Mechanisms for Ensuring Transparency and Accountability of Police Operations: A Comparative Study

The article aims to conduct a comparative analysis of approaches to the definition and implementation of mechanisms for ensuring transparency and accountability in police operations and to identify best practices. The research used the comparative analysis method, the formal-legal method, and the content analysis method. It was established that principal mechanisms of ensuring transparency in police operations involve providing open access to information through digital channels available to the public; ensuring public participation and control over police activities; implementing interaction with mass media. The principal approach to ensuring the accountability of police operations is the evaluation of police activity. The work proved that enhancing transparency and accountability can be achieved through various mechanisms, including implementing a top-notch electronic platform for citizens, as demonstrated by the UK police website. Adopting the concept of community policing is another effective strategy to promote these principles, as well as utilising social networks for interaction with citizens and carrying out qualitative and quantitative evaluations of police work, such as police effectiveness, efficiency, and legitimacy assessments. The findings of this study have the potential to provide valuable insights for law enforcement agencies in Ukraine and other countries by facilitating the integration of successful practices into their policing operations etc.

Ommunity Policing as a Strategy for Crime Reduction in Nigeria. (A Case Study of Yola North Local Government Area of Adamawa State)

Community policing is a symbiotic and concerted effort of the police and members of the host communities to reduce the incidence of crime and criminal activities. Nigeria, as a country, has embraced the concept of community-based policing to forestall crime and criminal activities since the return of democracy in 1999. This research critically scrutinizes the ideology and beliefs of community policing in the Nigerian context, aiming to offer solutions to the major setbacks of community policing inNigeria. A non-probability sampling technique was employed for the current study. Self-constructed questionnaires were used to acquire data. Results revealed that the community members are in constant healthy relationship with the police, but the police collaboration with the community members regarding crime control/detection is not encouraging. The effort of the police authority in crime detection and control is commendable, and the fear of crime has been declining since the initiation of community policing. Success was attributed to the constant collaboration of the police with other security agencies. The residents fully supported the concept of community policing. Still, they suggested that massive employment, funding security agencies, and organizing skill acquisition programs to engage the unemployed will greatly help in crime reduction in addition to the concept of community policing. The challenges faced by the security agencies include recruitment of unqualified personnel, insufficient crime-fighting equipment/patrol vehicles, inadequate remuneration of the security personnel, and lack of trust in the security agencies by the residents.

Effectiveness of administrative and legal mechanisms for the implementation of community police in EU countries: the case of Ukraine

The Community Policing model is an approach to public safety that focuses on collaboration between police and the community. This model has been implemented in many EU countries, and the objective of this study is to analyze their experience. The study used the formal-legal method, the comparative-legal method, the content analysis method and statistical observation. As a result of the research carried out, the main tools to introduce the concept of Community Policing in the United Kingdom, Netherlands, Denmark and France were characterized. It was established that these tools aim to engage the public in collaboration, education and instruction of law enforcement personnel, providing guidance and consultation to citizens, as well as analysis and deterrence of criminal activities. Various forms of police interaction with the public in the United Kingdom are examined and the official website of the country's police service is characterized as a good example of an electronic platform for interaction with citizens. The results of the study can be applied by law enforcement agencies to optimize the implementation of the Community Policing concept, taking into account international experience. Future research may highlight the specific forms of, in particular, the Neighborhood Watch Network and the Home Watch Network.

Security disturbances are events that cause disruption of security stability in the community, both criminal and social problems, which are now familiar to some Indonesian people, so it is deemed necessary to adopt the concept of Community Policing (Community Policing) or commonly abbreviated as "Polmas". In order to create security in the community, the National Police are given the task according to the law so that the Police are able to create comfort and security in the community. The spearhead of the implementation of community policing is the Bhayangkara Supervisor of Community Security and Order (BHABINKAMTIBMAS) who is a Community Officer (Police Officer) who is a member of the National Police in charge of fostering Bhabinkamtibmas and is also a Polmas officer in the Village/Kelurahan. The main problem examined in this study is 1. How Bhabinkamtibmas in fostering security in the Matur community; 2. What is the impact of the presence of Bhayangkara, the builder of public security and order (Bhabinkamtibmas) of the National Police in handling minor crimes (Tipiring) in the jurisdiction of the Matur Police, Agam Regency. The research method used in this research is empirical juridical also known as field research. Data sources consist of primary data and secondary data. Data was collected by means of interviews and document studies. Then the data collected was analyzed qualitatively. The results of the study indicate that Bhabinkamtibmas has the main task of fostering security and order in the Matur community and the impact of the presence of Bhabinkamtibmas Polri in handling minor crimes at the Matur Police

