Examining the Utilisation of Pascal’s Triangle for Community Development and Allocation of Resources in Eastern Uganda

Challenges ranging from resource scarcity to social deprivation and environmental concerns confront the East Region of Uganda. Let’s focus on Pascal’s Triangle as a conceptual model to deal with the problems of unjust resource distribution among communities. This model, which is a triangular arrangement of numbers, affords an opportunity to gain useful insights into community interactions and the process of resource distribution. Understanding Pascal’s triangle’s mathematical nature is a key driving force behind realistic and feasible resource allocation methods and community development approaches. Equal resource distribution methods, clear resource allocation mechanisms, community involvement, and multi-level cooperation are essential for promoting fairness and resilience. East Ugandan communities celebrate diversity as a resource for social cohesion, creativity, and resilience. Collaboration and unity are keys to getting over the difficulties and achieving great heights. It creates resilience and sustainability through community-based organisations, cooperative ventures, and participatory decision-making processes. When involved in solving complex problems, education serves as a key tool for empowering individuals and communities. Participatory decision-making creates a degree of transparency and representativeness in resource allocation. Merging community building and resource deployment with SDGs ensures sustainability and durability. Policies and programmes that address gender issues and encourage community participation are the keys to improving inclusivity. This review article examines Community Building and Resource Allocation: Learning from the Pascal Triangle in Eastern Uganda: Insights. We used data from the last decade (2014–2024) available from many reliable data sources. The findings advocate for community participation in decision-making, the implementation of policies that promote gender equality and social inclusion, collaboration among stakeholders, and the prioritization of education and capacity building, in addition to the integration of Sustainable Development Goals into community development plans and the strengthening of local governance institutions for equitable resource distribution. To solve complicated issues in the east of Uganda, it’s imperative to put more emphasis on equal resource allocation, community mobilisation, and social integration. Apply the insights from Pascal’s Triangle to foster communities that are adaptable, inclusive, and stable. Development Of A Suite Of Attitudinal, Behavioral, And Contextual Measures To Assess Child Sexual Exploitation

The lack of child sexual exploitation (CSE) measures for high school youth hinders research to inform the development and evaluation of CSE prevention and response efforts. The purpose of the current study was to describe the development (via community-based participatory processes), descriptive statistics, and psychometric properties of a suite of instruments to assess CSE attitudes and behaviors for high school personnel and youth. Study results provide initial evidence of validity (i.e. face validity, internal consistency, factor structure) for the suite of measures. Implications for measurement refinement and use of instruments for program development and evaluation are discussed.

Participatory approaches for strengthening teacher professional development in refugee settings: successes and limitations

ABSTRACT This article presents critical reflections on a teacher professional development initiative in Kakuma refugee camp and Kalobeyei settlement in Kenya. Drawing on critical development studies, it examines the successes and limitations of efforts to facilitate a community-based participatory process that aims to respond to local refugee teachers’ needs while simultaneously developing training materials as a global good. It points to the influences of global-local dynamics, including the practical constraints of distance and time, and the role of partnerships that help or hinder these approaches. It embraces the often excluded personal and professional dimensions that intersect with our work. It further wrestles with the opportunities and limitations of these approaches to address larger structural constraints in which teacher professional development initiatives are embedded and offers considerations for future engagements.

Disposable Diaper Usage and Disposal Practices in Samora Machel Township, South Africa

Single-use disposable diapers have a major impact on climate change due to greenhouse gas emissions from landfills, especially those that are unlined, and particularly when such diapers are not well-managed and dumped in water courses and open spaces or burnt. The aim of this study was to explore the current usage and disposal practices of disposable diaper users in Samora Machel, a township in Cape Town, South Africa. The findings were to be used to inform the design and implementation of a pilot diaper collection model to follow. This urban/peri-urban area comprises lower-income, high-density communities in formal basic housing, with many backyarders and informal shacks. The dumping of diapers in open spaces and sewage systems causes severe problems. Therefore, we employed a theoretical socio-ecological system approach to guide the understanding of these complex environmental issues; the data collection methodology entailed a community-based participatory study process. Four hundred and eight (408) questionnaires consisting of quantitative and qualitative answers were codeveloped with members of the community and completed by trained community-based fieldworkers. A community walkabout and two focus groups provided rich data. The results show that complex waste streams such as disposable diapers and the related environmental issues are testing the limits of current management approaches; managing disposable diapers in underserved low-income communities creates a major burden for these already fragile communities. Single solutions will not suffice for these complex problems, so innovative waste management systems need to be codesigned with communities and relevant stakeholders to ensure sustainability, equality, and social justice.

