Can Environmental Injustices be Addressed in Conservation? Settlement History and Conservation-Induced Displacement in the Case of Lyanshulu in the Zambezi Region, Namibia

The Zambezi Region of Namibia is known for its vast conservation landscape, which is part of the world’s largest transboundary conservation area – the Kavango Zambezi Transfrontier Conservation Area (KAZA TFCA). Less known are the settlement histories of the communities displaced from their villages during the planning and implementation of this conservation landscape. We reconstruct the settlement history of two families that lived on two islands in the Kwando River and the adjacent riverbanks in today’s Mudumu NP, and we describe the circumstances that led to the designation of a national park in this region and the subsequent conservation-induced displacement. The evicted families increasingly protest and legally contest estrangement from their ancestral land, which is now a protected area. We argue that current nature-conservation efforts can succeed only if issues of past and present environmental injustices are comprehensively addressed.

Rangeland Conservation, Pastoralist Displacement, and Long-term Implications of a Grazing Ban in the Indian Himalaya

Conservation-induced displacement has been one of the major critiques of protected area management across South Asia. While there has been a steady increase in research on physical displacement, studies on loss of mobility remain limited. In 1998, a grazing ban was implemented in the state of Sikkim in the Eastern Himalayan region of India. Livestock herding in protected areas was restricted, and pastoral evictions were carried out across the state between 2000–2002. Fifteen years after the ban, we conducted this study to understand the long-term implications of the prohibition on grazing as well as that of the pastoral evictions in and around Khangchendzonga National Park (KNP). To do so, we assess eviction processes, document pastoral responses, and explore the complex social and perceived ecological outcomes of the grazing ban. Our study shows that pastoral evictions result in the further impoverishment of weaker sections of the pastoral community while powerful pastoralists appropriate benefits from conservation policies. Additionally, evictions do not necessarily aid in “biodiversity conservation”; instead, they give rise to social conflicts within the local community and lead to the emergence of new conservation challenges...

Exploring the Ecological Dimensions of Displacement in Núcleo Itariru (Serra do Mar State Park): An Ethnobotanical Study of Peasant/Landscape Relations in Brazil's Atlantic Forest

As a research focused in studies of conservation-induced displacement, ethnobiology has much to contribute towards generating more holistic understandings of the impacts of protected areas upon the lives of resource-dependent peoples around the globe. This paper presents the findings of a case study undertaken in Núcleo Itariru (Southern S ão Paulo state, Brazil), a unit of Serra do Mar State Park and the site of habitation for a population of approximately 700 peasants. Beginning in 2006, with the enactment of a new conservation initiative, peasants effectively became economically displaced, restricted from access to the natural resources upon which they base their lives and livelihoods. Utilizing ethnobotanical methods, in the form of a freelisting exercise and traveling herbarium survey, the study investigated local environmental knowledge systems as a means of evaluating the human/ landscape relationship in the locale. This paper highlights the value of such an approach for assessing the social and environmental dimensions of displacement, as a supplement to participant observation and ethnographic interviews, and for informing more sustainable conservation policies.

Effects of Conservation-induced Displacement on the Bacha of Southwest Ethiopia

This paper examines the impact of conservation-induced displacement on the Bacha community resulting from the establishment of Chebera-Chuchura National Park in Konta Special Woreda, Southern Nations, Nationalities and Peoples Region (SNNPR). It attempts to reconstruct the customary functions that the forestland had played for the livelihoods of the Bacha community and its role in cementing reciprocal relations among different social groups in pre-eviction contexts. The study employed a combination of both qualitative and quantitative research tools including in-depth interviews, key informant interviews, focus group discussions, field observations and household survey. Michael Cernea’s analytical framework to assess the risks associated with displacement – Impoverishment Risk and Reconstruction (IRR) – is employed to see the multifaceted aspects of conservation-induced displacement. The findings revealed that in spite of the fact that displaced Bacha people have enjoyed greater level of access to land they suffered loss of entitlements to forest-based assets such as honey and plants of enormous medicinal value. The community also faced loss of job opportunities due to restrictions imposed on access to forestland that supported beneficial biodiversity for the livelihood of the Bacha people. Also adversely affected are inter-community relations built on reciprocal exchange of goods and services between the Bacha and neighboring farming communities. Now, the Bacha have faced the difficult task of adapting to the land-based crop farming as a new source of livelihood since they lack the necessary farming skills to make a living out of crop farming.

