Social participation in Anvisa's regulations: hybrid, colloquial, and scientific evidence for democratic decision-making.

Anvisa's public consultation (PC) is the most widely used social participation mechanism in current health regulations, which was based on antagonistic movements: the democratization of decision-making and State counter-reformation. Starting from the concept of social participation, defined as various actions from society related to public decision-making, which values diversity and the exercise of citizenship, the present article discusses the possibility of PCs configuring a democratic regulation process by considering popular beliefs and colloquial evidence, and promoting the creation of hybrid evidence in an evidence-moderated model. Despite the different interests, the PCs open the door to opportunities for democratic deliberation by society in the search of understanding, where it is expected that the State will make the best decision and justify it. In this sense, the role of evidence in clarifying complex issues is defined as a space where dissent, believed to democratize society, is important in revealing the limits of scientific evidence in an environment of information asymmetry. Finally, this article aims to refute technocracy as an instrument of power in health regulations, thereby achieving the greatest democratic potential of Anvisa's regulations.

An Overview of Social Participation in Older Adults: Concepts and Assessments.

In older adults, social participation is an important component of rehabilitation and health promotion. Several studies have attempted to describe the definition and concepts of social participation, and there were many outcomes to measure social participation. This overview provides information about representative social participation and related concepts that have been defined in the literature. A standardized definition of social participation has not been developed; commonly, recognition for social participation was proposed as focused on involvement in social activities that provide interaction with others in a society or community. Many instruments assess the various aspects of social participation. Because of operational definition and diversity in social participation, performance in social participation was adopted as an aspect of assessment. Further discussions are needed to clarify the definition of social participation and evaluate the instruments used to assess social participation for it to be useful for rehabilitation and health promotion. In doing so, determining and developing assessment and intervention based on the purpose or perspective of social participation in older adults with and without disabilities is important.

Perspectivas de Bourdieu na Educação em Ciências e o conceito de participação na Educação em Ciência, Tecnologia e Sociedade (CTS)

O presente trabalho pretende refletir acerca da potencialidade do referencial teórico-metodológico de Bourdieu para o contexto da Pesquisa em Educação em Ciências (PEC) e especificamente da Educação CTS, buscando responder: como as perspectivas teóricas desse autor vêm sendo mobilizadas/apropriadas no âmbito da PEC? Como esse referencial teórico-metodológico pode contribuir na compreensão da emergência de demandas/discursos por participação social em temas de CT especificamente no contexto da Educação CTS? Em um primeiro momento será produzido um mapeamento, localizando as principais apropriações na PEC e evidenciando conceitos e investimentos teóricos possivelmente pertinentes. Para breve aprofundamento ao contexto da Educação CTS realizamos uma revisão bibliográfica no Portal de Periódicos da CAPES e no Google Acadêmico para avançar e atualizar as fontes utilizadas. É indicativo o crescimento da presença do autor nessa linha pesquisa, apesar dos trabalhos consultados revelarem a prevalência de menções incidentais, e a diversidade de objetos abordados. No segundo momento da pesquisa, apresentaremos a reflexão teórica realizada apontando possibilidades de abordagens do conceito de participação social e seus correlatos a partir das perspectivas do referido autor. Sustentamos sua pertinência para compreensão da forma com que os discursos participativos se estruturaram enquanto capitais nesse campo científico, bem como para abordagens dos próprios processos atuais de participação, comumente restritos a campos político-econômico-burocráticos, oferecendo bases para interpretações mais ousadas e referenciadas nas relações objetivas desses processos. Para isso, faz-se necessário estabelecer e/ou intensificar diálogos com outros campos de produção de conhecimento, enriquecendo nossa capacidade de compreensão e o impacto de nossas práticas e propostas.