Developing an FASD Health Promotion Social Media Campaign Using Community-Based Participatory Peer Review: Notes From Atlantic Canada

Introduction: Health promotion awareness activities by health agencies, such as those by the Public Health Agency of Canada, aim to increase health literacy, often using social media campaigns to reach large audiences. Objectives: The objective of this research was to explore how community peer-reviewed social media content can facilitate the reach of health promotion campaigns, with specific regard to awareness around fetal alcohol spectrum disorder (FASD), alcohol, and pregnancy in Atlantic Canada. Methods: We developed a health promotion social media campaign consisting of 16 digital posters, then implemented a community-based participatory peer-review process to request input and feedback from individuals with lived experiences, caregivers, professionals who work with individuals with FASD, and various advocates for FASD throughout Atlantic Canada. Reviewer comments were then directly applied to update poster content, which was redistributed for secondary approval before circulation on Facebook and Instagram. Results: Reviewer feedback was constructive, with various suggestions for updates being applied to images and text choices. Once posted, the health promotion campaign was well received and reached over half a million viewers across the two platforms in the first three months. Engagement and interactions were overall positive, with minimal negative responses and only one post flagged by the platform as a social issue advertisement. Discussion/Conclusion: With the inclusion of diverse voices from the FASD community in the co-creation of the content, we argue that the campaign’s style, messaging, and language more accurately reflected the intended audiences and was made accessible to a wider demographic, thus strengthening awareness and prevention messages. We explore a health promotion social media campaign development process, providing valuable examples of how to encourage and create more safe spaces that promote open conversations about health and gradually dismantle outdated ideas and systems so we can begin addressing stigma by delivering accurate, non-judgmental health information.

Making meaning of women's persistence and protagonism in the wake of genocidal violence: Maya Ixil and K’iche’ women of Chajul, Guatemala

Fifteen Maya Ixil and K’iche’ women of Chajul, Guatemala, were interviewed 17 years after publishing their feminist participatory action photovoice research. Their book documents gross violations of human rights during nearly 36 years of armed conflict and their memories of survivance and persistence. A constructivist grounded theory analysis of in-depth interviews with these Maya Ixil and K’iche’ women contributed to the authors’ “bottom up” meaning making of the women's narratives – stories that reflect memories of participatory, community-based workshops and community actions in the wake of genocidal violence. The latter included performances of: presence despite absences; profound losses amidst ongoing suffering; renewed and transformative engagement with traditional beliefs and practices; women's protagonism evidenced through enhanced skills; new capacities performed in multiple contexts within and beyond their community's borders. We analyze these narratives of protagonism and persistence to elucidate some of the multiple contributions of long-term feminist community-based accompaniment and participatory processes as resources for rethreading life and wellbeing in the wake of war.

Shaping health and well-being in a COVID era: the role of design

PurposeIn this study, an interdisciplinary research team at a Midwest US University collaborated with a local county to co-envision interior design strategies for five county buildings: three libraries and two government buildings to reduce in-person contact in response to the COVID-19 pandemic.Design/methodology/approachThe authors' interdisciplinary team used a community-based participatory design process which focused on creating consensus, while seeking out divergent perspectives among stakeholders to serve the needs of diverse users. The design process involved meetings with stakeholders remotely and analyzing survey results from the target occupants collected by the county.FindingsThe county with a population of 550,321 is the second most populous and diverse county in the state. The authors' collaborative efforts resulted in short-and long-term recommendations for the interior space planning to promote health, safety, and well-being for the county's diverse user groups of young children, adults, elderly and vulnerable populations. The short-term recommendations focus on service redesigns that can be implemented as the state shifts out of the stay-at-home order and the community returns to the county's public-facing buildings. The long-term recommendations focus on experiences and design strategies that can be carried forward to future-proof buildings in a post-COVID era and provide models for other counties.Research limitations/implicationsOne limitation is the dynamic nature of how rapidly our team responded to a critical need in the community to develop tangible interior design solutions during the initial stages of the COVID-19 pandemic for the county. The solutions we proposed were based on the scientific evidence available earlier on during that phase of the pandemic. The authors hope to conduct further studies in the future and conduct assessments of our rapid design responses.Practical implicationsThis paper documents a dynamic experience during a once in a lifetime pandemic and thus contributes to further the body of knowledge about the role of interior design in shaping health and well-being during the COVID-19 pandemic.Originality/valueThe article presents a timely interdisciplinary response to the COVID-19 pandemic to promote community safety inside public buildings at the county. The interior design solutions reflected intensive literature reviews, critical space planning, innovative use of lighting, and thoughtful furniture/material selections.

