and community amenities` management reform is still relevant. Thus, there is a need to model the management process of housing and community amenities` regional programmes. Study task and objective. The study objective is to develop theoretical and methodological principles, and practical measures for housing and community amenities management programme using modelling. To achieve the study objective we defined and solved the following tasks: to form and substantiate the management model of the reform programme and economic development of UTC housing and community amenities amid decentralization of power in Ukraine; to build a systemic financially stable management algorithm for the provision of UTC housing and community amenities services. Research method and methodology. General scientific (analysis and synthesis, induction and deduction, and group analysis) and special (abstraction, economic and mathematical modelling, etc.) methods of studying economic phenomena and processes were used in the study. The main material. The housing and community amenities reform programme (the Programme) for UTCs should include improvement of current management system of housing and community amenities enterprises, development of market relations in the sector, reduction of costs and losses of energy carriers in housing and community amenities enterprises, implementation of effective energy-saving policy, support for self-organization types (homeowner associations, public associations) as partners of the Programme implementation. General management and funding of housing and community amenities are delegated to local executive bodies, which govern the majority of communal enterprises and housing and community amenities organizations. Amid national administrative and territorial system reform – to UTCs. Let us model the financial mechanism of housing and community amenities reform Programme in UTCs. Financing of housing and community amenities in UTCs is provided in case of self-financing at the expense of community budget funds. Income taxes of housing and community amenities enterprises are put to local budgets. At the same time, local budget funds cover the losses of housing and community amenities enterprises and, if necessary, fund the construction of new facilities. In the short run, the following options for the UTC budget are possible, namely: higher housing and community amenities debts may lead to stagnation (invariance) or lower budget profitability; profitability or reduction of housing and community amenities debts will ensure the budget revenue growth. In the long run, the further debts growth of housing and community amenities may lead to stagnation (revenue invariance), then to UTC incomes shortage and their bankruptcy. Conclusions. Based on the studied problems, the main goals of the current stage of the reformation process were set: to improve the quality of housing and community amenities services and management system, to build an effective system of market interaction between providers and consumers of housing and community amenities; to optimize the use of resources, real estate and housing infrastructure; to optimize price-making system for housing and community amenities services. In order to achieve the set goals, tree-based models were proposed: an oligopoly model of housing and community amenities providers; an oligopoly model of housing and community amenities consumers; finance management model for housing and community amenities using PPP mechanism; a model of the resource management information system; a model of the optimal price-making system in housing and community amenities. Parameters modelling of the reform Programme in housing and community amenities for different-sized local UTCs was made. The model of financial mechanism for the implementation of housing and community amenities reforms in UTC was proposed.

Long Term Planning of Macedonian Electricity Supply

In the paper alternatives for expansion of the Macedonian electricity supply system are presented. MESSAGE tool is used for modelling the system, for developing the scenarios, to analyse cost optimal energy pathways and to determine the optimal electricity generation technology mix. The calculations for the period 2020-2050 are made in a 5-year interval. Two scenarios are developed: Scenario 1 – BAU (Business as Usual) scenario, where the current energy structure prevailed, with trends like the current development. The electricity demand is satisfied by coal-fired thermal power plants, gas-fired thermal power plants, hydro power plants and renewable power plants. Scenario 2 – Green scenario, where gas-fired thermal power plants and nuclear power representative with small modular reactors are base load technologies, and also intensive construction of production capacities on renewable energy sources is forced. By making further analysis, the possibility of flexibility in the construction of new facilities within the interval, economic indicators, and appropriate impact on the environment are obtained. In order to make an economic analysis for a particular technology, calculations are made for parameters that are standard for projects, such as: net present value, benefit – cost ratio, payback period and internal rate of return. The environmental impact is analysed of aspect of CO2 emissions.

A holistic digital twin simulation framework for industrial facilities: BIM-based data acquisition for building energy modeling

Energy and resource efficiency as well as reduction of emissions are nowadays significant objectives for production companies. Industry 4.0, through extensive digitalization along the value chain, enables the achievement of these objectives not only in the construction of new facilities but also in existing facilities as well. This requires an interdisciplinary approach, extending over production and logistic processes as well as the building, technical building services, and energy supply systems, consolidated through integrated modeling and simulation-based optimization. The research question this study addresses is how to digitally couple these subsystems and optimize the overall system’s performance in terms of energy and resource efficiency, by distancing from silo-field thinking while using an integrated analysis approach. The article briefly presents a holistic modeling and simulation framework, utilizing modular digital twins (DTs) of all elements that may constitute a given industrial unit. The integration of multiple DTs of these subsystems in a hybrid (continuous and discrete) simulation forms a holistic DT ecosystem of an existing facility. The particular focus of the study is the building representation in this DT ecosystem for energy-efficient production. Based on a methodology including hybrid simulation, building information modeling (BIM), and visual programming, a semi-automated data acquisition workflow was proposed. The hybrid simulation is based on Discrete Event System Specification (DEVS) formalism, where the building is incorporated as a building energy model (BEM). Within the abstracted representation of the overall system, the article explores the possibilities of parametrizing the DT of the building, interconnected with the rest of the factory elements, by acquiring information directly from existing BIM models. Through a comparative case study, the proposed workflow is compared to a manual one in terms of integrity and benefits. The study’s contribution lies in: 1) the detection of the required building level of abstraction for a holistic DT ecosystem, 2) the definition of the interconnections between the building-related counterparts and the rest of the virtual environment as well as the data required for their parameterization, and 3) proposing a semi-automated workflow via virtual programming, for BIM-based creation of the building model within a holistic DT ecosystem.

A Theoretical Assessment of the Impacts of Poor Maintenance of Public Infrastructure

The study examines previous literature on the impacts of poor maintenance of public infrastructure in the Kingdom of Eswatini. In the past two decades the kingdom of Eswatini has experienced a huge growth of public building development. Construction of new facilities alone is not enough but the most critical activities in public buildings is to provide adequate and proper maintenance for the structures to accomplish their intended purpose. It is worth noting that building maintenance prevents accumulated decay and deterioration, which is contributing to health concerns and reducing the profitability of occupants. Therefore, absence or poor performance of facility management in an institution is accompanied by negative impacts. Moreover, to correct these negative consequences a massive financial cost and worst severe financial loss would be generated to those institutions concerned. The study is conducted with reference to existing theoretical literature, published and unpublished research. The study is mainly a literature review on the impacts of poor maintenance of public infrastructure. One of the primary findings regarding the impact of poor building maintenance are: that it reduces the value of existing public buildings and it also increases budgets for untreated maintenance faults, increased costs for emergency repairs, insufficient provision and delivery of public services. The study explores the effects of poor maintenance of public infrastructure and presents a robust background on the theories of poor infrastructure maintenance. This study will enable the public facility management and the government at large to know the importance of maintaining a building.