Pozornička delatnost u modernoj srpskoj državi kroz istoriju

This paper is aimed at researching the place and role of police officers in community as one of the oldest modalities of police activity since its inception. In addition to establishing its continuous existence and adaptation to social circumstances and security problems, the paper also addresses the needs and possibilities for the application of community poilicing activities under modern conditions. The paper indicates that activities of police officers in a community should be much more in the focus of both scientific research and police management. The need for greater participation of community policing and sector work in the contents and forms of education of professional members of the police in the light of our experiences and the community policing concept is especially emphasized. The paper examines activities of police officers in community starting from the period of the Serbian uprising, then the period of dual rule, as well as the period of Principality and the Kingdom of Serbia, then the Kingdom of SCS / Yugoslavia, the Second World War, and finally, the period from the Second World War until today, within which we distinguish time of socialism and social self-protection, 1990s, and changes after 2000.

We Are All Police—Abu Dhabi Police Community Engagement Initiative

Abstract Globally, the concept of community policing while applied in a myriad of customized strategies to meet the needs of individual environments is underpinned by common objectives, which include engaging the community to complement a core business of policing, community safety. In parallel, police agencies of all sizes and nationalities have developed a range of targeted campaigns to support and enhance community engagement with police to contribute to building safe communities. The combination of ‘soft power’ or ‘soft’ policing strategies with community policing campaigns is a central tenant of the Abu Dhabi Police, We Are All Police initiative. This article presents the journey of the We Are All Police initiative and the outcome for more than 200 nationalities combining in a 1.48 million population of Abu Dhabi residents. Aligning the vision, aims, purpose, acceptance, and impact of the Abu Dhabi Police community-based strategy contributes to informing deliberations of policy and practice in the policing of a modern society.

Community Policing in Malawi: Citizen Involvement, Satisfaction and Challenges

Abstract The concept of community policing was adopted by the Malawi government as a vehicle to facilitate police and the public engagement in fighting crimes. Considering that community policing has existed for over a decade in Malawi, this study was carried out to holistically uncover challenges associated with public involvement in community policing activities with the purpose to provide empirically backed strategies for the efficient implementation of the concept. The study employed a case study approach. Purposive sampling was used on one hand to select the research site – Central Regions of Malawi and to select the police officers working as Community Policing Coordinators and members of the communities working in Community Police Forums. Quota sampling was used to select police officers and members of the community from each district. Finally, convenient sampling was used to select police officers and members within the quotas of each district. Focus group discussions were conducted with 16 Community Police Forums; interviews were conducted with 16 Community Policing Coordinators; a questionnaire was used to collect data from 144 community members and 200 police officers. Results show that the community members are not satisfied with police officers in the way they implement the community policing because the police do not offer the public enough protection from criminals and that the police mostly treat the community badly. The community members were involved in the implementation of the community policing mainly because of worsening crimes in the community, personal fear of the crimes, need to be recognised by the police and the desire to benefit from the rewards from Non-Governmental Organisations in form of food. The factors that challenged the implementation of community policing include lack of knowledge on community policing on the part of police officers; lack of recognition of community policing; corrupt practices; lack of confidentiality; poor working relationship; and lack of resources. The concept of community policing continues to receive unprecedented attention in police reforms. Much as there is evidence of growing literature on this concept, little is known in Malawi where this study was conducted. In light of this, the study provides valuable literature which might be necessary for global academics and particularly in community policing in Malawi with practical implications on re-designing and continued implementation of community policing in Malawi and perhaps other developing countries.

