Analysis of Comprehensive Land Consolidation in Cultivated Land Reserve Resource Areas Based on Two-Level Geographical Unit Division

The scientific and reasonable division of geographical units of cultivated land reserve resource areas is an important foundation for comprehensive land consolidation (CLC). Saline–alkali land is an important cultivated land reserve resource, and is significant for ensuring food security. This paper constructs a two-level land consolidation index system for cultivated land reserve resource areas. The Kruskal graph theory clustering algorithm was used to divide the study area into four types of ecological zones. On the basis of ecological zones, the study area was further divided into three types of consolidation units. Finally, the spatial relationship between ecological zoning and land use types was clarified, and the classification distribution of land consolidation potential was determined through an analysis of the CLC of two-level geographical units. Da’an City, Jilin province, China, was selected as the study area. The results of this study show the following: (1) In Da’an City, the conservation priority areas are concentrated in the north, the development priority areas are concentrated in the central and southern areas, and the comprehensive upgrade areas and adjustment rebuilding areas are in the transition zones. (2) The CLC potential trend is low in the north but high in the south in Da’an City. This paper proposes a framework for a geographical unit delineation method for saline–alkali-enriched cultivated land reserve resource zones, and analyzes the spatial layout of ecological protection demands and land consolidation potential in Da’an City. The results and conclusions of this study will provide a reference for CLC in cultivated land reserve resource areas.

Theoretical Logic and Implementation Path of Comprehensive Land Consolidation for Promoting Common Prosperity: A Case Study of Ningbo City

Eliminating poverty and achieving social justice are global concerns. China has focused on common prosperity. Comprehensive land consolidation is a potential policy tool that can contribute to common prosperity, but its effectiveness and implementation methods are yet to be verified and discussed. Therefore, we construct an analytical framework to understand how comprehensive land consolidation promotes common prosperity. The pilot area for comprehensive land consolidation in Ningbo City is used as a qualitative case study. The research results indicate that comprehensive land consolidation focuses on development and sharing to promote high-quality socio-economic development, social fairness, and justice. The paths for achieving development included the following: (1) a network governance structure consisting of multiple entities to enhance land governance; (2) various consolidation activities were conducted at the town scale to optimize the functionality and spatial pattern of public spaces; and (3) enabling the flow of urban and rural factors for improved resource allocation efficiency and providing an impetus for industrial development. The paths for achieving sharing included clarifying collective land ownership and promoting land transactions to provide diverse land values and ensure a shared distribution. This research provides new insights applicable to other Chinese cities and numerous developing countries engaged in land consolidation to address social distribution issues.

The Impact of Governance Structures on the Distribution of Land Consolidation Benefits in Urban Areas: Case Studies in Ningbo, China

Against the backdrop of an urban-rural dual structure, governance structure significantly influences the fairness and sharing of land value increment profits from land consolidation in various regions. This paper develops a spatial-institutional analytical framework, reflects on the traditional government-led land quota planning management mechanism and advocates optimizing governance structures in land consolidation to facilitate urban-rural element flows and the sharing of land value increment profits. This paper selects two comprehensive land consolidation cases in the Fenghua District and Cixi City of Ningbo, representing government-led and village collective self-organized governance structures. The research shows that the Fenghua case adopts a government-led state-owned enterprise coordinated governance structure, which state-owned enterprises bear operational risks and the majority of profit sharing, while village collectives, as landowners, are insufficiently protected in benefit sharing. The Cixi case employs a government-embedded village-town governance structure, with the village collectives as the main operating body, allowing collective construction land to enter the market to ensure the sharing of community profits. Both governance structures promote the bidirectional flow of urban-rural land resource elements; the former significantly drives urban development, while the latter ensures better benefit sharing for village collectives. The research proposes that optimizing governance structures and improving land quota allocation mechanisms can further stimulate various entities’ participation in land consolidation and land value activation.

Research on Comprehensive Land Improvement Strategies under the Background of National Spatial Planning

The middle reaches of the Yellow River, as the region with the most severe soil erosion and pollution in the entire basin, face severe challenges in ecological protection and economic development. Due to the constraints of arid and semi-arid climate conditions, the problem of soil erosion is severe, and the ecological quality is severely degraded; With the rapid expansion of urban areas and continuous adjustment of industrial structure, land consolidation has become fragmented and spatial layout has become disorderly; The accumulation of domestic and production wastes has made the land pollution problem more serious. Zoning management framework for comprehensive land consolidation in oasis rural in arid area: Case study of the Ugan‐Kuqa River Delta Oasis in Xinjiang, China

