Puspaga, an abbreviation for Family Planning and Family Welfare Service Center, is a counseling service program that involves various community groups. This program integrates the concept of collaborative governance at the RW hall level, involving residents, community leaders, local government and related institutions. This collaboration aims to increase the effectiveness and sustainability of the Puspaga program amidst the changing paradigm of active community participation in development. RW Hall, as a center for social and cultural activities, is key in creating an environment that supports and understands community needs. Collaboration between RW halls, local government and other institutions is expected to create a holistic and sustainable service model.

Collaborative Governance and the Urgency of Digitizing Public Services: Encouraging Licensing and Legalization of Local Businesses

This study aims to analyze licensing and local business legalization, collaborative governance, and simultaneous digitization of public services. This study takes a case study in Barru District, South Sulawesi. The reason for choosing this case study is because Barru Regency is one of the regencies that has implemented breakthrough innovations in the field of business licensing and has been recognized nationally. This research uses a qualitative approach by relying on online research methods (ORMs) to collect data and information through official government websites. The analysis tool used is Nvivo 12 Plus for data coding. The findings of this study indicate that the Government of Barru District has adopted the concept of collaborative governance and digitization of public services to encourage licensing and legalization of local businesses. It involves the involvement of local governments, the private sector and the general public in a more transparent, accountable and efficient licensing process and business management. The government has also explicitly set up a licensing agency to personally visit business actors. In addition, the government also initiated website-based digital services. The government's official website in Barru District has positively contributed to providing easy and fast access to public services, such as information on business licensing applications, investment opportunities, service standards, and sectoral data mapping. Complaint services and call centres are also available to assist the community in providing input and complaints related to public services regarding licensing and legalization of local businesses.

Collaborative Governance Sebagai Alternatif Pemerintah Daerah dan Perseroan Dalam Mengatasi Permasalahan Sektor Pertambangan: Studi Program TJSL Tambang Galian C PT. AMS di Kabupaten Banyuwangi

Mining activities always provide negative potential in environmental and social aspects. This can be identified in the emergence of community opposition to mining activities. To reduce this, mutually beneficial handling between the Company and the Community is needed, Thus, local governments have a role to create good and mutually beneficial relationships through Collaborative Governance policies. This study seeks to identify the concept of Collaborative Governance carried out in the implementation of the TJSL program at the C Quarry in Banyuwangi Regency through relations between local governments, mining companies, and civil society. Implementing a qualitative approach with the type of case study. Primary data contains observations, interviews, and documentation. Secondary data contains findings in journals, books, and other literature. The results of the study stated that Collaborative Governance in the mining sector carried out through the implementation of the TJSL program at the C Quarry in Banyuwangi Regency involved several stakeholders including the Ministry of Energy and Mineral Resources, the Banyuwangi Regional Government, the Environmental Agency, Mining Companies, and Community Leaders. The mining company actualizes the TJSL principle which is carried out by implementing several programs, namely by contributing material funds to each hamlet allocated to the realm of places of worship, besides that the company is also responsible for all damage that occurs as a result of the activities of highly loaded mining trucks to road infrastructure, as well as sirtu mining material products allocated to community needs as building materials, thus creating a mutually beneficial relationship.

Research on the Path of Improving the Efficiency of Urban Community Governance from the Perspective of Collaborative Governance: A Case Study of Daqing City, China

Under the background of “co-construction, co-governance, and sharing,” the role of the grassroots level is becoming increasingly important. In the past, the governance body was single with blocked information, and the inefficient governance mode required gradual transformation. In order to achieve collaborative governance and break through the obstacles in grassroots governance, the key lies in how to play the role of the community, coordinate the relationship between citizens and the community, and allow the community to better play the role of grassroots governance. Under the guidance of the concept of collaborative governance and combined with relevant data, this paper discusses the problems and current situation of community governance in Daqing City, China, explores the path to improve the efficiency of urban community governance, and puts forward relevant constructive suggestions to better realize the role of community in grassroots governance.