Supervision of International Narcotics Syndicates Through the Role of the Police as a Community Policing in Dealing with Narcotics Trafficking

UGROŽENOST STARIH OSOBA KRIMINALOM I DRUŠTVENA REAKCIJA KONCEPTOM POLICIJE U ZAJEDNICI

According to the average age of the population, Serbia is one of the oldest countries in the world, which results in increasing problems characteristic for the elderly population.One of them is the endangerment of the elderly by crime. In practice, not enough attention is paid to this issue, nor it is recognized as special and urgent, although due to the current number, and especially growing elderly population, their security problems will be greater and more present in society. Considering that elderly people a particularly vulnerable and discriminated category of the population, it is necessary to devise an adequate safety policy and establish an appropriate system of their protection. Community policing is recognized as a model of policing that can meet these requirements and adapt to the security needs of the elderly. This is because this concept is based on partnership with citizens and problem-oriented work. The police shouldbe open to community representatives pointing out their needs and highlighting security priorities, and the police can identify problems with them and initiate mechanisms for joint action. Community policing is proactive policing in which formal and informal social control are mutually reinforcing one another.The paper presents the most significant findings on endangerment by crime of the elderly aged 60 and over in the city of Belgrade from 2015 to 2019., in terms of: types of criminal offences, time, place, perpetrators and means of execution, as well as injured parties by gender. Also, the paper will show the organizational, functional and other advantages of community policing concept in relation to the traditional way of policing and try to answer whether its implementation can improve the safety of the elderly or adjust its operation to the security needs of this population

Strengthening Community Policing Culture and Practice in Nigeria for Effective Crime Prevention and Detection

With the growing insecurity in the country, many commentators are beginning to question the provision of the 1999 Nigerian constitution, Chapter 2, Section 14 (2)(b), which stipulates that “the security and welfare of the people shall be the primary purpose of government”. In Nigeria today, virtually 50 percent of headline news relates to some form of insecurity affecting almost every part of the country. From the Boko Haram insurgencies in the North East, to Herdsmen – Farmers crisis in the middle belt, to banditry and kidnapping in the North West. From South-South region battling militant agitation, to South-East security menace of separatist agitation, kidnapping and armed robbery. Of recent is the issues of kidnapping and banditry surfacing on highways within the South West region, one would rightly say that the centralized form of Policing structure being operated in Nigeria has completely failed. Hence, agitation for institutionalising the concept of Community Policing in Nigeria. Community Policing is a concept that emphasises proactive measures – preventing the act of crime through intelligence and community participation, rather than reactive policing. It is also principled on partnership and decentralisation of powers for effective crime fighting.

Community policing implementation in the Republic of Serbia: A view from the managers's perspective

Activities aimed at bringing the police closer to the local community and promoting the building of partnerships and common solutions to security problems are referred to as community policing. In the Republic of Serbia, community policing implementation formally started in 2003 through the 'Community Policing' project. After the initial period of implementation, community policing principles were expected to become part of the organizational culture of police organization and a distinctive feature of everyday police practice. Based upon research results presented in this paper, the authors sought to determine to what extent the concept of community policing came to fruition in Serbian police practice and how it works today. The research was directed towards the middle management of the Serbian police, where the sample included all regional police departments in Serbia. The paper concluded that at the time this research was conducted, community policing was not sufficiently implemented in the Serbian police practice, that reactive work still dominated over prevention and proactive work, the organizational structure did not allow greater representation of CP activities, there was a need for additional training of police officers and the legislation which could facilitate partnership between the police and the community was missing.

A Comparative Study Relating to Community Policing in the Context of Bangladesh

This paper is basically concerned with the concept of community policing, its significance, objectives, various organizations and institutions relating to security, community policing in different countries, population growth in comprising with the community policing and finally the conceptual framework and the present scenario of community policing in Bangladesh. The concept of community policing which is an essential part especially for ensuring quality policing in the context of a democratic and developing country like Bangladesh has been briefly discussed in this study. In fact, finally, the conceptual framework has been mentioned in this paper to ensure quality policing after a brief analysis between the concept of traditional policing and community policing with the review of certain developed and developing countries.