Deploying Difference: Security Threat Narratives and State Displacement from Protected Areas

State actors are increasingly treating protected areas as sites of security threats and policing resident communities as though they are the cause of this insecurity. This is translating into community eviction from protected areas that is authorised by security concerns and logics and hence not merely conservation concerns. We ground this claim by drawing upon empirical work from two borderland conservation areas: Mozambique's Limpopo National Park (LNP) and Guatemala's Maya Biosphere Reserve (MBR). In both cases, we show how these security-provoked evictions are authorised by the mobilisation of interlocking axes of difference that articulate notions of territorial trespass with that of a racialised enemy. Rather than a new problem or phenomena, we show how these axes are rooted in prior histories of state actors rendering racialised subjects dangerous, Cold War histories in both cases and a longer colonial history with the LNP. We also show how standing behind these evictions is the nation-state and its practices of protected area territorialisation. From here, we illustrate how the rationale behind displacement from protected areas matters, as evictions become more difficult to contest once they are authorised by security considerations. The cases, however, differ in one key respect. While displacement from the LNP is an instance of conservation-induced displacement (CID), although one re-worked by security considerations, eviction from the MBR is motivated more centrally by security concerns yet takes advantage of protected area legislation. The study hence offers insight into a growing literature on conservation-security encounters and into different articulations of conservation, security, and displacement.

The political ecology of human-wildlife conflict: Producing wilderness, insecurity, and displacement in the Limpopo National Park

Like conservation-induced displacement, human-wildlife conflict (HWC) has potentially negative implications for communities in and around protected areas. While the ways in which displacement emerges from the creation of 'wilderness' conservation landscapes are well documented, how the production of 'wilderness' articulates with intensifications in HWC remains under examined both empirically and conceptually. Using a political-ecological approach, I analyse increases of HWC in Mozambique's Limpopo National Park (LNP) and the subsequent losses of fields and livestock, as well as forms of physical displacement suffered by resident communities. While intensifications of encounters between wildlife on the one hand and people and livestock on the other result in part from increases in wildlife populations, I argue that HWC and the ways in which it constitutes and contributes to various forms of displacement results more centrally from changing relations between wildlife and people and the power and authority to manage conflict between them. Both of these contributing factors, moreover, are the consequence of practices that aim to transform the LNP into a wilderness landscape of conservation and tourism. HWC and its negative impacts are thus not natural phenomena, but are the result of political decisions to create a particular type of conservation landscape.

Assessing economic impacts of forced land acquisition and displacement: a qualitative rapid research framework

This paper sets out a qualitative rapid research framework for designing and conducting field-based studies of the livelihood risks and opportunities (LRO) arising from involuntary displacement and resettlement. The ‘livelihood risks and opportunities’ framework combines insights from the ‘impoverishment risks and returns’ framework and the ‘sustainable livelihoods’ approach. This paper discusses the advantages of the LRO framework over other currently used qualitative and rapid research methods, and demonstrates its application through case studies of conservation-induced displacement in India.

Adaptive Livelihood Strategies in Conservation-Induced Displacement: The Case of the Baka of East Cameroon

Abstract:This article utilizes the Actor‒Network Theory (ANT) to guide thinking about the relationship between nature and society and how this relationship is severed by conservation-induced displacement. ANT’s view of interconnectivity between networks is used to argue that a network is only stable as long as actors remain faithful to it. In the case of the displaced Baka people of the Dja Reserve area in East Cameroon, resistance to conservation through adaptive practices following displacement can reverse or disrupt the socially predetermined order of a network, which in this case would be marginalization of the displaced. However, the marginal scale of their adaptation to change raises doubts over the sustainability of adaptation to post-displacement livelihoods.

Displacement, Deprivation and Development: The Impact of Relocation on Income and Livelihood of Tribes in Similipal Tiger and Biosphere Reserve, India.

A large volume of literature describes adverse consequences of conservation-induced displacement on indigenous communities depended on natural resources of wildlife habitat. Resettlement policies in protected areas the world over are mainly designed and implemented without consideration of social and economic costs of exclusion. This study examined income and poverty profile of tribal residents in Similipal Tiger and Biosphere Reserve in India, relative to the households relocated out of the reserve. The income from different sources and livelihood diversification of displaced reserve dwellers reflected changes resulting from the loss of access to natural and household assets. The results contradicted common perception about impoverishment outcome of relocation. It showed an increase in the per capita income for poorer segments with an overall 8% increase in absolute household income and corresponding improvement in the poverty ratio (head count ratio) and FGT index (0.241) for the relocated community. Contrary to other studies, the finding did not observe social alignment or marginalization; however, on-farm livelihood diversification reduced with increased dependence on off-farm sources. Expulsion of people from forest reserves to support conservation is inadequate in restricting habitat use of locals unless suitable alternative livelihood options are available for forest dependent was proven from the study.