Implementation of Smoke Free Area Policy in Banda Aceh City: Analysis of the Concept of Collaborative Governance

This study aims to examine the implementation of the No Smoking Area policy as stipulated in Qanun Kota Banda Aceh Number 5 of 2016. In an effort to improve the degree of public health, the government controls the dangers of cigarette smoke, of course through collaboration with various parties in the enforcement and implementation of the Smoke Free Area in Banda Aceh City. The purpose of this research is to find out the implementation of the Smoke Free Area policy through the concept in Banda Aceh City. This research uses a qualitative descriptive approach by analyzing Ansell and Gash's collaborative governance theory which includes face-to-face dialogue, trust between stakeholders, mutual commitment, sharing understanding and interim results. The results showed that the implementation of the No Smoking Area has not been running optimally, marked by low public awareness, sanctions that are not firm and socialization that has not been comprehensive. For this reason, it is expected from various parties, including the government, non-governmental organizations, the media, to intensify socialization and guidance to all levels of society in order to increase awareness of the importance of healthy living and smoke-free, community involvement in every activity and the need for strict sanctions so that policies run effectively

Collaborative Governance Concept on Youth Football Governance in Indonesia

Purpose: The study aimed to demonstrate general governance study development leading to collaborative governance related to youth football development to map the position of collaborative governance studies for youth football development Theoritical framework: This study used the general governance concept leading to the collaborative governance concept related to football development. The correlation is that experts consider collaborative governance to be the exit of chronic social issues (Muslim et al., 2021). Although Indonesian football is not a chronic social issue, minimum national achievements with the resources are ought to have serious measures. Moreover, the public’s expectation for national football achievements is astronomical. Method: This Study Literature Review (SLR) will use the Systematic Mapping Study (SMS) method. It aimed to summarize scientific evidence available concerning the research topic, identify gaps in related studies, and recommend future studies regarding the objective and results of various articles. For substance analysis use Nvivo 12, which was described in the form of a word cloud and cluster analysis. Research mapping was conducted using the Vos Viewer analysis to display the research map of football governance and its interrelationships. Results and Conclusions: The study results showed that football governance studies are abundant in developed football countries, particularly Europe, and mostly focused on club governance, competition governance, and involvement of parties leading to football as an industrial commodity. In Indonesia, football publications merely emerged in 2000, discussing football technical issues and recommending the importance of governance studies. Further governance study development mainly discusses the relationship between the government and the federation. Thus, it is often observed from the conflict perspective. Research implications: There are plenty of opportunities to conduct research with various study focus or concern. Several studies are recommending implementing more extensive involvement and suggesting the importance of various parties in football governance, i.e., conceptually, such studies continuously shift to be closer to the collaborative perspective. Orginality/value: There is no study on youth football development collaborative governance. From the institutional aspect, relationships between related parties are often observed from the conflict perspective. Thus, prioritizing the collaborative governance perspective is urgent.

Enhancing Collaborative Governance through IT for Specialized Job Market Programs in Banten Province's Vocational High Schools

INTRODUCTION: Several facts on the ground show that the implementation of Collaborative governance in the Special Job Exchange Program in Banten Province has not been effective. So, it is necessary to analyze and look for the formulation of the ideal Collaborative governance model that can optimize the implementation of the Special Job Exchange policy program in Banten Province.
 OBJECTIVE: This study aims to determine the concept of collaborative governance and formulate an ideal collaborative governance model in the BKK SMK policy program in Banten Province.
 METHOD: This study used a qualitative approach with descriptive analysis. To produce an effective collaborative governance model in the SMK BKK Program in Banten Province, researchers used the Soft System Methodology (SSM) method.
 RESULT: Collaborative governance in the SMK Special Job Exchange Program in Banten Province has not been implemented effectively. Factors in the implementation of collaborative governance in the Vocational High School Special Job Exchange Program in Banten Province are system context, drivers, collaboration dynamics, collaboration action, collaborative outcomes and adaptation factors that have not been optimal. The ideal model to be applied in collaborative governance in the Vocational High School Special Job Exchange Program in Banten Province is a model that involves the five elements of collaboration with equal roles, as well as strengthening in the dissemination of collaboration regulations that govern the roles of each collaboration stakeholder namely government, industry, society, academia, mass media, and legislative.
 CONCLUSION: The government must immediately formulate a concept for elemental participation in the BKK SMK program, and is advised to encourage and maximize the use of IT and the participation of all stakeholders involved in the BKK SMK program in Banten Province.

Collaborative Governance in Tourism Development (Study in Karangsalam Banyumas Tourism Village)

This research is aimed at analyzing the collaborative governance process in tourism development, especially in the Karangsalam Tourism Village. Moreover, this research also analyzes the supporting and inhibiting factors in implementing collaborative governance in Karangsalam Village. This research uses a qualitative approach design, where data collection is carried out by interviews, observations, document studies and focus group discussions. Interviews were carried out by interviewing representatives of all stakeholders, namely from the government, private sector/entrepreneurs and the community. The research results show that Karangsalam Village has implemented the concept of collaborative governance in developing its tourism by involving many parties. The parties involved in the collaboration dynamics have been adapted to the existing characteristics, challenges and opportunities. However, it turns out that the existing collaboration is still not optimal and tends to fade, because there are also factors inhibiting collaboration in tourism development, namely the existence of sectoral egos, conflicts of interest, low quality of human resources, and lack of regulation.

