Unveiling the Impact of Leadership on Community Engagement in Cicadas Village

This study aims to investigate the impact of village government leadership on enhancing community participation in development planning in Cicadas Village, Bogor Regency. The research utilized a quantitative method with a population of 234 households. Sampling was conducted through incidental sampling using the Slovin Formula, resulting in a sample size of 148 households. Data collection involved observation, questionnaires, and documentation. Data analysis employed frequency tabulation and simple regression analysis using IBM SPSS 23.0 for Windows. The findings indicate that village government leadership significantly influences community participation in development planning in Cicadas Village, evidenced by a calculated t-value of 8.778 and a significance value of 0.000 < 0.05, thus rejecting Ho and accepting Hi. Consequently, there exists a strong correlation between village government leadership and the optimization of community participation in development planning. Better village government leadership correlates with increased community participation in development planning. This research is expected to serve as a guideline for village governments in rural development planning and to provide comprehensive insights into the importance of village government leadership and community participation optimization.

BERSAMA MEMBANGUN: Kisah Sukses Partisipasi Desa dalam Pembangunan Infrastruktur di Watubangga

The purpose of this study was to determine community participation in village development in Kukutio Village, Watubangga Sub-district, Kolaka Regency. This research used descriptive qualitative research method with the number of informants as many as 9 people. Data collection techniques are observation, direct interviews, and documentation. The data analysis technique is by using data collection, data reduction, data presentation and conclusion drawing. The results showed that community participation in Kukutio Village, Watubangga Sub-district, Kolaka Regency in development was quite good. Community participation in development planning in the form of thoughts, the community participates in musrembang to explore ideas to be conveyed in the village level musrembang. Community participation in development implementation is in the form of contributions in the form of money, property, labor and skill.

Development planning is a step that needs to be initiated by the Government in making a development policy. The purpose of this research was to produce an analysis related to the participation of the Warung Bambu Village Community regarding a development plan in Warung Bambu Village, Karawang Regency. This study uses a qualitative method using the theory of Sarah Cook and Steve Macaulay which consists of 4 indicators, namely decision making, implementation, satisfaction, and evaluation. Participation is indispensable in development planning. In planning for participatory development there are also clear criteria, including the involvement of all stakeholders, efforts to build strong and legitimized community institutions, the existence of a political process through negotiations or deliberations which ultimately leads to the formation of collective agreements with the principle of togetherness, and efforts community empowerment through joint learning activities as part of the democratization process. The results of the research include first, the Village Government in making decisions has carried out the Village Development Planning Meeting (MusRemBang), but it is only held once a year and does not directly involve the community but only representatives of each hamlet, namely the Hamlet Head; Second, the Village Government in realizing community involvement is still lacking because there is no forum for aspirations and the Village Information System (SID) via the website is still problematic; Third advantage received by the Government in Community involvement is still very less; And the fourth evaluation in reducing community participation in development planning is still a future plan.

Analysis Of Community Participating Factors In Development Planning Applying The Participatory Rural Appraisal Method

To achieve development success in the Medan Tuntungan District, it is important to give space for community involvement. Participation of the community is the most crucial aspect in determining the success of development. The Medan Tuntungan District consists of nine villages and is one of the city's districts. In the Medan Tuntungan District of Medan City, the compilation of development planning documents is conducted utilizing a participatory method, whereby the local government prepares development program plans that the community deems essential for enhancing their well-being. Through the activities of the Development Planning Meeting, the participatory method is implemented by incorporating all parts of society and stakeholders in development planning. The purpose of this research are: (1) To assess and determine the amount of community engagement in development planning in the Medan Tuntungan District, Medan City, in terms of non-participation, tokenism, and citizen power characteristics. (2) to examine the elements that encourage and discourage community engagement in development planning in the Medan Tuntungan District of Medan City. This study employs a quantitative model using the participatory rural appraisal method and factor analysis inside the SPSS software. (1) Community participation in development planning is influenced by indicators of consultation, delegated power, and citizen control; (2) in the process of participation, the community has supporting factors such as opportunity, ability, and ability, while inhibiting factors include individual characteristics and demographic conditions.