Conservation-induced Displacement: Recent Perspectives from India

Wildlife conservation in developing countries such as India has historically entailed the displacement of forest-dwelling people, most of whom belong to marginalized social groups including indigenous people. Several reviews indicate that, in many cases, such displacement has caused impoverishment, social dislocation, and loss of livelihoods and cultural capital among the oustees. Poorly designed and implemented compensatory and resettlement schemes have greatly magnified the problems. However, during 2006–07, there have been far-reaching changes in national laws which created provisions for greater inclusion of and enhanced benefits to, oustees. We focus on these developments in India and address the issue of whether the policy changes have led to better design and implementation of displacement programs from wildlife areas during recent years. We find that in five of seven documented cases there was inadequate implementation of due process as required by law. Thus while the policy environment and legal compulsions for just resettlement has considerably improved, many of the required norms are still not followed, causing significant distress and impoverishment of oustees.

Impact of conservation-induced displacement on host community livelihoods: Complicating the DIDR narratives

Studies of development-induced displacement and resettlement (DIDR) and conservation-induced displacement argue that when displaced people are resettled at a new location, their ‘hosts’ suffer impoverishment risks due to loss of common property resources to resettlers. Compensation for host communities, though acknowledged increasingly in policy, is rare in practice. This paper unpackages ‘host community impacts’ by investigating intra-household variations in livelihood impacts in a central Indian host village in a case of conservation-induced displacement. The ability of host households to cope with risks and gain from new opportunities is distributed unevenly along lines of power encoded in caste, class and gender. However, we show that site-specific historical and ecological factors can create contingent and multi-directional livelihood outcomes. Moreover, the overall human development impact on host households varies depending on how old vulnerabilities like low cash income give way to new vulnerabilities related to stronger integration with the market and the developmental state.

A case study on human development and security: Madagascar's mining sector and conservation-induced displacement of populations

This case study introduces the QIT Madagascar Minerals (QMM) SA mining project at Fort-Dauphin, Madagascar, as a development project that has produced issues concerning justice. Although QMM appears to be a model company with a project that is seen as a success story, its consequent displacement of populations has been problematic in many respects, as have been the social effects that arise due to migration to the area by others who are attracted by the project. We suggest that the root of many of these problems is that the people to be displaced have played an insignificant role in forming the project itself: consultation has instead been centred on corporate, government and environmental NGO concerns and interests. Compensation for losses has been inadequate. As non-mining land has been set aside as an offset for the purpose of conservation, traditional livelihoods have been curtailed. A narrow and Western conception of natural conservation that forbids access by the people has ensued for lands that have been reserved for natural conservation purposes. We conclude that, in this case, an NGO-related policy of ‘neo-liberal conservation’ that is wedded to non-consultative development project design has denied displaced populations a fair share of project benefits and reduced their security.

Conservation-induced Displacement: The Anatomy of a Win–Win Solution

India’s wildlife conservation strategy relies on creating ‘inviolate’ protected areas (PAs) free from human disturbance, using policing of PAs and physical displacement of human populations as the preferred tools to do so. Conservation-induced displacement causes not just loss of livelihood and dwellings but also increases vulnerability and impoverishment risks of displaced people. By and large, the state’s record of rehabilitating people displaced from PAs has been quite dismal in India. This article examines a rare case of conservation-induced displacement and resettlement where the livelihood outcomes for the displaced people are said to be positive. The relocation of over 400 households from the Bhadra Wildlife Sanctuary in Karnataka in the late 1990s has been held up as a case where both conservation goals and local people’s livelihoods gained from displacement. The success of Bhadra has inspired a spate of calls by conservationists in India to use village relocation as a ‘win-win’ opportunity to attain simultaneously the goals of wildlife conservation and poverty alleviation for forest-dwelling communities. This article delves into the process and politics of displacement, resettlement and rehabilitation in Bhadra from the point of view of examining this claim and assessing its replicability elsewhere.

