Noise in sustainable transformation of aviation

Rising awareness of aviation noise's health and annoyance impacts does not coincide with the industry's sustainable transition which is primarily driven by climate change. While electrification and sustainable fuels are seen as solutions, current strategies often encourage aviation sector growth including airport and traffic expansion. National initiatives aim to accelerate aviation's sustainable transformation, aligning with increased transportation accessibility and mobility goals. There is a push for directives for electric aviation, drones, and urban air mobility (UAM). Local health and annoyance, however, are overshadowed by the pretense of the global focus. Increased noise is anticipated with projected increases in air travel and added noise from electric and drone aircraft! This paper integrates noise and annoyance considerations into sustainable aviation transformation. A system analysis, using soft system methodologies, reveals comprehensive socio-technical perspectives from aviation, urban planning, citizens, and regulation. Findings indicate future noise challenges and unfavorable conditions for noise reduction innovations. The study advocates for society-wide strategies to manage aviation noise and annoyance, emphasizing recommendations like careful design, operational considerations, noise simulations, and democratic community involvement in implementation. These insights anticipate a surge in noise-related complaints and opposition. This paper is of interest also for future aviation developers.

Analysis of Factors Affecting Environmental management and Monitoring Implementation of Business and/or Activity (A Case Study The Implementation of Amdal and UKL-UPL at Padang Pariaman District)

Research on the factors affecting the implementation of environmental management and monitoring of business and/or activity through the implementation of Amdal and UKL-UPL at Padang Pariaman District was conducted from August to October 2017. The research method is quantitative and qualitative combination (mixed method). This research adopted the Mazmanian and Sabatier (1983) theories to identify factors affecting the implementation, including the problem of characteristic (tractability), policy and non statutory variables. The results show that the management and monitoring of the business environment and/or activities have not been implemented properly, and proven to be influenced by these three factors. Characteristics of the problem include various constraints in the implementation process. Policy characteristics include clarity of regulatory contents that govern the obligations of Environmental License holders and the application of administrative punishment, limited budget available, lack of coordination between relevant agencies, and community involvement in implementation. Non statutory variables include community support for implementation, negative business and/or activity responses to implementation objectives, and business and/or activity capabilities in the implementation process. In addition to these three factors, two other matters affecting implementation, namely communication between the business person in charge and/or activity with the environmental agency and the unclear substance of RKL-RPL in some business and/or activity.

KEBIJAKAN CORPORATE SOCIAL RESPONSIBILITY (CSR) PERTAMBANGAN DAN PENGARUHNYA TERHADAP KESEJAHTERAAN MASYARAKAT (Studi Kasus pada Desa Koeono, Kecamatan Palangga Selatan, Kabupaten Konawe Selatan)

ABSTRACTResearch has been conducted which aims to find out how the Corporate Social Responsibility (CSR) Policy of Mining and Its Influence on Community Welfare in Koeono Village, South Palangga Subdistrict of South Konawe Regency. The data used in this research is qualitative. Determination of the number of samples taken from 110 head of household with an error rate of 5%, so gets 87 respondents. The variables used in this research are CSR fund transfer mechanism, target accuracy, community involvement in CSR program planning implementation, CSR value transparency, transaction cost and monitoring and community welfare.The results of the analysis show that the mining CSR program simultaneously has an influence on the welfare of the community. Partially, however, only CSR fund transfer mechanism variables affect the level of community welfare, while the accuracy of targets, community involvement in the implementation of CSR program planning, CSR value transparency, transaction costs and supervision does not affect the level of community welfare. Based on the determinant coefficient of percentage of influence of CSR policy on mining where CSR fund transfer mechanism, target accuracy, community involvement in CSR program implementation, transparency of CSR value, transaction cost and supervision on community welfare of Koeono Village, South Palangga Subdistrict of South Konawe Regency is 34.4 %, the remaining 65.6% influenced by other variables not examined in this research.

Influence of Political Interests on Management of Resource Access in Awoja Watershed

This study sought to determine the extent to which local political interests under decentralization influence watershed management. The study was carried out in Soroti, Katakwi and Amuria districts in Eastern Uganda where local governance of watershed resources is being challenged by floods, draughts and mobility of communities. A cross sectional study design using both qualitative and quantitative data collection methods was employed. Factor Analysis and a Logistics Regression Model were used to analyze household survey data gathered from 180 randomly selected households; to determine influence of political factor variables on watershed management. Focus Group Discussions and key informants’ interviews were also used to generate qualitative data with the purpose of explaining the relationships among variables and to analyze the extent to which various factors influenced watershed management. From the correlation results the factors that were significantly correlated to watershed management were: Community involvement in implementation was significantly correlated to watershed management (r=0.289, P<0.01), political interests in decisions r=0.187, P<0.05), Reasons for punishment of offenders (r=0.55, P, 0.001. Results from the logit regression showed that dissatisfaction with regulations had an increasing influence on watershed management by 90.8% (OR=1.908, P<0.05). This means that management systems were highly affected by dissatisfaction of communities with rules and regulations. Similarly, community involvement in implementation of rules and regulations significantly influenced watershed management by 3 fold (OR=3.436537, P<0.05). From the focus group discussions and KII interviews the study found that involving communities in policy implementation had led to compromises between communities and watershed governance institutions, which were perceived to have undermined the effective control of access and management of watershed resource use. The study concludes that some political interest factors and divergent activities of local institutions and actors in the watershed constrained the very processes that they should support thereby escalating degradation in Awoja.

Sustainability of Community Based Ecotourism Development after the Impact of Tsunami Disasters: Comparison between Buddhism Community and Muslim Community in Phuket Province, Thailand

Community base ecotourism development has a tool for biodiversity conservation and environment protection including social sustainability and sustainable community economic development. This paper assesses implementation of CBED and compares sustainability of ecotourism development between Tha Chat Chai Buddhist (TCCB) community and Bang Rong Muslim (BRM) community. The data collected mainly through the household questionnaire survey, field observations, in depth interviews and focus group discussion. 315 households were informed in this paper including 160 of TCCB and 155 of BRM participants. The study use 74 indicators based on 7 dimensions, environment, social, cultural heritage, economic, marketing, spirituality and religious traditions and policy. Results from this analysis indicate that sustainability of CBED in two communities is significant different in social, marketing and spirituality and religious traditions context. BRM community is very successful in sustainability of CBED more than the TCCB community. The results reveal that varied greatly between two communities with empowerment and local community involvement in implementation of CBE. However, both communities have poorest sustainability on economic dimension. The need to achieve sustainability of CBED, partnerships should be collaborative making design policies for enhancing CBE to sustainable development.