Collaborative Governance dalam Penanganan Covid-19 di Kabupaten Poso

This study aims to determine the collaboration process between stakeholders in handling Covid-19 in Poso District and the obstacles faced. The method used in this research is a qualitative method with data collection techniques through observation and interviews and analysis is carried out starting from reduction, data presentation and verification and conclusion drawing. The results of the study explain that the handling of Covid-19 in Poso Regency can run well because the Poso Regency Regional Government applies the concept of Collaborative Governance. Although there are several obstacles in the collaboration process carried out, namely the shortage of health workers and funeral workers, limited budget for the purchase of personal protective equipment, medicines, oxygen, Covid-19 test kits, isolation costs for health workers and incentives for health workers and tracking personnel, the unavailability of Covid-19 test kits, low public awareness of the dangers of Covid-19 and low public participation in vaccination activities.

Kemitraan Pemerintah Swasta dalam Penerapan Peraturan Daerah Kota Pekanbaru Nomor 08 Tahun 2014 tentang Sampah

This article discusses the concept of collaborative governance in the implementation of Pekanbaru City Regional Regulation Number 08 of 2014 concerning Waste. The waste problem in Pekanbaru City is a public problem faced by local governments, especially Pekanbaru City. The research method used is literature study by reading and exploring various documentation that discusses the main issues and concepts in this study. The results of the study show that the Public Private Partnership (PPP) pattern is a form of collaborative governance in waste management through the implementation of Pekanbaru City Regional Regulation Number 08 of 2014 concerning Waste. In the provision of public services through the PPP pattern, there are four aspects to consider in the provision of public services, namely (a) the potential aspect of the implementation of the PPP, (b) the aspect of the potential obstacles to the PPP scheme, (c) the aspect of analyzing the benefits and costs of the PPP pattern, and the aspect of the private sector's interest in the provision public service.

Stakeholders Mapping in Election Management in West Nusa Tenggara Province

Purpose: This study aims to analyze stakeholder mapping as a model for strengthening the role of stakeholders in election management. This model explores the success of election management using a collaborative approach between election management bodies, namely the General Election Commission, the Election Supervisory Body, and election stakeholders. Method: The object of study is limited to the 2019 elections in West Nusa Tenggara (NTB) Province. This study uses a qualitative method with a case study approach. The findings of the research show that the stakeholders collaborating in election management are mapped using the hepta-helix model, namely the collaboration model of seven stakeholders: (1) the election management body; (2) the government; (3) the business world; (4) NGOs; (5) mass media; (6) universities; and (7) political parties. Results and Conclusions: This finding proves that election management has implemented the concept of collaborative governance. Nonetheless, collaborative governance in election management does not place all collaborative actors in decision-making. Specifically for the decision-making stage, this is the function of the election management body, while other actors function as a support system in the management of election management. The weakness of collaborative election management practices is that the categories and functions of each actor as a stakeholder have not been mapped. Research implications: This study recommends that the application of the collaborative governance model in election management should be preceded by the preparation of stakeholder mapping into the main, key, and secondary stakeholder categories with their respective functional roles. Originality/value: The findings of stakeholder mapping in election management emphasize that the application of the concept of collaborative governance from Anssel and Gash which is well established in the science of public administration will only be successful if it is supported by stakeholder mapping initiated by Grimble and Wellard, as well as the election stakeholder model initiated by Allen Wall.

Collaborative Governance Of Marine Plastic Waste Of Local Administrative Organizations In Thailand Case Study: Phuket City Municipality