AbstractComprehensive land consolidation (CLC) is a strategy to promote the intensive, efficient, and sustainable use of land, and is of great significance in repairing degraded land in oases, reversing the decline of the countryside, and activating multiple values of land use. However, how to scientifically assess and zoning management of CLC in dryland oases remains an open question. In this study, a comprehensive analytical framework was established to assess the characteristics of land‐use transformation and the potential for CLC using remotely sensed and geospatial data and spatial analysis methods, a multi‐objective territorial differentiation model, and collaborative path for CLC in oasis villages was proposed. The following key results were obtained. (1) From 2009 to 2018, urban and rural settlements in the hinterland of the Weiku Oasis expanded by 40 km2, and shrub forests and grasslands in the oasis‐desert transition zone shrank substantially by 21.13 km2. The newly cultivated farmland in the oasis‐desert transition zone only offset 62.9% of the occupied farmland in the hinterland of the oasis. (2) The pattern of comprehensive rural land consolidation potential in the Weiku Oasis was consistent with territorial differentiation, with a gradient decrease from the hinterland of the oasis to the desert. The average potential for Comprehensive land consolidation (PCLC) index was 0.31. (3) Three consolidation priorities and six consolidation types were identified for the proposal of 14 combined modes of CLC. Territorial differentiation with respect to the combined modes was discussed. Overall, this study provides useful insights for promoting efficient and sustainable utilization of oasis land resources and implementing zoning management.

Theories and practices of comprehensive land consolidation in promoting multifunctional land use

Rapid urbanization requires comprehensive land consolidation to manage multifunctional land use. The promotion of multifunctional land use is an effective rural development strategy for upgrading comprehensive land consolidation and stimulating rural vitalization. This study attempts to illustrate the connotation and characteristics of comprehensive land consolidation and reveal the driving mechanism in promoting multifunctional land use. This was achieved by constructing a complete process analysis framework of comprehensive land consolidation and using the town of Hemudu in Zhejiang province, a comprehensive land consolidation pilot area, as a case study. Land use practices in Hemudu were examined, and the impact of comprehensive land consolidation on multifunctional land use was measured quantitatively. The results show that comprehensive land consolidation is characterized by meeting multiple needs, taking diversified engineering measures, and increasing efficient function supply to address the issues caused by the mismatch between the supply and demand of land use functions. These strategies contribute to a continuous process of land use transition in the consolidation area and help to achieve balanced and healthy ecological elements, optimal landscape structures, realized land value, enhanced function supply, and empowered rural culture. The implementation process in the pilot area was complex and systematic, from the integration of rural space to the improvement of villagers’ quality of life, and finally, to the restoration and protection of the ecological environment. Overall, the implementation promoted multifunctional land use in Hemudu but the imbalance between different functions still exists and is significant. Concerning the improvement of land use function, optimal paths are proposed to guide rational and scientific comprehensive land consolidation practices in the future.

Driving Mechanism of Comprehensive Land Consolidation on Urban–Rural Development Elements Integration

Identifying the driving mechanism of comprehensive land consolidation (CLC) on urban–rural development elements integration (URDEI) is of great significance for promoting the coordinated development of urban and rural areas. Based on the composition of urban and rural element systems, this study establishes the theoretical framework of the influence of CLC on URDEI and verifies the framework through empirical cases in Chongqing, China. The results show that (1) CLC promotes URDEI and realizes the rational allocation of urban and rural resources by improving the quality of urban and rural elements and opening up two-way flow channels. (2) The case analysis demonstrates that CLC can improve the quality of rural elements and increase the added value of the flow to the city, which in turn drives urban elements such as talents, technology, and capital to pour into the countryside, therefore forming a realistic path for the URDEI. This study helps understand the role of CLC in the transformation of URDEI and provides a reference for the scientific implementation of land consolidation.

Comprehensive Land Consolidation Zoning Based on Minimum Cumulative Resistance Model—A Case Study of Chongqing, Southwest China

Comprehensive land consolidation (CLC) has become an effective tool for promoting the coordinated development of production, living, and ecological spaces (PLES) in rural China. Given the remarkable territorial differentiation, planning strategies that are geared towards local conditions are indispensable for implementing CLC projects. This study employs the minimum cumulative resistance (MCR) model to simulate the horizontal competition among PLES in Chongqing. The suitability evaluation index system for PLES was developed using natural ecological data, socio-economic data, and land use data from Chongqing Municipality. The results show that: (1) Based on the principles of productivity, livability, and sustainability, the suitability of PLES in Chongqing is classified into highly suitable, moderately suitable, generally suitable, unsuitable, and extremely unsuitable areas. The spatial distribution of suitability across different levels in Chongqing exhibits certain degrees of overlap, intersection, and clustering. (2) Based on the different resistance relationships, 1031 townships in Chongqing were divided into seven types of CLC areas. The northeastern and southeastern regions of Chongqing Municipality exhibit distinct ecological and functional advantages, whereas the northern and western parts of the city are characterized by greater multifunctionality. (3) Tailored CLC measures are suggested for various suitability scenarios, aligning with local conditions and planned developments. The MCR model and PLES theory integrated zoning methods for CLC are practicable and effective, providing a scientific foundation for the construction of land consolidation plans in Chongqing and important references for regional sustainable development.

