Examining Institutional Entrepreneurship in the Passage of Youth Sport Concussion Legislation

New sport policies often prompt organizations in the field to alter their structures and processes. Little is known, however, about the tactics of those leading institutional change around sport policy. To address this gap, the authors draw on the concept of institutional entrepreneurship—the activities of actors who leverage resources to create institutional change. Using a qualitative case study approach, the authors examine how two coalitions that served as institutional entrepreneurs in Washington and Oregon created and passed the first youth sport concussion legislation in the United States. The analysis of this study reveals that these coalitions (including victims’ families, sport organizations, advocacy groups, and concussion specialists) engaged in political, technical, and cultural activities through the use of specific tactics that allowed them to harness expertise and resources and generate support for the legislation. Furthermore, the findings of this study suggest a sequencing to these activities, captured in a model of institutional entrepreneurship around sport policy.

Resource-abundance regions of Russia and «dark» side of innovations (cases of Kuzbass and Krasnoyarsk regions)

The paper is devoted to the study of entrepreneurs' ability those generate Schumpeterian innovations to be a subject of the Russian economy development. Regions those are rich in natural and mineral resources are the object of the study. Research methodology includes concept of dual enclave economy, concept of fragmented innovation systems, and concept of institutional entrepreneurship. Research method is represented with multifunctional φ-Fisher criterion. Activities of entrepreneurs of 'developmental institutions' in Kuzbass and Krasnoyarsk regions are analysed. It is revealed that entrepreneurs faced with a number of problems related not only to the existence of administrative barriers, but also to the lack of demand for their products from large companies, as well as the lack of access to necessary infrastructure. Most of entrepreneurs preferred individual form of interaction with regional authorities representatives that to solve these problems. These facts mean bounded positive externalities arising in the process of innovation activities.

Institutional entrepreneurship in a religious order: The 1741 Constituciones of the Hospitaller Order of Saint John of God

An extensive branch of accounting literature studies accounting and religion. The variety of religious organizations studied, theoretical approaches, and roles assigned to accounting are as extensive as the range of the values that are rooted in religious organizations. However, the literature has not yet described the role of the individual in the spread of accounting and accountability into a religious organization and what leads the individual to advocate such change. The concept of institutional entrepreneurship can shed light on this topic. To this end, this work studies the change in the Constituciones (rules) of the Hospitaller Order of Saint John of God in eighteenth-century Spain. Father Ortega, as General of the Order, played a key role supporting the implementation of accounting and accountability techniques.

Institutional entrepreneurs and small firms: How firm practices are being shaped in the context of demographic transformations

Using the concept of institutional entrepreneurship, the present paper examines how change agents interact with firms to shape their existing practices to cope with demographic change in their local economies. Demographic challenges are considered to lead to fundamental market transformations, generating considerable uncertainty, notably for small and locally embedded firms. Based upon a case study from local economies in Germany that face demographic challenges, the paper demonstrates how such institutional entrepreneurs work to influence firms, steering the renewal of their existing practices towards adaptation to market change. The study first highlights the inspiration, vision, and power of such agents to promote and introduce new patterns of behavior and then elaborates how institutional entrepreneurship unfolds in a context where uncertainty and lack of consciousness for long-term market changes are prevalent among particularly small firms that are locally embedded in economies facing such change.

Institutional Entrepreneurship and New Practice Creation: The Case of a Statutory Agency in Taiwan

We explore the micro processes by which actors change established macro- institutional structures. Drawing on the concept of institutional entrepreneurship, we examine how the Industrial Technology Research Institute (ITRI, a Taiwanese statutory agency) transformed R&D management practice in Taiwan¡¦s public research sector between 1987 and 2009. In considering ITRI as an institutional entrepreneur, we emphasize the enactment of bricolage, brokerage, and communication strategies in developing the change process. We discuss the evolution of the three strategies.

Struggling for the New Role for Business Controller

The recent discussion on changes in the controller's role has mainly focused on the national and organizational level culture aspects of that professional role. While earlier studies have demonstrated how the role changes have been stimulated by corporate culture, IT systems, new accounting technologies and interprofessional competition, we contend that such changes cannot be achieved without active individuals in organizations. Our study is informed by the concept of institutional entrepreneurship, concentrating on changes in institutions, such as professional roles, which are achieved by an active agency. Thus we concentrate on the individual level by tracing how the role of a single controller was changed from that of 'bean counter' towards that of business partner. We illustrate how new cost accounting techniques and modern ICT (ERP) serve as critical momentum for this role change, and how the aspiring controller must creatively combine multiple competencies in order to change the institutionalized role. Organizational roles and other social institutions defending accounting practices may change and are changed only as a result of active agencies. Therefore, in order to understand the conditions for these changes, we need to pay more attention to what active individuals are doing when bringing about these changes. More attention should paid to the political and discursive action on accountants.

Institutional entrepreneurship in an academic organisation: sustainability at Malardalen University

This article describes and elaborates on a case of institutional entrepreneurship for sustainable development in higher education and research collaboration in a Swedish academic milieu. We argue, much in line with the contemporary international policy debate about climate change, that universities can and should have a leading role in producing new knowledge and innovation for the promotion of sustainable development. We consider that higher education and the whole university organisation, rather than just research, should be analysed regarding institutionalising sustainable development, which is not emphasised in the policy debate. In our conceptualisation of sustainable development, we argue that entrepreneurship and, more specifically, institutional entrepreneurship, can be used as an interesting normative and theoretical model. By drawing upon the concept of institutional entrepreneurship, we try to open up for the reflective exploration of three projects that illustrate the institutionalisation of sustainable development. While doing so, we identify the critical areas for further theoretical and empirical research from the perspective of institutional entrepreneurship.

The Making of an Activist Governing Board

Although numerous theories have been proffered, to date activist boards are an empirically unexamined force in public higher education governance. Using the concept of institutional entrepreneurship, this case study examines the reciprocal role that board members and staff played in the organizational development of board activism. In the case of Massachusetts, policy makers were able to successfully negotiate the higher education institutions that mediate policy through the use of political skills, leadership, and political power. The implications for our understanding of board activism and radical change in public higher education governance are discussed.
