Structural Model of Community Participation in Rural Development in Jambi Province, Indonesia

This study aims to examine the level of community participation and its enabling factors. The study covered 277 rural communities selected by the area sampling technique, at the district, sub-district, and village levels. The data were analyzed using the SEM-PLS method. The analysis results show that the level of community participation in Jambi Province in village development is influenced by internal community factors, such as socio-economic status and community culture, while community external factors, such as the role of mass media, village head leadership and public services hardly have any significant effect. Community culture variables mediate social media variables and socioeconomic status in determining community participation. Therefore, it is suggested that the government optimize the role of mass media as a medium of information, education and services to strengthen culture. The government must also provide feedback on the community participation in the development in the form of public facilities, economic stability, security and ease of access to education so that it will make it easier for the community to improve their socio-economic status, which in turn will create a good culture of social life. It is necessary to disseminate information within the community about various forms of services to the population that are easily accessible so that the community can feel their role and enjoy benefits of these services.

Gender and Local Organisations toward Sustainable Rural Development

Local organization and gender participation are two elements that have the significant role for the rural development plan. The objectives of the study are to describe the function and role of the local organizations as a media for participation, job allocation of men and women performed in rural development plan. A case study method was used with the key informants from the local organization committees, target group, and development facilitators. The data collected are the type and form women and men contribution, roles and functions of the local organizations in the rural development plan process, and the activity proposed by men and women. The study indicated that the involvement of men and women in the development plan process encourages community participation in rural development and generating a better development plan. Women have the significant role in the identification of problems and planning, primarily related to social and economic aspect affecting household activities, while men profoundly concern to public infrastructure affecting to economic activities. The involvement of men and women should be a necessity for every rural development because the proposed action planned is based on the local community needs.

PARTISIPASI MASYARAKAT DALAM PEMBANGUNAN DESA (Studi Kasus Desa Tolonuo, Kecamatan Tobelo Utara Kabupaten Halmahera Utara)

Community Participation in Rural Development is an obligation as stipulated in Law Number 6 Year 2014, article 63 paragraph (2) part (e) yakn "Participation in various activities in the village" is meant with various activities is village development activities.The form of this research is descriptive qualitative conducted in Donsa Tolonuo, North Tobelo Subdistrict, North Halmahera Regency. Data collection techniques are conducted by interviews, observations and other supporting documentation relevant to this research. Data examination techniques include degree of trust, dependency and certainty. Findings in research on Community Participation in Development (Tolonuo Village, North Tobelo Sub-district of North Halmahera District). Where village development can be designed to create more advanced and healthy socio-economic conditions for all communities through their active participation, and based on full confidence in their initiatives.Finally the researchers said Hopefully the results of this study, later, can provide benefits for the community, the world of academics and related apparatus.

Challenges and lessons learnt from a sanitation project in rural Bolivia

ABSTRACTThe University of Arizona chapter of Engineers Without Borders USA has faced multiple challenges involving community participation in rural development, in the Andean community of Marquirivi, Bolivia, both in rural design and in community participation. Despite successful construction of a shower house in 2014, the EWB-USA UA team experience with community participation revealed the numerous complexities involved in engaging successfully with communities. The importance of previous aid in a community with development projects also emerged as critical in shaping actions. This article discusses lessons learnt and recommendations for rural infrastructure projects, as well as the EWB-USA model of sustainable development.

Strategi Pemerintah Desa Untuk Meningkatkan Partisipasi Masyarakat dalam Rangka Pembangunan Desa (Studi pada Desa Kemamang Kecamatan Balen Kabupaten Bojonegoro)

Village Government Strategies to Increase Community Participation in the Framework of Rural Development. Community participation in Desa Kemamang appears in the implementation of the policy that is related to the development of the village, but in general the participation of people in Kemamang Village is less than the maximum. The purpose of this study is to know and describe the strategy of village government to increase community participation in the framework of village development in Kemamang Village Balen District Bojonegoro District. Data analysis in this research is done qualitative descriptive data analysis technique and to determine strategy done with SWOT analysis. The results show that based on SWOT matrix and SWOT analysis in Diagram, it is known that the right strategy to be applied by Kemamang Village Government of Balen District Bojonegoro Regency in increasing community participation in rural development is S-O strategy. The strategy is to build a shared commitment with the community and utilize the funds so that the realization of village infrastructure development can be completed soon. Enhancing Community Participation for Rural Development in Central Ejagham of Cameroon: Challenges and Prospects

