Analysis of the Promotion Effect of Agricultural Economic Management on Rural Economic Development Based on VAR Model

Under the background of my country’s new rural construction and the implementation of the rural revitalization strategy, the rural economy has ushered in an unprecedented opportunity for development. Agricultural economic management plays a catalytic role in providing direction guidance for rural economic development, promoting sustainable rural economic development, and providing a good environment for rural economic development. However, there are some drawbacks in agricultural economic management, which are mainly reflected in the imperfect agricultural economic management system and the lag in information infrastructure construction. In view of this, the author puts forward corresponding the advanced VAR model from the aspects of improving the agricultural economic management system, improving the application level of information technology, and improving the quality of the agricultural economic management team. Research shows that: through effective management of agricultural economy, the obstacles to agricultural economic development can be reduced from the source, thereby promoting the healthy and sustainable development of rural economy.

Labour misallocation and digital infrastructure: evidence from a quasi-natural experiment of ‘broadband China strategy’

ABSTRACT We use the expansion of broadband infrastructure in China as a quasi-natural experiment to examine the causal effect of digital infrastructure constructions on the reduction in labour misallocation. Combining the information of ‘Broadband China Strategy’ with Chinese city-level data in 2010–2020, we demonstrate that the expansion of digital infrastructure significantly reduces regional labour misallocation, particularly within non-provincial level cities. The effect is lagged and growing over time. Additionally, it is found that digital infrastructure primarily improves the allocation of labour by facilitating labour mobility. The above findings are robust, providing new insights into the construction of information infrastructure to improve resource allocation and increase productivity.

Information Infrastructure and Environmental, Social, and Governance Performance of the Enterprise: A Quasi-Experimental Analysis

ABSTRACT Information infrastructure development substantially impacts the transformation of enterprises’ decision-making. Based on the “Information Consumption Demonstration City Construction” policy issued by the Chinese Ministry of Industry and Information Technology in 2016, we conducted a quasi-experiment to examine the effects and mechanisms of information infrastructure construction on the enterprise’s environmental, social, and governance (ESG) performance. Overall, information infrastructure construction was shown to substantially improve the ESG performance of these companies and exhibit a strong promoting effect on labor-intensive and state-owned enterprises. Regarding internal mechanisms, the information infrastructure has accelerated the digital transformation of enterprises and improved information efficiency, which is beneficial for suppressing opportunistic behavior. Regarding external mechanisms, information infrastructure development and ESG investment have jointly reduced corporate financing constraints, improving their credit market performance. These findings provide substantial practical evidence for promoting the construction of an information infrastructure from the perspective of enterprise governance transformation.

Information infrastructure construction and firm export performance in China

This paper examines the causal relationship between information infrastructure construction and firms’ export performance. Adopting the "Broadband China" strategy as a quasi-natural experiment, we conduct a difference-in-differences estimation to demonstrate that the implementation of information infrastructure construction is a significant contributor to firms' export performance, an effect that withstands extensive robustness tests. We identify three main channels through which information infrastructure construction promotes firms' export performance: facilitating digital transformation, expanding firm production scale, and enhancing firm supply chain management capabilities. Particularly, the export response to information infrastructure construction is stronger for manufacturing firms, high-tech firms, and those firms with abundant human capital. Given significant ongoing information infrastructure investment in many emerging countries, this result provides important new information on the impacts of information infrastructure construction on exports.

Information infrastructure construction and optimization of resources allocation among firms: Evidence from “Broadband China” strategy

The construction of information infrastructure stands at the forefront of current digital strategies aimed at fostering high-quality economic growth. However, misallocation of resources severely constrains the sustainable economic growth of developing countries. Using the firm-level data from the National Tax Survey database over the time period 2009 to 2016, this paper examines the impact of information infrastructure on the misallocation of resources among firms by utilizing the city-level “Broadband China” strategy as a quasi-natural experiment. We find that information infrastructure construction can significantly mitigate resource misallocation among firms by reducing information costs and breaking down market barriers, and that plays a crucial role in improving China's aggregate total factor productivity (hereafter, TFP). Furthermore, this mitigating effect of information infrastructure on misallocation is more significant in cities with higher economic development and administrative hierarchy, and it can alleviate the resource misallocation caused by scale discrimination. These findings enrich the research on information infrastructure construction and resource allocation efficiency and also offer valuable insights for developing countries seeking practical guidance.