Community Participation in The Development Plan of Pelaihari Sub-District, Tanah Laut District in 2021

Community involvement plays a crucial role in the process of development planning, which is a crucial stage in the overall development process. This process involves analyzing the needs and issues in the field and seeking recommendations for solutions that will be outlined in the form of planning documents. However, based on the results of the data analysis in the field, community participation in development planning in Pelaihari Village in 2021 is still low, as demonstrated by the lack of attendance of community representatives and the inadequate presence of resource persons. Besides, there need to be more proposals for the process of development planning consensus (Musrenbang). This study aims to investigate the reasons for the lack of community involvement in Pelaihari Village's development planning in 2021. Explanatory qualitative research methods are used in this study to gather information from sources including the Sub-District Heads of Pelaihari Village, a representative of the neighborhood head in Pelaihari Village, the head of Pelaihari District, and the head of the Tanah Laut Regency Development Planning Department. The findings of the field study on the reasons for low community involvement in development planning in Pelaihari Village in 2021 show that the first factor is the mindset of the people who still do not trust and understand the process of development planning and the benefits of their participation in it. The second is the technical factor of implementation which is still not optimal and not suitable for urban areas, and the last is the Pelaihari sub-district heads' lack of initiative in gathering information to share with the community and their lack of creativity in planning technological implementation and engaging the community. Finally, the recommendations in this study are directed at the Tanah Laut District Government, the Pelaihari District Head, and the Pelaihari Sub-District Head. They include improving technical implementation, changing community attitudes through socialization, and boosting village head initiatives and innovations

Partisipasi Masyarakat Dalam Pengembangan Desa Wisata Di Kampung Lengkong, Kecamatan Cigombong, Kabupaten Bogor, Jawa Barat

The purpose of the study was to see the extent of community participation in the development of tourist villages in the village of Lengkong, Cigombong, Bogor Regency, West Java and what factors were inhibiting and supporting it. This study uses data collection through in-depth interviews to each resource person who is considered capable of providing information in accordance with research needs.The resulting data shows that community participation in the Lengkong village in terms of developing a tourist village is still very low. This can be seen from community participation in development planning, community participation in the implementation of development and community participation in monitoring and evaluating what has been done. There are supporting factors such as natural resources, awareness of the administrators, age, duration of stay, the role of the STIAMI Institute, and the role of the government as well as the Tourism Village Association. Whereas the factors that hinder community participation are education, lack of motivation, work, and communication.

Community Participation in Regional Development Planning: A Literature Review

This study aimed to examine the understanding of community participation in development planning. The literature review was used and involved reading and reviewing the main ideas to add arguments and opinions on the topic raised. This helped determine the shortcomings of previous studies to improve and make more regular formulations. The results showed that regional development needs to involve the community in planning, implementation, monitoring, and evaluation. This is because community participation is an important aspect in the overall development process. However, the articles presented differ from the conditions in each country. There is a need for understanding of the government system in the articles used as references. Therefore, special considerations for determining similarities and discoveries from the articles used as references are critical and may help develop the main idea based on the topic and the title.

In general, this study aims to determine how the level of community participation in development planning in Lembang Pali, Bittuang District. By looking at how the community is involved in every implementation of the development plan deliberation. The basis of this research is a quantitative approach with descriptive quantitative research type. The technique used in data collection is a question naire method and studying data related to research.

Budaya Mamfatin Ukunrai Sebagai Paradoks Partisipasi Masyarakat Dalam Perencanaan Pembangunan Desa

This study aims to examine development communication in community participation in village development planning. Community participation is very important because it can guarantee the effectiveness of development programs. There are a number of obstacles to community participation in development planning. Some identified barriers are the absence of legal support (Rumensten, 2012), lack of public awareness, low quality of human resources, length of stay and hours employment type (Wijaksono, 2013), lack of socialization from the government (Sagita, 2016), poverty and limited access provided by the government (Ompusunggu, 2017), and interest of bureaucracy in planning (Mbeche, 2017). These studies, indeed, have not considered yet cultural factor leading to disinvolvement. This qualitative case study extends previous studies by revealing the culture of mamfatin ukunrai discouraging community participation in development planning in Naran Village (pseudonym), Raimanuk Subdistrict, Belu Regency. Mamfatin ukunrai is a custom considering development planning is government's duties and responsibilities. Villagers are merely the executor of development programs. This custom is a legacy of royal government system and dominates the mindset of villagers. The tradition of highly appreciating the government unwittingly creates an invisible distance between government and society. It has discouraged villagers’ participation.