Community participation in rural development is no longer a new terminology in the development lexicon of developing countries. In most developing nations, there exist a great disparity between the rural and the urban centres in terms of socio-economic development. Central Ejagham, an enclaved community in Manyu Division of southwestern Cameroon has, over the years, been faced with a number of development challenges. In response to this, and inline with the government of Cameroon’s policy of supporting self-reliant development, the community engaged in a series of self-defined community development activities in a multiplicity of sectors, on the bases of locally identified abilities and resources. This paper adopts qualitative methods such as interviews, focus group discussions, detailed field observations which were complemented by secondary data sources and content analysis to examine the barriers and indigenous efforts towards enhancing community participation in Central Ejagham. We observe that the level of participation in a majority of the projects falls either within the “tokenism” or the “citizen control” rungs of Sherry Arnstein’s Ladder of Citizen Participation. In addition, although “tokenism” rung projects in Central Ejagham receive much financial and technical support, although they are saddled with commitment-related challenges. Conversely, projects at the “citizen control” rung are characterized by significant commitment but are hampered by limited (financial and technical)resources. To further enhance community participation, we recommend that projects at the “tokenism” rung which are generally viable in terms of financial and technical capacity be stepped up to the “citizen control” level, inorder to guarantee maximum participation for better results. In addition, we suggest that the legislative arm of the government should introduce a bill on the need to effectively support community developmental efforts. This. We believe, will make “citizen control” rung projects to become more effective. Finally, a platform to guarantee the sustainability of projects and to ensure the adequate dissemination of information on sourcing for external funding to support projects should be introduced.

Decentralization and Participatory Rural Development: A Literature Review

Most of the developing nations are still struggling for efficient use of their resources. In order to overcome physical and administrative constraints of the development, it is necessary to transfer the power from the central government to local authorities. Distribution of power from improves the management of resources and community participation which is considered key to sustainable development. Advocates of decentralization argue that decentralized government is source to improve community participation in rural development. Decentralized government is considered more responsive towards local needs and development of poor peoples. There are many obstacles to expand the citizen participation in rural areas. There are many approaches for participatory development but all have to face the same challenges. Current paper highlights the literature about Decentralization and participatory rural development. Concept and modalities of Decentralization, dimensions of participation, types of rural participation and obstacles to participation are also the part of this paper.

Local government citizen participation and rural development: reflections on Uganda’s decentralization system

The governance and development discourse continues to embrace citizen participation as a fundamental mechanism of building local capacity towards poverty reduction and rural development. This article presents a review of the decentralization system of local governance in Uganda and evaluates its participatory mechanisms to establish how far they have enhanced the process of rural development. The review acknowledges achievements in human development, arising from citizen participation and representation, but these are yet to be translated into empowerment and shared benefits for the rural poor. Whereas some powers and functions have been devolved to local governments, the cardinal goals of decentralization seem to be elusive, whereby there is less support of the community’s role in raising resources for local development, demanding accountability from their leaders, participating in planning, and choosing their leaders without manipulation from the local ‘elite’ at the time of elections. The unfolding central government (CG) control rekindles the ‘recentralization’ of decentralization. It is argued that tackling rural development in predominantly agricultural economies like that of Uganda requires participation to link to mechanisms that can boost agricultural production, increased employment and household incomes. Likewise, the central government’s conceived development strategies should enlist participation in order to attain strong local ownership and empowerment. Points for practictioners The greatest challenge of local democratic representation is the failure of its associated human development elements to translate into production and improvement in household incomes. To realize the cardinal goals of decentralization and community participation in rural development requires invigoration of the local community’s role in resource mobilization, demanding accountability from local leaders, participating in planning, and choosing leaders without manipulation from the local elite and central government. Thus, participation must translate into effective representation and empowerment before benefits for all can be realized to spearhead poverty reduction. Likewise, tackling rural development in predominantly agricultural economies requires participation to link to agricultural production, increased employment and household incomes.