With the rapid development of the power industry, remote power inspection technology has been widely used in the power industry. The application of remote power inspection technology is of great significance to the development of the power industry, so the power enterprises should strengthen the research and development and application of this technology to improve the safety and stability of the power system. Firstly, this paper briefly analyzes and expounds the technology and current situation of remote power consumption, and summarizes a series of problems existing in remote power consumption inspection, including low transmission efficiency of power consumption information caused by differences in communication equipment and technology, inaccurate power consumption inspection caused by the ability and quality of operators in practical operation, and inaccurate inspection caused by imperfect power consumption inspection equipment system. Finally, through the analysis of the above problems, the author puts forward the relevant problem-solving practice strategy. Electric power enterprises should strengthen the construction of information infrastructure, improve the efficiency of electricity information transmission, timely update the electricity inspection system, encourage the innovation and practical operation of the electricity system, and provide a more perfect development idea for the development of China’s electric power industry.

The road to entrepreneurship: The effect of China's broadband infrastructure construction

Reasonable assessments of the impact of information infrastructure construction on entrepreneurship will support the development of the digital economy in China. Using nationwide data from 2005 to 2017, this paper analyzes the causal effect of the “Broadband China” pilot policy on entrepreneurship based on a difference-in-differences approach. We find that information infrastructure construction significantly enhances entrepreneurship, which is robust under different settings. A mechanism exploration suggests that constructing information infrastructure benefits information acquisition, knowledge spillovers, and risk-taking behavior, which illustrate the internal mechanism of promoting entrepreneurship. Taken together, this paper supports the positive role of the digital economy in the promotion of entrepreneurship in addition to providing new insights into the construction of information infrastructure to support entrepreneurship.

The impact of China's information infrastructure construction policy on green total factor productivity: moving towards a green world.

China's economic growth over the past two decades has led to severe environmental pollution in most of its cities. To address this issue, China has developed and implemented several strategies to increase its resource utilization efficiency and move towards a green production economy, such as the information infrastructure construction policy (IICP). To assess the extent to which green production is being achieved, this study first measured the green total factor productivity (GTFP) in Chinese prefecture-level cities using a combined super slacks-based measure and the global Malmquist-Luenberger index (SBM-GML) model. Then, to assess the effectiveness of the IICP, the paths affecting the GTFP were explored using a time-varying difference-in-difference (time-varying DID) model. It was found that the IICP had significantly contributed to urban GTFP through its green technology diffusion effects and improved employment structures, with its implementation resulting in an average increase of 0.201 in the pilot cities compared to the non-pilot cities. This research attempted to explain how IICP plays a role in improving green production, and policy makers should attach importance to the power of IICP.

Does information infrastructure and technological infrastructure reduce carbon dioxide emissions in the context of sustainable development? Examining spatial spillover effect

AbstractTo cope with global climate change and realize sustainable development, China has invested heavily in the construction of information infrastructure and technological infrastructure (IT) in recent years. In this research, we first find out the effect of IT on CO2emissions and how IT impacts CO2emissions, considering an expanded endogenous growth model. Then, using the dynamic spatial lag model and the system generalized method of moments (SGMM), this study investigates the impact of IT on CO2emissions and their mechanisms in 30 provinces of China from 2005 to 2019. The results are: (1) CO2emissions have a spatial lag effect, a temporal lag effect, and a spatio‐temporal lag effect. (2) IT reduces local CO2emissions. (3) IT promotes the decrease of CO2emissions in local areas over the short and long terms. In the long term, IT promotes the decrease of CO2emissions in the surrounding regions. Both in the short and long terms, the direct effect is greater than the indirect effect. (4) IT reduces CO2emissions through optimizing the energy consumption structure (ENS) and enhancing the level of green technology innovation (GI). This study provides a theoretical basis for realizing the dual carbon goals of emissions peak and carbon neutrality.

