A Review of Effects of Quality Municipal Services on Citizen Satisfaction in Malaysian Municipal Council: A Content Analysis

Government was established primarily to provide services that will make life worth living to their citizens. Accordingly, local governments as third tier government in Malaysia are created to bring government closer to the local communities’ at the grassroots and for transformation of lives at the rural level. One of the ways of bringing government closer to the people at the grassroots is through the delivery of service in a satisfactory, timely, effective and adequate manner. This paper is therefore an examination of Local Government and Municipal Service Delivery in Malaysia. It argues that the constitutional mandate of local council in terms of “function performance” has not been translated into reality in many occasions. Thus, the paper concludes and recommends that municipal council must attempt to overcome the challenges that have by-passed their performance. It is only by this can they be positioned to render cutting services in a timely, effective, adequate, prompt and satisfactory manner to justify their continuous existence and huge financial allocations to them. Municipal awareness also gives a sense of satisfaction of the citizens. The study recommends that there is needs for local municipal to be strategies to makes the local council more robust for enhancing the lives of inhabitants and to foster good relationship between the management and local people in the area. The study also gives recommendation of enlighten the local community on the important of community participation in provision and maintenance of public service delivery.

Extent of Community Participation in the Provision of School Plant in the Administration of Public Secondary Schools in Enugu State

The study examined the extent of community participation in the provision of school plant in the administration of public secondary schools in Enugu State. One research question and one null hypothesis guided the study. Descriptive survey research design employing simple random sampling was used to sample 7211 of all the principals and classroom teachers from both rural and urban schools in Enugu State: Out of which 702 respondents responded to the study. The instrument used for data collection was questionnaire. The questionnaire was face validated by experts in the field of education, a reliability co-efficient of 0.73 was obtained using croanbach alpha method of determining internal consistency of the instrument. The research question was answered using mean and grand mean while the hypothesis was tested using t-test statistics. The result revealed that the extent of community participation in the provision of school plant in public secondary schools in Enugu State was low. Significant differences did not exist in the mean perception scores of principals and teachers regarding the extent of community participation in provision of school plant in the public secondary schools in Enugu State. It was recommended among other things that regular interactive programmes for instance radio-link and meet the people-tour should be conducted for both the principals and community representatives, the need for provision of school plant in schools. The application of Operational Research (OR) procedures to maternal mortality from puerperal sepsis in a rural community

An operation research (OR) procedure on maternal mortality from puerperal sepsis was carried out in Irepodun Local Government Area of Kwara State of Nigeria. The study involved ten focus groups discussion (FGD) in two districts of the Local Government Area. The findings were analysed from three broad perspectives, that is, consumers' views, providers' views and community decision takers' views. In general, the analysis revealed that the community knowledge of puerperal sepsis is poor. In addition, limited access and prohibitive cost of orthodox health care services prevented the community from full utilization of the few available health care centres in the community. The study also revealed that there is urgent need to introduce three key interventions for an improved maternity care in the community. These interventions are community health education, health institutions development and community participation in provision of ancillary services such as transportation.