IMPLEMENTASI PERENCANAAN PARTISIPATIF DALAM PEMBANGUNAN FISIK DI DESA SUCI KECAMATAN MUNDU KABUPATEN CIREBON

ABSTRACT Â In village communities, participatory planning is a very important instrument. Because participatory planning which is one of the series of development trips mentioned above is the first stage that is crucial for the success of the development process, especially in the village. In the Holy Village Mundu District Cirebon District., there is a problem that is not yet fully visible in the implementation of participatory planning and optimization of its activities. Then it is generally found that during this time the level of community participation in development planning is lacking, In Suci village lack of public facilities and less optimal physical development in progress. This research was conducted with the aim to know the Implementation of Participatory Planning in Physical Development in the Holy Village Mundu District Cirebon District. The research method used is Qualilative research method. In this study, the author tries to describe the Implementation of Participatory Planning in Physical Development in the Holy Village Mundu District Cirebon District. The results of research on the implementation of participatory planning in physical development in the holy village of mundu district of Cirebon district are seen from the dimensions of communication gap, the material composed, the scope of the main idea of the implementation of activities, the role of the community, the detailed objectives in the planning, the motivation of community leaders, social gain legitimacy from community component which not yet fully optimal, need to be improved again participative planning until the end, due to lack of ideas channeled and busyness of citizen of Suci Village Mundu Sub-district of Cirebon Regency and other inhibiting factors. Therefore, efforts should be made in improving the level of participation in the Suci Village District Mundu Cirebon regency.

Participatory development is the idea of the World Bank to link democracy with good the governance, an idea is a form of change in the development paradigm of developing countries from a modernization approach to an ecological approach. Local values as elements that are not related to modernization are ignored in the development process. This article explains about participatory development methods through a political culture approach. So that development participation involves the values of the local identity. Based on the use of the Adult Learning Circle or Learning Circle Based on Experience method that is applied to the implementation of community service in the LambuangBukik village, Padang City, it was found that the use of local community identity in the implementation of participatory development is more likely to form a broad community participation in development planning

Partisipasi Masyarakat dalam Perencanaan Pembangunan Desa Banut Kalanaman Kecamatan Katingan Hilir Kabupaten Katingan

This study aims to explain, describe how the level of community participation in the Development Planning of Banut Kalanaman Village, Katingan Hilir Subdistrict, Katingan District. This study uses a qualitative research method, and the data source consists of primary data sources (Village Head, BPD Chairperson, Village Chief, RT Chairperson, and Community), secondary data sources (Documents relating to Community Participation in the Development Planning of Banut Kalanaman Village). Data collection techniques with observation, interviews, and documentation. The results indicate that community participation in development planning is quite good but still needs to be improved, because (1) Public awareness to attend and participate in village development planning is still weak, (2) Community activeness in expressing their opinions or opinions is very low (3) Submission information or dissemination of the direction of the village development policy is minimal does not reach all levels of the village community, (4) The city is not much involved in the planning process, the city often considers the meeting to be a mere formality.

COASTAL COMMUNITY PARTICIPATION IN KELURAHAN SUKOLILO, BULAK, BASED ON LOCAL ECONOMY

Kelurahan Sukolilo, Bulak Settlement is an area of fishermen settlement with great potential of resources such as fish and sea cucumber. Kelurahan Sukolilo also well known as Prominent Kampung in fish processed products. Despite having a great potential in marine resources, most of the fishermen still live in a low environmental and economic condition. Theres hould be effective environmental management in coastal area so the fiherman vulnerability can be reduced through a criteria of developing coastal area that is able to accomodate the fisherman economic activities. The researcher will apply community based development in developing coastal area criteria.. In this case community-based development approach needs to be developed in the management of coastal areas, especially for the improvement of the environmental quality. This is because the coastal characteristic and resources are very complex and diverse, so in the coastal area management should involve the local community directly. Community based management shows the importance of community participation in development planning and implementation. This research was in form of qualitative research, data sources obtained by primary and secondary data. Primary data were collected through observations, visual documentations and interview with the fishermen and fish processors. Secondary data were obtained from literature and theory. Research results showed that level of community participation that need to be done in the development process using active participatory. Active participatory should be done through partnership and delegated power level to accomodate fishermen and fish processors activities and support sustainable environment. Co-working space for inhabitants is needed to accomodate community activities related to water and odor and drying process and to create area to socialize