Education and Social Participation of Polish Youth

Based on two studies carried out in the school years 2003/2004 and 2016/2017, this article looks into what knowledge and research experience young Poles have concerning education and the social participation of Polish youngsters. Referring to Robert Havighurst’s concept of developmental tasks and Jerzy Modrzewski’s concept of social participation, the author of the current paper shows Polish youth to be deficient in knowledge of how to fulfil life’s tasks and participate in society, and of the duties of education in the field of shaping and activating social and public engagement. These deficiencies show that the Polish school system is dominated by education detached from practice and that learners are not prepared for undertaking adult social roles through active participation in public life. This lack results from a process of legitimizing, which ensures ‘the loyalty of the masses’ and perpetuates existing cultural patterns without co-participation in social or public life. The ensuing analysis provides educators with knowledge of the developmental needs of Polish youth, makes the numerous determinants of developmental tasks more transparent, and allows for specifying the results of socialization processes (including educational socialization).

Social Participation of Older Adults: A Concept Analysis.

ABSTRACTBackground: The concept of social participation is highly valued in old age. However, there is ambiguity and disagreement in the definition and attributes of this concept among the elderly. This study aims to clarify and reduce the ambiguities in the concept of social participation in order to achieve a clear and understandable definition among the elderly peopleMethods: For concept analysis, Walker and Avant’s 8-Step method of concept analysis was used. The published papers between 2000 and 2018 were searched. 57 articles related to the concept were included in the study and accordingly, the definition, applications, attributes, antecedents, consequences and empirical referents of the concept were extracted after reviewing the resources.Results: According to the analysis, the defining attributes of the concept of elderly people’s social participation included emphasis on community-based activities and interpersonal interactions, based on resource sharing, active participation and individual satisfaction. Social participation among the elderly people had individual, environmental, and social antecedents as well as individual and environmental consequencesConclusions: The present study provided an objective and understandable picture of the concept of the elderly people’s social participation. The study has pedagogical implications for promoting this concept and developing tools.

A Scoping Review and Conceptual Model of Social Participation and Mental Health among Refugees and Asylum Seekers.

Social participation plays a key role in the integration of refugees and asylum seekers into their host societies, and is also closely tied to the mental health of those populations. The aim of this scoping review was to study how the concept of social participation is described in empirical research, and how it is associated with mental health outcomes. Methods: In total, 64 studies were identified through searches in PubMed, PsycInfo, and Sociological s. These studies describe various forms of social participation among refugees and asylum seekers, and 33 of them also addressed various forms of mental health outcomes. Results: The identified studies described forms and conditions of social participation—both in the host country and transnationally—that could be synthesized into three broad dimensions: (1) Regulatory frameworks, conditions and initiatives; (2) Established societal organizations and social structures; and (3) Community organized groups. Each of these consisted of several sub-domains. The identified dimensions of social participation were also associated with psychosocial well-being and decreased psychological distress. Conclusions: There is a need for policies to enable and support the participation of refugees and asylum seekers in various dimensions of social structures in host societies. Social participation enhances resilience, re-establishes social lives, and acts as a protective factor against poor mental health outcomes.

Participation and social participation: are they distinct concepts?

Introduction: The concept of participation has been extensively used in health and social care literature since the World Health Organization introduced its description in the International Classification of Functioning, Disability and Health (ICF) in 2001. More recently, the concept of social participation is frequently used in research articles and policy reports. However, in the ICF, no specific definition exists for social participation, and an explanation of differences between the concepts is not available. Aim: The central question in this discussion article is whether participation, as defined by the ICF, and social participation are distinct concepts. This article illustrates the concepts of participation and social participation, presents a critical discussion of their definitions, followed by implications for rehabilitation and possible future directions. Discussion: A clear definition for participation or social participation does not yet exist. Definitions for social participation differ from each other and are not sufficiently distinct from the ICF definition of participation. Although the ICF is regarded an important conceptual framework, it is criticised for not being comprehensive. The relevance of societal involvement of clients is evident for rehabilitation, but the current ICF definition of participation does not sufficiently capture societal involvement. Conclusion: Changing the ICF’s definition of participation towards social roles would overcome a number of its shortcomings. Societal involvement would then be understood in the light of social roles. Consequently, there would be no need to make a distinction between social participation and participation.