The relevance of the research topic are conditioned by the theoretical and practical significance of issues affecting the theoretical, methodological, sociopolitical and practical aspects of the problem of the interaction between the police and civil society institutions in the state governed by the rule of law. These questions are connected with the need to comprehend modern practice to develop new conceptual provisions and dogmatic decisions that are appropriate to the modern conditions. During historiographical analysis it was revealed that the experience of interaction between the police and civil society institutions in the modern states governed by the rule of law in the implementation of the law enforcement function of the state has not been adequately studied and evaluated. The object, subject and purpose of the study were determined in accordance with the current state of legal science. The object of the study was public relations that arise in the field of ensuring the protection of public order, freedom and security of society, state and individual. Police that carries out law enforcement activities on a professional basis and citizens who are actively involved in the implementation of the law enforcement function in the modern state are the subjects of these public relations. Ideas about the main directions and forms of cooperation between police and citizens in the implementation of the law enforcement function of modern states have formed the subject of research. The aim of the study was theoretical and legal analysis of the concept of community policing, which today is the basis for the interaction between the police and civil society institutions in the implementation of the law enforcement function in many modern states. The research methodology was a combination of general scientific (historical, systemic and functional) and special (formal-legal, historical-legal, sociological, comparative state science) methods. The result of the study was the conclusion that the concept of community policing is based on the activities of authorized police agencies to implement the law enforcement function in a modern state governed by the rule of law. These activities are aimed at implementing a model of social partnership and focused on solving specific problems that arise in society.

Implementation of Community Policing Strategy: Impact of Community Factors in Nairobi Country

Crime is a community problem and not just a police problem. The adoption and implementation of Community Policing (CP) in the 1980s, was perceived as departure from the professional ‘police-as-expert’ model of public safety that had been dominant for a long time. The CP approach is designed to engage the community as an equal partner in solving local crime and other security threats within the community. The CP concept was introduced in Kenya in the 1990s.Though it had informally existed in Nairobi County in Ruai and Kasarani estates much earlier.Its formal implementation only gained currency after the Post Election Violence of 2007-2008 in Kenya. Among the factors influencing its implementation in Kenya has received considerable research attention, but challenges impacting on its implementation in Nairobi County have not been adequately documented. This study aimed to fill this research gap by focussing on community factors. The overall research objective sought to determine the influence of community factors in effective implementation of community policing within Nairobi County. The objective of the study was to assess how community factors influence implementation of community policing within Nairobi County. The research findings adds to the body of knowledge, while also benefitting policy makers dealing with issues of community policing. It will also benefit other researchers exploring different aspects of community policing as a strategy to combat crime in city neighbourhoods. The research established that community factors are among the most influential factors that hamper smooth implementation of community policing in Nairobi County. The study recommends that the community needs to be educated on community policing initiatives and how to manage community factors that affect the implementation of CP in Nairobi County.

English Abstract: In the past decade the Israeli government initiated the inclusion of traditional mediators (Shmaglotz) of immigrants from Ethiopia in Israel within the framework of municipal mediation centers, as part of an attempt to cope with the increasing violence in Israeli society. These centers are run by welfare divisions in collaboration with heads of the community and the civil guard, the Joint and other agencies. The study is based on in-depth interviews with Shmaglotz who work in urban mediation centers, and with social workers and policemen who participate in the activation of the Shmaglotz model in the mediation centers. Publications of the Division for Community Policing were also used as a valuable primary source for understanding the community policing concept and for including the Shmaglotz model within its framework. The findings indicate that collaboration between the Shmaglotz and community policemen and social workers is effective in handling problems in the families of immigrants from Ethiopia and serves both the absorbers and the absorbed. For the absorbers, the shared work and the training undergone by professionals helped expose the immigrants' culture and develop awareness of the importance of the Shmaglotz. However, the Shmaglotz model remains unique for the community of immigrants from Ethiopia. For the absorbed, inclusion of the Shmaglotz in the state services enables them to preserve values from their traditional culture, while being exposed to the absorbers' culture.