Pain Management for Older Adults Living with Dementia: Perspectives from African American Family Caregivers

African American older adults living with dementia are at increased risk for under-assessed and under-treated pain. This risk is even greater for those of lower socioeconomic status. The purpose of this study is to characterize family caregivers’ perspectives on pain assessment and management in the context of advance care planning for their loved one living with dementia. A convergent mixed methods approach will be used to gather descriptive, cross-sectional data within a community-based participatory design process with the impetus to develop targeted interventions.

Differences in personal care product use by race/ethnicity among women in California: implications for chemical exposures

BackgroundPersonal care products may contain many chemicals, some of which are suspected endocrine disrupters. This is an important source of chemical exposure for women, but little is known about how chemical exposure differs among different races/ethnicities.ObjectiveThis study examines differences in personal care product use among Black, Latina, Vietnamese, Mixed Race, and White women in California.MethodsWe used a community-based participatory process to create and administer a personal care product usage survey to 321 Black, Latina, Vietnamese, Mixed Race, and White women. We used multivariate regression models with pairwise comparisons to examine the frequency of product use by race/ethnicity.ResultsWe found distinct trends of personal care product use by race/ethnicity: Latina women typically used makeup most frequently; Black women used certain hair products or styles most frequently; and Vietnamese women were most likely to use facial cleansing products compared to other races/ethnicities. Latina and Vietnamese women were less likely to try to avoid certain ingredients in their products.SignificanceThese findings can help estimate disparities in chemical exposure from personal care product use and complement future research on health inequities due to chemical exposures in the larger environmental and social context.

Promoting Environmental Justice through Integrated Mapping Approaches: The Map of Water Conflicts in Andalusia (Spain)

Addressing environmental governance conflicts requires the adoption of a complexity approach to carry out an adaptive process of collective learning, exploration, and experimentation. In this article, we hypothesize that by integrating community-based participatory mapping processes with internet-based collaborative digital mapping technologies, it is possible to create tools and spaces for knowledge co-production and collective learning. We also argue that providing a collaborative web platform enables these projects to become a repository of activist knowledge and practices that are often poorly stored and barely shared across communities and organizations. The collaborative Webmap of Water Conflicts in Andalusia, Spain, is used to show the benefits and potential of mapping processes of this type. The article sets out the steps and methods used to develop this experience: (i) background check; (ii) team discussion and draft proposal; (iii) in-depth interviews, and (iv) integrated participative and collaborative mapping approach. The main challenge that had to be addressed during this process was to co-create a tool able to combine the two perspectives that construct the identity of integrated mapping: a data-information-knowledge co-production process that is useful for the social agents—the environmental activists—while also sufficiently categorizable and precise to enable the competent administrations to steer their water management.

Using Risk Communication Strategies for Zika Virus Prevention and Control Driven by Community-Based Participatory Research.

Background: In this study, we use community-based participatory processes to engage community and academic partners in a meaningful exchange to identify and pilot test risk communication strategies for Zika virus prevention and control. Methods: Community members were actively involved in planning, developing, and implementing a risk communication initiative. Qualitative and quantitative data gathered through individual interviews, focus groups, and community advisory board input provided information for the identification of relevant risk communication strategies to increase the understanding about Zika virus and to promote behavior change. To examine its impact we obtained baseline and follow-up data from a random sample of 75 community residents. A face-to-face interview was conducted to assess community members’ knowledge, attitudes, and behaviors regarding Zika virus infection. Results: Study activities focused on three risk communication strategies: Zika awareness health fair, health education through theater, and community forums and workshops. The risk communication initiative was implemented over a two-month period. Findings from baseline and follow-up data demonstrated significant positive changes in respondents’ recognition of personal and community responsibility for the prevention of Zika infection, increased knowledge of prevention strategies, and enhanced engagement in preventive behaviors for mosquito control. Conclusion: Our findings sustain the benefits of community based participatory research for the design and implementation of risk communication strategies that are relevant to enable residents in low-income communities to take informed decisions for the protection against Zika virus and other mosquito-borne diseases.