This article aims to study the collaborative role of Phuket City Municipality in marine plastic waste management among public, private and social sector. Selection of key informants was done by a theoretical sampling method through Collaborative Governance theory. The sample group was divided into 3 groups: government, private and social sector. Since it was a case study, key informants were selected by purposive sampling. The tool used was semi-structured interview and analyzed data by content analysis and triangulation validation.
 The findings showed that Phuket City Municipality has created cooperation among government, private and social sector according to the legal authority, clear goals system to drive in every dimension as follows: 1.Government sector: Phuket City Municipality collects, transports, and disposes the waste according to its duty. Phuket Provincial Committee was established to be a driver and integrator in the cluster of local administrative organizations , local government agencies , international organizations and ministerial level. 2. Private sector creates cooperation with large waste sources to participate in the management of source waste through social networks. 3. Social sector by building cooperation through community leaders and the community of Phuket City Municipality, promoting the processing of recycled products, creating a provincial environmental foundation to reduce bureaucratic constraints, educating on waste management through municipal schools, creation of communication channels to solve problems with the people, and building cooperation with educational institutions to educate and build cooperation with the public. The cooperation of these 3 sectors is in line with the concept of Collaborative Governance

Collaborative Governance in Handling Limited Face-to-face Learning Cases of Corona Virus in Elementary Schools in Bekasi Regency Case Study: Education Office and Health Office of Bekasi Regency Government

This study aims to examine how the application of the concept of collaborative governance is carried out by the Bekasi Regency government by involving the Education Office and Health Office to handle the limited face-to-face learning of COVID-19 in the Bekasi Regency elementary school environment. This type of research uses a qualitative approach. This qualitative research method was chosen so that researchers can describe or understand an event that occurred to the researcher being studied. This study uses a descriptive type, research conducted to determine the points of independent variables, either one or more variables without making comparisons between one variable and another in the form of events or symptoms experienced directly by the researcher and based on the results of the researcher’s observations. The results of the study show 1) Face-to-face dialogue: there is no definite schedule regarding when meetings are held, and in handling face-to-face learning limited to COVID-19 for elementary schools in Bekasi Regency, there are obstacles so that communication cannot be carried out optimally. 2) Trust building: the actors involved have shown mutual acceptance toward the membership of the collaboration participants that have been determined previously, and the local government, those involved, already have tupoksi in accordance with their respective authorities and abilities. And openness or transparency in collaborative activities cannot be said to be good. 3) Commitment to the process: each service as a whole has contributed and has an awareness that solving this pandemic problem cannot be done by one group alone but must be done together. 4) Shared understanding: collaborating parties have been able to identify problems that are one of the inhibiting factors in collaborative activities. 5) Intermediated outcome: in the application of collaboration, the results have not been very satisfactory.

A MODEL OF COLLABORATIVE GOVERNANCE FOR RELIGIOUS EDUCATION BOOK ASSESSMENT PROGRAM

The religious education book assessment (REBA) program is one of the national book governances in Indonesia implemented by the Ministry of Religious Affairs collaboratively. However, this program is considered to have not divided the functions of stakeholders appropriately in accordance with the concept of collaborative governance and national book regulations which are the responsibility of the government, private sector and community. The results show: (1) stakeholder functions are based on variable indicators of collaboration by dividing responsibility among six program implementation teams (verifiers, IT teams, book assessors, supervisors, supervisors, and instrument developers). (2) The collaboration model of this program refers to the principles of collaboration dynamics: face-to-face, motivational sharing, attractive communication, knowledge, and high adaptability. (3) Macro collaboration between the government, private sector, and community needs to be optimized to support REBA programs that are oriented towards producing religious education books that are suitable for use by the community.

ANALISIS COLLABORATIVE GOVERNANCE DALAM PENYELENGGARAAN PELAYANAN PUBLIK PADA SAMSAT WILAYAH KABUPATEN NATUNA

Especially in this age of globalization, the government bureaucracy must respond to the community's needs and demands for improved public services. The government agency in charge of vehicle tax services is one of the entities tasked with receiving PAD and sustaining public services. The presence of collaborative governance is a concept utilized by an organization to achieve long-term objectives and effect transformational change. This study's objective was to investigate the application of the concept of collaborative governance in the Regional Samsat of Natuna Regency. This study employs a qualitative methodology for collecting primary data, including interviews and observations. The results showed that the implementation of collaborative governance in the Samsat Office of Natuna Regency was Starting Condition, Collaborative Process, Facilitative Leadership and Institutional Design.