Effect of place-based policy on regional economic growth: A quasi-natural experiment from China's Old Revolutionary Development Program.

Triggering economic growth is a requirement to promote human welfare and realize sustainable development in many developing countries. However, place-based policies' impact on economic growth is debatable, and its underlying mechanism is unknown. China's Old Revolutionary Development Program (ORDP) is a large-scale and novel type of place-based policy targeted at undeveloped regions in China. We evaluate the effect of ORDP on economic growth by employing a time-varying difference-in-differences model and further explore the potential mechanisms and heterogeneity effects. VIIRS/DNB nightlight data is used to measure economic growth. We find that ORDP can significantly promote economic growth by 4.0% and the result is still robust after several tests. Mechanism analysis shows that ORDP can improve economic growth through government intervention, industrial structure optimization, and information infrastructure construction. Heterogeneity analysis indicates that the ORDP performs better on economic growth in central Chinese cities and high-economy cities. At the same time, our paper provides three practical suggestions for stimulating economic growth in ORDP, which can be enlightening for other developing countries.

Exploring the Multiple Paths to Improve the Construction Level of Digital Government: Qualitative Comparative Analysis Based on the WSR Framework

The construction of digital government is an essential premise and foundation to improve a national governance system. Based on the Wuli–Shili–Renli (WSR) framework, this paper applies fuzzy-set qualitative comparative analysis (fsQCA) to data from 31 Chinese provinces to investigate how six conditional variables (information-infrastructure construction, organizational construction, financial support, digital-policy support, public demand, and digital talent) jointly affect the construction level of digital government (CDG). The results show that none of the six conditions is necessary for the CDG, and three paths exist to enhance the CDG. Information-infrastructure construction and digital-policy support play a more significant role in digital-government transformation than other variables. As a subjective and controllable approach, digital policy may significantly affect the CDG in the short term. Based on the findings above, we propose policy recommendations for strengthening the elements of coordination, enhancing the construction of information infrastructure in each province, and enhancing the digital-policy support system. This study provides a new research framework and theoretical perspective for improving global digital-government construction.

The Impact of Information Infrastructure Construction on Carbon Emissions

As the economy continues to grow, greenhouse gas emissions are increasing, and people are paying more attention to issues related to carbon emissions. The construction of information infrastructure has also become an important support for development in the new era. Therefore, to explore whether information infrastructure construction can reduce carbon emissions, this paper conducts a series of tests based on panel data from 30 provinces in China from 2010 to 2019. The empirical results show that, in addition to directly reducing carbon emissions, the construction of information infrastructure can also affect carbon emissions through technological innovation. According to the heterogeneity test, we find that the construction of information infrastructure has better emission reduction effects for the eastern region, provinces with a higher technological innovation level, and provinces with a higher carbon emission intensity. The results of this paper provide strong support for the mitigation of global warming.

Research on the Effect of Information Infrastructure Construction on Low-Carbon Technology Knowledge Flow

The cross-regional diffusion of low-carbon technology knowledge is conducive to the development of low-carbon technology and increases the emission reduction contribution of the wider land. However, the flow of low-carbon technology knowledge faces many obstacles such as information, geography, and local protectionism. This paper focuses on whether and how information infrastructure construction can promote the flow of low-carbon technology knowledge under the digital wave. Through the low-carbon technology patents of category Y02 under the classification standard of Cooperative Patent Classification (CPC) and by matching them to the city level to measure the low-carbon technology knowledge flow, empirical research finds that: information infrastructure cannot only directly promote the low-carbon technology knowledge flow, but also indirectly promote the low-carbon technology diffusion by increasing foreign direct investment and human capital. The role of information infrastructure in promoting low-carbon technology knowledge is more obvious in the central and western regions and non-resource-based cities. Finally, in view of the current development situation of low-carbon technology knowledge flows in China, the paper puts forward policy recommendations to vigorously promote the construction of information infrastructure, to gradually increase the network density and the number of network nodes, release the digital economic dividend, and form a spatial pattern of coordinated development of regional knowledge flows.