Applying the Concept of Human Security to Research on the Consequences of Mining-Induced Displacement and Resettlement

According to a report published in recent years, developments in the mining industry are the cause of about 10.3 percent of all displacements in the world. This means that more than a million people per year may be resettled as a result of resource extraction in various parts of the globe. Countries displaying the greatest growth rate of this phenomenon include India, China, Ghana, and many other African counties. The most burning issue is the establishment of large open-pit mines in developing countries, such as the Tarkwa Mine in Ghana, and the Tedi and Porgera Mines in Papua Island. The impact of mining on the dynamics of internal displacements remains a topic rarely analyzed in the literature. Authors are more concerned with displacements induced by the construction of large dams and the creation of national parks or by ongoing urbanization processes. Instead of contributing to the well-being of local communities, the extraction of resources leads to a growing number of resettlements, environmental destruction, and a deterioration of the situation of marginalized groups. The consequences of the aforementioned problem do not diverge significantly from other categories of development-induced displacements such as oil-induced displacement, dam-induced displacement, or conservation-induced displacement. The analysis of internal displacement has become the focus of different fields of study. Sociology, social anthropology, human rights and development studies, and even philosophy are amongst disciplines particularly useful in the exploration of the consequences of development induced displacement. Research into this category of displacements, now under development for more than 40 years, has prompted the creation of specific theoretical concepts (i.e. the IRR model). The notion of human security also appears to be a useful scientific tool for more in-depth social analyses. Classification included in the Human Development Report published in 1994 distinguishes seven basic aspects of human security: economic security, food security, personal security, health security, environmental security, personal security, community security, and political security. Extraction of mineral resources leads to substantial threats to each of these aspects. An application of the aforementioned classifications to the research on the consequences of mining-induced displacement and resettlement helps to understand the broader context of problems encountered by the displacees. However, it should also be supplemented by two specific categories: gender security and cultural security.

Conservation-induced displacement: A comparative study of two Indian protected areas

Attempts at 'preservation via displacement' are an extreme manifestation of the 'fortress' or an exclusionary conservation paradigm, support for which has increased lately due to escalating conservation threats. While the policies and processes emanating from this paradigm have produced positive conservation outcomes for some Protected Areas, livelihood outcomes for the displaced people have seldom been as positive. This article examines whether the impoverishment risks arising from conservation-induced displacement tend to vary with the degree of marginalisation of the displaced community. In this light, this article examines in detail the impact on livelihood of conservation-induced displacement in two Protected Areas (PAs) of India. The article posits that understanding the dynamic livelihood context of displaced communities, especially the ecological base of their livelihoods, is critical to any assessment of their pre- and post-displacement livelihood strategies and livelihood outcomes (such as income, poverty, food security and health). A variety of livelihood parameters, including compensation received, consumption flows, agricultural production, monetary income, food security, headcount ratio of poverty and overall poverty indices have been studied, to understand the extent to which key livelihood risks arising out of displacement are addressed by the rehabilitation package and process in the two PAs. The Sahariya is a forest-dependent Adivasi community living in and around the Kuno Wildlife Sanctuary in the semi-arid tropical region of Madhya Pradesh. The Sahariya Adivasis of the Kuno Sanctuary were a socially, politically and economically marginalised community, whose lives and livelihoods were intricately linked to their ecological base. We found that inadequate attention was paid to this factor while designing and implementing a suitable rehabilitation package for the 1650 Sahariya households displaced from this PA. As a result, their material condition deteriorated after displacement, due to loss of livelihood diversification opportunities and alienation from their natural resource base. Displacement thus resulted in rapid proletarianisation and pauperisation of these households, and their 'integration' into the national 'mainstream' occurred at highly disadvantageous terms. The 430 odd households displaced from the Bhadra Wildlife Sanctuary in the Western Ghats (a biodiversity hotspot in the Southern Indian state of Karnataka) consisted of relatively less marginalised social groups like the Gowdas and the Shettys, both of whom occupy a prominent place in the local politics and economy of this state. The share of agriculture in the pre-displacement livelihood of these households was relatively higher, and dependence on forest-based livelihoods was relatively lower than in the case of the Kuno Wildlife Sanctuary. I argue that this was an important factor that enabled these households to negotiate a better post-displacement deal for themselves. Consequently, the relocation package and process was far more effective in mitigating the potential impoverishment risks of these households. It appears, then, that the livelihood outcomes of conservation-induced displacement are generally biased against the poor. Further, the more marginalised a displaced community (or household) is, the less likely it is to obtain benign or positive livelihood outcomes after displacement. This has important implications for poverty and social justice, especially for Adivasi communities, which constitute a large proportion of those threatened with conservation-induced displacement, in India, in the coming years.