Exploratory Use of Cloud Computing and Social Media for Prostate Cancer Advocacy in Nigeria

Background and context: Prostate cancer is the commonest cancer affecting Nigerian men, with worse outcome compared with men from the developed world. There is limited public awareness about prostate cancer in Nigeria. Oga Blue 4 Prostate Awareness (OB4PA) was created by a consortium of Nigerian nonprofits for prostate cancer advocacy (PCA). Aims: -Design PCA using videos, printed brochure and social media -Implement PCA in five Nigerian states -Evaluate the reach and impact of PCA campaign Program/Policy process: Community-based participatory process, involving the medical community, prostate cancer survivor, and the public was used. Multimedia teaching was used to enhance learning and retention; social media was used to engage groups and individuals. Content development involved iterative consultation among project leaders, medical experts and target audience, often on social media. High-quality teaching videos were recorded in English and Nigerian Pidgin languages. Videos ensured consistency and ease of broadcast. Videos were accessed by OB4PA partners through cloud computing (OneDrive). Facebook was used to promote the campaign, engage local audience, and for Facebook Live presentation. Local health professionals projected the video in appropriate language to audiences in religious and community groups. Brochure detailing clinical features and local service providers was distributed. Audience evaluation was obtained following each interaction. Outcomes: In 6 weeks, 20 presentations were made to 1800 persons. The Facebook Live presentation had 1500 views, reached 9302 people and was shared 107 times. A total of 25 Facebook posts were made, resulting in 628 like, 1908 video views, 160 shares, and reached 14,222 people. Almost all participants had positive feedback on the free and detailed advocacy. Most questions focused on the causes and prevention of prostate cancer, especially on the use of nutritional supplements. What was learned: Cloud computing enabled us to have one presenter; this eliminated the need to find a presenter for each organization. Audience appreciated simplified videos used in explaining the disease process and need for personalized early detection. Facebook live presentation attracted the most reactions on social media, with most comments showing that people liked the intervention. Audience feedback showed that adding advocacy cellphone video by a survivor helped demystify prostate cancer. Having the main presentation video in different file formats and sizes enhanced sharing on social media, as most Nigerians access the Internet on cell phones. Reliable access to projectors was challenging, especially in remote areas. Overall, use of cloud computing and social media were crucial in the success of the PCA project. Lessons from OB4PA informed the design of the current We Can, I Can Conquer Cervical Cancer Awareness project in Nigeria.

Integrated Participatory and Collaborative Risk Mapping for Enhancing Disaster Resilience

Critical knowledge gaps seriously hinder efforts for building disaster resilience at all levels, especially in disaster-prone least developed countries. Information deficiency is most serious at local levels, especially in terms of spatial information on risk, resources, and capacities of communities. To tackle this challenge, we develop a general methodological approach that integrates community-based participatory mapping processes, one that has been widely used by governments and non-government organizations in the fields of natural resources management, disaster risk reduction and rural development, with emerging collaborative digital mapping techniques. We demonstrate the value and potential of this integrated participatory and collaborative mapping approach by conducting a pilot study in the flood-prone lower Karnali river basin in Western Nepal. The process engaged a wide range of stakeholders and non-stakeholder citizens to co-produce locally relevant geographic information on resources, capacities, and flood risks of selected communities. The new digital community maps are richer in content, more accurate, and easier to update and share than those produced by conventional Vulnerability and Capacity Assessments (VCAs), a variant of Participatory Rural Appraisal (PRA), that is widely used by various government and non-government organizations. We discuss how this integrated mapping approach may provide an effective link between coordinating and implementing local disaster risk reduction and resilience building interventions to designing and informing regional development plans, as well as its limitations in terms of technological barrier, map ownership, and empowerment potential.