Does enterprise digital transformation contribute to the carbon emission reduction? Micro-level evidence from China

Energy saving, emission reduction and low carbon development are the key contents to promote sustainable development in the world, which are also important paths to achieve China's "dual carbon" target on schedule. Especially in the wave of digital economy, the optimization of production mode brought about by the enterprise digital transformation is becoming an important driving force to reduce carbon emission intensity of enterprises. Based on the text analysis of 2012–2020 annual reports of Shanghai and Shenzhen A-share listed companies, we measure the level of enterprise digital transformation, and then empirically investigate the impact of enterprise digital transformation on carbon emission intensity and the mechanisms. We find that enterprise digital transformation can significantly reduce the carbon emission intensity by improving their ability of technological innovation, internal control and environmental information disclosure. And the results are robust after a series of robustness tests such as eliminating the endogeneity bias, replacing variables and limiting samples. Furthermore, heterogeneity analysis show that digital transformation has a stronger effect on the enterprises which located in the regions with strong intellectual property protection and the capital intensive enterprises, but there is no heterogeneity in the types of enterprises, in the intensity of environmental regulation of enterprises and in the information infrastructure construction of enterprises. Under the background of digitization, this paper discusses the path choices for enterprises to reduce carbon emissions, which provides references for enterprises to grasp the opportunities in the new tide of scientific and technological revolution and green economic transition.

Research on the mechanism of information infrastructure affecting industrial structure upgrading

The construction of information infrastructure as well as the transformation and upgrading of the industrial structure are among the major challenges for the Chinese economy. Therefore, it is of great significance to explore how information infrastructure affects the upgrading of industrial structure. Based on the panel data of 31 provinces in China from 2013 to 2020, mediating effect model and non-parametric percentile bootstrap method are used to carry out empirical research, by creating an information infrastructure construction level and industrial structure upgrading indicators. The results show that, in addition to the direct effect of information infrastructure on industrial structure upgrading, information infrastructure can also work indirectly through three paths: (1) information infrastructure acts on industrial structure upgrading by enhancing urbanization level; (2) information infrastructure affects industrial structure upgrading by boosting technological innovation; (3) information infrastructure first enhances urbanization level, then acts on technological innovation, and finally promotes industrial structure upgrading. In addition, the intermediary effect of technological innovation is stronger than urbanization. In general, this study acknowledges that urbanization and technological innovation are partial mediators in the process of information infrastructure affecting industrial structure upgrading, notwithstanding other potential impact pathways being studied further.

The Impact of Information Infrastructure on Air Pollution: Empirical Evidence from China.

Information infrastructure construction has become an essential support for the new global technological revolution and industrial change. To examine whether information infrastructure can mitigate the level of air pollution, this paper measures the development level of information infrastructure in each region using the entropy-TOPSIS method based on the data of 31 Chinese provinces from 2013 to 2020. On this basis, it explores the impact of information infrastructure on atmospheric pollution and its mechanism using spatial measures and mediating effects. The results show that: (1) Information infrastructure can effectively improve air quality, though its spatial spillover effect is not obvious. (2) In addition to directly reducing air pollution, information infrastructure can also improve air quality by influencing industrial structure upgrading, or by influencing technological innovation first and then industrial structure upgrading. By exploring the impact of information infrastructure on air pollution and its action path, this paper expects to provide some scientific reference value for the construction of information infrastructure under the background of the new global technological revolution.

The impact of digital economy development on carbon emissions -- based on the Yangtze River Delta urban agglomeration

The dual carbon target has been the focus of domestic attention since it was proposed. At the same time, the digital economy based on new technologies such as the Internet and big data has become an important engine to boost China’s high-quality economic development. While the digital economy is promoting the development of the urban economy, can it also promote the low carbon development of cities in China? Based on panel data and multiple econometric models of 26 cities in the Yangtze River Delta urban agglomeration from 2006 to 2020, this paper empirically examines the impact of digital economy development on urban carbon emissions. The results show that the development of the digital economy can not only reduce the carbon emission intensity of this region but also effectively reduce the carbon emission intensity of surrounding areas. Therefore, it is necessary to further promote the construction of digital economy in the urban agglomeration, improve the inclusiveness and flexibility of the implementation of digital economy development strategy, and improve the construction of information infrastructure to give full play to the role of the digital economy in improving carbon emissions in urban agglomeration.