Collaborative Governance in Kelompok Wanita Tani (KWT) Women's Empowerment Programs to Realize Food Security in Cilegon City

This study describe the process and implementation of the Collaborative governance program in the Kelompok Wanita Tani program is one of the main breakthroughs in providing family food security through yardland in Cilegon City. This is because the increase in food prices has experienced a spike. After all, the world's food reserves are experiencing a crisis, especially during the pandemic. This research aims to analyze the concept of Collaborative governance in the KWT program, understand the pattern of collaboration actors in the KWT program's implementation, and know the inhibiting and driving factors in the Collaborative governance process. By using the theory of Collaborative governance, Ansell and Gash, with the Collaborative governance Model, which includes: face-to-face dialogue, building trust, shared commitment, shared understanding, achievement of results, obtained the theoretical analysis which shows that the Collaborative governance process has not been distributed equally on KWT program in Cilegon City. It can be proved by the fact that there is no monitoring and evaluation schedule for KWT capital assistance that is given to all KWT in Cilegon City to execute the programs to actualize family food security, the lack of maintenance carried out by the government in increasing the participation of each member of the Kelompok Wanita Tani, there is still a lack of support from the sub-district government due to lack of understanding of the role in the KWT program, there are still KWT programs that did not make in a long-term collaboration between collaborating actors which caused the program only runs at the beginning of the program. Also, there is no harvest innovation product from all KWT in Cilegon City. This research hopes that it can be used as an evaluation material and tighten monitoring of the KWT program to actualize food security.

Collaborative Governance dalam Perlindungan Tenaga Kerja Wanita di Kabupaten Serang pada Tahun 2018

The implementation of collaborative governance in the protection of Women's labor in Serang regency in 2018 is one of the solutions in solving the problem of Women's labor in Serang regency. Serang Regency area ranked first in banten province with 696 people in 2018. Therefore, the concept of collaborative governance is very suitable to be carried out to cooperate in solving the problems of this woman's workforce. This study measured the success rate of De Seve's theory, collaborative governance theory. The basis of this theory is 8 measures of success, namely, network structure, commitment to goals, the existence of anxiety between actors in the network, the existence of certainty, access to power, sharing accountability for information sharing and access to resources. This study uses qualitative research methods. Data collection was carried out observations down directly to interview the Disnaker Serang Regency, BP3TKI and SBMI. The results of this study explain how this collaborative governance process has not run optimally. The absence of administratively formed networks and the absence of agreements between these three agencies have difficulty carrying out collaboration. So that researchers encourage related agencies to encourage the creation of agreements between agencies so that administratively and legally clear their positions so that they can carry out the collaboration of women's labor protection to the maximum.

Penguatan Perlindungan Anak Kota Bandung Dalam Perspektif Collaborative Governance

Child protection has been an effort to guarantee and protect children to be able to live, grow and develop with their rights and dignity. However, nowadays there are many incidents of neglecting children, wrong parenting patterns, trafficking, and sexual, physical, and then psychological violence into common problems requiring various parts. Therefore, to follow up, the government must deal with it by collaborating with various stakeholders. This study aims to analyze how the collaboration built by the government and other stakeholders in the prevention and realization of Child-Friendly Cities. The method used in this research is a qualitative approach and a descriptive method. The techniques collection data used in this observation that was in-depth structured interviews with resource persons, and a literature study. The results of this study indicate that the application of strengthening child protection in the city of Bandung between the government and the other stakeholders has shown conformity with the concept of Collaborative Governance although there are some shortcomings in was implementation.

COLLABORATIVE GOVERNANCE MODEL IN INDONESIAN INNOVATION STARTUP PROGRAM: THE MASKIT STARTUP CASE STUDY

This study aims to identify, describe, and analyze collaborative governance models of public services in the Indonesian Innovation Startup (SII) program conducted by the Directorate of Technology-Based Start-ups, National Research and Innovation Agency (BRIN). This study uses the Integrative Framework for Collaborative Governance in realizing organizational goals. This concept is used in order to analyze the role of stakeholders in participating in realizing collaborative government governance in the implementation of the Indonesian Innovation Startup program. This research uses qualitative research with the case study method of the Maskit startup in the Indonesian Innovation Startup (SII) program. The data sources come from documents regarding the SII program and the concept of collaborative governance as well as interviews from various sources. The data are collected through interviews, observations, and documentation carried out by involving related parties, namely the program organizers (government), participants (startup companies), and incubators. The results of the study show that the collaborative governance process in the SII program followed by the Maskit startup, has generally implemented the concept of the Integrative Framework for Collaborative Governance. All elements within the framework, including principled engagement, shared motivation, and joint capacity, have been implemented by all stakeholders involved, namely BRIN as the organizer of the SII program, Maskit as the startup participating in SII, and University of Indonesia as the incubator. This research is expected to enrich academic studies on collaborative governance in the realm of public policy and can be used as a reference for those who wish to conduct similar research or create collaborative programs with elements of government, universities, SMEs, and various other relevant parties.