Analysis and Evaluation of the Benefits of Rural Land Remediation Planning in China

Compared with land improvement performance evaluation and post evaluation, the essence of the former is to conduct predictive analysis and evaluation of events that have not occurred, while the latter can directly use indicator data that has occurred for analysis. This article conducts corresponding benefit analysis and evaluation of comprehensive land consolidation work through qualitative and quantitative evaluation, closely focusing on the goals and tasks of national land consolidation planning and provincial land use overall planning, and coordinating and arranging projects such as land consolidation, reclamation and development, and urban-rural construction land increase and decrease linkage. By utilizing urban land consolidation models such as old city renovation, we aim to improve the efficiency of urban land use and increase the effective area of urban construction land. In accordance with the requirements of the new rural construction, efforts will be made to strengthen land consolidation, concentrate on promoting land leveling and the construction of farmland water conservancy, field roads, and field protective forests, and effectively promote the scale and industrialization of agriculture; Efforts will be made to promote village renovation and form a new rural pattern with relatively concentrated housing and beautiful environment.

The Development Status and Prospects of Comprehensive Land Remediation in the Whole Region

China has vast land, and rural land is the foundation for farmers' survival. In recent years, rural areas have been vigorously promoting the strategy of rural revitalization, and the fundamental task of rural revitalization is to first rectify the land, as the land in rural areas is now relatively scattered. Comprehensive land consolidation has become an important means to implement the concept of ecological civilization construction and the strategy of rural revitalization. It is also a platform for the Ministry of Natural Resources to fulfill the responsibilities of unified land use control and ecological protection and restoration, and to implement land spatial planning. Construction and Optimization of an Ecological Network in the Comprehensive Land Consolidation Project of a Small Rural Town in Southeast China

In recent years, China has put forward comprehensive land consolidation projects to solve problems in rural areas, such as cultivated land fragmentation, scattered spatial pattern of construction land and ecological environment pollution, and boost the rural revitalization strategy. Constructing ecological networks is important for maintaining ecological security. This study built an ecological network using morphological spatial pattern analysis (MSPA), spatial principal component analysis (SPCA) method and minimum cumulative resistance model (MCR) models to analyze the spatial and temporal characteristics and ecological security pattern. Finally, it was optimized by analyzing ecological network indices and using two methods of adding additional ecological sources and stepping stones. The results show that ecological sources and ecological corridors for three phases are located in the central and northern parts with an uneven distribution. In fact, adding new ecological sources is more efficient in balancing the ecological pattern of a study area. The ecological network indices α, β, γ and C values increased by 15.3%, 8.4%, 8.5% and 3.3%, respectively. Constructing and optimizing an ecological network is expected to provide scientific basis for small-scale landscape design, provide theoretical reference for spatial pattern optimization of comprehensive land consolidation projects and coordination of regional development and ecological protection.

Land Consolidation in Rural China: Historical Stages, Typical Modes, and Improvement Paths

Land consolidation is an important means to optimize land-use structure and improve the level of intensive and economical use of land, and it is also a critical measure to coordinate economic and social development and promote cultivated-land protection. Therefore, the scientific advancement of land consolidation is of great significance to comprehensively promote rural revitalization and build a modern agricultural power. In this study, we explore the history of rural China’s land consolidation since 1949 and divide it into five stages: start-up stage (1949–1977), exploration stage (1978–1997), rapid development stage (1998–2007), quality improvement stage (2008–2018) and comprehensive consolidation stage (2019 to present). In different stages, there are obvious differences in national policy orientation on land consolidation. The differences in organization and implementation entities determine that government-led land consolidation, enterprise-driven land consolidation and villager-initiated land consolidation are the three main modes of rural land consolidation in China. To overcome the problems existing in current rural development and boost rural and agricultural modernization, it is urgent to adhere to planning-led and ecological priorities, build a diversified input pattern, innovate the public participation mechanism and strengthen full-process supervision, scientifically promoting the whole-region comprehensive land consolidation in rural China.