Drama is for Life! Recreational Drama Activities for the Elderly in the UK

Applied Theatre is an inclusive term used to host a variety of powerful, community-based participatory processes and educational practices. Historically, Applied Theatre practices include Theatre-in-Education (TiE), Theatre-in-Health Education (THE), Theatre for Development (TfD), prison theatre, community theatre, theatre for conflict resolution/reconciliation, reminiscence theatre with elderly people, theatre in museums, galleries and heritage centres, theatre at historic sites, and more recently, theatre in hospitals. In this paper we are positioning the application of recreational dramatic activities with older adults (55+) under Applied Theatre and we are exploring the benefits they offer to the participants. We are concerned that their health and wellbeing in western societies is not prioritized and it is clear that loneliness in particular is a current and ongoing issue. We will present research results from a drama dissertation study that took place in a community hall in the South East England where drama is placed at the core of their practice with old populations. Data was collected by a mixed method (semi-structured interviews and semi-immersive observations) and was critically discussed amongst the authors to conclude that attending recreational drama classes brings a certain degree of happiness, social belonging and improvement of interaction with others to old people’s lives.

Assessing and Validating an Educational Resource Package for Health Professionals to Improve Smoking Cessation Care in Aboriginal and Torres Strait Islander Pregnant Women.

Australian Aboriginal pregnant women have a high smoking prevalence (45%). Health professionals lack adequate educational resources to manage smoking. Resources need to be tailored to ensure saliency, cultural-sensitivity and account for diversity of Indigenous populations. As part of an intervention to improve health professionals’ smoking cessation care in Aboriginal pregnant women, a resource package was developed collaboratively with two Aboriginal Medical Services. The purpose of this study was to assess and validate this resource package. A multi-centred community-based participatory 4-step process (with three Aboriginal Medical Services from three Australian states), included: (1) Scientific review by an expert panel (2) ‘Suitability of Materials’ scoring by two Aboriginal Health Workers (3) Readability scores (4) Focus groups with health professionals. Content was analysed using six pre-determined themes (attraction, comprehension, self-efficacy, graphics and layout, cultural acceptability, and persuasion), with further inductive analysis for emerging themes. Suitability of Material scoring was adequate or superior. Average readability was grade 6.4 for patient resources (range 5.1–7.2), and 9.8 for health provider resources (range 8.5–10.6). Emergent themes included ‘Getting the message right’; ‘Engaging with family’; ‘Needing visual aids’; and ‘Requiring practicality under a tight timeframe’. Results were presented back to a Stakeholder and Consumer Aboriginal Advisory Panel and resources were adjusted accordingly. This process ensured materials used for the intervention were culturally responsive, evidence-based and useful. This novel formative evaluation protocol could be adapted for other Indigenous and culturally diverse interventions. The added value of this time-consuming and costly process is yet to be justified in research, and might impact the potential adaption by other projects.

What Is Eve Teasing? A Mixed Methods Study of Sexual Harassment of Young Women in the Rural Indian Context

Eve teasing was identified as a significant community problem through a community-based participatory process with nine villages in Punjab, India. Eve teasing is a common euphemism in South Asia for sexual harassment of women in public areas by men. The purpose of this study was to characterize the meaning of eve teasing in the rural context, especially among female youth, and to develop a means to measure its occurrence. Mixed methods were utilized including focus group discussions (FGDs), semistructured interviews, and direct observation of questionnaire administration. Thirty-four people participated in six FGDs; two with adolescent boys ( n = 10), two with adolescent girls ( n = 15), and two with women ages 20 to 26 years ( n = 9). Eighty-nine females, ages 14 to 26 years, were recruited through purposive sampling for face-to-face interviews in homes and schools. Twenty-four interviews were observed directly to aid questionnaire development. Eve teasing was described as staring, stalking, passing comments, and inappropriate physical touch. Perceived consequences of eve teasing included tight restrictions on girls’ mobility, inability to attend school or work, girls being blamed, and causing family problems. FGD participants suggested that eve teasing can lead to depression and suicide. Among the 36 (40.4%) interview participants who reported eve teasing, 61.1% reported feelings of anger, 47.2% reported feelings of shame or humiliation, and more than one third reported feelings of fear, worry, or tension. The questionnaire offers a means to assess the occurrence of eve teasing that is culturally relevant and age appropriate for female youth in India.

Leaves imitate trees: Minnesota Hmong concepts of heredity and applications to genomics research.