Decreasing land use and increasing information infrastructure: Big data analytics driven integrated online learning framework in rural education

Nowadays, Big Data Analytics (BDA) attracted considerable interest due to its tremendous social and scientific value. The use of traditional rural education land is being replaced by the emerging network classroom. With the fast-growing data and information numbers at present, the IT world’s educational system are changing rapidly. The performance of rural school students is less satisfactory, and many rural schools have disadvantageous of having distanced from a nearby university. The schools in the countryside are located in the remote land. Rural schools are smaller and costlier to operate and likely to have a teacher shortage. These problems are all expected to be solved by the application of big data. In this paper, Big Data Analytics driven Integrated Online Learning Framework (BDAIOLF) has been proposed for rural education. The study showed that the conditions, social impact, performance, and effort expectations facilitating behavioral intentions have been essential determinants for the use of ICT for educational purposes. Data have been collected through a literature study, interviews between individuals and focus groups. Key findings indicated that rural school success is influenced by a number of factors relating to the core values of education, the teacher-learner relationship, the proficiency of English, and parental participation in teaching and learning. In rural schools, however, teaching and learning are influenced by factors such as topics, the work environment, genetic characteristics, and environmental conditions. The construction of information infrastructure is an important reason for the reduction of rural education land.

Does Digital Inclusive Finance Mitigate the Negative Effect of Climate Variation on Rural Residents' Income Growth in China?

Global anthropogenic greenhouse gas emissions have exacerbated climate variation. Climate variation impacts the agricultural production and rural residents’ income negatively, further widening the urban-rural income gap and harming the co-benefits. Narrowing the income gap has always been a global concern and an important part of China’s rural revitalization strategy. However, little is known about whether digital inclusive finance can mitigate the negative impact of climate variation on rural residents’ income growth in China. Using panel data from 31 provinces in China from 2011 to 2019 and a digital inclusive finance index developed by Peking University, together with historical temperature data, this study examined the impact of digital inclusive finance on Chinese rural residents’ income growth in response to climate variation. It was found that digital inclusive finance could promote rural resident operating, wage, and transfer income growth. A heterogeneity analysis revealed that rural residents in central and western regions experienced larger digital inclusive finance facilitating effects on income growth than the eastern regions. Further analyses using the Spatial Dubin Model found that digital inclusive finance had a spatial spillover effect as it could significantly promote income growth in neighboring provinces. Although climate variation reduced rural residents’ income and increased their risks, digital inclusive finance significantly mitigated this negative effect. Digital information infrastructure construction, financial risk prevention, digital financial knowledge, and e-commerce popularization were practical paths to optimizing inclusive finance development in rural areas and promoting poverty alleviation and rural revitalization to resist climate risks.

Analysis of Informatization on Economic Development of Guangdong-Hong Kong-Macao Greater Bay Area

The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a momentous national development strategy for China. In recent years, the cities in that area have been investigating new paths for connectivity. The “9+2” cities empower each other, and enrich the connotation of the principle of “one country, two systems”. The Greater Bay Area policy also plays an important role in global economic and cross-cultural communication. Informationization will be a key point in promoting and facilitating economic integration throughout the Greater Bay Area. This paper analyzed the impact of informationization on the economic development of the Greater Bay Area by testing two variables which are the number of mobile phone year-end subscribers, and the number of Internet broadband access subscribers. The results showed that the Internet broadband access subscribers significantly contribute to the economic growth, however, the number of cell phone year-end users failed to showed any significant correlation. The result indicates that there is a long-term and stable relationship between the level of Internet development (expressed by the number of Internet broadband access users), and economic development in the Guangdong-Hong Kong-Macao Greater Bay Area, which means informationization can support the economic growth of the region. This paper also provides some policy recommendations based on these four areas, which are, optimizing and upgrading the construction of information infrastructure, strengthening investment in new-generation information infrastructure, promoting the expansion of bandwidth at international Internet entrances and exits, and proposing the development of new businesses in the digital economy.