The meanings of Pacifying Police Units (UPPs) in the ‘marvelous city’

ABSTRACTSince 2008, a new policing program has been in progress in the favelas (slums) of Rio de Janeiro – known by Brazilians as ‘cidade maravilhosa’ (‘the marvelous city’) –, based on the implementation of UPPs (Unidades de Polícia Pacificadora, or Pacifying Police Units). In this article, we analyze the perceptions of dwellers of ten recently pacified favelas, seeking to unveil the meanings they lend to the community policing category. Data gathered with four focus groups, carried out in 2015, showed that UPP is a program welcomed and rejected by those living in favelas, as pacifying methods oscillate between proximity and brutality, contradicting the concept of community policing.

Security Needs of Citizens and Community Policing in Serbia – is There a Link?

The local community represents a context in which a real quality of social life can be researched. One of the life quality indicators is a degree of satisfying security needs of citizens. Among the resources which the local community engages to solve these needs, the police occupy the key position. Within the model of police engagement in the local community, the concept of community policing has great significance as a qualitatively new system of the police organization and functioning based on the correlation between the citizens’ expectations and what the police really do. By interviewing 750 respondents in five communities in Serbia, in which this policing strategy is being realized, their security needs are being determined. The research results indicate that the citizens of the researched communities are concerned about the extent and intensity of the different forms of violence and all forms of social behavior which jeopardize the security of their families. They recognize the police as a local community resource in charge of solving their security needs and they point out the necessity of undertaking preventive activities. The following factors are noticed as the limitation factors: lack of interdepartmental cooperation within the police services and insufficient local community involvement in problem solving.

Pelaksanaan dan Pencapaian Program Kepolisan Komuniti di Malaysia

The effectiveness of Community Policing has been enhanced when PDRM has introduced two strategies namely ‘Ops Payung’ and sector cards that bring closer police personnel to the community or in other words ‘public engagement’. In Malaysia, based on the community’s policing, the community needs the presence of policemen. Unlike the outside world, their community members do not need the presence of police personnel everywhere. The crime prevention concept of Community Policing has long been established. The implementation of the current schemes, the Residents and Rukun Tetangga Association has helped a lot in preventing criminal activity in the surrounding communities. Among the current schemes currently and in Malaysia are the Salleh System, Partner Cop, Voluntary Patrolling Scheme, People’s Volunteer Corps, Police Volunteers, Department of Public Defense Malaysia, Amanita, Motorcycle Patrol Unit and National Blue Ocean Strategy. The implementation and achievement of community policing programs in Malaysia based on eleven organizations under the community policing demonstrate strongly in assisting PDRM especially in combating crime today. Therefore, with these organizations, it will also alleviate the task of members of the PDRM where the community has joined the members in full control of public safety. Now the community together with PDRM is in touch with each other in ensuring that the safety of the locals is always safe from the threat of crime.

Peace Building Challenges in Kenya Implementation of Community Policing as a critical factor

The study sought to identify critical factors in affecting peace building initiatives in Kenya particularly focusing on the community policing implementation as a key factor. The justification being that the challenges facing the implementation of community policing in relation to peace building initiatives in Kenya have not been appropriately documented in the existing peace policies. The community policing concept is being used in remote parts of Kenya where the presence of regular police resources for the maintenance of peace is limited due to extremely harsh climatic conditions, harsh terrain and the vastness of the area to be covered with sparse population. Such areas include places like West Pokot where the pastoralist community often faces cattle rustling challenges as well as other security breaches from neighboring communities in Uganda. Cluster sampling and simple random sampling techniques were used to draw a representative sample consisting of 130 residents and 35 police officers. Data was collected using questionnaires and interview guides. Descriptive statistics namely frequency counts and percentages were generated to capture the distribution of responses on the key issues addressed in the study’s questionnaire. The study found that 71.8% of the respondents agreed that community policing helped in peace building compared to 28.2% of the respondents who disagreed. Key Words: Peace Building Challenges in.