On the track of evaluated programmes targeting the social participation of seniors: a typology proposal

ABSTRACTNowadays, the social participation of seniors represents a central challenge for both individuals and collectivities. The participative perspective is indeed present in most of the contemporary discourses on ageing, and is viewed both as a way to manage the current demographic juncture and as a promising direction for enhancing seniors’ wellbeing and achievements. This article examines 32 programmes aimed at fostering the social participation of seniors that were both implemented and evaluated, and whose results were published between January 1970 and August 2011. Based on each programme's approach, a typology of social programmes is proposed. The programmes are grouped in five categories, ranging from programmes offering an individualised approach to socio-political programmes. Classification is based on the various ways the concept of social participation is defined and acted upon by the reviewed programmes. Far from being neutral, each category suggests a specific representation of the social roles of seniors. In addition, the paper discusses how the proposed typology can guide both policy and practice, linking identity and agency issues to organisational and structural considerations. Three uses for the typology are suggested: as a policy-making support, as an evaluative framework, and as an experimental space for community practice.

Inventory and analysis of definitions of social participation found in the aging literature: proposed taxonomy of social activities.

Social participation is a key determinant of successful and healthy aging and therefore an important emerging intervention goal for health professionals. Despite the interest shown in the concept of social participation over the last decade, there is no agreement on its definition and underlying dimensions. This paper provides an inventory and content analysis of definitions of social participation in older adults. Based on these results, a taxonomy of social activities is proposed. Four databases (Medline, CINAHL, AgeLine and PsycInfo) were searched with relevant keywords (Aging OR Ageing OR Elderly OR Older OR Seniors AND Community involvement/participation OR Social engagement/involvement/participation) resulting in the identification of 43 definitions. Using content analysis, definitions were deconstructed as a function of who, how, what, where, with whom, when, and why dimensions. Then, using activity analysis, we explored the typical contexts, demands and potential meanings of activities (main dimension). Content analysis showed that social participation definitions (n=43) mostly focused on the person's involvement in activities providing interactions with others in society or the community. Depending on the main goal of these social activities, six proximal to distal levels of involvement of the individual with others were identified: 1) doing an activity in preparation for connecting with others, 2) being with others, 3) interacting with others without doing a specific activity with them, 4) doing an activity with others, 5) helping others, and 6) contributing to society. These levels are discussed in a continuum that can help distinguish social participation (levels 3 through 6) from parallel but different concepts such as participation (levels 1 through 6) and social engagement (levels 5 and 6). This taxonomy might be useful in pinpointing the focus of future investigations and clarifying dimensions specific to social participation.

Activation and trade unions: confronting the dilemma

Active employment strategies raise complex questions and considerations for trade unions. This is especially true for activation. If unions oppose activation it will be hard for them to play a relevant role in the contemporary debate. If they agree with current activation policies they will share responsibility for the risks attached to them. This article tries to find a way out of this dilemma. It explores the central issue of what constitutes an adequate stance for trade unions with regard to activation, in a situation where full employment is not a realistic aim. A possible way out of the dilemma is formulated from two perspectives. The first is a reciprocal, client-oriented approach to benefit claimants elaborated in terms of rights and duties that are defendable from a trade union point of view. The second is a broader concept of social participation, in which participation is not limited to paid employment on the regular labour market. Formulating these ideas only makes sense if the unions are also prepared and able to back them up with union power. The final section of the article addresses the question of how unions can back up their position on activation with union power.

Social participation in health services: concepts of users and community leaders in two municipalities of Northeastern Brazil

Social participation in management of the health care system at different levels of government is one of the key policies promoted by the Unified National Health System (SUS) in Brazil. As with any new policy, success hinges on several factors such as stakeholders' interests and opinions, which have not always been considered in the past. This paper analyzes the underlying concepts of two groups of stakeholders with respect to social participation in health and the potential influence of these concepts on the effectiveness of policy implementation. A case study of two municipalities in Northeast Brazil was conducted using a combination of qualitative and quantitative social science research methods. Health services users and community leaders were interviewed. Various concepts were found in which the participatory approach to health policies was only partially reflected. Likely influences on stakeholders' concepts of social participation in health are the evolution of the broader Brazilian social context and the traditional performance of health services. Particular attention should be paid to stakeholders' opinions and concepts if policy effectiveness is to be improved.