Historically, Hmong refugees in the USA were distrustful of Western medicine, medicines, and medical research due to concerns about harm and experimentation. Current Hmong concerns about genomics research are not well known. Our research aims were to identify cultural and ethical issues about conducting genomic studies in the Hmong community. Using a community-based participatory action process, the West Side Hmong Genomics Research Boardconducted a qualitative exploratory research study that includedsemistructured interviews with five Hmong key informants and five focus groupswith 42 Hmong adults near Saint Paul, Minnesota. We used a thematic analysis approach to qualitatively analyze the data. Identified concepts of heredity included characteristics that are passed between the generations: physical features; character traits; some behaviors; some diseases; and probably not response to medicines, although individual variations to medicines are known. Most participants were willing to join genomic research projects to help themselves and community. Others refused to participate: they did not want to know future disease risk; did not want doctors to know their genes; did not trust doctors with their blood; and did not know if they would benefit from results. Ethically, many participants were in favor of confidentiality, but wanted to know their personal results; many were willing to agree to genetic storage of anonymous samples; all agreed with individual consent, not family or community consent; and none were concerned about social stigma from genetic testing about chronic diseases and medications. The Hmong Genomics Board will build upon these concepts to create, conduct, and evaluate culturally-appropriate genomic and pharmacogenomic research projects relevant to community interests.

PhotoVoice: A Community-Based Participatory Approach in Developing Disaster Reduction Strategies.

The traditional centralized approach to disaster preparedness fails to take into consideration the unique geographic, historic, cultural, and social needs of communities. It often puts vulnerable communities more at risk by directing them to follow a one-size-fits-all model. Community-based participatory research (CBPR) approaches can increase awareness and customize the disaster reduction strategies to meet a community's unique needs. To partner with a vulnerable community in Hawaii in conducting a hazard-specific vulnerability and capability assessment utilizing PhotoVoice and the core principles of CBPR. A community participated in a PhotoVoice project to identify and categorize their vulnerabilities and capabilities, identify gaps, and develop solutions or strategies to reduce their vulnerability to a tsunami. Forty-two vulnerabilities and 50 capabilities within the community were identified and then categorized through photo presentations and discussion sessions. These were sorted into 17 themes, including communications, accessibility, historic and cultural, emergency notification, food, and water. Based on the vulnerability and capability assessment, 13 gaps were then identified and discussed, yielding 16 feasible strategies to reduce the community's vulnerability. PhotoVoice was found to be a successful community-based participatory process to assist a vulnerable community to develop contextually appropriate disaster reduction strategies through visual dialogue, which increased community awareness, engagement, and capacity.

Empowering Promotores de Salud as partners in cancer education and research in rural southwest Kansas.

To describe community-based participatory processes used to develop promotore training on cancer research, and to assess the feasibility of training promotores from rural communities to disseminate cancer research information. Prospective, cohort design. Rural communities in the state of Kansas. 34 Spanish-speaking promotores attended an information session; 27 enrolled and 22 completed training. With input from a community advisory board, the authors developed a leadership and cancer curriculum and trained Spanish-speaking promotores to disseminate information on cancer research. Promotores completed pretraining and post-training surveys in Spanish to assess demographic characteristics and changes in knowledge of cancer, cancer treatment and cancer research studies, and intent to participate in cancer research. Cancer knowledge, awareness of cancer clinical trials, interest in participating in cancer clinical research studies. Compared to pretraining, after training, promotores were more likely to correctly define cancer, identify biopsies, describe cancer stages, and report ever having heard of cancer research studies. Completion rates of the training and willingness to participate in cancer research were high, supporting the feasibility of training promotores to deliver community-based education to promote cancer research participation. Nursing professionals and researchers can collaborate with promotores to disseminate cancer education and research among underserved rural Latino communities in Kansas and elsewhere. Members of these communities appear willing and interested in improving their knowledge of cancer and cancer clinical trials.

Public opinion, local pollution havens, and environmental justice: a case study of a community visioning project in Appalachian Ohio

The pollution havens hypothesis argues that developed countries will locate polluting industries in developing countries to avoid costs associated with environmental regulations. This study explores the role of community visioning and public opinion in creating a possible pollution haven in a rural area in Appalachian Ohio. Data from a community-based participatory process that included focus groups, key informants interviews, a regional public opinion survey, and an online voting activity are examined in the context of public acceptability of long-term environmental consequences for short term economic gain. The outcome of the multi-faceted community visioning process indicates that the approach to engaging citizens affects opinions about the future use of a federal uranium enrichment site in southeast Ohio. In addition, local pollution havens are likely to continue to emerge as long as the economy remains weak, and communities are willing to house facilities because they promise jobs even if they will create disparate environmental impacts.