PERAN PEMERINTAH DAN PARTISIPASI MASYARAKAT DALAM PERENCANAAN PEMBANGUNAN DAERAH

This study aims to determine the role of the Government and People's Participation in Development Planning in the District Gunungsari, especially on Musrenbang village, in the village of Taman Sari subdistrict Gunungsari West Lombok regency. This research method is a descriptive study with a qualitative approach, using qualitative data analysis interactive model. The results of this study prove that not maximal community participation in development planning and the role of government is still impressed elitist in the sense that it is the government that determines the development policy, while the public role to give advice to the government about what is needed by the community.

Partisipasi Masyarakat dalam Musyawarah Perencanaan Pembangunan di Kelurahan Palangka Kota Palangka Raya

This study aims to find out, explain and describe community participation in development planning meetings in Palangka Kelurahan, Palangka Raya City. This study uses qualitative research methods, the research conducted is a descriptive study where community participation in development planning in Palangka Kelurahan Palangka Raya City was chosen as the location of the study. Techniques for collecting data by observation, interviews, and documentation. Based on the results of the study it can be concluded that the development system in the Palangka Village is a political process to obtain joint opportunities through activities in which there are negotiations between all development actors. The development system in the Palangka village is carried out transparently so that the community has the convenience and knowledge of each development process and every stage of its development. In this case, it is more a tool for decision makers who are expected to be able to find out what the community needs.

Public Participation in Rural Development Planning (A Study in Lopok Village, Lopok District, Sumbawa Regency – West Nusa Tenggara)

This study aims at investigating the level of community participation in a rural development planning ( Musrenbangdes ) in Lapok village, and seeking the factors influencing the level of their participation. It is a qualitative study in which the data are generated through library research, in-depth interviews semi-structured with informants in the field and observations. Informants selected by purposive sampling with the scope of the informants are people who are involved and have a significant influence in the implementation of the Village Planning Forum activities ranging from the preparation, implementation and post-implementation activities. Finding shows the level of community participations in development planning through in the Village Planning Forum in Lopok village is still in the level of apparent (degmess of tekonism). This illustrates that the community involvement in these activities to the extent that new proposals and have no influence and power in determining the final decision. In addition, factors which affect the level of their participation are the low education levels, community work, weak leadership of the village head, lack of socialization and cooperation between communities and village government. ASKING THE RIGHT QUESTIONS: COMMUNITY‐BASED STRATEGIES TO COMBAT HUNGER

Anthropologists have long recognized the value of community participation in development planning and project implementation, and this paper discusses a new strategy to engage communities to monitor conditions of food insecurity and vulnerability, and to develop strategies for mitigation against shocks. Community based early warning programs (CEWS) complement existing hunger early warning systems that rely on satellite and agroclimatic data by collecting and monitoring data in rural communities. These strategies build on existing community awareness of local conditions, provide support for locally identified mitigation activities, and foster community participation. Examples from programs in Mozambique illustrate the potential of the CEWS strategies for effecting sustainable change and combating chronic food insecurity and vulnerability.

AbstractAt a 1986 Economic Development Institute (EDI)‐sponsored workshop, the value of community participation in development projects was emphasized, including greater possibilities for project efficiency and effectiveness, cost‐recovery, social acceptability, and sustainability. Among the possible dangers brought out at the workshop were included: delays, additional costs, sabotage by powerful economic or social groups, hostility to or distrust of the government, intensification of community conflicts, and diversion of benefits to the well‐established rather than to women or the disadvantaged. Some of these potential problems can be reduced by careful research, flexible project design, appropriate technology and two‐way flows of communication. For projects to be effective, more research, training, information dissemination, and interorganizational coordination may be essential, in which EDI could play a role.This article is extracted from Bamberger, M.
